Abstract

Peneliti berusaha untuk mengkaji strategi marketing politik Ganjar Pranowo dan Taj YasinMaimun Zubair guna mengatasi penurunan suara di Kabupaten Rembang akibat konflik yang terjadiantara Ganjar Pranowo dengan masyarakat Kabupaten Rembang berdasarkan penerbitan izinpendirian pabrik semen milik PT Semen Indonesia. Penelitian ini menggunakan metode penelitian kualitatif deskriptif yang mencoba menggambarkankondisi sebenarnya yang terjadi di lapangan serta melakukan analisis secara cermat dalam mengamatifenomena yang dijumpai, bertujuan untuk mengetahui secara mendalam dan detail mengenai suatukasus strategi pemenangan menggunakan pendekatan marketing politik yang terdapat di suatu daerah. Penelitian ini menemukan bahwa strategi berdasarkan marketing politik guna memenangiPemilukada Jawa Tengah 2018 telah diterapkan dengan optimal yang berdampak pada kenaikkanhasil perolehan suara dan kemenangan di Jawa Tengah maupun di Kabupaten Rembang. Penelitianini juga menemukan bahwa pasangan Ganjar Pranowo dan Taj Yasin Maimun Zubair beserta timpemenangan berhasil membuat mesin politik alternatif dimana pendekatan berdasarkan pemanfaatansumberdaya jaringan yang dimiliki, yaitu jaringan Santri Sarang.

Abstract

Pemerintah Kota Semarang mewujudkan tag-line “Semarang Hebat “ dengan merevitalisasi Kota Lama sebagai bagian dari upaya city branding. Pengelolaan aset kebudayaan merupakan arus utama yang ada saat ini dalam menciptakan city branding yang berbasis destinasi wisata. Penelitian ini bertujuan untuk menjelaskan bagaimana upaya pemerintah kita Semarang dalam menjadikan Kota Lama sebagai city branding. Pendekatan penelitian ini kualitatif deskriptif. Data dikumpulkan dengan teknik wawancara terstruktur maupun tidak terstruktur. Analisis kualitatif dikuatkan dengan data survey persepsi wisatawan tentang Kota Lama.Penelitian ini menemukan bahwa revitalisasi menekankan pada perbaikan infrastruktur pendukung kawasan Kota Lama, seperti perbaikan jalan, jembatan dan trotoar. Bangunan-bangunan lama tidak mendapatkan dana dan perbaikannya diserahkan kepada pemilik masing-masing. Komunitas budaya berkembang secara mandiri mendukung pencanangan Kota Lama sebagai kawasan budaya. Pengembangan komunitas-komunitas ini belum mendapatkan perhatian dari pemerintah. Belum ada alokasi dana untuk membantu mereka mengembangkan diri. Oleh karena itu, keberlanjutan aktivitas masing-masing komunitas budaya ditentukan oleh kemampuan mereka untuk mendapatkan dana secara mandiri. Namun demikian, Kota Lama saat ini telah cukup berkembang menjadi ikon Kota Semarang melengkapi ikon-ikon lain seperti Lawang Sewu dan Sam Po Kong. Keberadaan Kota Lama sebagai destinasi wisata diakui masyarakat sebagai destinasi utama.Kesimpulan yang ditarik dari penelitian ini adalah pertama, proses revitalisasi Kota Lama telah berhasil mengaktualisasikan posisi Kota Lama sebagai brand Kota Semarang. Kedua, peran komunitas budaya sangat substansial untuk menguatkan posisi Kota Lama sebagai tujuan wisata utama. Ketiga, pemerintah telah berhasil melakukan city branding dengan menempatkan Kota Lama sebagai brand baru Kota Semarang. Peneliti menyarankan pada Badan Pengelola Kota Lama untuk bekerjasama dengan pemilik bangunan untuk memperbaiki gedung-gedung tua sehingga tidak membahayakan pengunjung dan sekaligus bisa fungsional kembali. Pendanaan bisa dikerjasamakan dengan investor swasta yang memiliki minat pengembangan budaya lokal. Pemerintah juga perlu membantu komunitas-komunitas budaya yang ada agar bisa berkembang dan menghasilkan inovasi aktivitas budaya yang pada gilirannya dapat mendukung keberadaan Kota Lama sebaga brand Kota Semarang. Kata Kunci: Kota lama, Revitalisasi, Komunitas budaya, City Branding

