Abstract

Sinergi TNI dan Pemerintah daerah dalam penanggulangan banjir di Kabupaten Bandung telah berjalan cukup lama, pendekatan Kampanye Militer merupakan rangkaian beberapa operasi gabungan yang dilaksanakan untuk mencapai sasaran strategis dan operasional pada suatu ruang dan waktu yang ditentukan, Kampanye militer terdiri dari operasi militer untuk perang (OMP) dan Operasi Militer Selain Perang (OMSP). Tujuan penelitian ini adalah mendeskripsikan dan menganalisis Sinergi TNI dan Pemerintah daerah dalam penanggulangan banjir di Kabupaten Bandung melalui strategi kampanye militer karena melibatkan satuan TNI yang memiliki matra dan fungsi yang berbeda.Strategi yang dilakukan oleh TNI (dalam hal ini yang dilaksanakan oleh Kodim Bandung pada operasi penanggulangan bencana banjir, diantaranya secara bersama-sama dengan Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Bandung menggalang semua kekuatan TNI yang ada di sekitarwilayah Bandung Raya diantaranya Batalyon Zeni Tempur-3 Dayeuh Kolot, Kopaskhas TNI-AU yang berada di Lanud Sulaeman, Lanal Bandung serta aparat kewilayahan lainnya untuk bersinergi dan membantu dalam melaksanakan operasi penanggulangan bencana banjir. Namun demikian disarankan bahwa penggunaan kekuatan tempur dengan institusi/organisasi lain yang memiliki jalur dan tata kerja yang berbeda dari hierarki militer agar lebih terkoordinasi dan terkomunikasikan apalagi bersama-sama dengan Badan Penanggulangan Bencana Daerah (BPBD) yang perlu pemahaman terkait dengan pengoptimalisasikannya dalam operasi penanggulangan banjir.

Abstract

Sishanta can be actualized in the face of all the dynamics of potential threats to national defense that are rapidly developing in line with the development of the strategic environment that can create threats that are not only military threats, but also non-military ones. Threats are not only traditional but also non-traditional. The formation of a reserve component (komcad) as an element of non-military defense forces, is functioned to assist the main component (computing) of national defense (TNI). The reserve component is a solution to deal with potential military threats in the context of the fifth and even sixth generation wars that are non-military. Furthermore, state defense in this case is useful as the main teaching material given to members of the state defense reserve component so that through this effort Sishanta as a state defense system can be actualized. Because the involvement of citizens in the effort to defend the country is part of the responsibility of citizens. This responsibility is impliedly mandated by the constitution, as well as Law no. 3 of 2002 on National Defense. With the aim of maintaining the survival of the nation and state.

Abstract

The research focused on the quality of whatsapp-based online services in population administration services in kupang city. The purpose of this study is to explain the implementation and quality model of whatsapp-based online services in population administration services. The theory used is the theory of online service quality proposed by parasurahman with the variables of efficiency, fullfilment, system availability, privacy. The research design used qualitative research with a descriptive approach. The results showed that the implementation of quality whatsapp-based online services was seen from service efficiency, ease of access and a simple mechanism; fullfilment, a fast and free service period; system availability, the internet network support; and privacy, the end-to-end encrypted whatsapp. The obstacle is there are no regulations, infrastructure facilities are still limited, just using one smartphone for one service where the smartphone capacity is limited for document transactions. Then there is still a lack of government socialization. Therefore, the model that needs to be carried out by the population and civil registry office of kupang city is to make a regulation for the mayor of kupang. It is necessary for the government to be responsible for providing computers for whatsapp online, and conducting wider socialization to the public.

Abstract

The aim of this research is to find out how it is implemented, the supporting and inhibiting factors, as well as the efforts made to overcome obstacles to the implementation of the odd-even system of motor vehicle restriction policies in the Administrative City of South Jakarta. As for the focus of implementing the policy of restricting motorized vehicles with an odd-even system in the Administrative City of South Jakarta, this research refers to the opinion of Merilee S. Grindle who states that the success of implementation is influenced by two large variables, namely the content of the policy and the implementation environment. This research uses a qualitative descriptive research method with a post-positivist research paradigm. In this research, there were 7 informants interviewed, consisting of 3 key informants and 4 informants. The data analysis techniques used are data reduction, data presentation, drawing conclusions and verification. The results of this research show: (1) The implementation of the policy of restricting motorized vehicles with an odd-even system in the South Jakarta Administrative City has generally gone well, which can be seen from the decrease in vehicle volume on protocol roads, faster travel times, and increase in passengers on the TransJakarta transportation mode. With this policy, the DKI Jakarta Provincial Transportation Service has succeeded in achieving its goal of increasing the number of people using public transportation. Even though this implementation is not yet completely effective, both the government and society can feel positive changes. (2) Factors that influence the implementation of the odd-even motor vehicle restriction policy in the South Jakarta Administrative City, namely the response of implementing agencies, the attitude of implementing officers, community participation or awareness, availability of human resources, availability of funding sources, activity infrastructure, and weather conditions. (3) Efforts that need to be made to overcome obstacles to the implementation of the policy of restricting motorized vehicles using an odd-even system in the Administrative City of South Jakarta, include the need to improve the quality and facilities of public transportation modes, reviving plans for a paid road policy or Electronic Road Pricing (ERP), increasing coordination and communication between policy implementers, as well as providing stricter sanctions for policy violators to create a deterrent effect.

