Abstract

Layanan POCADI (Pojok Baca Digital) di DISPUSIP Kabupaten Garut dirancang untuk meningkatkan minat baca masyarakat melalui akses informasi digital. Namun, rendahnya tingkat kunjungan memerlukan penelitian untuk mengidentifikasi faktor-faktor yang memengaruhi keputusan masyarakat untuk berkunjung. Penelitian ini menganalisis pengaruh Kesadaran Layanan, Kualitas Manajemen, Kualitas Pelayanan Publik, Minat dan Sikap Positif, serta Promosi Melalui Media Sosial terhadap Tingkat Kunjungan ke POCADI. Metode penelitian yang digunakan adalah pendekatan kuantitatif dengan Structural Equation Modeling - Partial Least Squares (SEM-PLS), berdasarkan data dari 78 responden. Hasil penelitian menunjukkan bahwa Promosi Melalui Media Sosial memiliki pengaruh signifikan terhadap Tingkat Kunjungan, dengan nilai path coefficient sebesar 0.317. Temuan ini mengindikasikan bahwa promosi yang efektif melalui media sosial dapat meningkatkan kesadaran dan minat masyarakat untuk mengunjungi POCADI. Oleh karena itu, DISPUSIP Kabupaten Garut disarankan untuk fokus memperkuat dan menginovasi strategi promosi melalui media sosial guna meningkatkan kunjungan ke POCADI.

Abstract

Every government agency requires an effective human resource management system to ensure the availability of qualified employees. This research aims to analyze the implementation of job analysis at the Public Works and Spatial Planning Office (PUPR) of Garut Regency, specifically in the Water Resources Sector. Several identified issues include the failure to collect rainfall data by the UPT in each sub-district, the mismatch between employees' educational backgrounds and job specifications, and the incomplete achievement of some work programs in 2021. This research uses qualitative methods with a descriptive approach through direct observation, interviews with relevant stakeholders, and document analysis at the Garut Regency Public Works and Spatial Planning Office (PUPR). The research results indicate that based on four dimensions of job analysis, several improvement steps are necessary. First, the head of the UPT must be committed to proposing improvements to the rainfall measurement instruments to support performance indicators. Second, the mismatch in employees' educational backgrounds can be addressed through training to enhance competencies or by providing opportunities to pursue higher education. Third, more intensive supervision and in-depth evaluation of program implementation are necessary to improve the quality of field activities

Abstract

This study aims to analyze the role of inclusive and participatory leadership in increasing community engagement in village development. Using a qualitative descriptive approach, this research examines the leadership style of village heads in Citengah Village and its impact on public participation. Data collection was conducted through interviews, observations, and document analysis, which were then processed using qualitative data reduction, presentation, and verification techniques. The findings indicate that community participation in decision-making and development implementation remains low due to ineffective government communication, limited public awareness, and bureaucratic constraints. The passive role of the community has resulted in weak ownership of development programs, reducing their effectiveness and sustainability. The research highlights that village heads who apply adaptive and participatory leadership can create a more conducive environment for active community involvement. Open dialogue, collaboration with the Village Consultative Body (BPD), and inclusive policy-making processes enhance transparency and accountability in village governance. Additionally, technology-based communication strategies, such as social media platforms and digital community forums, improve public access to information and allow broader participation. Strengthening digital literacy and community education on development policies also plays a crucial role in fostering awareness and engagement. This study concludes that enhancing the leadership capacity of village heads in communication, transparency, and digital integration is essential for building more democratic and participatory governance. Implementing these strategies is expected to lead to more effective, inclusive, and sustainable village development that aligns with the needs and aspirations of the community.

