Abstract

Villages in Indonesia are governed by a village government, as defined in Article 2 of Law No. 6/2014, which states that the village government handles local affairs within Indonesia’s government structure. Villages are required to perform government tasks following legal provisions, including planning, implementation, administration, supervision, and evaluation. While villages are not part of the territorial hierarchy in the decentralization system, they have the authority to create village regulations, which are considered part of the legal framework in Indonesia. However, villages face constraints due to higher-level regulations that limit their autonomy and are often seen as lacking the capacity to manage their own governance. The research focuses on the mismatch between village policies and the conditions in Sleman Regency. It addresses issues such as the impact of Law No. 6/2014 on village independence and public services, as well as effective public service models in the region. Using qualitative research with an analytical descriptive approach, the study finds that the policy implementation has not been optimal. One major issue is the lack of flexibility in the policy content to meet the needs of the village government, leading to obstacles in providing efficient public services at the village level. The study identifies key findings, including limited village independence due to supra-village regulations, resource constraints, and communication barriers between policy makers and implementers. It highlights positive outcomes such as improved administrative order and innovation in revenue generation by village governments. The research concludes with recommendations for enhancing flexibility in policy content, strengthening resources, and fostering innovation to better align public services with community needs.

Abstract

The principle of Good Governance is good governance implemented by the government to provide public services. The implementation of Good Governance through public services is a manifestation that is very close to the community, especially in terms of population administration. Based on this, the aim of this research is to find and analyze the benefits of implementing good governance and the quality of public services in e-KTP reprinting services in Baratajay Village using the main principles of good governance. This research is qualitative research with three data collection methods: interviews, observation, and documentation. The data analysis used in this research draws conclusions from the data collected. The results obtained were the finding that the e-KTP reprinting service at the Baratajaya Village Office was an example of good governance in the form of good population administration services provided by the Baratajaya Village Office to the community. Based on the entire research process, it can be concluded that the e-KTP reprint service applies the main principles of good governance: Participation, Accountability and Transparency. This can be carried out properly and synergy between the Subdistrict Office parties must be maintained.

Abstract

A tourism program called Kampung Wisata is being developed by the Surabaya City Government, such as Kampung Lawas Maspati. This village is considered one of the leading cultural assets and tourism potential in the city of Surabaya, with historical value and various cultural attractions. Even though it has profitable potential, its status as a Tourism Village faces a number of challenges, such as the government's weak role in managing cultural assets and modernization trends that threaten its existence. The number of tourists decreased during the Covid-19 pandemic, therefore this research was conducted to present and examine the development process so that tourism continues to operate in the midst of the pandemic. The concept used by researchers is Good Tourism Governance according to Bambang Sunaryo (2013). The data collection technique through observation, interviews and notes, at the Kampung Lawas Maspati Surabaya location is a type of qualitative research. The aim of this research is to apply the principles of Good Tourism Governance in the development of Kampung Lawas Maspati. The findings from researchers indicate that of the 10 principles of Good Tourism Governance, there are 2 principles that have not been fully fulfilled and implemented optimally, namely the principle of environmental tolerance and the principle of program monitoring and evaluation.

Abstract

Tujuan Kegiatan Pengabdian Masyarakat pelatihan dan pendampingan peningkatan produktivitas, e commerce dan manajemen usaha pada UKM Pawon Andi di Surabaya. Metode yang digunakan berupa pelatihan dan pendampingan untuk meningkatkan produktivitas dan penggunaan E comerce pada UKM Pawon Andi,dan pendampingan berupa konsultasi tentang Manajemen usaha, dan akuntansi permasalahan yang dihadapi 1) Aspek produksi dalam proses mengembangkan  adonan masih menggunakan suhu ruang tanpa alat 2) Aspek pemasaran masih mengandalkan pesanan dan memenuhi warung sekitar dengan  konsinyasi 3) Aspek Manajemen Usaha/ Keuangan/ Akuntansi karena masih menggunakan pola manajemen rumah tangga dan bersifat konvensional. Hasil yang di peroleh oleh UKM Pawon Andi 1. Diberikan alat proofer dan pelatihan penggunaan alat/ mesin dengan metode learning by doing dan terjadi peningkatan produktivitas Jika menggunakan mesin ini, 2.Melakukan pemasaran produk dengan E-commerce dengan pelatihan dan pendampingan mempercantik postingan produk di sosmed serta melakukan rephoto produk untuk sosmed & marketplace 3. UKM Pawon Andi mampu menggunakan aplikasi pembukuan. Kegiatan pengabdian kepada masyarakat yang diterapkan melalui pendampingan dan pelatihan ini dapat memberi manfaat kepada UKM Pawon Andi. Selanjutnya menyarankan perlu kesinambungan kegiatan dan evaluasi setelah kegiatan pengabdian kepada masyarakat ini dilakukan. Sehingga UKM Pawon Andi bisa lebih berdaya saing dan bisa berkembang dan berkontribusi dalam membuka lapangan kerja serta menumbuhkan wirausaha baru.

Abstract

Usaha mikro kerupuk udang “Dapur Bu Yati” di Kelurahan Rungkut Kidul, Kecamatan Rungkut, Kota Surabaya memiliki potensi sebagai penggerak ekonomi lokal, namun masih menghadapi kendala pada aspek produksi dan pemasaran. Proses produksi yang masih manual menyebabkan efisiensi rendah dan kualitas produk tidak konsisten, sementara pemasaran masih bersifat konvensional tanpa dukungan manajemen usaha dan teknologi digital. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kapasitas produksi dan pemasaran usaha mikro kerupuk melalui penerapan teknologi tepat guna, penguatan manajemen usaha, serta digitalisasi pemasaran. Metode pelaksanaan menggunakan pendekatan partisipatif yang meliputi tahap sosialisasi, pelatihan, penerapan teknologi, pendampingan, dan evaluasi. Hasil kegiatan menunjukkan peningkatan efisiensi produksi lebih dari 30%, peningkatan volume produksi sebesar 25–40%, tersusunnya pembukuan usaha sederhana, serta terbentuknya akun media sosial dan toko daring yang aktif. Kegiatan ini juga melibatkan mahasiswa sebagai bagian dari implementasi Merdeka Belajar Kampus Merdeka (MBKM). Program pengabdian ini berkontribusi dalam meningkatkan daya saing UMKM kerupuk lokal dan mendukung kemandirian ekonomi masyarakat secara berkelanjutan.

Abstract

This study aims to analyze the management of parking fees by the Sidoarjo Regency Transportation Agency and identify inhibiting factors and optimization efforts. Using descriptive qualitative methods, this study examines the implementation of management functions, including planning, organizing, implementing, and controlling (POAC). The results indicate that the planning aspect faces data validity constraints, resulting in unrealistic revenue targets. Organization is hampered by contractual disputes with third parties, which weakens field coordination. Field implementation is still characterized by manual practices that are prone to leaks, while supervision has not been effective in suppressing illegal parking. The main inhibiting factors include limited Human Resources (HR), public rejection of the payment culture, and a non-integrated system. Efforts undertaken include digital transformation (e-parking) and joint operations. This study recommends accelerating digitalization and improving databases to increase Regional Revenue (PAD).
