Abstract

The collaborative efforts involving the Indonesian National Armed Forces (TNI), Indonesian National Police (POLRI), government, and the local community in managing floods in Pekanbaru, Indonesia have been ongoing for an extensive period. These efforts require sustained attention, particularly during the prevailing rainy conditions. The military campaign approach comprises a series of joint operations executed to achieve strategic and operational objectives within specific spatial and temporal constraints. This military campaign involves Military Operations for War (MOW) and Military Operations Other Than War (MOOTW). The objective of this study was to describe and analyze the synergy among the Indonesian National Armed Forces (TNI), Indonesian National Police (POLRI), the government, and the local community in addressing floods in Pekanbaru through a military campaign strategy. This strategy involved TNI units with distinct branches and functions. The approach undertaken by the TNI (specifically those from KODIM 031 Pekanbaru) in flood disaster relief operations included collaboration with the Regional Disaster Management Agency of Pekanbaru to mobilize all available TNI and POLRI forces within the vicinity of Pekanbaru. This collaborative effort involved various stakeholders, such as TNI, POLRI, the government, NGOs, youth organizations (Karang Taruna), and other relevant entities. These activities took place in the East Labuh Baru, Payung Sekaki District, particularly along Arjuna Street. This effort is expected to establish an effective synergy among these groups, foster closer ties with the community, and manage floods by addressing issues related to drainage systems, canals, and overgrown vegetation.

Abstract

This community service is conducted in the form of public health initiatives aimed at combating dengue hemorrhagic fever (DHF) in Indonesia. These initiatives are implemented in Labuh Baru Timur Village, RT 02/08, located in Payung Sekaki District, Pekanbaru City, Riau Province. The target beneficiaries of these activities include toddlers, children, adolescent girls, housewives, and the broader community. The primary objective of this community service endeavor is to enhance the knowledge of the targeted partner communities, particularly mothers who are members of POSYANDU (integrated health post), PUSKESMAS (community health centers), doctors, and village midwives, regarding the causes, consequences, and prevention strategies related to dengue hemorrhagic fever (DHF). The methods employed for executing this community service activity involved conducting household visits and organizing discussions on dengue hemorrhagic fever (DHF). Data about participants’ understanding of DHF were collected through pre-test and post-test questionnaires. The anticipated outcome of these efforts is to reduce the incidence of dengue hemorrhagic fever (DHF) and minimize its impact on affected individuals. In instances where residents are diagnosed with DHF and necessitate hospitalization, the objective is to facilitate their prompt and full recovery, thereby enabling them to resume their daily routines, including school attendance.

Abstract

Water is a crucial resource for sustaining life; however, access to it through the Regional Drinking Water Company (Indonesian: Perusahaan Daerah Air Minum [PDAM]) remains limited in certain communities. As a result, residents frequently depend on groundwater sourced through independent pumping by households, places of worship, public facilities, private and government offices, and others. An assessment of the buildings on Jl. Arjuna RW 08 and 09, East Labuh Baru District, Pekanbaru, indicates a significant lack of adequate clean water installation systems, highlighting a need for targeted community service efforts. This initiative aims to rectify these deficiencies by drilling wells to establish reliable sources of clean water and installing a comprehensive clean water piping system to ensure effective distribution from the source to the end users, thus aligning with Indonesian National Standards (SNI). The project involves faculty members as part of their commitment to the tri-dharma of higher education, offering both a practical learning opportunity for students and a valuable service to the community.