Abstract

ABSTRACTDieng Plateau Area is a protected area which means that the conservation of nature in it must be maintained to ensure sustainable livelihood (sustainable livelihood). The biggest challenge in Dieng's recovery effort is the rehabilitation of critical land in community-owned land areas. This research uses descriptive qualitative approach method with case study located in Dieng Plateau area of Wonosobo Regency covering 6 Villages in Kejajar Subdistrict, Dieng, Sembungan, Buntu, Kreo, Patak Banteng, and Sigedang Village and one Village in Garung Subdistrict, Mlandi Village . Technique of data collection is done by observation, interview, and documentation.The results showed that critical land rehabilitation activities were carried out with the cooperation between communities and the government through the support of various related stakeholders including private parties, NGOs and other NGOs. Approaches are made through sustainable farming systems by farmers' Union through agroforestry, conservation plants (coffee, carica, eggplant, etc.), and intercropping with other commodities other than potatoes. While Bhineka Karya through off farm approach, that is tourism (agro tourism, nature tourism, history and culture) and geopark also become the most logical approach that strived. Both approaches are based on different biogeophysical potentials and conditions among the research sites so that critical land rehabilitation activities can be successful. The economic orientation of the community becomes the determinant of the sustainability of the programs of both approaches, to the extent that tourism activities are still inferior to agricultural activities. In addition, the socio-economic conditions of the community, such as low education and the increasingly narrow land ownership ratio, are also a hindrance to the success of critical land rehabilitation with off farm approach, so that sustainable agriculture approach is superior to off farm approach.Strengthening social capital in critical land rehabilitation activities through studies in three typologies of social capital (Bonding social capital, Bridging social capital and Linking social capital) viewed from social, economic, and cultural aspects of society shows that cooperation between communities and government through the support of the related stakeholders have increased the capacity of the community in controlling the problems of increasingly severe land degradation. So the role of the community, especially Bhineka Karya and Serikat Petani in critical land rehabilitation activities has reflected the community-based disaster governance practice in disaster management in Dieng Plateau district of Wonosobo regency.Keywords: Community Based Disaster Governance, Critical Land Rehabilitation, Dieng Plateau Area Wonosobo.

Abstract

The implementation of direct elections aims to improve democracy in the region and is a manifestation of the implementation of a democratic system and produce quality and quality leaders but in Kediri Regency it is inversely proportional to the objectives of the actual elections and in Kediri Dynasty Political practice has been running for almost 20 years, arguably the Dynasty in Kediri Regency is the first and longest of its existence. Dynastic politics is a political phenomenon of the emergence of candidates from the family environment of the head of government in power or done by a family or close relatives. Maybe this is what some people think is very contrary to democratic principles. This study discusses how a dynasty happened, survived, developed a dynasty that can survive and thrive in the midst of ups and downs of democracy and some pros and cons of the election law and who are actors actors involved in a group called Political Dynasties. This research uses oligarchy, patron-client theory and political dynasties. The results of this study are how the beginning or history of this dynasty occurred starting from business affairs and then going towards politics, in the development of this dynasty only the closest people who according to Sutrisno's family were able and able to carry out or continue the programs that had been made and it has not yet been implemented and many relatives ranging from businessmen and officials from the village level to the high levels of the region are ready to help and serve the dynasty with the aim of getting a return.This dynasty will also continue to occur if the regulations or laws governing a democratic system do not experience a definite change. Because of its inclusive and closed nature, it makes a political dynasty very difficult to find a mistake. It is very difficult to uncover abusive practices of power in a closed group of people, because every individual tries to look after each other. At first glance there is nothing wrong with dynastic politics. Especially if referring to the democratic argument that every citizen has the same rights to be elected and elected. Abstract

