Abstract

This study examines the legal perspective on fraudulent practices in regional head elections (Pilkada) in Indonesia, which continue to undermine democratic integrity. The problem addressed in this research is the persistence of electoral fraud such as money politics, abuse of power, and voter manipulation, despite the existence of legal regulations. The purpose of this study is to analyze the effectiveness of legal enforcement in addressing such violations and to identify the factors influencing its implementation. This research employs a normative legal method using statute and case approaches, supported by secondary data from legal documents, court decisions, and relevant literature. The findings indicate that although regulations governing electoral fraud are relatively comprehensive, their enforcement remains ineffective due to weak coordination among law enforcement agencies, limited evidence, and low public legal awareness. Additionally, socio-cultural factors contribute to the normalization of fraudulent practices in elections.

Abstract

This study aims to analyze the legal responsibility of perpetrators of embezzlement in office based on Indonesian criminal law. The research employs a normative juridical method with statutory and case approaches, utilizing secondary data such as legislation, court decisions, and relevant scientific literature. The results indicate that embezzlement in office is a specific criminal offense involving abuse of trust and authority attached to a position. Criminal liability is determined based on the fulfillment of both objective and subjective elements of the offense, including intent and the resulting losses. Firm law enforcement, along with preventive measures such as strengthening supervision and integrity, is essential to effectively address this type of crime

Abstract

Bribery is a phenomenon that undermines the integrity of the legal system and hinders the realization of social justice. From a legal perspective, bribery is classified as a corruption offense that contradicts the principles of transparency, accountability, and equality before the law. This practice not only disrupts the process of fair law enforcement but also reduces public trust in state institutions and weakens the legitimacy of the government. The social impacts of bribery include unequal access to resources and public services, as well as disparities in the fulfillment of individual rights, particularly among marginalized groups. This study aims to analyze bribery practices from a legal perspective and examine their implications for social justice through a literature review of relevant regulations and policies. The findings indicate that strengthening consistent law enforcement, combined with community empowerment, is an effective strategy to reduce bribery practices and promote sustainable social justice

Abstract

Penelitian ini bertujuan untuk mengevaluasi efektivitas implementasi sistem absensi digital berbasis face recognition dalam meningkatkan kedisiplinan pegawai serta mengidentifikasi berbagai faktor penghambat yang memengaruhi optimalisasi sistem di Lembaga Pembinaan Khusus Anak (LPKA) Kelas II Gorontalo. Menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui wawancara mendalam terhadap lima informan kunci, observasi partisipatif, dan studi dokumentasi. Analisis data dilakukan melalui tahap reduksi, penyajian data, dan penarikan kesimpulan sesuai kerangka Miles dan Huberman. Hasil penelitian menunjukkan bahwa penerapan absensi face recognition telah berjalan efektif yang ditunjukkan oleh empat indikator utama: (1) Transparansi, melalui pencatatan data yang terbuka dan sulit dimanipulasi; (2) Ketepatan waktu, melalui perekaman kehadiran secara real-time; (3) Keamanan, melalui verifikasi biometrik wajah yang menjamin keaslian data; dan (4) Efisiensi administratif, meskipun aspek integrasi sistem masih memerlukan pengembangan lebih lanjut. Namun, penelitian ini juga mengungkap beberapa kendala teknis yang masih terjadi, antara lain ketidakstabilan jaringan internet, latensi respon perangkat (hardware latency), insiden sistem yang macet (hang), pemadaman listrik, serta kegagalan pemindaian wajah akibat faktor pencahayaan. Penelitian ini menyimpulkan bahwa meskipun efektif secara fungsional, penguatan infrastruktur dan integrasi sistem SDM sangat diperlukan untuk mencapai keberlanjutan digitalisasi birokrasi di LPKA.

Abstract

Strategi pemasaran UMKM di wilayah pedesaan menghadapi tantangan ganda antara mempertahankan kualitas produk dan mengadopsi transformasi digital. Penelitian ini bertujuan untuk menganalisis strategi pemasaran serta mengidentifikasi kendala operasional pada UMKM Tumbuh Mekar di Desa Bilungala, Kecamatan Bonepantai. Dengan menggunakan pendekatan kualitatif deskriptif melalui metode studi kasus, data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi. Analisis data dilakukan melalui tahap reduksi, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa strategi Segmentation, Targeting, dan Positioning (STP) UMKM Tumbuh Mekar masih terbentuk secara organik dengan ketergantungan tinggi pada kedekatan geografis dan pemasaran mulut ke mulut (word-of-mouth). Meskipun kualitas produk diakui unggul, usaha ini menghadapi kendala krusial berupa strategi pemasaran yang tidak terstruktur, keterbatasan kapasitas SDM manajerial, serta minimnya eksistensi digital pada platform marketplace dan media sosial aktif. Penelitian ini menyimpulkan bahwa sinkronisasi antara inovasi kemasan dan literasi digital sangat mendesak untuk dilakukan guna meningkatkan daya saing dan visibilitas pasar UMKM pedesaan di era ekonomi digital.
