Abstract

In digital era, all activities including services to the community certainly use digital media. In addition, the use of digital media is currently the main backbone of communication and change in the economic, social, cultural, and political fields. Therefore, this study aimed to analyze the application of digital-based government communication in public services in West Java Provincial Government, specifically regional government websites and social media, such as Facebook and Twitter. This was based on the dimensions of Content, Services, and Technical Qualities. A qualitative descriptive method was used, and the data analysis was conducted through documentation, observation, in-depth interviews, and social network analysis. The results showed that public services with information and communication technology have been adequately implemented in all West Java Provincial Government agencies. However, there were still several factors that need to be improved, including the discovery of website channels that could not be accessed even though the website is very important in providing official information and communication. In general, the menus that function as information providers were still one-way and have not provided public access to interactive services. Abstract

The handling of public complaints on all types of problems generally falls under the authority of the relevant agencies to resolve them, so that collaboration with relevant agencies is needed in handling public complaints to the President. This study aims to analyze the handling of public complaints against the President based on the Collaborative Governance theory and model that has been running so far and to build a collaborative governance model design that is needed in handling public complaints. This research methodology uses qualitative data with primary sources of interviews, observations, and group discussions. The secondary data was obtained through various documents and literature studies. The results of the study show that Collaborative Governance in handling public complaints to the President at the Ministry of State Secretariat is not yet optimal because the main dimension of Institutional Design in the form of a legal framework that serves as a guideline in collaborative handling of public complaints to the President is not yet available. Researchers formulate Regulated Collaborative Governance which emphasizes the importance of compiling an Institutional Design before starting the collaboration process. The Regulated Collaborative Governance model is a modification of the Collaborative Governance model proposed by Ansell and Gash.

Abstract

The aim of this research is to analyze the implementation of parking management policies in Pekanbaru City, the obstacles faced in implementing parking management policies in Pekanbaru City and the ideal and effective policy implementation model for parking management in Pekanbaru City. This research uses the policy implementation theory proposed by Smith which consists of idealized policy, target groups, implementing organization and environmental factors. The research method used is a qualitative approach with descriptive research type. The data analysis technique used is data reduction and drawing conclusions. The results of the research show that the implementation of local government policies in organizing parking in Pekanbaru City has gone well, this can be seen from: idealized policy, proper parking management in Pekanbaru City is able to support the existing transportation system, target groups, very closely related to taking decisions that involve many people, especially the community. implementing organizing, this difference in capacity and competency is one of the aspects that makes the implementation of this policy not optimal. Environmental factors, the obstacle for the Pekanbaru City Parking UPT is the lack of qualified human resources. Barriers to implementing parking policies in Pekanbaru City: commitment to service quality, quality of human resources for government officials and parking attendants, well-developed public communication.

Abstract

The research began with many local governments not yet optimal in inputting LPPD data and low human resource competency in understanding the input of IKK LPPD through SILPPD. The success of achieving regional autonomy is influenced by the implementation of targeted regional government and guaranteed growth of regional development. To realize this, an evaluation of regional government implementation is carried out through the Regional Government Implementation Report Information System (SILPPD) in assessing the performance of regional government implementation. This study aims to analyze the implementation of SILPPD, analyze the supporting and inhibiting factors in the implementation of SILPPD, and efforts made by the EKPKD Directorate in overcoming inhibiting factors in the implementation of SILPPD using the PIECES analysis theory by James Wetherbe which emphasizes the dimensions of Performances, Information, Economy, Control, Efficiency, Service. This study was conducted using a qualitative research method with an inductive approach. Data sources were obtained from primary and secondary data. Data collection was carried out by observation, interviews, and documentation. Then the data analysis technique is carried out through data reduction, data tabulation, data presentation, and drawing conclusions. The results of the study indicate that the implementation of SILPPD in the EKPKD Directorate has been running well and efficiently according to the aspects measured by the percentage recapitulation using a Likert scale calculation of 79.38%. Supporting factors in the implementation of SILPPD are easy SILPPD mechanisms, laws and regulations, adequate facilities and infrastructure. The inhibiting factors include the lack of understanding of IKK and the presentation of supporting data by the local government, limited features in SILPPD, the absence of clear standards from the Ministry/Institution regarding operational definitions and standard standards for supporting data. Efforts made by the EKPKD Directorate to overcome the inhibiting factors in the implementation of SILLPD are the implementation of technical guidance for SILPPD users, development of the SILPPD application, and updating of Key Performance Indicators (IKK) with the Ministry/Institution.

Abstract

Penelitian ini bertujuan untuk menganalisis kinerja Dinas Kesehatan Kabu-paten Bekasi dalam penanganan stunting, termasuk mengidentifikasi faktor-faktor pendukung dan penghambat, serta mengevaluasi upaya-upaya yang dilakukan untuk mengatasi hambatan tersebut. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teori kinerja organisasi dari Agus Dwiyanto, yang mencakup lima dimensi: produktivitas, kualitas layanan, re-sponsivitas, responsibilitas, dan akuntabilitas. Data diperoleh melalui wa-wancara, observasi, dan dokumentasi dengan 19 informan yang dipilih secara purposive. Hasil penelitian menunjukkan bahwa kinerja Dinas Kesehatan tergolong cukup baik, terutama dalam aspek kualitas layanan, re-sponsivitas, dan akuntabilitas. Namun, masih terdapat kelemahan dalam produktivitas dan responsibilitas, yang menunjukkan perlunya peningkatan efektivitas pelaksanaan program. Faktor pendukung utama meliputi dukungan regulasi, kewenangan yang jelas, pemenuhan kebutuhan gizi, serta keterlibatan lintas sektor. Sebaliknya, hambatan yang dihadapi antara lain rendahnya kesadaran masyarakat, keterbatasan anggaran, kemiskinan, serta buruknya sanitasi dan lingkungan. Untuk mengatasi hambatan terse-but, Dinas Kesehatan telah melakukan berbagai langkah, seperti intervensi gizi spesifik dan sensitif, peningkatan sosialisasi ke masyarakat, dan pen-guatan kerja sama antarinstansi. Upaya-upaya ini diharapkan dapat menurunkan prevalensi stunting sesuai target nasional dan meningkatkan kualitas pelayanan kesehatan di Kabupaten Bekasi.

