Abstract

The circulation of illegal cigarettes in Kudus Regency remains a serious problem that is detrimental to the state and disrupts a healthy business competition climate. This study aims to analyze the forms and mechanisms of law enforcement by the Kudus Customs and Excise Supervision and Service Office against these violations based on Law Number 39 of 2007 concerning Excise, and to identify inhibiting factors in its implementation. The research method used is an empirical juridical approach with a qualitative descriptive research type through interviews with officials of the Kudus Customs and Excise Supervision and Service Office and a literature study of related documents and regulations. The circulation of illegal cigarettes is still found in various forms of violations, with plain cigarettes without excise stamps being the most frequently found type. The resulting impacts include reduced state revenue, disrupted competitiveness of the legal cigarette industry, and low levels of public legal compliance. In its implementation, the Kudus Customs and Excise Supervision and Service Office faces obstacles in the form of limited personnel and facilities, difficulties in location searches, and low public legal awareness. This research is expected to contribute to increasing the effectiveness of law enforcement in the excise sector and support efforts to eradicate the circulation of illegal cigarettes in Indonesia

Abstract

This community service was carried out in January 2026 which aims to improve the understanding and skills of teachers and students in implementing positive character values, strengthening digital literacy and raising awareness of the importance of legal protection for children so as to create a school culture that is safe, orderly, and respects the rights of every individual. In order to achieve this goal, the community service educates students and teachers about child-friendly schools that synergize character education, legal awareness, and digital literacy in creating a bullying-free environment in elementary schools. Bullying is a problem faced at SD Aisyiyah Multilingual Darussalam Kudus, based on observations and interviews, there are still student behaviors that cause discomfort to other students both verbally, socially, and non-verbally; lack of knowledge about the rules; and the weak child-friendly school culture. This community service uses the PAR (Participatory Action Research) method and test questions. This community service has two activities, namely an inspirational class with 18 students, and a workshop with 14 teachers. The results of the pretest and post-test showed an increase after education with an average of 18.3% of students and 18% of teachers. This improvement is proven by the active participation of students and teachers during role playing, project creation, case studies, and Q&A sessions.

Abstract

The development of Wonosoco Village as a fair, healthy, and productive tourist village in Kudus Regency has the potential to provide benefits for the community and enrich the tourism industry in the area. This activity aims to understand policies, clean and healthy living behavior, and marketing strategies, and empowerment of community businesses in tourist villages. This activity was carried out in November 2023 in Wonosoco Village, Undaan District, Kudus Regency. This activity was attended by 16 people consisting of village government, health cadres, youth groups, tourism awareness groups, and religious leaders. Delivery of material uses interactive lecture and focus group discussions in 3 sessions of 30 minutes/session. The material provided includes tourism village development policies, clean and healthy living behavior in public places, marketing strategies, and empowerment of community businesses in tourist villages. Service providers carry out assessments and evaluations using questionnaires on knowledge of clean and healthy living behavior in public places and perceptions of community participation in developing tourist villages. Data analysis is interpreted descriptively. The majority of the community has good knowledge about clean and healthy living behavior in public places (87%) and a perception of community participation in developing Wonosoco Village as a Tourism Village (50%). This activity is the first step in developing a just, healthy, and productive tourist village so it requires follow-up from local stakeholders. This follow-up takes the form of assisting in the development of tourist villages, monitoring and evaluating the success of developing tourist villages that are just, healthy, and productive.

Abstract

This article examines the phenomenon of the "Inconstitutional Turn" in Indonesia as a manifestation of Executive Aggrandizement that threatens the core principles of democracy and constitutionalism. Using a case study approach, the study highlights practices of constitutional disobedience by law enforcement agencies that revive legal norms previously declared unconstitutional by the Constitutional Court. Specifically, it analyzes the institutional resistance toward Constitutional Court Decision No. 114/PUU-XXIII/2025 regarding the assignment of active police officers and Decision No. 20/PUU-XXI/2023 concerning the Prosecutor's authority to file for Judicial Review (Peninjauan Kembali). The author argues that reviving such norms through technical regulations represents a "legalistic autocracy" strategy designed to bypass judicial review and paralyze the system of checks and balances. The analysis indicates that this trend aligns with global patterns of Abusive Constitutionalism and Stealth Authoritarianism, as observed in nations such as Israel, Hungary, and El Salvador. The article concludes that the Inconstitutional Turn has shifted the national paradigm from the rule of law toward rule by law, where legal instruments are weaponized to expand executive power and instrumentalize the bureaucracy for electoral political interests. Consequently, while the integrity of constitutional courts remains vital, they face increasing vulnerability to systematic marginalization when confronted with regimes employing Constitutional Hardball tactics