Abstract

The issue of overlapping poverty data among government agencies in Garut Regency has led to ineffective policy implementation. This study aims to analyze the factors influencing data governance and design an integrative strategy to optimize poverty programs through a System Dynamics Modeling (SDM) approach. Using a qualitative method, this research develops a stock-flow diagram to capture structural mechanisms in data governance. Data collection was conducted through interviews with key informants, historical data analysis, and a fuzzy scale, then analyzed using Vensim software. The model refers to Abraham's Data Governance Theory, which includes Data Scope (Traditional Data and Big Data), Domain Scope, Antecedents (Internal and External), Structural Mechanisms, Relational Mechanisms, and Procedural Mechanisms. The simulation results show that improving data quality, metadata management, effective communication, and strengthening roles and responsibilities across agencies significantly reduce data discrepancies. Additionally, better decision-making coordination and performance monitoring mechanisms enhance data accuracy. The findings emphasize the importance of integrating data governance strategies through cross-sector collaboration, consistent policy implementation, and a sustainable monitoring system. This integrative approach effectively addresses data overlaps and improves the accuracy and efficiency of poverty alleviation programs, serving as a model for other regions facing similar challenges.

Abstract

This study aims to explore implementing BUMDes policies in the Garut Regency, which has not yet been fully effective due to various influencing factors. The research adopts a qualitative approach with a descriptive method. Data was collected through interviews with the DPMD and BUMDes managers in the Garut Regency and analysis of relevant documents. Implementing BUMDes policies in Garut Regency demonstrates varying outcomes, influenced by key factors such as stakeholder communication, resource availability, implementer disposition, and bureaucratic structure. Referring to Edward III's theory, the success of BUMDes policy implementation is shaped by four main variables: (1) Communication, which ensures that policies are well understood and accepted by the village community and BUMDes managers; (2) Resources, including funding, human resources, and infrastructure essential for the sustainability of BUMDes; (3) Disposition (Implementer Attitude), reflecting the commitment of local government, BUMDes managers, and the community in executing policies; and (4) Bureaucratic Structure, involving coordination between agencies and administrative procedures that affect the smooth execution of policies. The research findings reveal that despite challenges such as limited human resources and restricted access to capital, well-managed BUMDes have the potential to strengthen the local economy and reduce dependence on central government assistance. Enhancing communication, building human resource capacity, and streamlining bureaucracy are crucial in accelerating village economic empowerment goals through BUMDes.

Abstract

Background. Stunting remains a serious issue in Kabupaten Garut despite various intervention efforts. Aims. This study analyzes the effect of competence and compensation on the performance of the Tim Pendamping Keluarga (TPK), with motivation as an intervening variable. Methods. The research employs Partial Least Squares-Structural Equation Modeling (PLS-SEM) with 375 respondents selected using the Slovin technique. The Importance Performance Map Analysis (IPMA) approach was used to identify variables that greatly impact performance but need improvement. Result. The study results show that competence significantly affects motivation, with a path coefficient of 0.549 and an f-square of 0.506 (high). Compensation also significantly positively affects motivation, with a path coefficient of 0.288 and an f-square of 0.139 (moderate). Motivation significantly affects performance, with a path coefficient of 0.367 and an f-square of 0.311 (high). Competence significantly influences performance, with a path coefficient of 0.503 and an f-square of 0.649 (high), while compensation moderately affects performance, with a path coefficient of 0.153 and an f-square of 0.079. Upsilon (υ) indicates that motivation mediates the relationship between competence and performance, with an Upsilon (υ) value of 0.076 (moderate), while for compensation and performance, the Upsilon (υ) value is 0.002 (low). Conclusion. IPMA identifies that motivation has the highest impact on performance, followed by competence and compensation. Recommendation. Recommendations include enhancing competence through technology training and implementing fairer compensation policies to improve motivation and performance in TPK for accelerating stunting reduction efforts.

Abstract

Background. The village fund's mandatory spending policy of 20% for food and animal security programs aims to encourage villages to develop resilient and adaptive local food systems. Implementing, planning, and budgeting food security programs at the village level still face a number of challenges, including Sukalaksana Village, Talegong District, and Garut Regency. Aims. The purpose of this study is to analyze the planning and budgeting of village funds and to analyze the impact of the implementation of food and animal security programs in Sukalaksana Village. Methods. The research method used is a qualitative approach with data collection techniques carried out through a Desk Study on the planning and budgeting documents of Sukalaksana Village and in-depth interviews. Result. The results showed that the planning and budgeting of village funds for food and animal security are based on priority needs, transparency, participation, and performance-based. Conclusion. The impact of the food and animal security program, in the form of farm roads and construction, increases food affordability through increasing food distribution and agricultural product transportation costs efficiency by 62.5%. Implementation. Provide substantial evidence for local governments that the allocation of Village Funds for food and animal security programs can have a real impact on the welfare of village communities if managed in a participatory and needs-based manner. Meanwhile, for the Village Government, this result reinforces the importance of compiling planning and budgeting documents that not only meet the administrative aspects but also focus on results and sustainability

