Abstract

PKM ini bertujuan meningkatkan wawasan dan pengetahuan akan perlunya membangun kota layak anak melalui sekolah ramah anak dan meningkatkan wawasan dan pengetahuan mendesain kebijakan dan strategi melalui 6 instrumen SRA.Metode yang dipergunakan survei (check list dengan mengisi kuesioner) satuan pendidikan dan metode ceramah serta dialog. Sasaran PKM ini satuan pendidikan (sekolah), murid, orangtua, dan alumni. Lokasi PKM di SMPN 16 Kota Bandar Lampung yang merupakan sekolah model. Kegiatan PKM terdiri dari dua kegiatan, yaitu survei yang dilaksanakan pada bulan Agustus, dan pelatihan yang berlangsung selama dua hari, yaitu tanggal 16-17 Oktober 2017. Kegiatan pelatihan ini dihadiri oleh 53 peserta. Materi dalam pengabdian ini dibagi menjadi 4 hal pokok, yaitu: Mendesain Kebijakan dan Strategi Persiapan SRA, Mendesain Kebijakan dan Strategi Perencanaan SRA, Mendesain Kebijakan dan Strategi Pelaksanaan SRA dan Mendesain Kebijakan dan Strategi Pelaporan, Monitoring serta Evaluasi SRA. Kegiatan PKM ini berhasil dilaksanakan dan mendapat respon positif dari peserta pelatihan. Hasil dari kegiatan PKM ini didapatnya kata sepakat untuk secepatnya mewujudkan SRA di SMPN 16 Kota Bandar Lampung sebagai salah satu area percepatan untuk menuju kesuksesan kota layak anak yang dicanangkan pemerintah daerah sejak tahun 2012.

Abstract

Sistem sentralisasi dan hegemoni kursif pemerintahan di Indonesia memiliki akar sejarah panjang, mulai era kolonial, hingga masa reformasi (otonomi daerah). Praktik penyelenggaraan tata kelola pemerintahan dan layanan publik terdistorsi ke dalam maladministration yang hanya menguntungkan penguasa, kroni dan kelompok-kelompok tertentu sebagaimana yang dialami oleh Kabupaten Lampung Selatan dan Kabupaten Pesawaran. Sesuai dengan masalah dan tujuan penelitian, maka, digunakan metode kualitatif --- yang menunjukan bahwa hampir pada semua pekon/desa di Kabupaten Lampung Selatan dan Pesawaran, lembaga adat lampung masih eksis, kendati dengan fungsi yang berbeda. Selanjutnya, dengan adanya UU No. 6/2014 tentang Desa, maka, kondisi ini diyakini dapat dijadikan landasan governance sounds Musrenbang Desa untuk menghasilkan RPJM Desa dan RKP Desa yang berkualitas --- sehingga, (1) Diperlukan governance sounds berbasis lembaga adat Lampung dalam penyelenggaraan Musrenbang Desa; (2) Input Musrenbang Desa harus berangkat dari persoalan (masalah) dan kebutuhan masyarakat desa dengan memperhatikan potensi dan keanekaragaman kondisi desa; (3) Konsep governance sounds lebih memaknai lembaga adat Lampung sebagai lembaga yang akomodatif terhadap pluralisme dan kemajemukan forum deliberatif desa; (4) Perlunya perubahan struktur dan orientasi untuk mensinergikan lembaga adat Lampung dan forum Musrenbang Desa; (5) Forum Lembaga Adat Lampung harus menjadi forum tertinggi Musrenbang Desa yang dilandasi oleh perda. Centralized systems and cursive hegemony of government in Indonesia has long historical roots, from the colonial era, until the time of reformation (decentralization). Practice implementation of governance and public service distorted into maladministration that only benefit the ruling, cronies and certain groups as experienced by South Lampung Regency and Regency Pesawaran. In accordance with the problem and research objectives, then, used qualitative methods --- which showed that almost all pekon / villages in South Lampung regency and Pesawaran, Lampung customary institutions still exist, although with different functions. Furthermore, with the Law No. 6/2014 of the village, then, the condition is believed to be the basis of governance to produce sounds Musrenbang Rural Development Plan and the village of Desa quality RKP --- so, (1) Required sounds governance based traditional institutions in organizing Musrenbang Lampung village; (2) Input Musrenbang village had to depart from the issue (problem) and the needs of rural communities with regard to the potential and diversity of rural conditions; (3) The concept of governance interpret sounds more traditional institutions Lampung as an institution accommodating towards pluralism and diversity of the village deliberative forum; (4) The need for changes in the structure and orientation to synergize traditional institutions and forums Musrenbang Lampung village; (5) Forum of Indigenous Lampung should be the highest forum Musrenbang village guided by regulations.

