Abstract

This study aims to evaluate the implementation of cooperation between villages based on agrotourism in the Kendeng Mountains, Somagede District, Banyumas Regency as a model for developing rural areas in Banyumas Regency. The research was conducted in three villages in Somagede District, i.e., Tanggeran, Klinting, and Kemawi, and served as a pilot project for rural area development. Qualitative method is conducted through meetings with informants from all village officials and tourism business actors in the three collaborating villages and members of the Rural Area Development Coordination Team. This study employs qualitative method utilizing in-depth interviews, observations, documentation, and focus group discussion (FGD), while the findings were analyzed using an interactive analysis model. The results showed that the cooperation between the villages of Kemawi, Klinting, and Tanggeran in developing agrotourism-based rural areas did not yield the expected results. The failure is due to the absence of cooperation norms among members, the identification of common needs that must be resolved through inter-village collaboration, and the low commitment of the village heads to prioritize and carry out all program plans. The cooperation also fails because of the lack of support from the local government during program implementation and the absence of monitoring and evaluation activities at each stage of the implementation of inter-village cooperation.

Abstract

The media and village development are two subjects that remain relevant and important to discuss. The article aimed to further examine village development issues in regional online news media. Suka (a fictitious name is adopted in this study to disguise the real name of the online news media), as a regional online news media, plays a strategic role in disseminating the regional government's agenda, helping monitor and evaluate regional policies, and providing information on the ideal village development measures. This study used a content analysis approach. The results of this study indicate that, in 2021, Suka reported seven news stories containing content with the keyword of village development. Those stories suggested four main issues of village development, namely sustainable village development, tourism village development, involvement of people with disabilities in village development, and the role of women and universities in village development. In these four main issues, a number of policy values in village development should be addressed by policymakers in formulating village development policies, namely integrated and sustainable development, utilization of local resources in development, along with increasing the role of the disabled people, women, and universities in village development.

Abstract

Classic neutrality principles of bureaucracy which put down bureaucracy as pure administrator of implementor, apolitic and has low accountability have to be changed become new neutrality principles of bureaucracy. New neutrality principles of bureaucracy want bureaucracy can act as critical administrator and implementor, politic (join in accommodating and submitting public aspiration) and has high accountability (by developing open accountability). New neutrality principles of bureaucracy can be applied if there are supporter system, like: political system which is egaliter and responsive; elite of bureaucracy and politic committing to behave egaliter, responsive and supporting the betterness change; and also education of politics that giving position citizen as most sovereign institution. Abstract

Direct cash assistance has often been criticized for its limited impact in the long-term community empowerment. However during the Covid-19 pandemic this method of assistance was deemed necessary to help the poor survive. This article discusses the implementation of the Village Fund Direct Cash Assistance (Bantuan Langsung Tunai-Dana Desa/BLT-DD) policy during COVID-19 pandemic in Sokawera Village, Banyumas Regency. The study aimed to determine the impacts of implementation of the BLT-DD policy in Sokawera Village. A descriptive qualitative method was selected for the study, and the research was conducted in Sokawera Village, Cilongok District, Banyumas Regency, Central Java. Study data were collected through interviews, observations, and documentation. The results showed that target groups felt appropriate benefits of the BLT-DD and are satisfied bottom-up decision making approach of the program. Based on the discussions attended by program implementers, namely village officials, village council (BPD), community unit heads (Ketua RW), neighborhood unit heads (Ketua RT) and community leaders, human resource capacity was deemed adequate to implement the policy and there was no influence of power or interests among implementers that affect policy implementation. The strategy adopted in implementing the policy is to conduct an awareness campaign and establish cooperation between the stakeholders. The study discovered several obstacles, namely the misuse of BLT-DD benefits, distribution delays, limited budget resulting in limited distribution, non-compliance of certain implementers, and the emergence of social envy among residents. The implication of this study is that the government can develop an application system that can help identify the target group correctly. In addition, the government must also ensure the availability of a budget for the poor, so that assistance can cover poor families as the overall target group.

Abstract

The local regulations in Indonesia develop fast in the reformation era. Many local regulations were produced by regency and city governments, so did in Brebes and Pemalang Regency. Local regulation structure is important to be examined in order to ger veluable information about tendency of the local government behavior which is reflected on the published local regulation (local public policy). Local government structure in Brebes and Pemalang show that the most dominant local regulation is the local regulation which is linked with organization and management as well as tax and retribution. This is show the enthusiasm of both regency to increase local government organization and management, also teh effort to increase regional pure income.

Abstract

This article aims to identify the problems of implementing inter-regional cooperation from the widest possible autonomy perspective. This becomes important because cooperation between regions seems to run well shortly after policies in the form of laws and government regulations are enacted. However, in regional cooperation, many problems lurk and can lead to the failure of cooperation between regions. This research is legal research using a statute approach, a conceptual approach, and a historical approach. This research method and approach are appropriate to explain the problematic phenomenon of cooperation between regions in Indonesia based on Law No. 23 of 2014 concerning Regional Government. Based on the results of preliminary research, several problems arise in the implementation of regional cooperation, especially cooperation between regions, including the following: First, cooperation between regions whose object is related to income sharing often experiences difficulties in its implementation, especially in determining the amount of income/profits for each region; Second, the emergence of regional egoism, especially in the cooperation between the Parent Region and the regions resulting from the expansion; Third, the lack of data and information about the object of cooperation that has the potential to be better if implemented through cooperation between regions that are geographically close together; Fourth, the lack of initiation to carry out cooperation between regions due to the mindset of each region to deal with internal affairs only; and Fifth, no institution/agency specifically handles inter-regional cooperation.

