Abstract

Boarding house tax is a new tax that is placed in the section of hotel tax. According to as potential of Semarang which has attracted migrants who require temporary housing, it is not suprised that many rental on boarding house businesses appear. Boarding house effort on a since a lot of boarding house enacted in Semarang, therefore tax on boarding house was implemented.  Focus of the study is implementation of the policy by using qualitative methods of analytical and descriptive. The study will try to find the widest possible knowledge of by describing and analyzing the research object. The findings of the study shows that the implementation of tax policies boarding house has not run optimally since aspects of the implementation of policies were not adequate. Deficiency lies in lack of technical guidance, human resources (HR) and lack of participation from the taxpayer.  The implementation of Tax policies boarding house  in Semarang Inadequate in order to be succesfully implemented, the existing shortcoming must be fixed. Moreover, improvement of operation away government agencies in Semarang City also important to develop the tax policy. Keywords: Evaluation, Policies, Boarding house tax

Abstract

ACCESSIBILITY OF PERSONS WITH DISABILITIESON PUBLIC FACILITIES IN SURAKARTA             The existence of Surakarta regulation number 2 year 2008 about difable equality, then shows that the Government of Surakarta has already committed to pay attention to persons with disabilities. In fact, however, it’s seen from the results of previous research that there still many public facilities that are not in accordance with the accessibility standard that is their right. The question is : how the success / failure from accessibility policy for persons with disabilities towards the provision of public facilities in Surakarta? What standard of success / failure about the accessibility policy in Surakarta? The purpose of this research is to explain the success / failure of the persons with disabilities accessibility policy to public facilities, and to explain couse of the success / failure of the persons with disabilities accessibility policy to public facilities.            The research was conducted using the theory of public service, persons with disabilities as citizens, accessibility as citizen’s right, and implementation of public policy. The method used in this research is qualitative method, data collecting method by using observation, interview, and documentation. In testing the validity and accuracy of data using triangulation technique of source and theory.            The result showed from regulation aspect, Government of Surakarta deserves to be appreciated to tried to fulfill the rights of people with disabilities as citizens by providing equality disabilities regulation. However, from implementation aspect, there needs an improvements because the accessibility for persons with disabilities runs optimally can be seens through public facilities condition in Surakarta. The existing of public facilities in Surakarta do not completely ignoring the accessibility guidance which means that there are public facilities that are good enough but more are not optimal due to lack of knowledge and understanding of state organizer as policy maker to the reference of accessibilities persons with disabilities. The lack of persons with disabilities understanding as citizen have more effect to their needs are neglecated. The low of their existance from the political side as a citizen to affect the regulation and even affecting the number during elections so that their involvement is ignorance by policy maker, the involvement of many parties lead to ineffectiveness in policy implementation. The existance of a non-specific budget causes unoptimal construction of public facilities, and the lack of coordination in the form of advocacy conducted by the Social Service with other agencies. Key words : Policy, Accessibility, People With Disabilities.

Abstract

Strategy of Women’s Empowerment and Child Protection Policy in Rembang Regency 2016 ABSTRACTBacground: The high number of women and children violence, followed by the lack of active PUG institution becomes the the basic reference of researchers to assess the accomplishments of  PUG  implementation in 2016, the efforts of officers in implementing the strategy and the efforts to preserve the mentor category of APE in Rembang.Methods: A qualitative study involves collecting various empirical materials (interviews, personal observations, social interactions) to describe the problem, routine moments and its meaning in individual and social life.Results: The Implementation of policies related to gender mainstreaming in Kabupaten Rembang 2016, in routine evaluation through program evaluation meetings and in the district mid-term district development plan (RPJMD) section has integrated gender issues of strategy and policy direction integration of gender perspective in regional apparatus units.Conclusions: Implementation of gender mainstreaming in Rembang regency 2016, the achievement of the highest appreciation of godsend parahita ekapraya (APE) category of mentor and child-friendly district, while the constraint is limited resources such as supporting gender mainstreaming and technical guidance.Keywords: Strictness, Policy Strategy, Gender Mainstreaming

