Abstract

Purpose: Considering the recent phenomenon, there has been an increase in the types and sources of village programs, but program implementation often needs improvement. The cause of failure is thought to be that the ministry designed and implemented the program unilaterally, running partially without stakeholder involvement. Therefore, the objectives of this research are (1) to explain stakeholder involvement and (2) to identify critical factors for the success of village program integration. Research methodology: To the research objectives, the method used is a micro-qualitative method through social mapping as an instrument for community development models. Results: The results obtained are research findings, which consist of (a) the village government's initiation through discussion forums succeeded in equalizing stakeholder perceptions and (b) initiation becomes a way for program integration and an arena capable of encouraging the development of program democratization. Limitations: The research limitation is that the research area only covers one village, so the conclusions obtained are micro. The scope of the substance and area must be expanded to obtain a more comprehensive picture and more in-depth formulation of the findings. Contribution: The research explains that program integration supports improving the socio-economic conditions of village communities, strengthening collaboration, sharing resources, responsibility, innovation, and program expansion.

Abstract

This community service activity aims to provide a pattern of cooperation or partnership between actors in preventing drug abuse in the educational environment. The target to be achieved is disseminating information to the public, especially those in the educational environment for teenagers at SMA Negeri 9 Bandar Lampung. The method used is FGD (Focus Group Discussion) to achieve these specific goals and targets. The activities carried out will focus on the introduction and understanding of the Consultation and Partnership model in efforts to handle and prevent drugs among adolescents. The expected result is that there are efforts to prevent and handle drugs among adolescents of high school age through collaboration between the school, parents, and relevant stakeholders to raise awareness of efforts to prevent drugs. Activities are evaluated by filling out a questionnaire (questionnaire test). This community service did pre-test and post-test.   Abstrak Kegiatan pengabdian kepada masyarakat ini bertujuan untuk memberikan pola kerja sama atau kemitraan antar aktor dalam mencegah terjadinya penyalahgunaan narkoba di lingkungan pendidikan. Target khusus yang ingin dicapai adalah menyebarluaskan informasi kepada masyarakat, khususnya yang berada di dalam lingkungan pendidikan kalangan remaja SMA Negeri 9 Bandar Lampung. Untuk mencapai tujuan dan target khusus ini metode yang digunakan adalah FGD (Focus Group Discussion). Kegiatan yang dilakukan akan terfokus pada pengenalan dan pemahaman akan model konsultasi dan kemitraan dalam upaya penangan dan pencegahan Narkoba di kalangan remaja. Hasil yang diharapkan yaitu adanya upaya pencegahan dan penanganan narkoba di kalangan remaja usia sekolah menengah umum melalui kerjasama antara pihak Sekolah, Orang Tua, dan stakeholder terkait sehingga menimbulkan kesadaran akan upaya pencegahan Narkoba. Evaluasi kegiatan dilakukan dengan mengisi kuesioner (tes angket). Pengabdian masyarakat ini melakukan pre-test dan post-test.

Abstract

This study discusses the weaknesses of bureaucracy in responding to strategic development issues, especially related to low transparency and public participation. Causal factors include limited public governance capacity, lack of policy actor qualifications, and suboptimal use of digital technology in decision-making. The bureaucracy's focus on internal, operational, and administrative aspects also worsens these conditions. This study introduces the agile and adaptive governance approach, which allows the bureaucracy to work more strategically, flexibly, quickly, and adaptively in the VUCA era (Volatility, Uncertainty, Complexity, Ambiguity). The digital bureaucracy ecosystem (EBD) model was developed to integrate stakeholders, systems, and supporting environments through the use of digital technology. Using a multi-criteria decision-making method with a participatory approach, this study found that the EBD model is able to increase public governance capacity, transparency, and public participation. Digital integration also encourages the creation of an innovative and responsive public policy formulation process. Recommendations include strengthening the capacity of bureaucratic human resources through adaptive training, accelerating digital transformation, and comprehensive supporting policies. This research contributes to the development of an agile and adaptive public governance model, supports bureaucratic competitiveness, and encourages green digital initiatives as a step towards better governance in the era of globalization.

