Abstract

The Application of Multimedia Autoplay-Based Communication Media in Science Learning at SMAN 3 Penajam Paser Utara (supervised by Andi Vita Sukmarini and Yusmanizar) Audiovisual multimedia autoplay-based instructional media is one form of technological advancement in learning. In its use, teachers can present text, images or videos, graphics, maps, and other materials not available in textbooks in an engaging format to attract students' attention to the learning process. This study is qualitative research employing a phenomenological approach. The data were collected through observation, interviews, and documentation. The researcher used a flow model analysis which involves several stages: data collection, data reduction, data presentation, and conclusion drawing, based on empirical information from SMAN 3 Penajam Paser Utara. The results of the study show that the implementation of multimedia autoplay-based communication media in science learning at SMAN 3 Penajam Paser Utara was carried out in three stages: design (developing multimedia autoplay-based teaching media), implementation (classroom teaching and learning activities), and evaluation (receiving feedback from students). The challenges encountered in using this media include a lack of understanding and skills in creating learning materials, the difficulty of accessing free applications to support media development, and technical obstacles such as electricity and internet connectivity.

Abstract

This study aims to analyse the Makassar City Government's communication strategy through the makassarkota.go.id website and the Pakinta' (Pajak Terintegrasi & Terdigitalisasi) service. Makassarkota.go.id serves as the leading portal integrating information, policies, and access to 12 public services (including Pakinta'). Pakinta' facilitates online regional tax payments, increasing efficiency, transparency, and taxpayer compliance. The implementation of the Chris Fill (Put, Push, Pull) communication strategy has successfully captured public attention, strengthened internal coordination, and built long-term relationships between the government and the community. The collaboration between the Communications and Information Technology Office (Diskominfo) and the Regional Revenue Agency (Bapenda) has resulted in consistent information, ease of access, and improved quality of digital public services that are faster, more transparent, and more responsive.

Abstract

This research aims to determine the dynamics of communication between the Regional People's Representative Council (DPRD) and Regional Apparatus Organizations (OPD) in advocating for the interests of the people of Nunukan Regency and the factors that influence it. This research was conducted at the Nunukan Regency DPRD office, the offices of the Nunukan Regency Government OPDs, and the homes of DPRD members who served as informants. Data collection was conducted through in-depth interviews, participant observation, and the use of supporting documents. The results of this reserach indicate that communication between the two institutions generally begins with an official letter and continues with informal communication using telephone or WhatsApp as needed. The content of the messages conveyed during the communication process is influenced by the problems being faced. The communication patterns used is to apply persuasive, coercive, and informative communication techniques according to the situation and conditions during the communication process. The result of this research also shows that factors that hinder smooth communication are the emergence of fear, worry, suspicion, pressure, the presence of parties who feel they have a higher status, limited time when communicating, differences in background, inability to understand the situation of the interlocutor, lack of mastery of applicable regulations, and the use of technical and foreign terms that are difficult for the interlocutor to understand.

Abstract

This study examines how government communication influences the implementation of the National Public Service Complaint Management System – People’s Online Aspirations and Complaints Service (SP4N-LAPOR) at the Department of Communication and Informatics of Biak Numfor Regency. The analysis is based on George C. Edward III’s policy implementation model, focusing on four aspects: communication, resources, disposition, and bureaucratic structure. Using a descriptive qualitative method, data were gathered through interviews, observations, and documentation. The results show that while SP4N-LAPOR has been implemented, it has yet to reach optimal performance. Public outreach remains limited, inter-agency coordination is not fully effective, supporting facilities and technical training for administrators are inadequate, and the application of Standard Operating Procedures (SOPs) is inconsistent. Other obstacles include low digital literacy among the community, budget constraints, and the archipelagic geography that hinders service coverage. The study recommends enhancing public outreach, providing more training, increasing resources, and strengthening cross-agency coordination to ensure SP4N-LAPOR operates more effectively in Biak Numfor.