Abstract

This research aims to analyze the strategy of the Bandung City Government in maintaining ASN neutrality in the 2024 Election contestation, with a focus on the strategy of the Bandung City BKD and Bawaslu as well as the supporting factors and obstacles faced and the efforts made by the Bandung City BKD in overcoming these obstacles. The research methods used include interviews, secondary data collection, and data analysis. The research results show that in principle the concept of ASN neutrality in elections to support the implementation of good government governance cannot be assessed as a form of deviation from the political rights of an ASN, therefore it is urgent that ASN must implement neutrality in realizing the principles of good governance, and Bawaslu in their duties and Its authority as supervisor of elections and regional elections in collaboration with supervisors in regional and sub-district districts and cities needs to carry out outreach and provide understanding to the community.

Abstract

In the 2020-2022 period, the achievement of the Government Agency Performance Accountability System (SAKIP) of Bekasi Regency, West Java, has not been optimal. This is due to SAKIP not being a Key Performance Indicator (KPI) in the 2017-2022 Regional Medium-Term Development Plan (RPJMD). As a result, programs, activities, and budgets do not support the achievement of SAKIP. This research uses the strategic management theory of Wheelen Hunger (2012), including: Environmental Scanning (external opportunities and threats, internal strengths and weaknesses), Strategy Formulation (mission, goals, strategies, policies), Strategy Implementation (programs, budgets, procedures ), and Evaluation and Control (performance). This research was conducted using qualitative methods and deductive analysis, utilizing interview data, documents, and statistics. The results show that strategic management in Bekasi Regency has not been optimal, especially in the aspect of Environmental Scanning which has not been given enough attention. In addition, strategy formulation, implementation, control, and evaluation are still weak. To optimize the strategic management of SAKIP, regular evaluation is needed through a continuous strategic management model that includes all stages of strategic management. Strengthening leadership, political and budgetary commitment to strategy formulation, implementation and evaluation is key. This optimization involves applying the updated Wheelen Hunger-based strategic model as needed.

Abstract

ABSTRACT. The government and all elements of society can now utilize development information and communication technology, which is developing rapidly. The government can manage government and provide services to the community more quickly, effectively, efficiently, transparently, and accountable. One way is through development planning through e-planning, as in Central Java Province. The implementation of e-planning in Provincial and Regency/City Regional Development Planning is expected to provide convenience for all rights, both public information and all stakeholders, to access as a reference for participation and monitoring. The implementation of e-planning has objectives that include (1) increasing coordination and shared understanding between central and regional governments in implementing e-planning applications in regional development planning; (2) providing input and sharing regional experiences in developing and utilizing e-planning applications in preparing regional development plan documents. This research was conducted to determine how the e-planning system is implemented at the Central Java Province Regional Development Planning Agency. They were using qualitative descriptive research methods. Data were collected using interviews, questionnaires, literature studies, and documentation. The results of the research show that the implementation of the e-planning system at the Regional Development Planning Agency has been implemented quite well; however, in the process of implementing the e-planning system in Central Java (GRMS), it does not follow the Decree of the Minister of Home Affairs which requires all regional governments to use the SIMBANGDA application. It aims to synergize one integrated data with the Ministry of Home Affairs. The impact caused is the delay in reports on the realization of work carried out by the Regional Leadership Organization (OPD), especially in BAPPEDA Central Java Province, making it very difficult for the Ministry of Home Affairs to keep up with developments. Abstract

