Abstract

Batik is a national heritage (Indonesia) that has a high value and blend of art and is full of philosophical meanings. Batik is a craft that has become a distinctive Indonesian culture, in Semarang having its batik culture, Semarangan, which is a characteristic of Semarang City. The government made Semarangan batik a superior product because of its bright colors adopting typical Chinese and European styles and its motifs depicted the appearance of Semarang's distinctive features, such as Tugu Muda, Lawang Sewu, Blenduk Church, Pohon Asam, Blekok Srondol and others. In conducting this research the author uses a qualitative descriptive method, this study aims to find out what the role of the Semarang city government is in developing the Semarang Batik Village. Here researchers describe, record, analyze and interpret the conditions that occur in Batik Village today The results of the study show that in optimizing the role of government in developing Semarang Batik Village, represented by the Department of Industry, it has carried out enabling, enpowering and protecting efforts. To optimize the role of the government, optimization of third parties, from PT PLN, Bank of Central Java and USM in the form of CSR, guidance and training or facilitating exhibitions is needed. In its implementation in accordance with the existing indicators, it can be said that the government's role in developing Semarang Batik Village has been working as optimally as possible, but there are still some problems due to the lack of solid cooperation between related agencies or with third parties. In addition, there was a lack of good communication between the government and batik artisans, and a lack of response to the efforts made by the Semarang city government.Keywords: Batik, Semarang Batik Village, Community Empowerment.

Abstract

ABSTRACTPoverty is one of the complex problems occurring in Indonesia. One way to overcome poverty is by empowering the community where the empowerment of these communities can be done by the government or independently by citizens or individuals who are expected to fight and reduce poverty. Community empowerment is the development process where the community took the initiative to start the process of social activities to improve the situation and conditions themselves. One of the empowerment to overcome poverty and improve people's standard of living is the empowerment done by Padepokan Gajah Lampung toward weight lifter, the basis of cooperation of this party and the Government is UU and regulations of the president. The core of UU No. 3 of 2005 and Presidential Regulation No. 16,17,18 of 2007 is that the Government has the duty and authority in the right to direct, guide, assist, and supervise the organization of sports in accordance with the laws and regulations.The research method used is qualitative approach with data collection technique that is observation, interview and document research. Informants in this research are Founder and Owner, Coaches, Athletes and former athletes of Padepokan Gajah Lampung and in this case the Government Department of Youth and Sports.The results showed that the empowerment done by Padepokan is good and has reached the goal of the empowerment itself and the Government is quite helpful but considered less maximal in terms of procurement of training facilities.Keywords : Empowerment, Partnership, Athlete

Abstract

Surakarta is one of the city that offers the policy innovation in the realm of public service  that includes education sector, health and community development. PKMS is one of the programs in the form of health care which is distributed to the public in Surakarta City in the form of aid outpatient treatment and hospitalization in general hospital of Surakarta and the health center or other designated hospitals. PKMS program management related to the division of labor is basically done by the Technical Implementation Unit (UPT) PKMS under the structure of Health Agency Surakarta City in accordance with the Local Regulation of Surakarta  No. 6 of 2008 on the Organization and Administration of Local Government Surakarta City and Mayor Regulation of Surakarta number 20-K for 2009.This study analyzed the cooperation between  Surakarta City Government and NGOs Pattiro in Community Health program of Surakarta. The cooperation that performed is in the form involvement of NGOs Pattiro in the program Community Health Surakarta from planning, implementation and evaluation. The purpose of this study is to know the implementation, the factors that drive the success and perceived barriers in partnership.In this study, researchers used a qualitative approach that will result in descriptive data. This study was conducted in Surakarta City. Data in this study was obtained through observations, interviews with Mrs. Ida Angklaita, SKM as head UPTD PKMS Surakarta Health Agency, Supriyanto.Skom as head of the TU PKMS Surakarta Health Agency, sulatri, S.os as program staff of NGOs Pattiro Surakarta, Alif Basuki as staff Program Manager of NGOs Pattiro Surakarta, the media and the public are able to provide information, as well as the data obtained from the document.Cooperation in Surakarta City Government and NGOs Pattiro in the program PKMS in the form program feedback mechanism between government of Surakarta City and NGOs Pattiro. Abstract

