Abstract

The successfulness Obor Tani Foundation in empowering the farmer of Wonokerto Village Semarang Regency with the achievement Platinum GKMP award 2012 from the Ministry of walfare coordinator (Menteri Koordinator Bidang Kesejahteraan RI) is the background of this research. The issue of this research is: How is the partnership pattern involved between obor tani foundation and society in empowering Wonokerto society? How is the empowerment program held by the Obor Tani Foundation in attempt to increase the income of Wonokerto society? The purpose of this research is to describe how is the partnership pattern involved between Obor Tani Foundation and Wonokerto society incorporated in the Farmer Empowerment Center (Sentra Pemberdayaan Tani). Other, this research is aiming to explain how is empowerment process held by the obor tani foundation and wonokerto society in attempt to increase the income. To answer the issue and the purpose of this research, this research is using partnership theory and empowerment theory with qualitative method. Data collection technique is conducted by using interview and documentation. Data source triangulation technique is used in testing data validity and reliability. The result show that partnership involved between Obor Tani Foundation and society is mutualism partnership which the stakeholder involved get the advantage from the partnership. For society, the partnership held in 3,5 years give the impact of income increasing by the cultivation of dragon fruit, development of mini reservoir, and development of training home. Whereas for the obor tani foundation, the empowerment of Wonokerto village is a good performance so that increase the value of the foundation for the responsibility to PT Pertamina as a donor. Further Obor Tani foundation can collaborate the partnership with other big companies through CSR program. The successfulness of the high quality dragon fruit production also help the Hortimart Agro Center and other fruit shops in getting high quality of fruit stock without import. For the government, the empowerment program has an advantage in expanding the new jobs to reduce the poverty according to MDG’s 1st purpose. The recommendation of this research is the partnership model in empowering society held by obor tani foundation can be applicated to reduce the poverty in other village in Indonesia. Abstract

AbstrackOne of the government's efforts in maintaining the existence of traditional markets is the establishment of the Minister of Home Affairs Regulation No. 20 of 2012 on Management and Empowerment of Traditional Markets. This research will reveal the participation of traders in the process of revitalizing traditional markets conducted by the government as a form of implementation of efforts to preserve traditional markets.This study aims to analyze the extent to which the participation of traders in planning and implementation of market revitalization Karangayu conducted by the Market Office of Semarang City. In this study researchers used qualitative research methods descriptive approach, namely research that describes a symptom that has occurred and analyze these symptoms through qualitative research procedures.The results of this study indicate that every process of participation provided by communities and traders is important because participation influences the success or failure of traditional market revitalization programs. The form and pattern of cooperation realized between the Market Office, Market Managers and Traders implemented is evidence that the traditional market revitalization process has not been going well enough without the definite support of the community even though the traders are very active in participating. Government must always involve community participation in every stage of revitalization of traditional market in Semarang City not only at certain stage only because people who better understand what they want related to policy implemented.(Keywords: traditional market revitalization, traders' participation, traditional market existence).

Abstract

Birokrasi dan pelayanan publik merupakan dua hal yang tidak bisa dipisahkan, seiring perkembangan jaman birokrasi mengalami perkembangan yang lebih dikenal dengan reformasi birokrasi dimana birokrasi tidak lagi tergambar sebagai sesuatu yang menyulitkan dan memakan waktu lama. Keberhasilan reformasi birokrasi di daerah tidak lepas dari peran seorang pemimpin untuk menyatukan visi dan mensukseskan instansi melaksanakan reformasi birokrasi. Faktor kepemimpinan sangat penting karena pemimpin merupakan tombak utama keberhasilan maupun kegagalan sebuah instansi. Untuk mendukung reformasi birokrasi di daerah sudah banyak program yang dilaksanakan salah satunya adalah Zona Integritas WBK WBBM dimana instansi terpilih merupakan instansi yang sudah berhasil melaksanakan reformasi birokrasi di dalamnya yang dalam penelitian ini terdapat dua instansi yang terpilih yaitu BP2T dan RSUD Kardinah Kota Tegal.Dalam penelitian ini penulis menggunakan teori desentralisasi, birokrasi weber, reformasi birokrasi, kepemimpinan, serta kaitan kepemimpinan dengan birokrasi untuk menunjukkan proses keberhasilan birokrasi di Kota Tegal sehingga menghasilkan lembaga yang baik dan dijadikan lembaga percontohan pada program Zona integritas. Metode penelitian menggunakan kualitatif deskriptif dimana penulis menggunakan informasi dari instansi terkait (BP2T dan RSUD Kardinah) serta pihak luar sebagai penyeimbang data yaitu Ombudsman Jawa Tengah dan pengamat kebijakan yaitu Bpk Slamet Santoso. Hasil penelitian ini menunjukkan bahwa BP2T dan RSUD Kardinah merupakan lembaga yang berhasil melaksanakan reformasi birokrasi dengan bukti meningkatnya kualitas pelayanan dari tahun ke tahun, sarana prasarana yang lengkap dan proses pengurusan perizinan yang telah menggunakan sistem terpadu.Dari faktor kepemimpinan Kota Tegal sejak masa reformasi telah memiliki pemimpin yang baik mulai dari Bpk Adi Winarso yang melakukan pendekatan militeristik untuk menyatukan visi dan misi seluruh SKPD Kota Tegal, masa Ikmal Jaya dan Siti Masitha sebagai pemimpin yang demokratis dan dibawah kepemimpinan mereka Kota Tegal semakin maju dan berhasil meraih penghargaan dalam segala bidang terutama bidang reformasi birokrasi.Kata Kunci : Birokrasi, Reformasi Birokrasi, Desentralisasi, Kepemimpinan daerah