Abstract

Birokrasi dan pelayanan publik merupakan dua hal yang tidak bisa dipisahkan, seiring perkembangan jaman birokrasi mengalami perkembangan yang lebih dikenal dengan reformasi birokrasi dimana birokrasi tidak lagi tergambar sebagai sesuatu yang menyulitkan dan memakan waktu lama. Keberhasilan reformasi birokrasi di daerah tidak lepas dari peran seorang pemimpin untuk menyatukan visi dan mensukseskan instansi melaksanakan reformasi birokrasi. Faktor kepemimpinan sangat penting karena pemimpin merupakan tombak utama keberhasilan maupun kegagalan sebuah instansi. Untuk mendukung reformasi birokrasi di daerah sudah banyak program yang dilaksanakan salah satunya adalah Zona Integritas WBK WBBM dimana instansi terpilih merupakan instansi yang sudah berhasil melaksanakan reformasi birokrasi di dalamnya yang dalam penelitian ini terdapat dua instansi yang terpilih yaitu BP2T dan RSUD Kardinah Kota Tegal. Dalam penelitian ini penulis menggunakan teori desentralisasi, birokrasi weber, reformasi birokrasi, kepemimpinan, serta kaitan kepemimpinan dengan birokrasi untuk menunjukkan proses keberhasilan birokrasi di Kota Tegal sehingga menghasilkan lembaga yang baik dan dijadikan lembaga percontohan pada program Zona integritas. Metode penelitian menggunakan kualitatif deskriptif dimana penulis menggunakan informasi dari instansi terkait (BP2T dan RSUD Kardinah) serta pihak luar sebagai penyeimbang data yaitu Ombudsman Jawa Tengah dan pengamat kebijakan yaitu Bpk Slamet Santoso. Hasil penelitian ini menunjukkan bahwa BP2T dan RSUD Kardinah merupakan lembaga yang berhasil melaksanakan reformasi birokrasi dengan bukti meningkatnya kualitas pelayanan dari tahun ke tahun, sarana prasarana yang lengkap dan proses pengurusan perizinan yang telah menggunakan sistem terpadu. Dari faktor kepemimpinan Kota Tegal sejak masa reformasi telah memiliki pemimpin yang baik mulai dari Bpk Adi Winarso yang melakukan pendekatan militeristik untuk menyatukan visi dan misi seluruh SKPD Kota Tegal, masa Ikmal Jaya dan Siti Masitha sebagai pemimpin yang demokratis dan dibawah kepemimpinan mereka Kota Tegal semakin maju dan berhasil meraih penghargaan dalam segala bidang terutama bidang reformasi birokrasi.Kata Kunci : Birokrasi, Reformasi Birokrasi, Desentralisasi, Kepemimpinan daerah

Abstract

ABSTRACTLocal election is one of the important instruments in order to realize the life of democracy at local level. Through elections, it is hoped that elected regional heads have legitimacy in the eyes of their citizens because they are directly elected by their constituents. In order to realize democratic elections and uphold equality, not only a policy about party nomination was made, but it was also independen nomination. An independent path is the nomination of a candidate pair without the support of a political party formally with the conditions that have been determined - one of them is the support of ID cards by citizens. In 2015 local elections in Rembang Regency, Abdul Hafidz and Bayu Andriyanto as the pair of number three came out with a 68.50% win. The couple advanced through an independent path. Actually, the independent path is chosen not only because they are non-party people, but also because the party from PPP candidate is experiencing internal conflict at the central level so it cannot be used as a political vehicle in political elections 2015. While Nasdem Party, which is the party of origin of candidate Vice Regent only get vote in Election 2014 equal to6,6%, whereas the requirement to nominate candidates for Regents and Vice Regents are 20%.The victories of Hafidz and Bayu are phenomenal considering they are nominated through independent path. Based on the research conducted by the authors, there are several determinants that affect the victory of Hafidz and Bayu in the 2015 Local election ago. First, the Identification of PPP and Nasdem party voters. Evenhough Hafidz nominate himself as an independent candidate, but the party machine is engaged in mobilizing voters' votes to influence the voter networks of both parties. The second factor is candidate. The figure of Hafidz as an incumbent influenced his victory in elections in 2015. Added to the background of Hafidz as a religious figure who often fill the recitation also provides social capital from the congregation. The last factor is the success of the work program. One of the work programs known during Hafidz's previous tenure was to raise the salary of a ‘madrasah’ teacher. The success of a good work program can foster public confidence so that Hafidz is re-elected in the 2015 elections.Keywords: Candidate, Independent, Local Election, Party Machine.1. Pendahuluan

