Abstract

The European Union is one of the largest energy user in the world, but due to lack of natural resources the European Union fullfill energy needs by import. To reduce its energy imports the European Union created the Renewable Energy Directive to stimulate the use and production of alternative energy such as biofuels. Biofuel is an alternative energy made from vegetable oils. One of the vegetable oils used by the European Union in making biofuels is palm oil. in 2017 the European Union made a resolution to stop imports of palm oil from Indonesia in 2021 due to environmental issues. Palm oil plantations in Indonesia are considered not sustainable and violate human rights. In 2018, the European Union raised the Renewable Energy Directive II, which delayed the ban on imports of palm oil from 2021 to 2030. The purpose of this study was to find out the reasons behind the change of attitude by the European Union in the import of palm oil. In analyzing the change, this study uses the theory of new institutionalism that sees at the interests that exist within the European Union and European Union member states to achieve even greater goals

Abstract

The Syrian conflict that started from 2011 brings down civil casualties and creates the biggest refugee crisis in the world. Since then many Syrians are trying to go outside the border of their country to find and get protection from other countries. European countries become one of the most popular destination for the refugees and asylum seekers. Sweden get the most Syrian asylum applicant per capita in 2012. Sweden that governed by Alliance regime in 2013, decides to make a policy to give permanent residence permit for all of Syrian asylum seeker that come to their country. This research used qualitative methods alongside with ignoring and compromise approach in Foreign Policy Analysis theory to explain reason behind Sweden’s government decision to give permanent residence permit for Syrian asylum seeker in 2013. The result of this research indicated that the policy regarding permanent residence permit for Syrian asylum seeker were government’s strategies ( ignoring and compromise) for the existence of populist party Sweden Democrats for the first time in Sweden’s parliament after winning 2010 elections.

Abstract

ABSTRACT This research aims to describe how China’s soft diplomacy policy forms in spreading culture in the Republic of South Africa through the China-South Africa High-Level People to People Exchange Mechanism to increase the arrival of African tourists to China and to find out the dynamics of China’s tourism cooperation with the Republic of South Africa. This research based on the promotion of Chinese culture in the Republic of South Africa under cultural cooperation through the China-South Africa High-Level People to People Exchange Mechanism policy and its relation with tourism cooperation between China and the Republic of South Africa. Using the Soft Diplomacy Concept, this research analyses the cultural promotion activities carried out by China in the Republic of South Africa under the China-South Africa High-Level People to People Exchange Mechanism in 2017. The result shows that there was an increase in African tourist arrival to China in 2018, a year after the promotion of Chinese culture under the China-South Africa High-Level People to People Exchange Mechanism, this increase also exceeded the average percentage of African tourist arrivals to China in a period of 10 years (2008-2018). In 2019, two years after the soft diplomacy measure was implemented, there was a very drastic increase in the arrival of African tourists in China. Based on that result, this research suggested for further research to continue to examine China’s use of soft diplomacy, because soft power itself has been refered to in the 17th National Congress of the Chinese Communist Party. Keywords: China, Republic of South Africa, China-South Africa High-Level People to People Exchange Mechanism, Tourism, Soft diplomacy

Abstract

Tiongkok menjadi bagian dari anggota observer di Arctic Council sejak 2013. Namun, status keanggotannya di Arctic dipertanyakan oleh beberapa negara anggota tetap lain. Kritik ini berkaitan dengan aktivitas Tiongkok yang dianggap melampaui kedudukannya dan mengabaikan kerja sama di Arctic Council. Motif tersebut berkaitan dengan upaya komersialisasi sumber daya alam dan potensi militerisasi di Arktik. Padahal sebagai negara observer di Arctic Council, Tiongkok diwajibkan untuk membangun fokus partisipasi terhadap riset ilmu pengetahuan akan perubahan iklim dan ancaman alam lainnya di Arktik. Penelitian ini bersifat eksplanatif untuk mencari jawaban atas partisipasi Tiongkok dalam keanggotaannya sebagai negara observer di Arctic Council. Penelitian ini menggunakan teori adaptive behavior yang ditawarkan oleh James N. Rosenau. Lebih jauh, argumen dalam penelitian ini berpendapat bahwa setiap kebijakan luar negeri Tiongkok merupakan sebuah hasil adaptasi dalam memahami kondisi Arktik yang mengalami perubahan signifikan dikarenakan perubahan iklim. Hasil dari adaptive behavior memberi arti setiap tindakan Tiongkok di Arctic Council sebagai pernyataan tegas terhadap Arktik sebagai wilayah yang rentan perubahan iklim sekaligus dapat dimanfaatkan secara bertanggung jawab berkaitan dengan sumber daya energi serta jalur pelayaran yang terbuka pasca mencairnya es di Arktik. Keywords : Tiongkok, partisipasi, Arctic Council, adaptive behavior.

Abstract

The educational crisis experienced by Rohingya refugee children in Bangladesh became even more difficult when a new flow of refugees arrived in 2017. The Bangladeshi government did not pay more attention towards the crisis, putting it into the international spotlight and causing UNICEF as an international organization to attempt and solve the problem. The purpose of this study is to explain UNICEF's attempt in spreading the norms of children's education rights towards the refugee children in Bangladesh. This study will use three concepts of conceptual thinking, namely the concept of Norm Diffusion, the concept of International Organization and the concept of Humanitarian Action with qualitative research methods and descriptive analytical research types. The results of the study show that UNICEF attempts to spread the norms of the right to education for Rohingya refugee children through a number of different programs, such as the launch of the LCFA program, the launch of the Myanmar curriculum in 2020 in collaboration with the Bangladesh government for the education of Rohingya refugee children.

Abstract

Indonesia has a problem in effort to fulfill these raw materials of plastic industries, plastic scrap containers were sent back to their countries of origin and a change of plastic scrap import policies in Indonesia. The entry of plastic waste between imported plastic scrap containers is due to the impact of China which has implemented the National Sword policy. The entry of plastic waste illegally in Indonesia is not matched by proper management of plastic waste recycling system, causing accumulation and burning of plastic waste which can affect Indonesia's environment. The purpose of this study is to determine the reasons behind the changes in plastic scrap import policy made by Indonesia. Types of the research is explanative and qualitative with the literature study method. In analyzing the policy changes made by Indonesia, this study uses Environmental Security theory and Rational Actor Model theory to find out the rational reasons for Indonesia to change its plastic scrap import policy in 2019. The results of this study indicate that changes in plastic scrap import policy made by Indonesia are based on the national interest to protect Indonesia's environmental sustainability, as well as any change options have compared the profit and loss.
