Abstract

Informasi dan teknologi membuat masyarakat semakin sadar akan kebutuhannya, termasuk kebutuhan akan pelayanan publik yang berkualitas. Dalam mengimplementasikan peningkatan kualitas pelayanan publik, tidak terlepas dari kontribusi kinerja pegawai. Beberapa penelitian yang telah dilakukan menempatkan motivasi dan kompetisi sebagai faktor yang mempengaruhi kualitas kinerja pegawai. Penelitian ini bertujuan untuk mengetahui lebih dalam apakah terdapat pengaruh antara motivasi dan kompetensi khususnya pada kantor imigrasi sebagai garda terdepan dalam menjalankan tugas dan fungsi keimigrasian. Penelitian ini menggunakan metode penelitian kuantitatif dengan teknik pengambilan sampel yang digunakan adalah sampling jenuh dan teknik pengumpulan data dengan menyebarkan kuesioner melalui Google Form. Hasil penelitian menemukan bahwa motivasi berpengaruh positif signifikan terhadap kinerja pegawai Kantor Imigrasi Kelas II Non TPI Sukabumi dengan memberikan kontribusi sebesar 21,29%. Koefisien regresi yang bernilai positif ini berarti bahwa semakin tinggi motivasi maka akan semakin tinggi pula kinerja. Kemudian kompetensi juga berpengaruh positif signifikan terhadap kinerja pegawai Kantor Imigrasi Kelas II Non TPI Sukabumi dengan memberikan kontribusi sebesar 55,88%. Koefisien regresi yang bernilai positif ini berarti bahwa semakin tinggi kompetensi akan membuat kinerja semakin baik.  Motivasi dan kompetensi berpengaruh signifikan secara simultan terhadap kinerja pegawai Kantor Imigrasi Kelas II Non TPI Sukabumi. Oleh karena itu, motivasi dan kompetensi memiliki peran penting dalam meningkatkan kinerja karyawan. Semakin tinggi motivasi dan kompetensi akan meningkatkan kinerja karyawan. Motivasi dan kompetensi memberikan kontribusi sebesar 77,17% terhadap kinerja karyawan.

Abstract

Abstract This research aims to measure the extent to which work discipline and job rotation affect employee performance at the Class I TPI Immigration Office in Bandar Lampung. Work discipline is defined as an individual’s behavior based on work regulations, procedures, and attitudes in accordance with organizational rules, whether written or unwritten. Meanwhile, job rotation is a management strategy or approach that involves transferring or shifting employees from one position to another or to different responsibilities within the organization. The goal is to provide employees with opportunities to expand their knowledge and skills, as well as to prevent boredom, thereby fostering healthy career development. Based on observations and interviews at the Class I TPI Immigration Office in Bandar Lampung, several inconsistencies were found, including an increase in absenteeism, particularly among employees who do not arrive on time or are absent without notice. Furthermore, the implementation of job rotation has not been deemed effective. The research method used in this study is quantitative. Data collection was conducted through observations, initial interviews, and the distribution of questionnaires. The sampling technique employed was purposive sampling, and data analysis was carried out using a Likert scale. The data analysis technique applied in this research is multiple linear regression analysis. The research results indicate that work discipline and job rotation have a simultaneous and significant impact on employee performance at the Class | TPI Immigration Office in Bandar Lampung. Data collection results show that the F calculated value of 27.068 is greater than the F table value of 3.15, with a significance value of 0.000 < 0.05. The Adjusted R square value is 0.483, indicating that 48.3% of the performance variable is influenced by the independent variables, namely work discipline and job rotation. Based on the conclusions and data analysis results, it is recommended that stricter policies be implemented and supported by leadership to create a deterrent effect. Additionally, motivation and rewards should be provided to employees who adhere to the regulations set by the office.

Abstract

The increase in the traffic of people in and out of the territory of Indonesia is increasing, the threat of crimes that will be committed by foreigners cannot be denied. Foreign Guarantor has an important role in dealing with these threats, so law enforcement must be considered. The DNH case is an example of a case that occurred at the Class I Immigration Office of TPI Cirebon, which is an Australian WTH guarantor who is suspected of abusing his authority as a WTH guarantor. The formulation of the problem consists of What are the factors influencing the implementation of Article 116 of the Immigration Law?; Why is the Guarantor not taken legal action?; What legal remedies can the Cirebon Immigration Office take in the case of WTH and DNH? Normative-empirical legal research using statutory instruments related to Foreign Guarantor and Investigation which is then analyzed with facts in the field. Law enforcement against WTH by investigators has been effective in accordance with the provisions of Articles 71 and 116 of the Immigration Law. DNH has not taken any legal action so that law enforcement needs to be improved. Legal efforts that can be made to the Guarantor are conducting an investigation so that it can be seen that the sanctions that can be given are criminal or administrative, administrative sanctions need to be reviewed.

