Abstract

The situation in the era of global competition have cornered the existence oftraditional markets where the presence of modern markets has increased and become thepeople's choice to shop because it is considered more comfortable and cleaner. Therefore, thepolicy of traditional market revitalisation is a big push for the local government to maintainthe existence of traditional markets. In 2017-2018, the government of Semarang Regency hasrevitalised the traditional market of Bandarjo because the existence of Bandarjo Plazabuilding was considered to be old and not yet functioned optimally. This study discusses howto revitalise the traditional market of Bandarjo, and the process of implementing partnershipsas a means of revitalising the traditional market of Bandarjo. This type of research useddescriptive qualitative data collection technique in the form of interviews, observation anddocumentation. The data obtained is then carried out the process of qualitative data analysisby data reduction, data presentation and conclusions. The result of this study is the collaboration between Disperindag (Department ofIndustry and Commerce) and Persada started after the revitalisation planning stages, whichare the implementation and management stage. During the revitalisation stage, Persadacooperated with Disperindag in the socialisation related to the development schedule,relocation, and supervision. After revitalisation, Persada was given the authority to managegovernment assets in the form of MCK (Bathing, Washing and Toilet) and parking.Partnership in the stage of implementation and management between Persada and theDepartment of Industry and Commerce, does not have equality with the principle ofpartnership. The absence of SOP (Standard Operating Procedure) or the standard of marketcleanliness results in different perceptions where market cleanliness and MCK according tomarket visitors are not clean enough while Persada considers it is clean. The conclusion of this study is that the partnership between Disperindag and Persadacannot be said to be productive because the role of Disperindag looks more dominant thanPersada in managing the traditional market of Bandarjo. Based on these conclusions, thesuggestion that can be given is that the partnership between Disperindag and Persada isexpected to be continued and to be accompanied by improving management of the traditionalmarket of Bandarjo through the creation of SOP (Standard Operating Procedure), especiallyfor market cleanliness and MCK (Bathing, Washing, Toilet) issues. Abstract

The number of tobacco industry in Kudus Regency is more lessen. This decrease in the number of tobacco industries and the amount of production is considered a success of the government suppressing the Tobacco Industries. This condition leads to employee layoff and causing them to be an unemployed. In accordance with government regulations in term of Tobacco Excise Revenue Sharing Fund management, it is used for funding group activities, one of them is social development programs. Ministry of Labor, Industries, Cooperatives and SMEs of Kudus Regency as the recipient of the allocation fund, carry out duties and authorities for the community around the tobacco industries. This training program is also held for former tobacco workers in order to reduce unemployment and to prompt the economic growth through work abilities and skills training program.This research was conducted by using qualitative research method. Data collection used in this research is by interview, observation and documentation with the Ministry of Labor, Industries, Cooperatives and SMEs of Kudus Regency and Lecturer Faculty of Economics Muria Kudus University.The results show that the implementation of the training programs still not according to former workers and the community around the tobacco industries needs to manage the Tobacco Excise Revenue Sharing Fund. The lack of cooperation between tobacco industries and the government regarding data of number of companies that are still active, number of labor and no renewals of data of production. The government run the training programs without regarding the need of instructions and technical guide of the program implementation. The government refers more to the budget which has been set to run the training programs.The government could make an instruction of the training program implementation, even though its implementation is exactly similiar for every year. The government needs to cooperate in order to record who has been layoff from the tobacco industries to join the training programs. The community around the tobacco industries have to take the advantages to develop a private business.Keywords: Implementation, Training Program, Former Cigarette Workers

Abstract

For a democratic country, society participation about politics is an important thing. One of the society participations is vote in a direct election. Many things affect political behaviour of citizen and there are differences in some areas. Generally, there are three approaches to understand politic behaviour: sociological approach psychological approach, and rational approach. The research will describe women’s politics behaviour in Kauman dan Panjang Wetan urban village, Pekalongan city in the 2015 direct mayor election. The research uses descriptive quantitative method and political behaviour theory. The purpose of this research is to find out how and what is the factor that affect women decide their politics choices.The result of the research is the political behaviour of Kauman and Panjang Wetan urban village same and mostly affected by media, figure of candidate, and community organization. This result refutes many theories that political behaviour of Javanese people esspecially Javanese women is affected by the family and neighbourhood society. Women in these two urban villages have been independent and rasionalistic in direct election. The opinion of head family does not really affected women to participate in election. Intead media mostly affects women political education and how they getting the politics information.Key words: political behaviour, women voting behaviour, political participation.