Abstract

Dewan Pewakilan Daerah (DPD) RI is a region represetative body that members of delgated of region and class in MPR were originally. The third amandment of UUD 1945 conclude that DPD was as members of MPR and parlement di second chambers. But constitution give legislative power just for DPR. DPD that a balances power for DPR have weak authority and make it just as a co-legislator of DPR..By this research, the writer want to explain how the probability of relationship  changed between two chamber (DPD and DPR) that capable of carrying the strengthening of DPD in political representation in Indonesia. The method used is the type of case study research.Base on interviews and study documentation, the relationship between DPD and DPR that capable of strengthen DPD is there are a parallel of  authotity, complementary and not for mutual competitions.  The way to make it happen is by the DPD strengthened by fiveth amandment of UUD 1945, change the recruitment system, and close down of MPR RI. With based on Structuration Theory by Anthony Giddens, showed that  structur constraint that constitutions and personal capability of DPD RI members,  can also provide an opportunity for strengthening of DPD. The opportunities are supported by the political dynamics of the external DPD such as PDI-P of the ruling party then and now, DPR and distruth of  political representatives, local communities and pathner PEMDA at the center of goverment,   to offer recruitment and space the existence of the party cadres, chairs led DPR / MPR's party winning the election , In addition factors that support are already  draf for fiveth amandment and there is a decision of MPR No.. 4 / MPR / 2014 about MPR’s  2009-2014 recommendations. Keyword: DPD, Strengthening, Structur

Abstract

This research has a goal to identify the role of a farmer’s organization in the form of farmers owned enterprise in forming farmer’s autonomy after World Bank program assistance in Magelang Regency. It is attempted by FOE through the implementation of agrobusiness agriculture activity whether on farm and off farm. Case study that is used by researcher is FOE PT. Merbabu Tunas Mandiri in Jogonayan Village, Ngablak Subdistrict, Magelang Regency.The type of this research is descriptive analysis through qualitative research. The source of data comes from primary and secondary data. The determining of informant is done through snowball sampling method by determining two types of informant. First informants as the key informants consist of Manager of FOE PT. Merbabu Tunas Mandiri, and farmers. Second informants as triangulation informants consist of BPPKP Magelang Regency, BPTP Central Java, and Yogyakarta Leaf Organic Corporation. In collecting data, researcher uses two methods which are interview and literary study.The problem of the weakness of farmers organization which live and be moved from bottom is often as an obstacle for farmers in following up the government program, so that can not be denied that agriculture development in Indonesia is very slow because there is no following up for the program in society level. Through World Bank assistance program or it is known as Farmer Empowerment through Agricultural Technology and Information (FEATI) an effort for empowering farmers organization starts to be implemented through developing FOE as a form of FEATI contiuous.FOE PT. Merbabu Tunas Mandiri is a Jogonayan Village farmer’s organization which has a goal to increase farmers autonomy after the existing of FEATI through empowering agriculture agrobusiness system. Besides giving encouragement, FOE also gives supporting service for farmers like access service, baking service, agriculture technology implementation service, and information of government policy service. Through the efforts of FOE PT Merbabu Tunas Mandiri, the result shows that the farmer's condition in that area has directed to autonomy, eventhough there are still found many obstacles. In its efforts, FOE is regarded as a place for farmer's actualization, a place for implementing the agriculture technology, a place for absobing employee in rural area, a place for restraining profitable farmer's business activity, and moving the economic cyrcle in rural area.Keywords : FOE, FEATI, Encouragement, Farmers Autonomy, Agrobusiness.

