Abstract

Transparency in government management is important to continue to be improved. The existence of a good government management is the increasing of public trust through public information disclosure. The Information Commission as an implementor in the implementation of law No. 14 of 2008 on Public Information Disclosure must continue to develop the capacity of institutions in order to provide maximum performance so as to encourage the implementation of public information disclosure in Lampung Province. This research aimed to describe the institutional capacity building efforts conducted by the Lampung Provincial Information Commission as well as identify inhibitory factors in the effort. The research method used a qualitative approach. The results of the study generally showed that the Lampung Provincial Information Commission began to make institutional capacity building efforts through the development of physical resources, the development of operational processes, and the development of human resources. Overall all three aspects have gone pretty well.Aspects of physical resource development are starting to go well due to structural changes in the institution that have a good impact on other aspects. In terms of operational development, efforts are made that motivate employees through incentives, personnel addition and building good cooperation and coordination. Aspects of human resource development are trying to be built through training efforts. The obstruction factor in capacity building efforts found to be related to legal devices as well as agency budgets that are not yet fully independent.

Abstract

Administrasi Perkara di Pengadilan Secara Elektronik untuk mendukung terwujudnya tertib administrasi perkara yang profesional, transparan, akuntabel, efektif, efisien, dan modern sebagai upaya reformasi administrasi perkara dalam pengadilan. Aplikasi E-Court adalah aplikasi yang memungkinkan para pencari keadilan dapat melakukan pendaftaran perkara perdata (untuk saat ini) baik itu gugatan maupun permohonan secara online, dapat melakukan pembayaran panjar biaya perkara tanpa harus datang ke pengadilan, dan bahkan pemanggilannya dilakukan secara elektronik. Penelitian ini bertujuan untuk mengetahui efektivitas penerapan aplikasi E-Court dalam upaya peningkatan kualitas pelayanan publik. Tipe penelitian yang digunakan dalam penelitian ini adalah tipe deskriptif dengan pendekatan kualitatif, teknik pengumpulan data, observasi, wawancara, dokumentasi. Hasil penelitian ini menunjukan bahwa Penerapan Aplikasi E-Court Dalam Upaya Peningkatan Kualitas Pelayanan Publik dii Pengadilan Negeri Tanjung Karang Kelas 1a telah dapat menciptakan efektivitas, hal ini terlihat dari prlaksanaan layanan e-court yang mewujudkan layanan cepat dengan biaya ringan untuk meringankan masyarakat dalam mendaftarkan perkara telah dilaksanakan dengan baik dan efektif terbukti dapat memberantas layanan menjadi ringkas dan mengurangi sistem antrian.

Abstract

Setiap warga negara berhak mendapatkan pekerjaan dan penghidupan yang layak sebagimana dijelaskan dalam Undang-Undang Dasar 1945 Pasal 27 ayat 2, sehingga negara memiliki kewajiban untuk mewujudkannya. Akan tetapi negara memiliki keterbatasan sehingga belum mampu menciptakan lapangan kerja untuk seluruh rakyatnya. Maka perlunya penciptaan lapangan kerja pada lingkungan masyarakat, salah satunya dapat melalui sektor pariwisata. Community Based Tourism (CBT) merupakan konsep yang menjadikan masyarakat sebagai pelaku utama dalam kegiatan pariwisata. Penelitian ini bertujuan untuk memperoleh gambaran pengelolaan pariwisata berbasis masyarakat (CBT) di Pasar Yosomulyo Pelangi (Payungi) Kota Metro. Metode yang digunakan adalah kualitatif, dengan logika induktif. Teknik pengumpulan data berupa obsevasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa penerapan konsep CBT pada prinsip ekonomi berupa tercipta lapangan pekerjaan di sektor pariwisata dan timbulnya pendapatan masyarakat; prinsip sosial, keadilan gender (laki-laki dan perempuan) dan lintas generasi (kaum muda dan tua); prinsip budaya, masyarakat menghormati budaya yang berbeda dalam kegiatan pariwisata; prinsip lingkungan, terdapat sistem pembuangan sampah yang ramah lingkungan; prinsip politik, terdapat partisipasi dari masyarakat lokal, namun Kelompok Sadar Wisata (Pokdarwis) Kelurahan Yosomulyo belum berpartisipasi dalam kegiatan pariwisata di Payungi.

Abstract

The objective to be achieved through this research is to determine the factors that affect the quality of service for students of the Faculty of Medicine (FK), University of Lampung (Unila), both partially and simultaneously. This type of research is correlational research. The population of this study was 771 students in FK Unila, and the number of sample was set at 91 students. The data were collected using instruments that have been developed by researchers. Valid and reliable data were analyzed using the latest version of the SPSS software program. The output of this study concludes that there are significant effects between physiological factors, attention, interest, experience, and mood on the quality of services available at FK Unila, both partially and simultaneously.