Abstract

This study discusses the implementation of the Paskibraka Program policy by BPIP as a strategic effort in forming a young generation with Pancasila character. The main problem in this study is how this policy is implemented by BPIP and what factors support and hinder the implementation of the policy throughout Indonesia. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, documentation studies, and observations. Informants were selected using purposive sampling and snowball sampling techniques, involving BPIP officials, the Provincial Kesbangpol, and DPPI. The instruments used were interview guidelines, recording devices, and policy documents as analysis materials. The results of the study indicate that the implementation of the policy generally runs according to the direction of the regulation, with several challenges such as limited resources in the regions, less than optimal cross-agency communication, and differences in understanding the redefinition of the Paskibraka program. Supporting factors include regulatory support, BPIP's commitment as the main sponsor, and the existence of supporting organizations such as DPPI. This study concludes that the success of policy implementation is highly dependent on synergy between stakeholders, clarity of institutional roles, and optimization of existing resources. The recommendations submitted include the preparation of a national master plan, strengthening the coordinating role of BPIP, and expanding partnership networks in the regions as a strategic step in fostering the Pancasila ideology in a sustainable manner.

Abstract

Stunting remains a national health priority issue, including in the Depok City Government with a prevalence of 19.8% of toddlers experiencing chronic malnutrition. In addition, low community participation, although intervention programs have been carried out by the government. The purpose of this study was to examine the level of community participation, identify obstacles, and formulate strategies to increase participation in handling stunting. The method used in this study was descriptive qualitative, data collection through in-depth interviews with Posyandu cadres, mothers of toddlers, and health workers, and document analysis. Data processing was carried out thematically using QDA Miner 6.0 software. The results showed that community participation was mostly symbolic, and at the informing and consulting level with the main contribution being attendance at Posyandu activities and basic education and limited involvement in decision-making. The main obstacles include minimal education, less than optimal cross-sector coordination, and limited access to health services and technology. The proposed strategies include technology-based education, ongoing cadre training, local community empowerment, and strengthening cross-sector collaboration. The main finding of this study is a participation model based on the penta helix approach, involving the government, community, private sector, academics, and media, to improve the effectiveness of stunting management in a sustainable manner. The findings of the model are expected to be the basis for developing public health policies based on inclusive participation in improving social welfare.

Abstract

Penelitian ini berkaitan dengan penguatan governansi digital dalam pengelolaan informasi sejarah Tentara Nasional Indonesia (TNI) sebagai upaya penguatan keterbukaan informasi publik. Pusat Sejarah TNI (Pusjarah TNI) telah memanfaatkan website sebagai media publikasi sejarah, namun implementasi tata kelola digital masih menghadapi keterbatasan pada aspek kebijakan, kelembagaan, sumber daya manusia, integrasi data, dan pemanfaatan teknologi. Penelitian ini menggunakan teori Governansi Digital dan pendekatan Model Empat Tahap Pengembangan e-Government (Layne & Lee) untuk menganalisis tingkat kematangan tata kelola digital, serta strategi pemanfaatan teknologi digitaldalam merumuskan strategi penguatan. Metode penelitian yang digunakan adalah kualitatif melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa governansi digital informasi sejarah TNI masih berada pada tahap awal pengembangan, yaitu katalogisasi dan transaksi sederhana, serta belum terintegrasi secara optimal. Strategi penguatan difokuskan pada peningkatan kapasitas SDM, penguatan kebijakan dan kelembagaan, integrasi sistem informasi, serta pengembangan layanan digital yang mendukung keterbukaan informasi publik secara berkelanjutan.

Abstract

This study addresses the lack of an operational framework that systematically integrates local wisdom, empirical evidence, and governance mechanisms in coastal community empowerment. While previous studies have examined these elements separately, limited attention has been paid to their interaction within an integrated and context-sensitive model. This study aims to analyze the factors contributing to the ineffectiveness of empowerment programs and to develop a contextual empowerment model in Seribu Regency, DKI Jakarta. A qualitative phenomenological approach was used, involving 26 purposively selected informants, supported by observation and document analysis. The findings indicate that ineffective empowerment is driven by top-down policy design, weak institutional coordination, limited infrastructure, and dependency-oriented program implementation. At the same time, local wisdom such as cooperation, deliberation, and ecological knowledge emerge as important supporting factors when integrated into the empowerment process. This study proposes an integrative and adaptive empowerment model based on three pillars: local wisdom, evidence-based policy, and participatory governance, operationalized through a cyclical learning mechanism. This study provides a contextual and operational framework that strengthens the linkages between cultural values, empirical data, and policy practices in coastal development.