This research is motivated by the lack of development of tourist attractions on the island of profit Java in the Thousand Islands Administrative Regency. The purpose of the study was to analyze and find out the strategy of the Thousand Islands Administrative Regency Tourism and Creative Economy Service Tribe in Developing Java Island Tourism Objects. Then using descriptive qualitative methods. The data sources used are primary data and secondary data. Data collection techniques through observation, interviews and documentation. The results of this study indicate that the development of tourist attractions by the Tourism and Creative Economy Office Tribe in the Thousand Islands Administrative Regency when viewed from the theory used, namely the theory of tourism development from Ketut Suwena & Gusti, on indicators Attractions have not gone well, facilities and accessibility are quite adequate, then also in developing services and additions are not maximally carried out by the Thousand Islands Administrative Regency Tourism and Creative Economy Office Tribe. The influencing factors consist of internal factors and external factors which are then continued by determining the strategies that should be carried out for success based on SWOT analysis obtained strategic issues, among others: Optimizing cooperation with third parties in the development of tourist attractions of Untung Java, optimizing the functions and programs of the Tourism and Creative Economy Service Unit in the development of tourist attractions on the island of Untung Java, increasing the use of technology in promoting and providing tourism information. And improve supporting infrastructure on the tourist attraction of the island of Untung Jawa which is managed by the government.

Abstract

Kolaborasi menjadi elemen penting dalam mencapai kesuksesan organisasi, ditengah keterbatasan sumber daya, dan kewenangan untuk mencapai tujuan. Penelitian ini bertujuan untuk menganalisis collaborative governance penanaman nilai-nilai Pancasila pada pendidikan formal, mengetahui faktor dominannya serta dan merekomendasikan model collaborative governance penanaman nilai-nilai Pancasila pada pendidikan formal yang ideal. Metode penelitian menggunakan kualitatif dengan sumber data primer dari wawancara, dan observasi, dan sumber data sekunder berasal dari telaah dokumen regulasi dan laporan terkait. Informan dipilih secara purposive, berasal dari pemangku kepentingan terkait dari unsur pemerintah, organisasi non pemerintah, media massa, swasra dan masyarakat. Data dianalisis dengan mengacu pada teori collaborative governance Bryson, Crosby dan Stone (2006) yang mencakup 5 indikator yang menentukan keberhasilan Collaborative Governance, yaitu: 1) Kondisi awal, 2) Proses kolaborasi yang terdiri dari 6 tahapan proses yaitu: kesepakatan awal, kepemimpinan, legitimasi, kepercayaan, mengelola konflik, dan perencanaan), 3) Struktur dan Tata Kelola, 4) Kontingensi dan Kendala dan 5) Hasil dan Akuntabilitas. Hasil penelitian menunjukkan bahwa penerapan collaborative governance penanaman nilai-nilai Pancasila pada pendidikan formal belum optimal. Hambatan dan kendala yang ditemukan terkait dengan peningkatan kapasitas, legitimasi kolaborasi dan otonomi daerah. Faktor dominan terdapat pada struktur dan tata kelola, yang didorong oleh kebijakan pemerintah. Penelitian ini merekomendasikan model collaborative governance yang dimodifikasi dengan menambahkan elemen regulasi, pembinaan, evaluasi dan kelembagaan PIP di daerah, yaitu Model Collaborative Governance Pendidikan Pancasila. Peneliti menyarankan agar mata pelajaran Pendidikan Pancasila dimasukan secara eksplisit dalam Undang-undang Sistem Pendidikan Nasional, dan pembentukan kelembagaan PIP di daerah untuk mengefektifkan penanaman nilai-nilai Pancasila, serta pembentukan Tim Kolaborasi.

Abstract

The phenomenon that is the object of research is the contestation of direct regional head elections for independent candidate pairs versus political party candidate pairs and the continuity of government after the regional head elections in Metro City, Lampung Province, phenomenally won by independent candidate pairs. This study aims to analyze the contestation of independent candidate pairs versus political party candidate pairs in Metro City in the 2020 regional elections won by independent candidates; develop a strategy for independent candidate pairs winning the 2020 regional election contestation to maintain the continuity of government after the regional head elections. This research method uses descriptive qualitative methods with 4 research informants. The results of the study can be concluded that the victory of individual candidate pairs in the contestation of Pilkada in Metro City in 2020 analyzed by referring to Bourdie's Capital Theory is still felt less than optimal, because individual candidate pairs do not get political support from political actors in Metro City. Political Capital Theory is seen as very weak. As a real strategy, each individual candidate pair must have Reputation Capital as the main capital for candidates through individual channels. The continuity of the government after the victory of the individual candidate pairs that lack support from the Legislative Members can apply a persuasive communication approach strategy by prioritizing the Community of People, Attempted Influence, Beliefs, Values and Attitude as the main basis for running the government.
