Abstract

Sebagian besar penyandang disabilitas mampu untuk mengelola diri dalam hidupnya. Kemampuan yang dimiliki oleh kaum disabilitas ini sangat bertolak belakang dengan penyediaan fasilitas atau kebijakan yang diberikan untuk pelayanan kaum disabilitas. Banyak ditemui bahwa unit pelayanan yang diberikan oleh pemerintah tidak mendukung akses pelayanana kamu disabilitas. Oleh karena itu penting dilakukan kajian tentang aksesbilitas pelayanan publik yang dikhususkan untuk difabel. Maka dibutuhkan pemahaman khusus bagi peneliti untuk mengkaji apa yang dirasakan difabel. Hal ini merupakan substansi dari konseling lintas budaya yang selama ini menjadi hal yang tabu jika membahas kaum difabel.Penelitian ini bertujuan untuk mengetahui hubungan antara aksesibilitas difabel dengan ketersediaan layanan publik di Kabupaten Tegal. Kemudian melihat Faktor apa saja yang menyebabkan tidak terpenuhinya aksesibilitas bagi difabel di Kabupaten Tegal. Metode yang akan dipakai dalam pencapaian tujuan adalah kualitatif. Dalam pengambilan sampel random maka dari populasi „semua penyandang disabilitas di Kabupaten Tegal? diambil sampelnya yaitu kategori difabel laki-laki, perempuan, kusta dan psikososial yang berjumlah 30 orang. Pengguanaan data secara kualitatif diharapkan dapat mendalam dan mengena pada aspek yang jarang diketahui oleh kebanyakan orang. Analisis data mengguanakan triangulasi data yang didapat dari hasil observasi, wawancara dan kajian dokumen.Kata Kunci: difabel, fasilitas publik, pendidikan masyarakat

Abstract

This study aims to reconceptualize the dispute resolution model for Pilkades, which has traditionally been handled by regents/mayors (Bupati/Walikota), a mechanism criticized for being prone to political interference and lacking principles of justice and independence. The election of village heads (Pilkades) represents a form of local democracy, reflecting community participation in village governance. However, its implementation is often marred by disputes over election results, leading to social tensions and conflicts. Using normative and empirical legal approaches, this research analyzes the weaknesses in the existing dispute resolution procedures and proposes an alternative model that is fairer and more transparent. The findings reveal that entrusting dispute resolution authority to regents/mayors poses significant challenges, such as political bias, unclear legal mechanisms, and insufficient community involvement. Therefore, an independent and neutral institution is required to handle Pilkades disputes by emphasizing the principles of justice and transparency. This study recommends the establishment of a special body through regional regulations to manage dispute resolution independently, involving community elements and utilizing digital technology to enhance process transparency. By reconstructing the Pilkades dispute resolution model based on the principles of justice, transparency, and independence, this approach is expected to strengthen village democracy and prevent prolonged conflicts.

Abstract

In this era of globalization social media especially Instagram is a platform that is widely used by political actors in introducing their personal branding to attract public attention. Personal branding strategy is a good step in building political communication with voters due to affordability during the campaign. So in this paper the author wants to reveal what personal branding strategies are carried out by the candidates. This article is analyzed using a political branding approach using orange data mining as a coding tool to find out the sentiment of the public. The data from this study were taken from several posts from each candidate and comments from Instagram users. The results of this study show that the branding carried out by the two candidates shows a predominantly neutral sentiment from the public against several comments made in the comments column.

Abstract

Tulisan ini bertujuan untuk menganalisis pengaruh kampanye media sosial pasangan calon gubernur Jawa Tengah terhadap pemilih Gen Z, menggunakan metode analisis sentimen. Dengan berkembangnya teknologi dan tingginya penggunaan media sosial di kalangan Gen Z, kampanye politik melalui platform digital menjadi salah satu strategi penting dalam menarik dukungan. Analisis sentimen dilakukan untuk mengidentifikasi sentimen positif, negatif, dan netral yang muncul dari tanggapan pemilih terhadap konten kampanye yang disebarkan. Hasil penelitian menunjukkan bahwa kampanye media sosial yang efektif dapat mempengaruhi persepsi dan keputusan pemilih Gen Z, dengan sentimen positif yang cenderung meningkatkan tingkat dukungan. Sebaliknya, sentimen negatif dapat mengurangi dukungan pemilih. Tulisan ini memberikan wawasan penting bagi strategi kampanye digital dalam menarik perhatian pemilih muda, terutama Gen Z, yang lebih aktif dan kritis dalam menanggapi informasi politik di media sosial.

