Abstract

The professionalism of educators in the management of kindergarten education is a fundamental factor in guaranteeing the quality of early childhood education services. This study aims to analyze the concepts, dimensions, and challenges of kindergarten teacher professionalism through a literature review of relevant national and international journals, books, and research reports. The findings of the review indicate that the professionalism of kindergarten teachers is proven to be highly determinant of the quality of early childhood learning and is influenced by pedagogical competence, academic supervision, and school principal management. Suboptimal supervision and weak evaluation of training are the main obstacles to improving teacher performance. Competence development is proven to have a positive impact, but it is not yet evenly distributed due to limitations in facilities, experience, and access to learning. Furthermore, internal and external factors such as motivation, administrative burden, and working conditions significantly affect the teachers' sustained professionalism.

Abstract

Penyelenggaraan angkutan barang memiliki peran strategis dalam memperlancar distribusi logistik dan mendukung pertumbuhan ekonomi daerah. Namun, di Provinsi Sulawesi Tenggara (Sultra) masih ditemukan berbagai permasalahan, terutama lemahnya regulasi turunan, pengawasan lapangan yang belum optimal, serta rendahnya kepatuhan operator terhadap ketentuan teknis dan administratif. Pemerintah daerah (Pemda) dituntut menjalankan fungsi regulatif dan pengendalian secara efektif melalui kebijakan, pengawasan, digitalisasi, serta koordinasi lintas sektor. Penelitian ini bertujuan untuk menganalisis peran Pemda dalam melakukan penertiban angkutan barang di Provinsi Sulawesi Tenggara. Penelitian ini menggunakan metode dengan pendekatan kualitatif. Kegiatan penelitian dilaksanakan di Kota Kendari dengan fokus Dinas Perhubungan Provinsi Sulawesi Tenggara selama dua bulan, yaitu Agustus hingga September 2025. Hasil kajian menunjukkan bahwa Pemerintah daerah memiliki peran strategis dalam melakukan pengawasan angkutan barang seperti pengawasan di ruas jalan utama dan wilayah rawan pelanggaran,  melakukan penegakan hukum terhadap pelanggaran Over Dimension dan Overloading (ODOL), pembinaan edukasi dan sosialisasi kepada operator angkutan, serta mendorong kolaborasi Pentahelix dalam Penertiban Angkutan Barang.

Abstract

This study aims to analyze the role of quality management in improving the quality of infrastructure development through a literature review approach. The data were collected from various sources, including national and international journal articles, textbooks, and relevant research reports related to quality management and infrastructure construction. The findings indicate that quality management plays a strategic role in ensuring the success of construction projects, particularly in enhancing work quality, cost efficiency, timeliness, and infrastructure sustainability. The effectiveness of quality management implementation is strongly influenced by the quality of human resources, organizational commitment, and the consistent application of established quality standards. In addition, control and testing are identified as the most dominant variables in improving project performance. This is because these aspects function as the primary instruments for ensuring conformity between technical specifications, implementation processes, and the quality of work results. Effective control and testing can minimize project failure risks and ensure optimal infrastructure quality.
