Abstract

Purpose: Considering the recent phenomenon, there has been an increase in the types and sources of village programs, but program implementation often needs improvement. The cause of failure is thought to be that the ministry designed and implemented the program unilaterally, running partially without stakeholder involvement. Therefore, the objectives of this research are (1) to explain stakeholder involvement and (2) to identify critical factors for the success of village program integration. Research methodology: To the research objectives, the method used is a micro-qualitative method through social mapping as an instrument for community development models. Results: The results obtained are research findings, which consist of (a) the village government's initiation through discussion forums succeeded in equalizing stakeholder perceptions and (b) initiation becomes a way for program integration and an arena capable of encouraging the development of program democratization. Limitations: The research limitation is that the research area only covers one village, so the conclusions obtained are micro. The scope of the substance and area must be expanded to obtain a more comprehensive picture and more in-depth formulation of the findings. Contribution: The research explains that program integration supports improving the socio-economic conditions of village communities, strengthening collaboration, sharing resources, responsibility, innovation, and program expansion.

Abstract

This study examines the empirical implementation of e-procurement within the Procurement Service Unit (UKPBJ) of the Directorate General of Corrections in Lampung, focusing on accountability, effectiveness, and transparency outcomes. Utilizing a qualitative descriptive approach, data were collected through in-depth interviews, non-participant observation, and document analysis, while analytical validation employed triangulation and the interactive model of data reduction, display, and iterative conclusion verification. Findings indicate that digital systems such as SPSE, e-catalogue, and INAPROC have substantially improved traceability and procedural order in procurement activities, enabling more efficient supplier selection, contract management, and monitoring of procurement stages. Nevertheless, optimal outcomes are hindered by infrastructure disparities, limited human resource competencies, and inconsistent managerial support, which constrain uniform adoption and system utilization. Regulatory support and policy clarity significantly influence implementation success, while leadership and capacity-building emerge as pivotal enablers. The study contributes to e-procurement literature by empirically validating socio-technical determinants of digital procurement performance, highlighting the need for coordinated interventions in technological readiness, institutional governance, and personnel development to fully realize transparency, accountability, and efficiency objectives in public sector procurement

Abstract

The relationship between bureaucracy and politics is important to discuss again after Indonesia experienced the heated atmosphere of the 2019 elections. The political situation that created polarization had shaken the neutrality of the public servants (ASN). There is an ASN who openly declares political preferences while simultaneously spreading hoaxes in the public sphere. This is because of factors other than the political temperature, also the post-truth phenomenon which also attacked Indonesia. This study was conducted to revisit the discourse on the importance of bureaucratic neutrality to maintain performance in public services and care for democracy. The writer used the desk study method by collecting data and information based on examining and analyzing secondary data. The results emphasized the importance of re-maintaining neutrality for ASN. The alternative step to maintain the ASN neutrality is collaborative supervision conducted by various elements of government and society. In addition, this study offers the importance of ASN being given critical, scientific and literacy education to stem hoaxes in a bureaucratic environment. The ASN can also actively take part in building an anti-hoax community in the bureaucratic environment so that the ASN continues to know of responding to the hoax phenomenon. Keywords: Bureaucracy, Hoax, Neutrality, Elections, Post-Truth Abstrak Relasi antara birokrasi dan politik kembali penting didiskusikan pasca Indonesia mengalami suasana pemilu 2019 yang panas. Situasi politik yang menciptakan polarisasi sempat mengguncang netralitas aparatur sipil negara (ASN). Ada oknum ASN yang secara terbuka mendeklarasikan preferensi politik sekaligus turut menyebarkan hoax di ruang publik. Hal ini disebabkan selain faktor suhu politik yang panas, juga fenomena post-truth yang turut menyerang Indonesia. Studi ini dilakukan untuk menengahkan kembali diskursus tentang pentingnya netralitas birokrasi untuk menjaga kinerja dalam pelayanan publik serta yang juga penting adalah merawat demokrasi. Dalam proses penulisan artikel ini, penulis menggunakan metode desk study, yaitu dengan mengumpulkan data dan informasi berbasiskan pada pemeriksaaan dan analisis data dan informasi yang menggunakan data sekunder yang aktual. Hasil dari studi ini menekankan tentang pentingnya kembali menjaga netralitas bagi ASN. Adapun alternatif langkah yang bisa dilakukan agar netralitas ASN tetap terjaga, yakni dengan pengawasan kolaboratif yang dilakukan pelbagai elemen dari pemerintah dan masyarakat. Selain itu, studi ini menawarkan pentingnya para ASN dibekali dan membekali diri pendidikan kritis dan ilmiah serta pendidikan literasi untuk membendung hoax di lingkungan birokrasi. Para ASN juga bisa berperan aktif dalam membangun komunitas anti-hoax di lingkungan birokrasi agar para ASN terus aware dalam merespon fenomena hoax. Abstract