Abstract

Penelitian ini menganalisis proses penetapan agenda dalam revisi Peraturan Daerah No. 19 Tahun 2014 di Provinsi Lampung dengan menggunakan kerangka kerja Dunn (2003), yang meliputi penginderaan masalah, pencarian masalah, definisi masalah, dan spesifikasi masalah. Penelitian ini menggunakan metode kualitatif deskriptif dengan informan yang terdiri dari Dewan Perwakilan Rakyat Daerah (DPRD), Dinas Perhubungan, Dinas Pekerjaan Umum dan Jalan Raya, Badan Lingkungan Hidup, Dinas Perkebunan, organisasi transportasi seperti MTI dan Organda, dan perwakilan masyarakat. Temuan menunjukkan bahwa truk Over Dimension Over Load (ODOL) telah menjadi isu sentral, yang menyebabkan kerusakan jalan yang parah, biaya perawatan yang tinggi, peningkatan risiko kecelakaan, dan gangguan akses publik. Kelemahan peraturan sebelumnya terletak pada aspek hukum dan implementasi, terutama tidak adanya sanksi yang efektif dan ketentuan yang tidak terpenuhi pada jalan khusus dan persyaratan teknis kendaraan. Tahap spesifikasi masalah menghasilkan rancangan revisi yang menekankan sanksi yang lebih ketat, batas berat, rute distribusi yang diatur, dan pengawasan terpadu. Kesimpulan tersebut menegaskan ODOL sebagai isu kebijakan strategis, mengarahkan revisi menuju norma hukum yang lebih kuat, penegakan hukum yang efektif, dan keselarasan dengan regulasi nasional, khususnya Peraturan Menteri Perhubungan No. 60 Tahun 2019 tentang Zero ODOL. Kata Kunci: Problem Sensing, Problem Search, Problem Definition, Problem Specification.

Abstract

Penyimpangan-penyimpangan yang terjadi di kalangan remaja dan pelajar seperti tidak pernah usai, mulai dari bullying, kekerasan sosial sampai dengan penyalahgunaan narkoba. Komisi Perlindungan Anak Indonesia (KPAI) merilis data bahwa sepanjang tahun 2022, setidaknya sudah terdapat lebih dari 226 kasus kekerasan fisik dan psikis, termasuk perundungan yang jumlahnya terus meningkat. Kasus kekerasan seksual terhadap anak di Indonesia cukup juga tinggi. Penyebab adanya tren tersebut adalah banyak remaja yang terpengaruh lingkungan yang tidak sehat sehingga terlibat kepada pergaulan bebas. Pergaulan bebas dapat menyebabkan penyimpangan norma seperti kekerasan seksual, tawuran dan penyalahgunaan narkoba. Salah satu upaya untuk mencegah dan menanggulangi pergaulan bebas adalah dengan pendidikan karakter. Maka dari itu tujuan PKM ini adalah mensosialisasi dan mendampingi para pelajar khususnya SMAN 9 Bandar Lampung untuk memahami bahayanya pergaulan di lingkungan yang sangat bebas. Kemudian sasaran dari kegiatan ini adalah siswa SMAN 9 Bandar Lampung. Pengabdian ini akan dilaksanakan dengan memberi pemahaman betapa bahayanya pergaulan bebas yang dapat menimbulkan penyimpangan norma seperti kekerasan seksual, tawuran dan penyalahgunaan narkoba. Kegiatan ini juga memberi pelatihan bagaimana siswa SMA dapat menanamkan nilai dan karakter pancasila pada diri masing-masing. Evaluasi kegiatan dilakukan dengan mengisi kuesioner (tes angket). PKM ini melakukan pre-test dan post test.

