Abstract

The aerospace industry is a capital-intensive and high-risk sector influenced by global dynamics, government policies, and sustainability issues. This qualitative study uses literature studies from journals, industry reports, and regulatory sources. Six key challenges were identified: capital structure and liquidity risk, global demand volatility, dependence on the state budget, complexity of high-tech project risks, high R&D costs, and ESG demands. Six strategic opportunities were also identified: commercial space market growth, new financing models, financial digitalization, venture capital funding, ESG as an advantage, and local studies of Indonesian airlines. This study proposes six integrated financial strategies: financing diversification, ERM, digital transformation, strengthening ESG, global alliances, and prudential debt policy. This framework is intended to strengthen financial resilience and innovation in the aerospace sector.

Abstract

This study explores the implementation of smart governance within the paradigm of the New Public Service (NPS) in the context of digital transformation in West Java Province. Unlike previous studies that primarily emphasize technical efficiency, this research offers novelty by reframing smart governance through NPS values such as citizen engagement, co-creation, transparency, and public accountability. Employing a concurrent mixed-methods design, the study integrates quantitative and qualitative approaches to provide a comprehensive understanding of the dynamics between digital public service innovation and citizen-centered governance. The quantitative component involved 278 respondents who assessed the effectiveness, inclusivity, and responsiveness of digital public services using structured questionnaires, while the qualitative component drew insights from in-depth interviews with eight key informants, including policymakers, bureaucrats, community leaders, and digital governance experts. The findings reveal that although digital initiatives in West Java have significantly improved service efficiency and accessibility, gaps remain in citizen participation, equitable data access, and institutional adaptability. The study contributes to the theoretical discourse on digital governance by proposing a localized framework of smart governance rooted in democratic values and collaborative public service delivery. Practically, it recommends strengthening digital literacy, institutional coordination, data protection policies, and inclusive participatory mechanisms to foster trust-based and citizen-centric digital governance in West Java.

Abstract

Indonesia’s airspace security represents a strategic dimension of national sovereignty, given its position as the world’s largest archipelagic state with vast airspace intersected by dense international flight routes. The transfer of the Jakarta Flight Information Region (FIR) from Singapore to Indonesia created opportunities for strengthening sovereignty while also posing significant challenges in coordination, regulation, and technological readiness. This study aims to analyze the existing conditions of stakeholders, evaluate the effectiveness of their roles, and propose an ideal governance model for safeguarding Indonesia’s airspace. Employing a descriptive qualitative method with a case study approach, the research collected data through literature review, in-depth interviews, and documentation from relevant institutions, analyzed inductively with source and theory triangulation to ensure validity. The findings indicate persistent issues such as overlapping authority, limited radar technology, and weak inter-agency communication, which reduce the responsiveness of cross-agency coordination to airspace violations. Nonetheless, positive developments are observed through the establishment of inter-agency coordination forums and central government commitment to sovereignty reinforcement. The study concludes that an effective governance model requires multi-level collaboration that integrates military, civil, and international diplomatic dimensions supported by modern technology and robust regulation. Recommendations include enhancing inter-agency coordination, developing an integrated radar system, improving human resources through international-standard training, and institutionalizing a sustainable governance framework responsive to global aviation dynamics. This research contributes both academically and practically to public policy formulation in managing Indonesia’s national airspace.