Abstract

Implementation of Local Government in the framework of the arrangement of traditional markets and modern markets in Jepara regency has the aim to determine the policy implementation process in protecting traditional markets dam arrangement of the modern market, to know, to know the effort to empower traditional traders and knowing implementing policies in protecting against traditional markets and modern markets structuring. Methods of execution in this study using a qualitative descriptive study with primary data types are the words and actions. Sources of data obtained derived from primary and secondary data. To search for informants in this study is conducted with a purposive sample (making intentional) and accidental sampling (sampling by accident when he met at the study site). Techniques for collecting data later using interviews, observation and documents. Structuring traditional market and modern market in Jepara district is one of the government's policy which aims to make the arrangement of traditional markets and modern markets, but in fact in the process of implementing its policies are not appropriate where there is still a traditional market that is not well ordered and market presence more modern and within walking distance of traditional markets made some traders complained because their incomes to decrease. Abstract

Direct Regional Head Election is one of the goals of decentralization within the framework of regional autonomy. With the Direct Regional Head Election is expected to build and realize the accountability of local government. Election of Head of Boyolali District assumed how the candidates of Head of Region able to influence and win the heart of society hence participation of society of Boyolali Regency at election moment because beroroentasi on improving prosperity and empowerment of society of Boyolali Regency. Voting in the District Head Election Boyolali very dependent of the behavior of community voters Boyolali District. In addition to voter behavior from the community, the role of Head of Region in leading Boyolali District is also very important. Teter Village and Wates Village Simo District Boyolali District as one of the areas that vote in the District Head Election Boyolali Year 2015 is relatively small for the first candidate Head of Region is Seno Samodro.This study aims to determine the behavior of voters in the village of Teter and Wates Village in District Head Election Boyolali Year 2015 who feel dissatisfied with Seno Samodro so that voters divert his voice. In addition, this study also aims to determine the acquisition of Seno Samodro votes in the selection of incumbent leaders in the village of Teter and Wates village is relatively small. This research uses descriptive qualitative method with observation, interview and documentation technique.The results of this study indicate that there is disappointment and dissatisfaction of the people of Teter Village and Wates Village against Seno Samodro. This is because the policies promised by Seno Samodro to the people of Teter Village and Wates Village are not kept. Besides that, Seno Samodro is considered to have less responsibility to be the Head of Region well, then the weaknesses of Seno Samodro that happened in Teter Village and Wates Village are used by Agus Purmanto to create a strategy in attracting people sympathy to choose Agus Purmanto. Abstract

Money politics was one of violation within Pemilukades, cause influence weaken democracy value. Money politics was all of gift such or goods from such candidate to the voters in order to influence voters. Money politics pattern occurred was vary and variation.This research, used descriptive research method. Location tkis research in Tegal Regency, appropriately subdistrict, Tegal, cangkring and Dawuhan.sample collection technique used purposive sampling. Data collection tectique used primary data, it was interview with informant and secondary data was collection which refer to written resource.This research found thah money politics already became tradition  for society of Cangkring and Dawuhan village, money politics occurred were related to lack of by mentality. Slogan of “laka duit laka acara nyoblos” it meant “no money, no vote” pattern  occours include : 1) candidancy 2)build campaign teams 3) campagn of “serangan fajar” 4) type money politics (money and goods)Based on research result above. In order to descending money politics practice government needs socialization about money politik risk. Besides thah, money politik practive couls descended significantly, when Indonesia society have anough education.