Employers and labor will always be associated, both indirectly will need each other, it is not uncommon frequent conflicts between the two. The conflict between workers and employers is a reflection of the two parties have different interests. Labor Welfare can be seen from the fulfillment of rights - the rights of workers which include wages / salaries and employment protection. What is interesting is the conflict in the cigarette factory in Semarang PT Gentong Gotri which until now still occur due to the delay in payment of wages not paid nearly one year more. The purpose of this study was to determine the cause of the problem and how to wage or the problem-solving techniques.The study was qualitative descriptive approach. Methods of data collection are interviews and observation. Informants in this study consists of 3 people, 1 employees Disnakertrans, one person and one person union workers.Discussion of the results showed that the causes of the conflict remuneration at PT Gentong Gotri is a backdrop of a change of leadership, relationships poor communication between the owner of the company with its workers, the weak economy of the enterprise, lack of talks between the two sides and the parties involved are not serious in resolving the problem this remuneration and lack of cohesiveness on the workers and their unions still are not maximized as a representative of the workers. While the real problem resolution to resolve the conflict did not exist for the moment.The conclusion is the cause of conflict this problem occurs because the non-fulfillment of the rights of workers or laborers. Until now, there has been no real settling of each - each party, from the company, workers and government. The negotiations were conducted biparit that generate their cash and installment 15,000 daily wage shortage erratic. Advice writer is a good wake Komuikasi between Integration with the workers so as to achieve the settlement of this wage issues.Keywords : Labour, Conflict, Payment

Abstract

Poor environmental sanitation remains one of the sanitation problem in Indonesia, including Semarang .The compliance of good sanitation was enforced in major cities in indonesia. Semarang city that ranked as the worst environmental sanitation in second place, has made an Urban Community-Based Sanitation program (SPBM), as the concern to sanitation problem, that one of them has been implemented in Bustaman.Communal sanitation program involved by the government, local community, and private parties. Either agreement or networking with other parties will overcome the problem of limited government in implementating program. This study aimed to reveal the management system, role of government, society, and private parties, also networking concept in management program communal sanitation at Kampung Bustaman.This research is a descriptive qualitative in-depth interviews and observation.The subjects of this study amounted to two as key informants and two as triangulation informantswhere purposive sampling technique was used to determine samples.The results showed management of communal sanitation program had run well. It proved by the institutional tool that arranged by all the parties in common; the pioneering leadership, that government as the main responsible of the running program; the common comprehension of technical planning and implementation; and the management tool of communal sanitation program. Involvement of three actors has been implemented sustainably, so that providing beneficial results for all the parties. In this good condition, the model of communal sanitation that used in Bustaman should be adopted by other urban areas, where have the same condition.

Abstract

Poverty is one of the problems of government anywhere. The Semarang City Government to do acceleration prevention of poverty through a thematic village program. The purpose of thematic village program to optimize potency of the local environment by empowering local residents. The society must have high social capital to implement of empowerment. The purpose of researching to explain the implementation of society empowerment through thematic villages and the involvement of social capital. The method is used by qualitative. The interviewee is Bappeda of Semarang City, Lamper Tengah urban village, and society leaders. The location of researching was in the Tahu Tempe Gumregah village, the Lamper Tengah urban village, south of Semarang City sub-district. Technique of data collection uses interviews, observation, and documentation.The results of researching showed that the implementation of the thematic village program in the lamper tengah urban village did not run optimally.Bappeda is as government program representative or executor just only as drafter or planner and conduct monitoring and evaluation. Meanwhile, the implementation of the program is the area in the field or the area showed by government of Semarang city. There are some indicators in successful of empowerment. The existing social capital in the village of Tahu Tempe Grumegah is bonding social capital, which concerns the internal relations of the Tofu Tempe community. The Tempe tofu craftsmen group cannot establish relationships with other groups and is unable to take advantage of the authority of the Semarang City government.Conclusion of the researching: the government of Semarang City is in combating of proverty through thematic village programs has not been maximized. There are supporting factors that have not been utilized maximally by the local society. The Government of Semarang City is asked more actively in the empowerment prevention of poverty program.