Abstract

Lampung Province has issued several children programs, but its implementation is still not maximal. Such conditions are possible because, in the context of the actors and substance, the KLA (Kota Layak Anak or Child-Friendly City) program still positions the local government as a single actor. The issue of children has not been the center of attention in the overall development policy. Sectoral, segmented, and structured children programs do not involve community potential. Such patterns and modeling are the products of top-down planning. That is, the location of the constraints is in the centralized model as the applied planning model. Related to this, hence more comprehensive, integrated methods, models and ways to achieve the objectives of KLA program of Lampung Province are required. The purpose of this study is to explain: 1) various central issues of child’s problems, potentials of community institutional support and 2) model structure and phases of acceleration of city/district proper for children that can fulfill child rights, child protection, and child development. On the basis of the expected objectives, used the descriptive qualitative method. The research findings: 1) there are still many problems that occur in Lampung Province; 2) This study provides an overview of the potential of community institutions that have concerns about child issues and support for local government policy, but both are not synergistic, development programs are still implemented partially, segmented, sectoral, not yet integrated and less involving or inclusive to community potential. It can be concluded that the solution that can be developed is to build a collaborative planning model based on dialogue in multi-stakeholder forums as a strategic material for the city/district in accordance with the implementation of the 3 stages which become the acceleration area of KLA.

Abstract

Inovasi layanan vaksin Unila Care berbasis website membantu mengatasi pelanggaran social distancing dalam layanan vaksin dan mendukung pencapaian target 1 juta vaksin di Propinsi Lampung. Keberlanjutan inovasi membutuhkan penilaian berbasis parameter/kriteria inovasi layanan. Penyusunan instrument yang berbasis FGD (kemitraan dan partisipasi) dapat menghasilkan instrument parameter penilaian utama yang tepat, termasuk ketepatan bobot penilaian. Metode penyusunan yang digunakan survei, sosialisasi dan Focus Group Discussions (FGD) bersama mitra. Kegiatan validitas instrumen dilakukan melalui uji validitas isi, item parameter instrumen menggunakan parameter inovasi dari perspektif teoritis, dan sinovic (Top 99). Validitas isi menggunakan opini panel dan analisis rasional. Hasil/Temuan: ditemukan ada tujuh item penilaian/atribut yang dapat dikembangkan sebagai instrumen penilaian, yaitu inovasi, keteralihan, sumber daya, strategi keberlanjutan, dampak dan dampak lanjutan, keterlibatan pemangku kepentingan, dan bekal pembelajaran. Hasil dikembangkan menjadi delapan parameter utama, dengan ukuran dan bobot yang berbeda. Kesimpulan didapati telah disusun instrument penilaian dengan memperhatikan masalah local dan spesifik, sehingga memudahkan dalam memahami cara menilai inovasi layanan dan prakteknya. Kemitraan penyusunan sangat penting untuk memperbaiki keberlanjutan praktek pelayanan sekaligus sebagai bentuk kontribusi perguruan tinggi untuk mendukung pemberian informasi, program vaksinasi pemerintah dan berpartisipasi aktif dalam kompetisi program inovasi pemerintah.

Abstract

Participation is the participation of a person or group of people in an activity. Participation is an empowerment program that should cover the entire process from start to finish. The methods used in the implementation of community service are: 1) observation and planning stage, 2) implementation stage, 3) evaluation stage. The purpose of this service is that it is hoped that the establishment of a waste bank can be beneficial for improving the community's economy, cleanliness and ecological benefits that require community support so that the waste bank program can be implemented optimally which will have an economic impact as compost or fertilizer which can provide opportunities for the community to work through waste empowerment. The results of this dedication show that waste management through the waste bank program in the Gedong Air sub-district, Bandar Lampung city, has been very positively received by the community and school students in the vicinity. However, there are still obstacles such as low community participation in the program. Therefore, it is necessary to socialize waste banks regularly to increase public understanding and awareness of the importance of waste management.