Abstract

The government is making diligent efforts to boost the Indonesian economy by attracting foreign investors to invest their capital in the country. One of the sectors that has been instrumental in driving economic growth is the immigration sector. In the context of supporting Golden Indonesia 2045, an important research endeavor has been undertaken to explore the challenges and opportunities in the field of immigration, as well as the crucial role of the second home visa in realizing this grand vision. In this research conducted using a qualitative normative juridical method, some fascinating results have been uncovered. The policy direction of the second home visa is clear: to stimulate the growth of the Indonesian tourism sector, which, in turn, will make a positive contribution to the national economy. The focus of this second home visa policy is aimed at foreign tourists with significant assets who wish to settle in Indonesia, enabling them to actively participate in supporting the country's economic growth. Consequently, Indonesia aims not only to become a golden nation by 2045 but also provides a golden opportunity for foreign investors who want to be part of this journey.

Abstract

This study explores the enforcement of administrative immigration measures in response to residence permit violations committed by foreign nationals. Using a qualitative case study approach, it examines how such violations are managed by immigration authorities, focusing on enforcement patterns, operational challenges, and the effectiveness of administrative responses. Data were gathered through document analysis, field observations, and interviews with key personnel, supported by legal and policy reviews. The findings highlight a range of violations, including overstaying, misuse of residence permits, and lack of valid documentation. Administrative actions such as deportation, revocation of permits, and blacklisting were commonly applied. However, the enforcement process was found to be constrained by inconsistent interpretations of legal provisions, limited technological and human resources, and inadequate coordination among relevant institutions. Enforcement practices tended to be reactive, triggered by referrals or specific incidents, rather than part of a continuous monitoring system.Comparative legal and policy analyses across jurisdictions indicate that immigration enforcement regimes grounded in preventive, integrated, and rights-respecting frameworks tend to produce higher levels of voluntary compliance and systemic legitimacy. The study recommends key improvements, including clearer operational guidelines, the deployment of interoperable digital surveillance, inter-institutional coordination, and increased public engagement. By addressing these challenges, immigration authorities can enhance the consistency, efficiency, and accountability of their enforcement systems, contributing to improved migration governance and public order.

Abstract

This study explores the implementation of the SIAP RAMAH (Sistem Aplikasi Paspor Ramah HAM) application, a human rights-based passport service management system developed by the Blitar Immigration Office in Indonesia. The objective was to assess user acceptance of this digital innovation using the Technology Acceptance Model (TAM), focusing specifically on vulnerable groups, including elderly individuals, persons with disabilities, infants, and pregnant women. The methodology employed a qualitative descriptive approach through participant observations and structured interviews with purposely selected system administrators, operators, and users. Findings revealed that SIAP RAMAH was generally well-received by vulnerable users due to its intuitive interface, reduced processing times, and streamlined application procedures. The study identified a strong relationship between TAM constructs-Perceived Usefulness and Perceived Ease of Use-and system adoption, with ease of use emerging as particularly critical for elderly users with limited technological familiarity. While the application successfully improved service efficiency and reduced physical visits to immigration offices, challenges persisted, including limited public awareness and internet connectivity issues in rural areas. The research concludes that human-cantered design principles are essential for inclusive public service technologies and suggests enhancing outreach campaigns through community channels, integrating voice-assisted navigation features, establishing mobile assistance units for first-time users, and developing collaborative partnerships with healthcare providers and disability advocacy groups to further optimize system effectiveness.

