Abstract

Penelitian ini bertujuan untuk mengkaji secara mendalam dinamika pencalonan calon legislatif dari kelompok penyandang disabilitas dalam pemilihan umum di Indonesia. Fokus kajian diarahkan pada ketimpangan politik, faktor penyebab kekalahan, persepsi publik, serta strategi penguatan partisipasi elektoral difabel dalam sistem politik nasional. Meskipun kerangka hukum nasional telah mengakui hak politik penyandang disabilitas, pelaksanaannya di tingkat praksis masih menghadapi hambatan yang bersifat struktural dan kultural. Beberapa di antaranya meliputi diskriminasi administratif dalam proses pencalonan, keterbatasan sumber daya ekonomi, minimnya dukungan dari partai politik, serta rendahnya tingkat literasi politik di kalangan penyandang disabilitas. Studi ini menggunakan pendekatan Systematic Literature Review yang dianalisis menggunakan perangkat lunak NVivo 12 Plus. Hasil analisis menunjukkan bahwa kekalahan calon legislatif dari kelompok disabilitas erat kaitannya dengan lemahnya jejaring sosial-politik, terbatasnya modal kampanye, serta kuatnya sentimen negatif masyarakat terhadap kapabilitas mereka. Persepsi publik cenderung dibentuk oleh stigma paternalistik daripada penilaian atas kompetensi objektif. Sebagai respons terhadap temuan tersebut, studi ini menawarkan model penguatan partisipasi politik difabel melalui tiga pendekatan utama: (1) pengembangan pendidikan politik yang inklusif dan berkelanjutan, (2) pembentukan aliansi strategis antara komunitas disabilitas, LSM, dan aktor politik, serta (3) penyediaan pelatihan dan skema pembiayaan afirmatif. Temuan ini diharapkan dapat memperluas wacana tentang demokrasi yang inklusif sekaligus mendorong reformasi struktural dalam sistem politik Indonesia agar lebih akomodatif terhadap representasi kelompok disabilitas.

Abstract

Social media's increasing impact on local politics has made personal political branding crucial to preserving democracy and raising political literacy. It is crucial for theory and practice to comprehend how such branding affects public perception in the context of regional elections. In this study, the impact of personal branding on Pemalang Regional Head candidates will be examined, with particular attention paid to the phenomenon of branding and political mediatization, in which non-political public figures run for office and acquire legitimacy through digital engagement and personal branding. The study used a qualitative-descriptive approach and gathered information from Vicky Prasetyo's official Instagram account. To evaluate public responses, interaction levels, and thematic content trends, Orange Data Mining software was used in conjunction with a Naïve Bayes sentiment analysis model. According to the findings, personal branding tactics that prioritize visual performativity, emotional intimacy, and endorsements from other public figures result in a preponderance of neutral feeling, which reflects the uncertainty of public perception. According to the study's findings, personal branding in this instance offers electability engagement and symbolic visibility, but it lacks a coherent and substantial policy program narrative. These results illustrate the potential of social media data as an alternate electability metric and lend theoretical support to local political communication research. In practice, the findings can help electoral management organizations, campaign consultants, and political practitioners create more focused digital campaign strategies and regulations that adapt to the dynamics of online political communication, enhancing the quality of democracy and raising citizen political literacy.

Abstract

This study aims to reveal the effectiveness of the Adhoc Agency's role in handling voter list updates in general elections, with a focus on Tegal Timur Subdistrict, Tegal City. Updating the voter list is a crucial stage in the conduct of elections as it determines the accuracy of voter data and the legitimacy of election results. The study employs Performance Prism analysis using the Nvivo software tool, based on transcripts of interviews with two commissioners and the Chair of the Election Commission (PPK). The research findings indicate that the Ad Hoc Body has a clear function, but its effectiveness is still hindered by several factors, including high population mobility, which leads to an increase in issues, low public participation in population administration, and the inadequate development of technology that should support the performance of election organisers. These findings occurred during the 2024 general and regional elections. Overall, these findings underscore that the challenges in updating the voter list are multidimensional. Administrative and technological barriers cannot be separated from participatory and structural aspects. Therefore, collaboration is needed between stakeholders of the Ad Hoc Agency and the government through a comprehensive and inclusive approach that not only focuses on updating the information system but also encourages active community involvement, whether through strengthening human resources or socialisation, and enhancing institutional capacity to ensure accuracy and fairness in the compilation of the voter list. Abstract

Government communication is an instrument used to disseminate information to the public. Political communication is any form of communication that involves political messages, political players, or anything related to authority, executive branch, or public policy. The percentage of Twitter users in Indonesia is increasing rapidly from year to year, along with the increase in social media users. Even 6.43 million users, or around 52% of all social media users in Indonesia, were Twitter users in 2019. The holding of elections is an important moment in the democratic process in Indonesia. This research looks at existing communication patterns between exhibitionists and the public in conveying information about the communication patterns of the three 2024-2029 presidential candidates through Twitter media. This research uses qualitative methods with a descriptive approach to data analysis using NVivo Plus 12 software, starting with data input through the NCapture Nvivo feature on the official accounts of the three presidential candidates @aniesbaswedan, @ganjarpranowo, and @prabowo, then coding, exploration, data visualization and, data presentation and conclusions. The result is that Ganjar Pranowo is the most active presidential candidate on Twitter social media compared to Anies Baswedan and Prabowo Subianto, with a percentage of 9.15% in the April-June 2023 quarter.