Abstract

This research was conducted to explain the process of implementing the EMAS program in an effort to reduce maternal mortality rates in Brebes Regency.This study uses a qualitative-descriptive research methodology because this studyexplains phenomena relating to current and experienced situations, attitudes and views that are present at the moment, the relationship between variables contradicts two or more conditions,the effect on a condition, and the difference between facts. This study is conducted by asking for information to the primary subject, namely the source and the main informant and the secondary subject, as a source of additional data in strengthening the data. The data then explains the efforts to implement the EMAS Program in Brebes Regency in order to overcome the highmaternal mortality rate.The results showed that the application of the EMAS program in Brebes District in 2015-2016 had succeeded in reducing maternal mortality. However, overall not optimal because in 2016 when the EMAS Program ended, Brebes still topped the highest maternal mortality rate in Central Java. In addition, it also explains the factors that influence and impact the implementation of the EMAS Program in Brebes Regency in 2015-2016.In the future, the Brebes Regency Government of Brebes Regency needs to pay attention to maternal and child health issues. Determination of regulations supporting the handling of maternal and neonatal emergencies. Abstract

Based on the data about Elementary School in Pekalongan City was discovered some problems up until now been homework for the Goverment of Pekalongan City especially the problems of infrastructure and facilities, teachers, and equitable access to quality education. Because of those problems, the Goverment of Pekalongan City in 2013 made policies that aim to create Elementary school that is effective and efficient based on the decision of Pekalongan Mayor number 421.2 / 151/2013 aboutpoliciesin combining elementary schools in Pekalongan city environment which is done in two ways: CombiningElementary school based on a pure region conducted in 40 schools that produced 16 State Elementary School and 16 principals and combining elementary school by one management conducted in 46 of state elementary schools and produced 23 principals and 46 elementary schools.The approach used in this research is descriptive qualitative with data collection methods such as observation , documentation and interview. The research subjects were Office of Education, Youth and Sports (Dinas Pendidikan Pemuda dan Olahraga)Pekalongan and all of the State Elementary School as the policies result combining a State Elementary School policies in Pekalongan with the unit of analysis of four elementary schools as a result of the combinationby pure region and four elementary schools based on the result of combining the management of four different sub-districts.The evaluation result of policies shows the difference between input that was given by a combination school based on management with combination school based on pure region. This difference makes a combination schoolby pure region is more effective and efficient, whereas the effectiveness combination school by management hasn’t yet been reached maximum. Moreover, this policy is not participatory but top down that means there’s no involvement of implementing policy in the policy formulation process.This research recommend that the need of the re-assesment about combination school based on management because this policy has not been proved able to answer the the problems of education in Pekalongan City, meanwhile for the policy about combination school based on pure region was already good enough in realizing an effective and efficient education in Pekalongan City.Key words : Effective and efficient, evaluation, Pekalongan City, Elementary school, Combining School

The purpose of this study was to determine the extent of the Implementation Process Jaminan Persalinan Program in Pekalongan and to find out why Pekalongan Less Achieve MDG Target's Policy Delivery Guarantee Program is a program of the Central Government's Ministry of Health Reublik Indonesia. Abstract

AbstractThe coastal flood in Semarang City needs to get special attention from the city government. In Semarang City this problem has occurred long enough and getting worse. Semarang city especially in the north side or often called Semarang Bottom extremely vulnerable to high potential. The resultof the occurrence of coastal flood is certainly quite disruptive social activities, such as the access road, the center of trade and service cause the economy of the community was disrupted. This problems needs complex handling. The role of the Governments and participation is the key to solve the coastal flood.The methods used in this studi using descriptive qualitative research design, by doing data collection techniques such as interview, observation, and documentation. The informant in this research are The Head of The Panggung Lor Village, The Head Of the Paguyuban Penannggulangan dan Pengendalian Air Pasang Panggung Lor (P5L), and the community of the Panggung Lor Village.The results of this research show that the participation of the community Stage keluarahan Lor has managed to overcome the problem of flooding in the village of rob. The participation of the community in the form of participation of the Lor Village Stage money, property, effort, time, and thought.One of the recommendations that can be given to addressing that problem is, the Government should focus more against coastal flood problem considering that this issue already happened long enough, in tackling the coastal flood problem the Government can also invite the public to participate.Keywords: Social Engagement, Coastal Flood, Rob, P5L