Abstract

One of the issues that must be considered in the study population are enviromental problems. Increasing number of people will have implications for the more challenging enviromental problems. Of various problems concerning enviromental health in the society, along with the many cases of waste management are detrimental to society and the enviromental. Waste pollution cases occur in many large cities, one in Tegal regency.Tegal district is the center of industry, including industrial centers are located in the district know Adiwerna. Knowing the typical food Tegal regency. Many craftsmen know in the district Adiwerna impact also on the quality of waste management know, because managemant waste know who carried out in the district entrepreneurs Adiwerna very doubt about. So that existence of questionable enviromental agencies and ultimately the role and function of enviromental oversight is not optimal. The background of the problem arises of how the analysis of waste management tahu, and how supervision by government enviromental agencies, especially in deadling with waste management knows and enviromental oversight funciton in waste. Method management research is a qualitative research method is descriptive with data collection techniques include observation, interview and literature. Waste managementin the district know Adiwerna experiencing various problems so that the implementation of waste management tofu. In the district Adiwerna not optimal. There are several factors that cause is not optimal waste management in the district tofuAdiwerna. These factors include inadequate waste management oversight conduceted enviromental agencies, both preventive and represive control. So we need a new construction. Abstract

This research is based on building growth in Jakarta City which is more increasing, this makes Jakarta City more loses its green area that this time experiences quality degradation in its environment. The building in Jakarta area has to place RTH as a backbone of city building in decreasing flood (water absorbing area), absorbing pollutant and supplying oxygen (city lungs). For optimalizing RTH building, Pemda DKI Jakarta has to add the total of RTH which kinds like interactive garden. Pemda DKI Jakarta interlaces cooperation with Dharmaranya Tuju Enam Foundation in building outdoor green area in Smart Garden in Warigin Raya St. No. 25/Gereja St. Kayu Putih Village, Pulo Gadung Sub-district, East Jakarta. Type of this research is descriptive analytical through qualitative approach. Sources are found from primary data that is through interviewing he informant or key person by Purposive Sampling technique. Meanwhile, the secondary data comes from documents, archieves and other sources which relate to this research. Data collection technique in this research uses interview, observation and documentation.Result of research’s found that cooperation between Pemda DKI Jakarta and YDTE based on Governor Decision No. 2 of 2002 about Manual Implementation of Miter Cooperation in Garden Affair Sector DKI Jakarta Province and Miter Program of 2008. Cooperation whis is interlaced between Pemda DKI Jakarta and YDTE is a cooperation in the form of BOT (Build, Operate, Transfer), that is cooperation is implemented by the way that private side which build Smart Garden, operating this gardenand then giving back to government after the ending of the contract, that is 5 months. There is 3 principles which become the basic of this cooperation, there are: equality, transparancy and the principle of mutual benefit. By using those principles, the more effective and comfortable cooperation pattern has created between Pemda DKI and YDTE which all this time run smooth and good based on the treaty which is agreed.

Abstract

Leadership capability is an issue that is essential, therefore the governmentespecially Jakarta administration implemented through a policy regarding the recruitmentof public officials, especially at the office of headman is through Open Selectionheadman at Jakarta in 2013, it is expected that the system can be a solution to the problemof leadership in Indonesia. Leadership capability is so important because it willdemonstrate leadership skills in completing their obligations and rights, in addition to thevery complex problems of society today is a challenge of leadership capability moreoverheadman as street-level bureaucracy. The current leadership is needed not just matters ofa technical nature but also adaptive leadership that can solve the problems thatarise.Susan Zulkifli Jasmine headman who was appointed as the leader of an openselection process to be one example of leadership, capability headman Susan JasminZulkifli in living amid leadership responsibilities and rights as a leader is also a rejectionof his appointment as a headman in Lenteng Agung.This research was conducted with the aim to describe how the headmanLeadership Capability Susan Jasmine Zulkifli associated with leadership theories that arespecialized in the field of leadership capability. Datatriangulation technique or triangulation of sources used in this study to obtain a morevalid data validity. Sources of primary data obtained through interviews with relevantinformants and secondary data obtained from documents, records, internet, and othersources that are related to this research.Results of this study illustrate that leadership headman Susan Jasmine Zulkifli inthe Village Lenteng Agung General has shown versatility viewed from variousperspectives relating namely structural, human resource, political and symbolic later inview of its capabilities turned out leadership headman Susan has entered a level ofleadership adaptive it is evident from the Village Head Susan capability inaccommodating the conflict. Governor multiple appointments by Sri Sultan Hamengku as King of Kasultanan is one ofDaerah Istimewa Yogyakarta’s privileges. In one side, Daerah Istimewa Yogyakarta is able toimplement the democracy in daily lives. But in other side, the absences of elections as oneelement of the democracy, bring out the questions about governmental process which isdemocratic and effective in Daerah Istimewa Yogyakarta. Courteous attitude owned by thepeople and legislative institution causing minimum control system for executive institution. Abstract