Abstract

This research is intended to examine the alluvial land conflicts in Weru Village, Paciran District, Lamongan Regency from a legal perspective. The emergence of the Alluvial Land has given birth to disputes between the community and the Village Government. So far, the community has used the Alluvial Land to meet their needs as fishermen. Meanwhile, the village government claims that the land is an asset.  On the other hand, the village government wants to build a breakwater. To support the funding, the village government engages the community by buying and selling on behalf of donations to the Alluvial Land. So that this alliance exists, the community feels disadvantaged because of the unclear alliance. This study uses a normative juridical method strengthened with field data to analyse this case. Based on the legal review of this case, First, the Alluvial Land is state land, which, since the emergence of management, has become the responsibility of the state. However, the community or other legal entities can own such property rights based on the terms and conditions of laws and regulations. Second, the engagement carried out by the Village Government with some communities is considered null and void because one of the elements of the agreement is not fulfilled.

Abstract

The distribution of non-cash social assistance until now still has problems that are pretty complicated in its implementation. This study aims to see how Presidential Regulation Number 63 of 2017 regarding the distribution of non-cash social assistance for the community. So that this research is not too broad, the researchers only focus on implementation in 2018. This study uses a qualitative descriptive approach with the object of this research being in the Taman District, Pemalang Regency, Central Java Province by taking samples in Kedungbanjar Village, North Jebed Village, South Jebed Village. The technique of collecting data is using in-depth interviews with stakeholders and the community who receive social assistance. The study results show that the 3 villages have the same tendency in the problems faced when implementing Presidential Regulation number 63 of 2017 concerning non-cash social aid for the village community, namely the assistance that is not on target received by the local community. In addition to the support that was not well-targeted, it turned out that another finding was the problem of communication between the government and the community that did not go well, confusing the community regarding the procedure for distributing this non-cash food aid.

Abstract

In this era of globalization social media especially Instagram is a platform that is widely used by political actors in introducing their personal branding to attract public attention. Personal branding strategy is a good step in building political communication with voters due to affordability during the campaign. So in this paper the author wants to reveal what personal branding strategies are carried out by the candidates. This article is analyzed using a political branding approach using orange data mining as a coding tool to find out the sentiment of the public. The data from this study were taken from several posts from each candidate and comments from Instagram users. The results of this study show that the branding carried out by the two candidates shows a predominantly neutral sentiment from the public against several comments made in the comments column.

Abstract

This article investigates the dynamics of implementing meritocracy-based recruitment for village officials in Indonesian governance. Despite national regulations mandating objective and transparent selection procedures, implementation is significantly challenged by the dominance of local politics, patronage, and weak internal oversight, impacting overall accountability. This study employs a qualitative approach, utilizing empirical data from 2023–2024 field observations, Indonesian Ombudsman reports, and case studies across various districts. The primary objective is to develop a conceptual and operational framework for village official selection based on the principles of legality, public participation, and digital technology. The findings show that the presence of reformist actors (village heads, academics, and LSM) is a crucial catalyst. These actors promote competency-based selection and establish effective checks and balances, demonstrably enhancing the legitimacy and accountability of recruitment results. However, entrenched socio-political contexts, particularly strong patron-client structures and kinship-based cultures, remain major obstacles to the full implementation of meritocracy. This article proposes a conceptual and operational framework for merit-based selection founded on participatory principles, legality, and digital technology. It concludes by suggesting the necessity of institutional strengthening and state intervention to ensure fair and professional selection across all regions.

Abstract

The election of village heads is a manifestation of local democracy that affirms the sovereignty of the village people in determining leadership at the most basic level of government. Changes in regulations through Law No. 3 of 2024 which extended the term of office of village heads from six years to eight years, as well as the birth of the Ministry of Home Affairs Circular Letter Number 100.3/4179/SJ, have juridical and sociological implications for the legitimacy of the village head position. One of the crucial issues is the reappointment of village heads who have been entangled in criminal acts, as in the case of the Sekapuk Village Head who was sentenced to five months in prison for embezzlement but was re-inaugurated and received an extension of office. This study uses normative legal methods with legislative and conceptual approaches to examine the suitability of these policies with democratic principles, the principles of clean governance, citizens' political rights, and public accountability. The results of the study show that although the circular provides administrative legal certainty and prevents a vacancy in village leadership, the policy creates a normative conflict between the restoration of the political rights of former convicts and the demands for the integrity of public office. This condition has the potential to reduce public trust in village government and weaken the principle of accountability. Therefore, a more comprehensive policy formulation is needed by including morality and integrity requirements for village heads whose positions are extended so that the principles of democracy and good village governance are guaranteed.
