Abstract

Economic interests dominating the interests of both claimant and non-claimant-states make the South China Sea conflict challenging to obtain a satisfactory solution for all parties. In protecting its financial security, mainly dependent on the South China Sea, China continues to exhibit aggressiveness and firmness in realizing its national interests in this area, thereby raising the conflict tension. This study analyzed Indonesia’s defense diplomacy to counter China’s national interests in the South China Sea. Defense diplomacy is expected to eliminate any obstacles hindering the achievement of the two countries’ national interests. This study utilized a descriptive qualitative method with primary data obtained through interviews with defense strategists, defense diplomacy actors, academics, and other supporting secondary data. This study discovered that China’s national interests in the South China Sea center on securing its economic interests and military modernization. Meanwhile, Indonesia’s national interests in the South China Sea concern the Exclusive Economic Zone (EEZ) waters. Maintaining the integrity of the Unitary Republic of Indonesia is one of its national interests. Thus, Indonesia’s defense diplomacy should be conducted through win-win cooperation to promote its national interests in responding to China’s national interests in the South China Sea.

Abstract

Tugas utama suatu negara adalah memastikan keamanan nasionalnya sendiri. Ketika suatu negara dapat memastikan kelangsungan hidupnya sendiri dan mata pencaharian warganya, negara itu dianggap kuat. Namun, dunia berubah dengan cepat, dan penemuan serta teknologi baru menghadirkan peluang dan risiko bagi keamanan nasional. Artikel ini berusaha menunjukkan bagaimana studi keamanan nasional telah berkembang dalam hal politik, legislasi, dan taktik. Dalam posting ini, metodologi analisis konten akan diterapkan. Dapat disimpulkan dari lebih dari 20 studi yang dikutip di sini bahwa revolusi industri terbaru, yang dikenal sebagai industri 4.0, memiliki dampak signifikan terhadap perubahan lingkungan strategis. Dengan demikian, ini menciptakan kesulitan baru seperti serangan dunia maya. Peneliti sampai pada kesimpulan bahwa bahaya ini mungkin memiliki implikasi strategis bagi suatu negara. Abstract

One of Indonesia's most actual maritime border disputes is the border dispute between Indonesia and China in the North Natuna Sea. This research focuses this on examining how to improve the performance of Indonesia's defense diplomacy through deterrence strategies in dealing with conflicts in the North Natuna Sea. This research uses qualitative-descriptive. The location of this research was carried out in Jakarta, in this case the Ministry of Defense of the Republic of Indonesia. Research time for six months. The research subjects were six sources. The object of this research is about improving the performance of defense diplomacy through deterrence strategies in the North Natuna Sea. The primary data collection technique is an in-depth interview method, while the secondary data collection technique uses a literature study. The results show that the performance of Indonesia's defense diplomacy in the North Natuna Sea for the 2016-2021 period is still relatively weak, especially if it is related to the potential threat from the Chinese side. Indonesia's deterrence strategy in the North Natuna Sea for the 2016-2021 period has so far been carried out with external policies, namely cooperating with foreign parties, both bilaterally, regionally, and globally. Indonesia's efforts to improve defense diplomacy in the North Natuna Sea through a deterrence strategy can be carried out with at least 10 items of deterrence strategy, including conducting joint military exercises; enhance joint surveillance and patrols; increase the discussion of maritime issues in regional and international forums; and increase advocacy for the law of the sea.

Abstract

The strategic values of the South China Sea trigger consequences, which are the emergence of multiple claims to the sovereignty of the area to exploit the strategic values ​​for the national interest. The claims thus construct complex issues in the South China Sea, which involve China’s assertiveness and the internationalization of the South China Sea circumstance, which makes the situation in the region unconducive and hinders the resolution process. The Association of Southeast Asian Nations (ASEAN) must also deal with different views among several member countries regarding the South China Sea dispute. With a security community formed through the ASEAN Political Security Community, ASEAN must be a platform for its member countries to develop and implement strategies to realize common interests, namely order and security. This research explains the potential strategies ASEAN can carry out in solving problems in the South China Sea. This research used qualitative methods, descriptive analysis, and regional security complex theory. This research finds that the strategy that ASEAN can potentially use is to accelerate the formulation of the Code of Conduct (CoC), restore ASEAN identity, and form the ASEAN Navy and the ASEAN Maritime Identification Zone (ASEAN MIZ); thus, ASEAN can comprehensively fulfill a conducive, peaceful, and secure water area. Keywords: ASEAN, stability and security, sovereignty, South China Sea, maritime security, common interests, strategy   Nilai strategis yang dimiliki Laut Tiongkok Selatan membawa konsekuensi berupa munculnya klaim tumpang tindih terhadap kedaulatan area tersebut untuk dapat memanfaatkan nilai strategis yang ada demi kepentingan nasional tertentu. Hal ini menimbulkan permasalahan kompleks di Laut Tiongkok Selatan, yang bukan hanya melibatkan asertivitas Tiongkok, tetapi juga Association of Southeast Asian Nations (ASEAN) yang menghadapi perbedaan pandangan di antara beberapa negara anggota yang membuat situasi di wilayah tersebut semakin tidak kondusif dan menghambat proses penyelesaiannya. Dengan komunitas keamanan yang terbentuk melalui ASEAN Political Security Community, ASEAN harus menjadi wadah bagi negara-negara anggotanya untuk menyusun dan melaksanakan strategi yang dapat mewujudkan kepentingan bersama, yaitu keteraturan dan keamanan. Penelitian ini menjelaskan strategi yang dapat dilakukan ASEAN dalam menghadapi dan menyelesaikan permasalahan di Laut Tiongkok Selatan. Penelitian ini dilaksanakan menggunakan metode kualitatif dan analisis deskriptif serta teori Regional Security Complex. Penelitian ini menemukan bahwa strategi yang dapat dimanfaatkan oleh ASEAN adalah mempercepat perumusan Code of Conduct (CoC), mengembalikan identitas ASEAN, dan membentuk ASEAN Navy serta ASEAN Maritime Identification Zone (ASEAN MIZ), sehingga ASEAN secara menyeluruh dapat mewujudkan wilayah perairan yang kondusif, damai, dan aman. Abstract