Abstract

The concept of digital citizenship in the 21st century, defined as the use of knowledge and skills to behave ethically and responsibly in digital environments. With the rapid development of technology, digital literacy and ethics have become key elements in adapting to the digital world, especially in education, governance, and social participation. This paper also highlights challenges such as the digital divide, authoritarian populism and hate speech, and the need for digital literacy as a solution to mitigate their negative impacts. The purpose of this article is to map previous articles or research on digital citizenship in the 21st century related to the application of digital ethics. Using a qualitative approach, this research analyzed 377 articles obtained from Scopus and visualized with the VOSviewer application. The research found that digital citizenship is growing rapidly, but still faces challenges such as the digital divide, cyberbullying, and lack of digital literacy. In addition, the close link between digital citizenship and digital ethics, particularly in education and social participation, is highlighted. With the integration of evolving technologies, this article emphasizes the importance of strengthening digital ethics and literacy to create an inclusive, safe, and sustainable digital environment, especially amidst the surge in the use of digital platforms.gb777

Abstract

The phenomenon of political dynasties in Indonesia occurs not only at the national level but is also deeply rooted at the regional level, providing space for local elites to establish and sustain hereditary power This study aims to analyze the interaction between dynastic politics and bureaucratic processes in regional governments through the lens of good governance principles, particularly transparency and effectiveness. A systematic literature review was employed, incorporating meta-synthesis and meta-analysis of previous findings related to the impact of political dynasties on local governance and financial management. VOSviewer was utilized as an analytical tool to identify research trends, typologies of political dynasties, and their implications. The findings indicate that political dynasties may hinder bureaucratic professionalism and neutrality, while also diminishing public trust in institutions. However, the implementation of transparent information systems, such as the regional financial management agency (BPKAD) websites, enables more effective public oversight, despite challenges related to human resource capacity and technological infrastructure. The study highlights the need for stakeholder collaboration to enhance bureaucratic performance and e-governance implementation in dynasty-dominated regions.

Abstract

The 2024 general election in Tegal Regency involved significant organizational complexity with 1,242,454 registered voters and 4,684 polling stations, necessitating effective logistics governance. Electoral success is determined not only by public participation but also by the effectiveness of logistics governance that ensures the availability of voting equipment in the right time, quantity, quality, and target. This study aims to analyze sentiment regarding the effectiveness of election logistics governance in the 2024 election at the Tegal Regency Election Commission through a multi-stakeholder perspective and identify supporting factors and constraints in the logistics distribution and packaging system. The research employs a qualitative approach with sentiment analysis methodology to examine the effectiveness of election logistics governance. Primary data were collected through in-depth interviews with representatives from four levels of election organizers: Tegal Regency Election Commission (KPU), District Election Committee (PPK), Polling Station Committee (PPS), and Polling Station Working Group (KPPS). Data analysis utilized NVivo 12 Pro software to classify sentiments into positive, negative, and neutral categories. The findings reveal a predominance of negative sentiment encompassing technical constraints in logistics procurement, distribution delays, inadequate supervision, and non-compliance with standard operating procedures. Positive sentiment was identified in distribution timeliness and inter-stakeholder coordination. This research contributes methodologically through the application of sentiment analysis in evaluating election logistics governance and recommends systematic improvements in quality control, human resource training, and time management to enhance the effectiveness of future electoral administration.