Abstract

Tindak Pidana Perdagangan Orang (TPPO) merupakan kejahatan serius yang melanggar hak asasi manusia dan memanfaatkan kelompok masyarakat rentan secara terstruktur. TPPO melibatkan perekrutan dan eksploitasi korban melalui berbagai cara ilegal, seperti kerja paksa dan pelacuran yang tidak hanya berdampak fisik namun juga merusak ekosistem sosial. Faktor sosio-ekonomi seperti kemiskinan, keadilan pembangunan, pengangguran, dan rendahnya akses pendidikan menjadi pemicu utama terjadinya TPPO. Ketimpangan sosial dan tekanan ekonomi mendorong migrasi pencari kerja yang tidak aman dan membuka peluang bagi sindikat TPPO melakukan eksploitasi. Fenomena perpindahan penduduk dan perubahan sosial yang cepat turut mempengaruhi terjadinya penyimpangan sosial dalam bentuk perdagangan orang. Pendekatan sosiologi seperti teori perubahan sosial, struktur sosial, persepsi masyarakat, dan kondisi anomie memberikan pemahaman tentang penyebab dan mekanisme sosial yang melatarbelakangi TPPO. Pada aspek ekonomi, ketimpangan pembangunan dan migrasi ekonomi menjadi faktor kunci yang memicu kondisi rentan terhadap perdagangan manusia. Penanganan TPPO memerlukan kolaborasi lintas sektor yang melibatkan pemerintah, swasta, masyarakat, dan akademisi guna menguatkan pengawasan dan perlindungan korban. Regulasi yang ada perlu dioptimalkan dengan implementasi yang efektif serta didukung oleh penguatan sosial dan ekonomi masyarakat. Studi ini menggunakan metode kualitatif dengan studi literatur komprehensif untuk memberikan gambaran teoritis dan empiris tentang TPPO. Hasil kajian menunjukkan bahwa pemberdayaan sosial dan ekonomi menjadi kunci pencegahan TPPO. Penelitian ini menegaskan pentingnya kebijakan nasional yang menyeluruh dan kolaboratif untuk melindungi hak korban dan memberantas pelaku TPPO dan pembangunan sosial-ekonomi yang merata guna menjadi solusi utama dalam mengurangi risiko perdagangan orang.

Abstract

This study comparatively analyzes refugee management models in Indonesia, Malaysia, and Thailand—three key ASEAN frontline states that have not ratified the 1951 Refugee Convention. It investigates how this humanitarian issue has been securitized and integrated into their national security frameworks. Refugee movements, dominated by populations like the Rohingya, have evolved from a humanitarian crisis into a regional security challenge involving sovereignty, border control, human smuggling, and domestic social cohesion risks. Due to the lack of a binding international legal structure, these countries rely on ad hoc and discretionary approaches, dictated by internal political and geopolitical calculations. Using a qualitative-comparative methodology based on securitization theory, the research reveals significant variation in implementation. Indonesia attempts to balance humanitarian efforts (via IOM/UNHCR) with sovereignty concerns, viewing management as an issue of maritime security and public order. Conversely, Malaysia demonstrates the highest level of securitization, explicitly linking refugees to immigration violations and economic/health threats, with harsh law enforcement as the primary measure. Thailand employs a 'pragmatic border control' model, treating refugees as a short-term immigration matter susceptible to domestic military and political interests. This demonstrates a dominant security logic prioritizing national interests and rationalizing the rejection of non-refoulement. The main conclusion is that the failure to establish a binding regional burden-sharing mechanism encourages states to shift responsibility to the security domain, exacerbating refugee vulnerability and empowering smugglers. An urgent ASEAN policy shift toward a legal-institutional protection framework is required.

Abstract

Penelitian ini membahas transparansi dalam pelayanan publik melalui penerapan aplikasi M-Paspor oleh Direktorat Jenderal Imigrasi. Meskipun aplikasi ini telah menjadi langkah maju dalam mendukung prinsip good governance, masih terdapat tantangan dalam penerapannya, termasuk keterbatasan sumber daya manusia, rendahnya literasi digital masyarakat, dan infrastruktur teknologi yang belum merata. Selain itu, aplikasi M-Paspor belum menyediakan fitur pelacakan proses permohonan paspor secara real-time, yang menyebabkan ketidakpastian dan menurunkan kepercayaan masyarakat terhadap pelayanan imigrasi. Oleh karena itu, penelitian ini merekomendasikan pengembangan fitur pelacakan dan notifikasi otomatis dalam aplikasi guna meningkatkan transparansi, efisiensi birokrasi, serta kepuasan publik secara keseluruhan. Peningkatan ini juga mendukung upaya reformasi birokrasi digital yang tengah dilakukan oleh pemerintah.

Abstract

This study aims to analyze the quality of public services at the Immigration Office Class I TPI Jambi, viewed through the lens of community satisfaction as the main indicator. In an era of information transparency and public accountability, the quality of public service reflects the face of government bureaucracy and is directly assessed by its citizens. This research adopts a qualitative descriptive approach, using in-depth interviews, direct observation, and documentation as methods of data collection. The findings reveal that the immigration office demonstrates commendable performance in terms of tangibles, reliability, and assurance. However, there are still challenges in responsiveness and empathy, especially regarding the promptness of service and the ability of officers to engage in empathetic communication. Overall, public satisfaction falls within the "moderately satisfied" category, suggesting room for improvement. The study offers a critical reflection for the institution to enhance its service quality, fostering a more professional, responsive, and citizen-oriented public administration.