Abstract

This paper describes the development of collaborative governance-based city/district, so it is hoped that children's policies and programs with holistic, integrative and sustainable character will be developed. This paper is the result of research aimed at: 1) mapping the problem and potential of children as central issue that can be developed as development issue; 2) develop an ideal city/district ideal child model. The research method used qualitative descriptive. Research location in Lampung Province. The results of the study describe children problems including child abuse, disability children, children faced with law and abandoned babies due to policies and programs that are not partial to children, policies are partially, segmentatively and sectorally arranged, no cooperation/partners with other institutions. The existence of local policy potential in the form of various policies and local regulations, the number of social institutions of children into social capital is strong physically and socially in building collaborative model/partnership.

Abstract

Government’s failure in the provision of public goods and ideas deepening democracy were considered as a panacea for the success of rural development. The objective of this research is to describe the village development planning in achieving policy production and to find essential elements in attempt to realize a superior deliberative policy. This research uses qualitative method. Research conducted in Southern Lampung, the Province of Lampung. Initial description obtained by understanding the meaning of emic and cross-subject inverstigation by comparing concept (theory), interpretation, and deliberative substantive policy theory formulation. Informant for this research consist of head of village and village officers, subdistrict head and its staff, SKPD in Southern Lampung Regency and chief and officers of provincial assembly; (2) elit and political party figures, Non-governmental organization and choosen villagers; (3) businessmen and local group interest and (4) academician. Data gathered through: 1) Observation; (2) In-depth interview; (3) Document; and 4) Focus Group Discussion (FGD). Data analyzedd by Miles and Huberman interactive analysis. This paper reveals that the village development planning was seen as a goal, when it was just a selected tool or process. Essential elements required to achieve public policy excellence: by strengthening the institutional capacity of the government through new dialogue space and community engagement through deliberative forum. It requires commitment, active community involvement, citizens’ trust, and social networks.

Abstract

The first background of this research is the low participation of male vasectomy KB due to lack of information and low male contraceptive services. The second background of this research is Friedmann’s (2011) idea of citizen forum as transaction space which becomes communication media in the form of equal dialogue.This study aims to analyse the causes of low participation in the vasectomy method of family planning (KB) in South Lampung Regency; analyse the grassroots organisations in the community as the support system for a potential increase in the society’s participation in vasectomy as a part of family planning (KB); and develop a model of vasectomy to increase the participation in South Lampung Regency. This study utilised primary and secondary data which were collected and analysed using qualitative-descriptive method. The research was conducted in nine villages in South Lampung Regency. The findings showed that the major failure for participation in the vasectomy method of family planning (KB) was caused by a lack of a representative knowledge transaction space in family planning (KB) and reproductive health. On the other hand, the existing active societal-institutional support system can be utilised as the space for knowledge transaction. A solution to enhance a social participation model through community forums is urgently needed.

Abstract

ABSTRACT. This research was discussed about the political economic impact of the shipscuttling policy in Indonesia, which dedicated that the Ministry of marine and Fisheries(KKP) in this far has not been maximal in carrying out the ship scuttling policy. There hasbeen focused in this research was about the ship scuttling policy with a whole inflicatedimpact based on the policy that has been implemented, to address the perpetrators ofillegal fishing who operates in the waters of fishery territorial republic of Indonesia(WPP-NRI). This research used the secondary research-type with the study of librarianshipapproach. There has constructivist perspective which involved with implemented it’spolicy. Researchers toot the conclusion that the ship scuttling policy didn't beenmaximize. There were still some obstacles that has not been handled effectively, humanresources have not been well distributed, facilities and infrastructure were not yetsufficient, and did’nt maximize the cooperation between the bilateral and multilateralinstitute, which involved in the implementation of the ship scuttling policy. From thereresearchers gave suggestion, (1) Overcoming the inflicted constraints effectivelly. (2)Created the well distribution of human resources in all of regions/regency/province,mainly in the sea border. (3) Adjust the facilitiest and infrastructure needed as well asstrengthen the cooperation relation with stakeholders are involved. Keywords: Impact, Political Economy, Policy