Kebijakan makan bergizi gratis merupakan strategi pemerintah dalam meningkatkan kualitas sumber daya manusia melalui pemenuhan gizi yang layak, terutama bagi kelompok rentan seperti anak-anak dan masyarakat berpenghasilan rendah. Dari perspektif ekonomi politik, kebijakan ini mencerminkan peran negara dalam redistribusi sumber daya, intervensi pasar, serta peningkatan kesejahteraan sosial. Implementasi kebijakan ini tidak terlepas dari dinamika politik, termasuk kepentingan aktor-aktor negara dan non-negara, serta tantangan anggaran dan efektivitas pelaksanaannya. Secara ekonomi, kebijakan ini berpotensi mendorong peningkatan produktivitas jangka panjang, tetapi juga memunculkan tantangan dalam pembiayaan dan keberlanjutan fiskal. Artikel ini menganalisis kebijakan makan bergizi gratis dalam konteks ekonomi politik, dengan menyoroti dampaknya terhadap pertumbuhan ekonomi, stabilitas politik, serta kesejahteraan masyarakat secara keseluruhan.

Abstract

The government's ever-increasing Information and Communication Technology (ICT) spending is often inefficient due to duplication, silos, and separate management across work units. To address this, the Ministry of Finance implemented a shared services approach to consolidate the ICT budget. This study aims to evaluate the successful implementation of this program based on Burns and Yeaton's (2008) five success factors: strong project management capabilities, leadership support, effective communication, strong change management, and a phased implementation approach. The study used qualitative methods. The results indicate that the implementation of shared services successfully reduced duplication of ICT infrastructure by 65%, saved approximately IDR 350 billion in the first year of procurement, and accelerated the procurement process by up to 25%. However, challenges remain, such as the dynamics of human resource transfers that could potentially disrupt sustainability, the risk of losing momentum during phased implementation, and suboptimal consolidation due to the presence of two data centers, more than 300 applications, and limited interoperability. Recommendations include involving HR units in strategic ICT planning, competency regeneration through young human resources, application rationalization, data center consolidation, and the implementation of shared services nationally. This study contributes to strengthening integrated ICT management strategies in the public sector and provides policy recommendations to support digital government reform.

Abstract

This study examines the implementation of Non-Tax State Revenue – Forest Area Utilization (PNBP-PKH) as an instrument for controlling mining in forest areas. The background is the high economic contribution—PNBP-PKH reached IDR 2.42 trillion (2021), IDR 2.88 trillion (2022), and IDR 2.55 trillion (2023)—but accompanied by net deforestation of 104,000 ha (2021–2022). A qualitative descriptive method was used through interviews with six key informants from the government and business actors. The results show that impact category-based tariffs (L1–L3) encourage early reclamation, but are hampered by institutional coordination, regional verification capacity, unintegrated cross-ministerial information systems, and suboptimal business actors. Several companies experience administrative delays and spatial data discrepancies. The conclusion is that digital integration, increased regional technical capacity, and simplified procedures are needed to strengthen the dual role of PNBP-PKH as a fiscal and environmental policy.

Abstract

This research evaluates the effectiveness of the clearing system and digital reservation applications in public administration within the banking sector. These applications enhance service efficiency, allowing customers to schedule their visits and reducing waiting times. A qualitative research method with triangulation was employed, including interviews, observations, and documentation. The findings indicate that the application can improve operational efficiency, although usability and data security challenges exist. Some customers faced difficulties, highlighting the need for interface improvements and additional training. The conclusion emphasizes the importance of enhancing information access and IT security systems for broader digital adoption.