Abstract

Background. Average School Length (RLS) is an important indicator in measuring the level of educational participation in a region. Garut Regency still faces challenges in improving RLS, which is influenced by various economic, social, and educational policy factors. Aims. This study aims to identify the main factors that affect RLS and analyze the differences in RLS between regions in Garut Regency. Methods. This study uses a quantitative approach with the Exploratory Factor Analysis (EFA) method to group interrelated variables into main factors. In addition, the ANOVA test was carried out to identify RLS differences between regions, with further tests by Bonferroni and Games-Howell to see the groups of regions that had significant differences. Result. The results of the analysis show that there are three main factors that affect RLS, namely (1) Economics and Accessibility of Education, (2) Educational Environment and Policy, and (3) Social Dynamics and Learning Motivation. Economic factors and accessibility have a dominant role, especially related to family income, education costs, and the availability of school facilities and transportation. The results of the ANOVA test showed a significant difference in RLS between regions (p = 0.011), with the Cisurupan area having a higher RLS than Limbangan and Pakenjeng. Conclussion. The findings of this study confirm that improving educational infrastructure, region-based policies, and the role of families and communities are very important in increasing school participation rates. Implication. The implications of this study encourage the need for more adaptive policy interventions to the socio-economic characteristics of the region and the strengthening of student motivation programs. Abstract

This research is motivated by suboptimal organizational performance at the Tarogong Kaler District Office, Garut Regency, during the 2023–2024 period, particularly regarding the influence of employee competency and public service on organizational performance. The study aims to examine and analyze the effects of employee competency and public service on organizational performance. A quantitative research method was used, employing a descriptive approach and survey techniques, with a sample of 37 respondents. The main hypothesis testing shows that both employee competency and public service significantly influence organizational performance. Furthermore, employee competency has a significant impact on organizational performance, as does public service. The coefficient of determination also indicates that competency and service simultaneously affect organizational performance, although other unexamined variables also contribute. The findings reveal several key issues: in the competency variable, the procedural element remains suboptimal, while in the public service variable, the clarity of service delivery by employees needs improvement. Regarding organizational performance, the aspect of employee responsibility requires enhancement. Based on these findings, the study suggests that employee capabilities particularly in procedural execution should be improved through training and career development. The clarity of service delivery should be enhanced through regular evaluations, and employee responsibility should be strengthened through systemic improvements and organizational reforms.

Abstract

Kemampuan literasi merupakan fondasi penting dalam membentuk generasi yang kritis, kreatif, dan mampu berkontribusi dalam masyarakat berbasis pengetahuan. Artikel ini membahas program pendampingan karya tulis ilmiah (KTI) yang diterapkan di Sekolah Dasar GIS Prima Insani, Kabupaten Garut, sebagai upaya menumbuhkan budaya literasi sejak dini. Melalui pendekatan berbasis praktik dan kolaboratif, pendampingan ini bertujuan membekali siswa dengan keterampilan menulis yang sistematis, berpikir logis, serta kemampuan menyampaikan gagasan secara ilmiah. Metode yang digunakan meliputi workshop penulisan, bimbingan intensif, dan evaluasi berkala. Hasil kegiatan menunjukkan peningkatan motivasi belajar, keberanian dalam mengemukakan pendapat, serta kemampuan menyusun KTI sederhana di kalangan siswa. Program ini diharapkan menjadi model inspiratif bagi sekolah lain dalam menumbuhkan literasi akademik sejak tingkat dasar.   Kata Kunci: Literasi, Karya Tulis Ilmiah, Sekolah Dasar
