Abstract

This study aims to describe the role of teachers in preventing corrupt behavior and anti-corruption value learning strategies in Special Schools (SLB) in Tojo Una-una Regency. Using a descriptive qualitative approach, data were obtained through observation, in-depth interviews, and documentation of teachers and principals. The results of the study indicate that teachers have a central role as character educators, role models of moral values, and facilitators of ethical learning. The strategies implemented include concrete and visual approaches, role playing, positive reinforcement, and integration of anti-corruption values in thematic activities. The learning approach is adjusted to the individual needs of students with special needs, so that values such as honesty, responsibility, and integrity can be understood effectively. This study emphasizes the importance of synergy between teachers, principals, parents, and the environment in forming an anticorruption culture from an early age in special schools.

Abstract

Penelitian ini bertujuan untuk mengevaluasi efektivitas implementasi sistem absensi digital berbasis face recognition dalam meningkatkan kedisiplinan pegawai serta mengidentifikasi berbagai faktor penghambat yang memengaruhi optimalisasi sistem di Lembaga Pembinaan Khusus Anak (LPKA) Kelas II Gorontalo. Menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui wawancara mendalam terhadap lima informan kunci, observasi partisipatif, dan studi dokumentasi. Analisis data dilakukan melalui tahap reduksi, penyajian data, dan penarikan kesimpulan sesuai kerangka Miles dan Huberman. Hasil penelitian menunjukkan bahwa penerapan absensi face recognition telah berjalan efektif yang ditunjukkan oleh empat indikator utama: (1) Transparansi, melalui pencatatan data yang terbuka dan sulit dimanipulasi; (2) Ketepatan waktu, melalui perekaman kehadiran secara real-time; (3) Keamanan, melalui verifikasi biometrik wajah yang menjamin keaslian data; dan (4) Efisiensi administratif, meskipun aspek integrasi sistem masih memerlukan pengembangan lebih lanjut. Namun, penelitian ini juga mengungkap beberapa kendala teknis yang masih terjadi, antara lain ketidakstabilan jaringan internet, latensi respon perangkat (hardware latency), insiden sistem yang macet (hang), pemadaman listrik, serta kegagalan pemindaian wajah akibat faktor pencahayaan. Penelitian ini menyimpulkan bahwa meskipun efektif secara fungsional, penguatan infrastruktur dan integrasi sistem SDM sangat diperlukan untuk mencapai keberlanjutan digitalisasi birokrasi di LPKA.

Abstract

This study aims to (1) analyze the quality of employee services at the Gentuma Raya District Office, North Gorontalo Regency, and (2) identify the obstacles present in the process of improving employee service quality at the Gentuma Raya District Office, North Gorontalo Regency. This study uses a Descriptive Qualitative approach, with data collected through in-depth interviews, observation, and documentation. The informants in this study include the Sub-District Head (Camat), the Deputy Sub-District Head (Sekcam), the section responsible forpublic order and peace, and the Village Apparatus. The results of the study indicate that (1) the quality at the Gentuma Raya Sub-District Office is generally quite good, with prompt service from disciplined employees; however, (2) there are still several obstacles in service quality, including a limited number of employees, shortages of facilities such as the public order office (trantib), and other supporting equipment. In addition, inadequate infrastructure and amenities, such as the availability of clean water, chairs, air conditioning (AC), and a leaking ceiling, also hinder the provision of optimal services.