Abstract

International assessments on education show that the basic education qualityof Indonesia is still left behind other countries, one of them are Thailand. The success of Thailand education reform is interesting enough to be examined because those twocountries have some mutual backgrounds, but nowadays Thailand comes up and has better quality in basic education than Indonesia. By this research, the writer wants to explain how the basic education inIndonesia and Thailand work, so that it can give different outputs. The writer limits the problem to the scope of structure in basic education, the role of some agencies inbasic education policy and also the role of historical contexts in each country in supporting the success of the policy. Those three questions will be explained in theframe of education decentralization in Indonesia and Thailand. By using interview and documentary study as the data collection method andbased on Giddens though called Structuration Theory, the writer found that some distinctions such as different definition about education decentralization, actors inthe policy formulation process, education resources, and the relevance behavior between policy formulator and policy implementator, will give impact to the basiceducation structure flexibility. Based on the theory and the finding, it can be inferredthat the structure in education policy in Thailand is better than in Indonesia. It can enable the success of basic education in Thailand. It can be shown from the adequate resources to support the implementation of basic education in Thailand which isbetter than Indonesia’s. The historical contexts in Thailand also can be somethingthat will always remain the policy actor, the formulator and the implementator one, to commit to do the best to bring Thailand’s better life by education. While in Indonesia some of the policy implementator behaviors are still irrelevant with the behavior of the formulator which is democratic, flexible, and responsive

Abstract

Since the PAMSIMAS program was implemented in Semarang Regency from PAMSIMAS I (2008-2012) to PAMSIMAS II (2013-2015) program, there are 93 PAMSIMAS facilities in the village from the total number of villages in Semarang Regency. However, until 2015, there was 1 non functioning village and 6 partially functiong villages in the PAMSIMAS program in Semarang Regency. One of the villages is Timpik  Village in Susukan Sub-district. The aim of this study is to describe how the implementation of PAMSIMAS, the form of PAMSIMAS program, the form of implemented community empowerment, and solutions to overcome problems that arise in the Timpik Village. The theoretical approach used in this research is the Bottom-Up policy implementation approach which emphasizes the importance of considering two important aspects in the implementation of a policy, such as lower level bureaucrats and policy target group. This research used qualitative approch as its main aproach. The process of collecting data in this study used several techniques of observation, interview and documentation. In testing the validity and reliability of data, this research used triangulation technique of data source. The results showed that in the implementation, all elements that play a role in the PAMSIMAS program managements institutions and administrators both from the village and dsitrict have performed their duties and functions well so that peple get various benefits, especially in the field of access to drinking ater from them. However, there are still several obstacles which make this PAMSIMAS program not always run smoothly. The recommendation of this research is that the village level implementor should be more visionary and innovative in the future in solving the existing obstacles. In addition, it is expected that the community will participate and supprt in the development related to the continuations of PAMSIMAS program and continue to innovate in developing the programs that have been run before. Abstract

The success of Government Policy is not only based on the role of localgovernment alone, but is a collaborative collaboration between various stakeholders and the community . Full community involvement influences thesuccess of government programs . Through annual activities, namely theBanyuwangi Ethno Carnival with the aim to encourage the Banyuwangi Regencycommunity initiatives to harmonize and form a collaboration between the governmentand the community or cultural groups. In this study presents evidence of the strengthof social capital in an activity through basic ideas by Robert Putnam. The researchmethod used is descriptive qualitative with data collection techniques in the form ofinterviews and documentation. The data obtained were then analyzed usingTriangulation Methods, Theory and Data Sources . The findings of this study are through the tradition of mutual cooperation to build Banyuwangi Ethno Carnival involving the role of various parties in theimplementation of the event . Society, culture and art studio work together to buildrelationships in accordance with their capacity. To facilitate the flow of coordination,the Banyuwangi District Culture Office provides space for the community toparticipate and be active as a committee or technical implementer of BEC events. Thisis based on the participation of Cultural Groups in BEC . The conclusion that can be drawn from this study is that the first Social Capital starts from the community through three forms of social capital, namelyBonding , Bridging and Linking which are forms of community cooperation throughvarious parties in it . In the form of bounding is a form of interaction or communitycollaboration with local group. Second, the form of bridging is the interaction orcollaboration between the community and the community, community or othercultural groups. Third in the form of linking is the interaction or collaborationbetween the community and formal institutions such as the government. Based on theconclusions, the suggestions that can be given are that the implementation of culturalfestival activities through Banyuwangi Ethno Carnival is expected not only during theterm of office of Abdullah Azwar Anas, but will continue to be a continued annualactivity .