Abstract

This study aims to see the effect of dimension of the external perception that includes tools of service, the color of service color, uniqueness or stimulus contrast, individual style to attract attention, and moves or service techniques of both partial or simultaneous service made by employees in the Medical Doctor Faculty of Lampung University. This study applied a correlational design that used a questionnaire to collect data. The sample was recruited by 10% from 771 students of Medical Doctor allowing 91 selected at stratified random sampling. Data were analyzed using inferential statistics of linear regression. The hypothesis was tested using SPSS version 19.0. Results show all hypotheses are rejected concluding that there is a significant effect among tools of services, the color of services, uniqueness or stimulus of contrast, individual attraction, moves or techniques of services partially and simultaneously.

Abstract

Kesadaran ekologis bagi civitas sekolah mengenai pentingnya pengelolaan sampah yang baik dan menghasilkan nilai ekonomis merupakan hal yang perlu dilakukan. PKM ini bertujuan untuk menumbuhkan pemahaman tentang pengelolaan sampah yang baik serta dapat menghasilkan suatu produk dari olahan sampah. Pengabdian ini berbentuk pendampingan pengelolaan sampah SMA Negeri 9 Bandar Lampung melalui workshop dan praktik sederhana yang dilaksanakan di Tempat Pengelolaan Sampah Terpadu Unila. Metode survei, pelatihan dan praktik pengelolaan sampah seperti pengelolaan sampah daun kering menjadi kompos, sampah bekas makanan menjadi ulat dan bank sampah. Sasaran PKM terdiri dari siswa, guru dan tenaga kependidikan di SMA Negeri 9 Bandar Lampung. Hasil pengabdian menunjukkan adanya peningkatan pemahaman guru, siswa dan petugas sekolah dalam mengelola sampah, baik sampah daun kering, sampah bekas manakan dan juga bank sampah. Pengabdian ini juga menghasilkan nota kesepahaman atau perjanjian kerja sama antara SMAN 9 Bandar Lampung dengan TPST Unila. Sehingga, kegiatan pendampingan pengelolaan sampah ini dapat berlangsung terus menerus.

Abstract

An accountability is one of the important topics in scientific studies and public administration practice. This is because the public pays great attention to the implementation of policies, programs, projects and routine activities carried out by public sector institutions. However, in practice, we often find practices in public institutions that do not reflect accountability, especially in the zakat sector. This research uses descriptive research with a qualitative approach. Data collection techniques are observation, interviews and document review studies. The results of this study include the legal accountability of the application of rules or laws related to the collection of zakat that has not been applied, namely the preparation of the zakat collection report required by BAZNAS Bandar Lampung City twice a year and only once a year, the target of collecting zakat which refers to the Decree of the Minister of Religion of the Republic of Indonesia number 333 of 2015 that LAZ at the district / city level was able to collect as much as Rp. 3,000,000,000 (three billion rupiah) has not been successful, process accountability, program accountability, policy accountability. The accountability of the process of implementing the existing zakat collection procedure flow has been running effectively and efficiently. The process of internal obstacles consists of the lack of qualified human resources in terms of law and technology. The accountability of the zakat collection program is divided into two, counters and electronic. The policy accountability in the policy-making stages originates from the division meeting material which is then brought to the working meeting of the board of directors and executives for discussion.

Abstract

Tujuan dari pengabdian kepada masyarakat di kelurahan Gedong Air Bandar Lampung yaitu untuk meningkatkan pengetahuan dan keterampilan mengenai pengelolaan bank sampah dan membantu masyarakat kelurahan Gedong Air Bandar Lampung menjadi mitra tempat pembuangan sampah terpadu UNILA sehingga dapat mengelola sampah yang ada dengan nilai ekonomis. Tim PKM melakukan beberapa tahap pelaksanaan yaitu tahap observasi dan perencanaan, tahap pelaksanaan, dan tahap evaluasi. Dalam tahap pelaksanaan digunakan metode ceramah dan diskusi terkait bank sampah. Sedangkan, dalam tahap evaluasi digunakan soal pre test dan post test mengenai bank sampah. Hasil dari kegiatan pengabdian kepada masyarakat di kelurahan Gedong Air Bandar Lampung yaitu sosialisasi tentang bank sampahnya berjalan dengan lancar dan terjadi peningkatan pemahaman peserta yaitu dengan adanya penambahan nilai yaitu pada saat pre test rata-ratanya 70 dan pada saat post test rata-ratanya berubah menjadi 87. Terjadi peningkatan pemahaman masyarakat di kelurahan Gedong Air Bandar Lampung tentang bank sampah yaitu sebesar 17 poin.

Abstract

The study introduces a governance approach in indigenous peoples-friendly tourism development strategy. It describes the policy process to strengthen the quality of governance. The study uses original empirical data from West Tulang Bawang Regency, specifically 2 traditional villages, to answer one main question: to find the factors that influence the performance of indigenous peoples-friendly tourism development in relation to the policy process. Analysis of the study is directed at how institutional-level processes and organizational-managerial governance levels influence the development of tourism policies that are friendly to indigenous peoples. The study uses qualitative methods, using 18 respondents. The study found that key factors in development included a value system in the form of a village law policy and the SDGs Agenda, a green approach, and a green tourism village program. Paying attention to and building collaboration with key stakeholders, namely indigenous-local communicators can build synergy of knowledge and discourse, actors and networks, politics and interests in the policy process. Benefits are obtained through increased governance capacity.