Abstract

Penelitian ini bertujuan untuk mengkaji secara mendalam dinamika pencalonan calon legislatif dari kelompok penyandang disabilitas dalam pemilihan umum di Indonesia. Fokus kajian diarahkan pada ketimpangan politik, faktor penyebab kekalahan, persepsi publik, serta strategi penguatan partisipasi elektoral difabel dalam sistem politik nasional. Meskipun kerangka hukum nasional telah mengakui hak politik penyandang disabilitas, pelaksanaannya di tingkat praksis masih menghadapi hambatan yang bersifat struktural dan kultural. Beberapa di antaranya meliputi diskriminasi administratif dalam proses pencalonan, keterbatasan sumber daya ekonomi, minimnya dukungan dari partai politik, serta rendahnya tingkat literasi politik di kalangan penyandang disabilitas. Studi ini menggunakan pendekatan Systematic Literature Review yang dianalisis menggunakan perangkat lunak NVivo 12 Plus. Hasil analisis menunjukkan bahwa kekalahan calon legislatif dari kelompok disabilitas erat kaitannya dengan lemahnya jejaring sosial-politik, terbatasnya modal kampanye, serta kuatnya sentimen negatif masyarakat terhadap kapabilitas mereka. Persepsi publik cenderung dibentuk oleh stigma paternalistik daripada penilaian atas kompetensi objektif. Sebagai respons terhadap temuan tersebut, studi ini menawarkan model penguatan partisipasi politik difabel melalui tiga pendekatan utama: (1) pengembangan pendidikan politik yang inklusif dan berkelanjutan, (2) pembentukan aliansi strategis antara komunitas disabilitas, LSM, dan aktor politik, serta (3) penyediaan pelatihan dan skema pembiayaan afirmatif. Temuan ini diharapkan dapat memperluas wacana tentang demokrasi yang inklusif sekaligus mendorong reformasi struktural dalam sistem politik Indonesia agar lebih akomodatif terhadap representasi kelompok disabilitas.

Abstract

Social media's increasing impact on local politics has made personal political branding crucial to preserving democracy and raising political literacy. It is crucial for theory and practice to comprehend how such branding affects public perception in the context of regional elections. In this study, the impact of personal branding on Pemalang Regional Head candidates will be examined, with particular attention paid to the phenomenon of branding and political mediatization, in which non-political public figures run for office and acquire legitimacy through digital engagement and personal branding. The study used a qualitative-descriptive approach and gathered information from Vicky Prasetyo's official Instagram account. To evaluate public responses, interaction levels, and thematic content trends, Orange Data Mining software was used in conjunction with a Naïve Bayes sentiment analysis model. According to the findings, personal branding tactics that prioritize visual performativity, emotional intimacy, and endorsements from other public figures result in a preponderance of neutral feeling, which reflects the uncertainty of public perception. According to the study's findings, personal branding in this instance offers electability engagement and symbolic visibility, but it lacks a coherent and substantial policy program narrative. These results illustrate the potential of social media data as an alternate electability metric and lend theoretical support to local political communication research. In practice, the findings can help electoral management organizations, campaign consultants, and political practitioners create more focused digital campaign strategies and regulations that adapt to the dynamics of online political communication, enhancing the quality of democracy and raising citizen political literacy.

Abstract

This study aims to reveal the effectiveness of the Adhoc Agency's role in handling voter list updates in general elections, with a focus on Tegal Timur Subdistrict, Tegal City. Updating the voter list is a crucial stage in the conduct of elections as it determines the accuracy of voter data and the legitimacy of election results. The study employs Performance Prism analysis using the Nvivo software tool, based on transcripts of interviews with two commissioners and the Chair of the Election Commission (PPK). The research findings indicate that the Ad Hoc Body has a clear function, but its effectiveness is still hindered by several factors, including high population mobility, which leads to an increase in issues, low public participation in population administration, and the inadequate development of technology that should support the performance of election organisers. These findings occurred during the 2024 general and regional elections. Overall, these findings underscore that the challenges in updating the voter list are multidimensional. Administrative and technological barriers cannot be separated from participatory and structural aspects. Therefore, collaboration is needed between stakeholders of the Ad Hoc Agency and the government through a comprehensive and inclusive approach that not only focuses on updating the information system but also encourages active community involvement, whether through strengthening human resources or socialisation, and enhancing institutional capacity to ensure accuracy and fairness in the compilation of the voter list.