Abstract

Data di Indonesia menggambarkan baru seperdelapan (0,125%) dosen dari 45 perguruan tinggi negeri dan 1400 perguruan tinggi swasta di Indonesia yang telah menulis publikasi, dalam bentuk buku, disisi lain seluruh dosen yang ada di Indonesia diperkirakan berjumlah 1.850.000 orang akademisi. Hal tersebut juga bisa dibuktikan dari jumlah buku yang diterbitkan setiap tahun di Indonesia hanya berjumlah 3000 judul. Penelitian bertujuan untuk peningkatan kapasitas dosen termasuk mahasiswa dalam menulis buku referensi sebagai bagian budaya kegiatan akademik sekaligus instrument tercapainya mutu lembaga akademik. Metode yang digunakan dalam workshop/lokakarya dengan, kepesertaan pada bidang ilmu yang sama, yaitu administrasi public. Penulisan Buku referensi baik oleh dosen maupun mahasiswa, selain menjadi tanngungjawab dan kewajiban akademik juga merupakan standar akreditasi/jaminan mutu lembaga akademik. Upaya pendampingan, komitmen penganggaran dan membangun lingkungan budaya menulis menjadi factor penguat keberhasilan tujuan.

Abstract

Healthy Indonesia program with the approach of the family (PIS-PK) is intended to increase the degree of public health through health and community empowerment efforts are supported with financial protection and equitable health services. Implementation of PIS-PK is in fact outside the building health care Clinics. Through family visits, Team Clinics at once can provide early intervention against health problems that exist in every Member of the family. An expected data referable in conducting evaluations and interventions.Sub Gadingrejo Regency Pringsewu is one area which did not escape from the target program national PK PIS. During the implementation of the programme of the PIS-PK in Gadingrejo yet little-known by the public, so that the less response occurred at the beginning of the implementation of home visits. This research focuses on the problems of implementation of the programme of the PIS-PK as a health development efforts in Pringsewu Regency Gadingrejo. In order to reveal these problems, researchers using public policy implementation theory belongs to Van Meter and Van Horn, the kind of this research is descriptive research with qualitative approach. In this study it was found that the implementation of the programme of the PIS-PK are in the category of either Category either because it already has standards and a clear policy objectives and is scalable to support the success of the program in accordance with the expected goal, communication and coordination went smoothly, the characteristics of the implementing agency is in compliance with the objectives of the program, an attitude or disposition of implementing good environmental factors, social, economic and political support against the implementation of PIS-PK at Sub Gadingrejo.

Abstract

Teknologi Industri 4.0 merupakan sebuah sistem teknologi ke empat yang ditandai dengan munculnya terobosan antara lain kecerdasan buatan (artificial intelligence/AI), internet of things (IoT) , Percetakan 3 Dimensi. Abstract

Pelayanan informasi publik oleh pemerintah diwujudkan melalui diseminasi informasi. Pelaksanaan diseminasi informasi yang maksimal tidak selalu dapat dipenuhi oleh pemerintah dengan sendirinya, melainkan perlu adanya keterlibatan dari pihak lain baik swasta maupun masyarakat. Konsep partnership merupakan salah satu cara untuk menggapai tingkat efisiensi birokrasi yang tinggi. Oleh sebab itu, Dinas Kominfotik Provinsi Lampung dan Perum LKBN Antara bekerja sama untuk pelaksanaan diseminasi informasi publik. salah satu faktor kesuksesan dalam hubungan partnership adalah tahapan membangun partnership itu sendiri. Maka dari itu penelitian ini akan membahas tentang tahapan membangun partnership yaitui : inisiasi, persiapan, penataan, pengintegrasian, pelaksanaan kerja sama, pemeliharaan partnership, resourching, dan interaksi antar aktor. Dengan metode penelitian kualitatif deskriptif penelitian ini akan membahas secara rinci mengenai tahapan membangun partnership Dinas Kominfotik Provinsi Lampung dan Perum LKBN Antara tersebut.