Open government is one manifestation of good governance. This is also done by the DKI Jakarta Provincial Government to implement open government by using official local government websites. So this study aims to find out how the application of transparency is manifested in the appearance of the website, then the features used in the dissemination of the transparency of the policy and policy agenda that affect the management of the website. The research method used is descriptive qualitative using data collection techniques such as observation, interviews, literature studies, and document review. The results of this study are that the application of transparency is carried out by the availability of various kinds of public aspirations services and the existence of websites related to all SKPD. Use of features regarding policy transparency, with the application of e-budgeting and e-musrenbang. The existence of a continuation of previous government policies and changes in policies related to transparency of policies such as management of Jakarta Smartcity services and the use of a CRM system (Citizen Relation Management). The conclusion of this study regarding the transparency of policy on the official website of the DKI Jakarta Provincial Government has been good with 17 information indicators that only two are not yet available. The feature of the spread of transparency is said to be good in the presence of various kinds of availability and ease of access to information such as the presence of eight (8) complaint channels. implementing rules and recruitment of executing officials that show good things due to changes in the settlement of complaints by directly pointing to the lurah as the executor of the program (admin) which shows the command and control directly. The existence of transparency service innovations such as the open data portal, PTSP services through the Public Service Mall. However, there are still inhibiting factors in the implementation of transparency such as public support which can be seen from the number of participating in the website usage and the low management resources. Abstract

ABSTRACT Implementation of Local Government in the framework of the arrangement of traditional markets and modern markets in Jepara regency has the aim to determine the policy implementation process in protecting traditional markets dam arrangement of the modern market, to know, to know the effort to empower traditional traders and knowing implementing policies in protecting against traditional markets and modern markets structuring. Methods of execution in this study using a qualitative descriptive study with primary data types are the words and actions. Sources of data obtained derived from primary and secondary data. To search for informants in this study is conducted with a purposive sample (making intentional) and accidental sampling (sampling by accident when he met at the study site). Techniques for collecting data later using interviews, observation and documents. Structuring traditional market and modern market in Jepara district is one of the government's policy which aims to make the arrangement of traditional markets and modern markets, but in fact in the process of implementing its policies are not appropriate where there is still a traditional market that is not well ordered and market presence more modern and within walking distance of traditional markets made some traders complained because their incomes to decrease. Abstract

The women's protection program from acts of violence is one of the steps taken by the Semarang city government to prevent, facilitate, and take in hand with victims of violence in order to get services related to the violence they experienced. The implementation of protection is divided by the stages of preventing acts of violence, protection from acts of violence, recovery, and coordination. The protection services provided by the Semarang City Government are complaints handling, medical services, psychological services and rehabilitation, legal assistance and social reintegration. This policy was set by the Semarang City Government, which then appointed the office of Women's Empowerment and Child Protection, which was assisted by a technical implementation unit to reduce the number of violence, especially domestic violence against women, which was increasing every year. This research is a descriptive qualitative research that aims to find out and analyze the process of policy implementation and inhibiting factors. The theory used in this study is according to Usman, which states that implementation is geared towards activities, actions, actions, or the existence of a system mechanism. Implementation is not just an activity, but a planned activity and to achieve the objectives of the activity. The results showed that the presence of services and technical implementation units, cases of violence against women can be known by the number of complaints that came in, but in the implementation of policies still hampered by several things such as lack of commitment and communication between members, lack of availability of human, financial and facilities resources. It can be concluded that the implementation of the policy of protecting women from acts of violence, especially in the household in facilitating the protection of women from acts of violence has not had a significant impact on the people of Semarang City considering that domestic violence is still high and increasing every year.Keywords: Implementation, violence against women, domestic violence, inhibiting factors.