Abstract

ABSTRACTThe implementation of house enhancement policy in inhabitable settlement through village structuring at DKI in 2013 (a case study at kampung deret Petogogan) was aimed to find out how a policy is implemented at DKI Jakarta, and how local society’s participation an to changing their house areas healthier, more well-structured and more habitable.The research methodology was qualitative. The data collection came from primary and secondary data. Research subjects were the Department of Housing and Building of DKI Jakarta Province, the Department of Housing and Building of South Jakarta, and Petogogan inhabitants.Tecnique of collecting data, by interview and documentation.The inhabitable is one of the social problems that is difficult to be solved. Building an inhabitable settlement called as slum area can cause a potential problem in the city. The implementation of house enhancement policy in inhabitable settlement through village structuring at DKI Jakarta is one of the outstanding programs planned and socialized by the government of DKI Jakarta. The target village operates the concept of changing regions into one unified region. It is different from the slum reduction programs initiated by the previous governor of Jakarta, the policy involved the community during implementation. Abstract

AbstractMohammad Hatta or Mr. Hatta is a pioneer figure of human rights movement in Indonesia. There are reasons to confirm Mr. Hatta as the pioneer figure of human rights movement in Indonesia. First, Mr. Hatta is judged as the main person to create the foundation of modern democratic constitutional nation, both in the level of values and the practice of it’s development. Second, Mr. Hatta is regarded as the pioneer of democracy. It was seen on 3rd November 1945, when the government issued a declaration signed by Mr. Hatta as the Vice President which proclaimed the creation of political parties. Therefore, that occasion underlining the nullification of the single party nation while most of political elite regarded the single party nation with Partai Nasional Indonesia was the best idea.The purpose of this research is to indentify the solution from the weakness of individualism concept in democracy so that it can be applied in Indonesia, also to identify the effectivity of democratic system, and to describe a democracy that should be applied in Indonesia. The method used in this research is literature review. There are four indicators in Mr. Hatta’s idea. i.e: Individualism vs. Collectivism, Democracy, People’s Sovereignty, and Economic System.Mohammad Hatta rejects democracy that focused on individualism, because in the later people’s development, the capitalists were the ones who can reap most benefit from it. Economic democracy contains the idea of social-economy decison making pattern by the hand of majority public.This idea is contrary to the monopolistic economical structure which progressively limit the access of majority of working-class people against the chances and economic resources. The rationality is based on the idea that full political rights can’t be obtained without full economic rights. To ensure the democratic economy governance and to ensure appropriate distribution of economic resources, political control and law enforcement, therefore it should be returned to people’s majority.In macro point of view, some of the postulations from Mr. Hatta’s exemplary manner and idea still very relevant today. People’s sovereignty and collectivism can only be done if accompanied by democratic economy. Abstract

The purpose of this research is to 1) know the role of the district government Jepara in facilitate for entrepreneurs furniture in Jepara after agreement ACFTA; and 2) know what factors to becoming an obstacle in facilitate entrepreneurs furniture in Jepara. This research inclined to descriptive qualitative, so that excavation data obtained off the subject research through technique interview deep, among others with the Head of Disperindag Jepara regency, Head Of Industry Disperindag Jepara regency. The results of the study shows the role of the district government Jepara in facilitate for entrepreneurs furniture in Jepara after agreement ACFTA done through a strategic approach, both through regulations and institutionalization. Approach regulations done to issue by law of Jepara regency number 2/ 2014 on the protection, empowerment, guidance industry furniture. While institutionalization and empowerment available resources be conducted by: a) an increase in quality of human resources , activities through training upon related government agencies; b ) the district government Jepara do specialised training for skilled craftsmen furniture , in which this institution specializes in handling about furniture designs .Factors that becomes obstacle to facilitate entrepreneurs furniture in Jepara among other: a )Limited raw materials. Needs raw materials wood to work a small scale and micro in Jepara regency is less than 99,27 m3 per year; b) Overall the the facility of the local government is help industry furniture, but in the facility in the form of capital there are certain conditions who makes IKM more choose not to take or receive capital assistance given by the government regional because they are considered convoluted; c) The appearance of competitors new: springing competitors, good in the domestic market and global; d) Certification And HaKI: provisions relating to the raw materials that environmentally friendly from certification institution international and lack of protection bar, resulting in a few items products furniture rejected some countries; e) Regeneration Human Resources, In terms of improving the quality of human resources skilled is very weak; and f) Marketing: access marketing both through products exhibition as well as through online media is very weak .Keywords: role of the government , facilitation industry furniture and free trade
