Abstract

In recent years, Indonesia has increasingly shown its dependence on the tourism sector by adopting the idea of sustainable tourism as a development strategy. Based on doctrinal legal research method with a statutory and conceptual approach, this article used the concept of sustainable tourism to explore the opportunities and challenges faced by Indonesia in developing tourism sector. This article argues that even though Indonesia has the 2009 Tourism Law that specifically regulates tourism governance based on a multisectoral approach, this law does not clearly adopt the concept of sustainable tourism, resulting in different perceptions between actors at various levels of tourism administration. The sustainable tourism agenda in particular still depends on the initiatives of each actor, is fragmented and heavily influenced by various factors of power relations, financial capacity, and human resources. This article suggests the need for strengthening legal and institutional frameworks to achieve the 2030 Agenda for Sustainable Development Goals that place communities as the subject of tourism development.Keywords: Sustainable tourism, the 2009 Tourism Law, the 2030 Agenda for Sustainable Development Goals, tourism governance.

Abstract

One of the risks which is faced by catfish farmers frequently is production risk. The existence of production risk encourages farmers to make decisions to allocate production inputs. The behavior of farmers in facing production risk will be the basis for making decisions related allocation of production inputs to be used in catfish farming. This study aimed to analyze the effect of the use of production factors on production and production risk of catfish farming in Kediri District. Data in this study used primary data which is obtained from observations and structured interviews. The type of cross section data is gained from 40 catfish farmers. Descriptive and inferential statistical analysis method is used to analyse the data in this study. Analysis of production function data and production risk with the Just and Pope model approach. This study depicts that feed use and years of farming experience have a significant influence on catfish farming production. Increasing farming experience has a significant effect in terms of reducing production risk of catfish farming. Catfish farmers should use good quality of catfish seeds, improve their skills in cultivation techniques continuously, and communicate horizontally with fellow catfish farmers in order to be perceptive in exchanging experiences. Farmers must increase their experience to mitigate production risks.

Abstract

ABSTRAKPermintaan produksi lele dumbo yang tinggi di Provinsi Bali belum mampu dimaksimalkan peluangnya oleh para Kelompok Pembudidaya Ikan (Pokdakan) penerima bantuan langsung masyarakat melalui program Pengembangan Usaha Mina Pedesaan Perikanan Budidaya (PUMP PB) tahun 2011 – 2013 di Kabupaten Buleleng. Faktornya adalah jumlah penyuluh perikanan yang mendampingi pelaksanaan kegiatan tersebut, kemampuan Pokdakan pada bidang budidaya, terbatasnya informasi teknik budidaya, kontinunitas ketersediaan benih yang berkualitas di Kabupaten Buleleng. Hasil evaluasi dan tidakan melalui Participatory Action Research (PAR) adalah memanfaatkan faktor lingkungan eksternal melalui pemanfaatan aliran irigasi subak untuk budidaya pembesaran lele dumbo, pemberian pellet fermentasi mendapatkan perbandingan Feed Convertion Ratio (FCR) 0,997 : 1,0. Hasil matrik IFAS dan EFAS, dari penelitian ini didapatkan jumlah x = 0,296 dan y = 0,058 yang menunjukan strategi progresif yang menandakan sebuah organisasi yang kuat dan berpeluang. Salah satu strategi yang dapat dilakukan adalah dengan memanfaatkan lingkungan perairan dari aliran irigasi untuk kegiatan usaha budidaya pembesaran lele dumbo di Kabupaten Buleleng sehingga dapat memenuhi tingginya permintaan lele dumbo di Provinsi Bali. ABSTRACTThe high demand of catfish production in Bali province has not been able to be made use by local fish cultivation groups (Pokdakan) which are recipients of Fisheries Business Development in Village on Fish Aquaculture Program (PUMP PB) 2011 – 2013 Buleleng regency. The contributing factors are the number of the attending fishery counselors in the program implementation, the ability of Pokdakans on aquacultural field, the limited information on aquaculture techniques and the continuity of high quality seed availability in Buleleng regency. Evaluation and treatment result of Participatory Action Research (PAR) is that subak irrigation system can be used for the catfish rearing aquaculture, fermented feed utilization showed Feed Conversion Ratio (FCR) 0.997 : 1.0. Based on IFAS and EFAS matrices analysis, achieved x value = 0.296 and y = 0.058 showed progressive strategy which means a strong and opportune organization. One strategy is utilization of subak irrigation system for catfish rearing aquaculture in Buleleng regency to meet the high demand of the catfish in Bali province.

Abstract

Coastal areas and their natural resources have an important meaning for the economic development of the Indonesian people. This is reflected in the East Java region, which is one of the provinces rich in natural resources, both in the form of minerals and fishery products. For example in the area of Watu Coast Pecak there is potential for natural resources such as Pasir Pantai which has good quality sand for house building and this is an attraction for itself to develop. The purpose of this study was to identify the implementation of the management of Watu Pecak Beach in developing coastal resource potential at Watu Pecak Beach, identifying the role of stakeholders in the management of Watu Pecak Beach, analyzing the activities of the WatuPecak Coast community in utilizing coastal resources available at Watu Pecak Beach, and designed a Social Adapter Model for the development of coastal resource potential in Watu Pecak Beach. The data analysis used in this study used a qualitative descriptive method. The results showed that the implementation of the management of Watu Pecak Beach was still not optimal. The role of stakeholders in implementing Watu Pecak Beach is still not fully active because it is still constrained by administrative permits. The activities of the coastal communities of Watu Pantai Pecak have a variety of activities. The design of this ring circumference social adapter model is used as a frame to strengthen the institutions of coastal communities in Watu Pecak Beach.