Abstract

Research into the creative economy industry which brings significant changes in the way individuals work has been widely carried out. However, there is little research on any of the phenomena that appear as side effects of work in this sector. Flexploitation, where creative workers face a high degree of flexibility in their work, but also face economic uncertainty and negative consequences on the resilience of their careers. This article aims to provide a contribution to individuals and stakeholders as a consideration of policy and policy decisions both personally and organizationally, providing a new frame of reference so that it is more about preventive action which is expected to be able to create significant improvements. We analyzed data from existing journals, media articles, statistical data, policies and relevant documents to identify factors contributing to flexploitation and their implications. The results of this research provide the fact that work flexibility, which is always described as a pleasant working condition for the younger generation, both in terms of flexible time and work space in the creative economy industry, actually makes them vulnerable starting from long working hours, lack of social security, and bargaining power. which is very low. This provides valuable input for researchers, practitioners, and organizations as well as policy makers to make improvements. In the smallest sector, this fact provides a stimulus for actors who are already involved in this industry or personal candidates who will soon enter the world of work or a career to be more preventive and think carefully about their own career choices.

Abstract

A report of residents living in extreme poverty level in Banyumas Regency required local government’s response through Extreme Poverty Reduction Program. Such poverty alleviation program consequently necessitated swift provision from the regional budget (Anggaran Pendapatan dan Belanja Daerah/APBD). On the other hand, no budget had been allocated for the program during the budget year and the APBD was limited. The purpose of this study is to examine the responses of regional budget policy to the extreme poverty issue based on online news articles related to the subject. The study was conducted using content analysis methods and systematic literature reviews. The results show that the Banyumas government's response in addressing extreme poverty issue is relatively satisfactory. The local government responded with a regional budget policy by funding the program through Unexpected Expenditure (Belanja Tidak Terduga/BTT) budget item. Part of APBD, BTT was allocated as non-cash extreme poverty alleviation expenditure, while cash social assistance was to be sought to from the provincial and central government. Local governments do not have adequate budgetary capacity to independently finance extreme poverty alleviation programs and therefore require major support from the central and/or provincial government. A synergy between local, provincial and central governments is thus needed to better manage regional extreme poverty alleviation initiatives.

Abstract

Teknologi digital telah memberikan dampak disrupsi, yang membuat Dinas Perhubungan Kabupaten Purbalingga harus mampu untuk beradaptasi terhadap perkembangan teknologi yang semakin cepat dan serba otomatisasi. Penerapan kebijakan E-service pembayaran non tunai menggunakan kartu E-Kir (elektronik-kir) adalah sebagai salah satu langkah strategi pemanfaatan teknologi dalam rangka mencegah peredaran uang palsu, percaloan, pungutan liar, dan penyebaran virus COVID-19. Dalam mengkaji penelitian ini, penulis menggunakan pendekatan kualitatif dengan teknik wawancara, observasi dan dokumentasi. Dari hasil penelitian menunjukan bahwa kebijakan E-Service berupa transaksi non tunai menggunakan kartu E-Kir sudah diterapkan sejak tahun 2019, namun dalam prosesnya karena tidak adanya landasan hukum/perda yang mewajibkan transaksi menggunakan kartu E-Kir, serta sarana dan prasarana penunjang tidak ada maka pelaksanaan proses kebijakan tersebut tidak sesuai dengan SOP. Berdasarkan teori implementasi kebijakan menurut Ripley dan Franklin (1986), kebijakan E-Service berupa transaksi non tunai menggunakan kartu E-Kir dapat disimpulkan tidak berhasil karena tidak adanya kepatuhan mulai dari para implementor, kelompok sasaran serta pihak penyedia layanan terhadap proses dan prosedur yang telah ditetapkan. Kata Kunci: Implementasi Kebijakan, Kepatuhan, E-Service, Pungli dan Percaloan.

Abstract

Salah satu bentuk partisipasi untuk meningkatkan kualitas hidup warga negara Indonesia adalah dengan kedermawanan (filantopi) melalui Corporate Social Responsibility (CSR) yang merupakan sebuah kewajiban bagi Perseroan Terbatas. CSR merupakan kewajiban sosial yang dilakukan oleh perusahaan untuk membantu pihak-pihak di dalam dan di sekitar wilayah bisnis dengan melaksanakan program yang dapat membantu. Sebagai salah satu Badan Usaa Milik Negara, PT Angkasa Pura I Adi Soemarmo melalui program pelayanan kesehatan keliling tidak hanya sekadar melakukan kegiatan filantropi dengan menyisihkan keuntungan dari kegiatan operasional perusahaan namun juga ikut memberdayakan masyarakat untuk mencapai kesejahteraan. Penelitian ini bertujuan untuk mengetahui dan bagaimana program CSR pelayanan kesehatan keliling dari filantropi ke pemberdayaan pada PT Angkasa Pura I Adi Soemarmo Solo. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan pendekatan studi kasus. Melalui hasil wawancara, observasi serta dokumentasi dapat disimpulkan bahwa program pelayanan kesehatan keliling dalam pelaksanaannya sudah menganut alur Triple Bottom Line yang mencakup people (masyarakat), planet (lingkungan) dan profit (keuntungan). Program pelayanan kesehatan keliling juga merupakan bentuk pemberdayaan yakni melalui corporate citizenship. Kata Kunci: CSR, Pelayanan Kesehatan, Filantropi, Pemberdayaan