INTISARI Pilkada DKI Jakarta 2017 memiliki antensi yang menarik dikarenakan adanya gerakan sosial politik masyarakat bercirikan relawan. Relawan ini dinamakan Relawan Teman Ahok. Ahok sebagai figurdiusung oleh Relawan Teman Ahok untuk maju sebagai Calon Gubernur melalui jalur independen. Penelitian ini menggunakan metode kualitatif dengan desain penelitian deskriptif. Subjek datapenelitian ini adalah staff pribadi Ahok, individu-individu Relawan Teman Ahok, KPUD DKIJakarta, Bawaslu DKI Jakarta, dan peneliti-peneliti politik. Relawan Teman Ahok dalam mendukung Ahok memiliki dua periodisasi yaitu masa pada saat Ahokdi jalur independen dan Ahok di jalur partai politik. Proses pendukungan Relawan Teman Ahokterhadap Ahok tidak sesuai rencana awal dimana Ahok maju secara independen. Alasan utama Ahokmemilih jalur partai politik adalah sebuah tindakan pragmatis. Pragmatis ini bernilai negatif karenatidak ada diskusi dengan Relawan Teman Ahok dalam mengambil keputusan tersebut. RelawanTeman Ahok pun dalam tim pemenangan tidak dapat posisi strategis. Problematika ini dinamakanoleh penulis sebagai politik ketidakberdayaan. Hal ini juga berlanjut pada saat kampanye hingga akhirPilkada DKI 2017 selesai dimana Relawan Teman Ahok masih dalam suatu ketidakberdayaan. HasilPilkada DKI 2017 yang dimenangkan oleh Anies-Sandi jadi sebuah dasar analisis dari tindakan Ahoksendiri dalam sebuah pertanyaan: “apakah Ahok seharusnya mengambil jalur independen atau jalurRelawan Teman Ahok agar dapat memenangkan Pilkada DKI Jakarta 2017?”.

Abstract

One of the types of public services offered by the Local Government of Surakarta since 2010 is public transportation service of Batik Solo Trans (BST). However, until now Batik Solo Trans is consideredyet been able to attract people's interest to move using public transportation. It is characterized by the increase number of private vehicles in Surakarta. Therefore, management of Batik Solo Trans needs a network in which there are some actors or stakeholders involved and having different resources and respective role to side by side improve Batik Solo Trans’s service quality. This research has a purpose to understand and explain the partnership between the Local Government of Surakarta with some other actors involved in Batik Solo Trans’s service network in order to improve the quality of public transportation in Surakarta. The research is conducted in Surakarta. The type of research is descriptive qualitative with officials informantof Department of Transportation, Communications and Informatics, Surakarta’s Regional House of Representatives member, operators of Batik Solo Trans, NGOs, entrepreneurs of city bus, andthe general public who useor don’t use the service of Batik Solo Trans. The technique of determining the informantuses purposive sampling technique. The method of collecting data in this research is non participatory observation, in-depth interviews, and literature review. The analysis of datais donethrough interactive model, whereas the validity of data is done throughdata triangulation. Based on the results, the networking in the service of Batik Solo Trans in Surakarta is well-executed butthere are still some barriers or obstacles occurs,that is the different of perception between the actors involved so that the impact leads to the service of Batik Solo Trans which then be less maximal.Suggestions for the Local Government of Surakarta are improving service management of Batik Solo Trans, establishing good communication with stakeholders, and providing sanctions firmly against operators of Batik Solo Trans who violate the Minimum Procedure Standards (SPM). Abstract

ABSTRACTThe implementation of house enhancement policy in inhabitable settlement through village structuring at DKI in 2013 (a case study at kampung deret Petogogan) was aimed to find out how a policy is implemented at DKI Jakarta, and how local society’s participation an to changing their house areas healthier, more well-structured and more habitable.The research methodology was qualitative. The data collection came from primary and secondary data. Research subjects were the Department of Housing and Building of DKI Jakarta Province, the Department of Housing and Building of South Jakarta, and Petogogan inhabitants.Tecnique of collecting data, by interview and documentation.The inhabitable is one of the social problems that is difficult to be solved. Building an inhabitable settlement called as slum area can cause a potential problem in the city. The implementation of house enhancement policy in inhabitable settlement through village structuring at DKI Jakarta is one of the outstanding programs planned and socialized by the government of DKI Jakarta. The target village operates the concept of changing regions into one unified region. It is different from the slum reduction programs initiated by the previous governor of Jakarta, the policy involved the community during implementation. The purpose of this research is to study the implementation of the Accelerating Development of Community-Based Family Welfare Regulation No. 11 of 2008. Seeing the communication, resources, disposition, action. These indicators are then analyzed qualitatively by looking at descriptive understanding was happening. Abstract