Penelitian ini menganalisis proses penetapan agenda dalam revisi Peraturan Daerah No. 19 Tahun 2014 di Provinsi Lampung dengan menggunakan kerangka kerja Dunn (2003), yang meliputi penginderaan masalah, pencarian masalah, definisi masalah, dan spesifikasi masalah. Penelitian ini menggunakan metode kualitatif deskriptif dengan informan yang terdiri dari Dewan Perwakilan Rakyat Daerah (DPRD), Dinas Perhubungan, Dinas Pekerjaan Umum dan Jalan Raya, Badan Lingkungan Hidup, Dinas Perkebunan, organisasi transportasi seperti MTI dan Organda, dan perwakilan masyarakat. Temuan menunjukkan bahwa truk Over Dimension Over Load (ODOL) telah menjadi isu sentral, yang menyebabkan kerusakan jalan yang parah, biaya perawatan yang tinggi, peningkatan risiko kecelakaan, dan gangguan akses publik. Kelemahan peraturan sebelumnya terletak pada aspek hukum dan implementasi, terutama tidak adanya sanksi yang efektif dan ketentuan yang tidak terpenuhi pada jalan khusus dan persyaratan teknis kendaraan. Tahap spesifikasi masalah menghasilkan rancangan revisi yang menekankan sanksi yang lebih ketat, batas berat, rute distribusi yang diatur, dan pengawasan terpadu. Kesimpulan tersebut menegaskan ODOL sebagai isu kebijakan strategis, mengarahkan revisi menuju norma hukum yang lebih kuat, penegakan hukum yang efektif, dan keselarasan dengan regulasi nasional, khususnya Peraturan Menteri Perhubungan No. 60 Tahun 2019 tentang Zero ODOL. Abstract

Extreme poverty remains a serious problem in various regions and requires an approach that involves many parties collaboratively, especially at the local government level that is directly in touch with the dynamics of community life. A number of previous studies, both at the global and national levels, have examined poverty alleviation strategies through various approaches such as economic empowerment, government cooperation with the private sector, and the implementation of sustainable programs involving local communities. However, so far there have been limited studies that specifically discuss collaboration models between actors in the local government environment, or cross-sector collaboration with actors such as the business world, universities, the media, and the poor as active subjects. Furthermore, the theoretical approach based on Institutional Analysis and Development (IAD) developed by Elinor Ostrom has not been widely utilized in understanding collaborative relationship patterns and governance in poverty alleviation. Therefore, this study is structured as a literature review that aims to summarize and examine collaboration models that have been applied, as well as identifying empty spaces in scientific discourse. It is hoped that the results of this study can be a conceptual basis that strengthens fair, participatory, and contextual collaboration practices in efforts to reduce extreme poverty in the region.

Abstract

The issue of stunting is one of the issues carried out in the national strategic goals in the 2020-2024 RPJMN. The Indonesian government is strongly committed to reducing stunting, this is reflected in the policy of Presidential Regulation Number 72 of 2021 concerning Acceleration of Stunting Reduction. At the implementation level, the issue of stunting reduction is intervened through the Stunting Reduction Acceleration Program (PPS) which has been implemented by involving 20 K / L and implemented gradually in districts / cities, starting with 100 districts / cities in 2022. In 2024, the Government targets the stunting prevalence rate to be 14%, with an accelerated reduction in stunting prevalence of 7.5% from 2023. This document describes the risk management that should be used as an instrument in the PPS Program to achieve the 2024 target. We integrate findings from various policy studies and best practices to guide efforts to implement effective risk management used in the PPS Program. This research uses the Systematic Literature Review (SLR) method. With the SLR method, researchers can determine the strategies used in overcoming the problems faced and identify different perspectives related to the Risk Management model in the PPS Program. The implementation of the PPS policy in various countries proves that the stunting management program does not escape the risks in the implementation process. This risk may become an obstacle in achieving the goal of reducing stunting. Therefore, several countries have implemented policies related to risk management. Risk management is integrative and specifically applied according to technical programs in stunting interventions. Best practices in several countries, both developed and developing countries, in dealing with the issue of stunting use two risk management approaches. This approach is divided into executive management and operational management approaches. Executive management uses formal risk management, namely ISO 3100, which has been proven effective, especially in the management of health programs such as stunting issues in both developing and developed countries. However, management does not limit operational management as a risk owner unit to perform risk identification tools uniformly but uses specific and different tools in each stunting handling program called vernacular risk management.

Abstract

This study introduces a new policy development analysis framework for transforming village food barns to achieve sustainable food security. The dynamic governance, resulting from public trust and enhanced government capacity, serves as a new adaptive framework—referred to as the agility-genuine model—for addressing climate change and technological readiness. The study aims to formulate a policy scenario for village food barn transformation by adopting a social capital mutualism and governance approach to enhance sustainable food security. A qualitative approach with prospective analysis is employed to explore future scenarios based on several key factors. The study was conducted in Central Lampung Regency, specifically in Pujokerto Village and Rejo Basuki Village. The research successfully formulates a transparent and effective governance strategy model that serves as a foundation for building public trust, optimizing financial resources, ensuring technological readiness, and highlighting the importance of stakeholder collaboration as a crucial element of the sustainable food security system. The findings contribute to strengthening the role of the community and local farmers while also serving as the basis for formulating policy changes in village food barn transformation to achieve national and global food security by 2045.