Abstract. In Jakarta, the sidewalks still have various problems to be solved, such as the number of street vendors who open stalls on the sidewalks causing pedestrian space, sidewalks, sidewalks used for illegal parking facilities covering sidewalks, narrow sidewalks, to sidewalks used bikers to break through congestion. Density of existing activities in Tanah Abang cause it does not escape the various forms of misuse of sidewalk function. Therefore, the Government of DKI Jakarta has an obligation to restore the function of the sidewalk by sticking to UU no. 22 Tahun 2009 about Traffic and Road Transportation, Perda no. 5 Tahun 2014 about Transportation, and Perda no. 8 Tahun 2007 about Public Order which in these three regulations contains the functions of the sidewalks and prohibitions to misuse its functions This research aims to determine what factors affect the Government of DKI Jakarta in overcoming misuse of sidewalk function in Tanah Abang and the obstacles that exist at the time of policy implementation. The method used in this study is qualitative, by doing data collection techniques using interviews, observation, and documentation. Data analysis performed with data reduction phase, data presentation, conclusion and verification. The research object is the staff of Transportation Department of DKI Jakarta Province, Central Jakarta Satpol PP, and Tanah Abang Sub-district. The result of the research shows that there are several factors influencing the Government of DKI Jakarta to overcome the misuse of sidewalk function in Tanah Abang namely social condition, organizational relationship, resources, and implementor institution. The obstacles that exist in the implementation of the policy are divided into two internal and external. Internal barriers include low social conditions and low public awareness. External barriers include weak regulation, inadequate market facilities, insufficient human resources, and limited budgets. Keyword: Policy Implementation, Sidewalk, Tanah Abang

Abstract

This research is having purpose to analyze the settlement process of UrbanLand Use Plan (RTRW) violation conducted by CV. Evergreen IndogarmentTuntang, by using policy agenda setting analysis. This research analyzes interactionsbetween parties involved in the violation settlement process. This research is usingmethod of qualitative. In order to collect primary data, this research is using interviewapproach. The interview performed to two key informants, they are Mr. M. Mashadi,S.IP as Head of BPMPPTSP Capital Placement Division and Mr. Suharnoto, S.Sos,MM, as Head of Industrial Relationship Development of DINSOSNAKERTRANS.Furthermore, to collect additional information from surrounding community, thisresearch is using Snowball method as well as collecting secondary information frommass media and other bibliographical resources.The result of this research shows that the violation conducted by CV.Evergreen Indogarment has had achieved backed up from politicians, through thispolitical stream, CV. Evergreen gained politician backing by establishing coalition inorder to forge their violation. By generating group of people consists of CommunityOrganization of Sub-district of Tuntang, and labor to sign petition to be addressed toRegent of Semarang Regency. It caused difficulties for regional government toperform law enforcement to the factory despite of the violation against Regional Lawand Regulation they have conducted, the factory is still operating until present.As for the conclusion, the three streams namely problem stream, policystream, agenda setting through political stream, are the dominant aspects in thepredicament of RTRW Violation Settlement Policy conducted by CV. EvergreenIndogarment.

Abstract

Batik industry is an industry that many exist in Pekalongan city, the existence of batik industry are produces waste from the process of making batik. There are two possibilities to dispose the batik waste, there are processed first and diposed directly without processing that will cause pollution. The purpose of this research are to identify the patterns of inter-governmental cooperation, and government with private and community in overcoming the problem of batik waste pollution, and to know the success rate ofcooperation patterns that has been done to overcome the problem of batik waste pollution.The method of the research is used qualitative approach with data collection technique that consist of observation, interview, and documentation. Informants in this research are head of Environmental Section and Environmental Law Arrangement of Environmental Department (DLH) Pekalongan city, Head of Pollution Control and  Damage Section of DLH Pekalongan city, Head of waste pollution control section of DLH Pekalongan city, the private sector there is batik craftsmen, and the community there is environmental care community.The result of the study indicate that 1) The pattern of inter-governmental cooperation is for funding the manufacture of IPAL, 2) The pattern of government cooperation with the privat sector (batik craftsmen) is divison the authority, that is government facilitates the construction of IPAL and provides land, whereas batik craftsmen are obliged to maintain and operate the IPAL, 3) The pattern of government cooperation with the community is the community independently provide assistance for the construction of IPAL, while the government did the coaching, supervision, assistances, and providing moral support. 4) The implementation of cooperation in overcoming the pollution of batik wate in Pekalongan city has not effectively. Keywords : Cooperation, Pollution of Batik Waste
