Abstract

The present study reflects upon the initial evaluation of Indonesia's readiness for the ethical adoption of artificial intelligence (AI) per the available evaluation framework, namely, the UNESCO Readiness Assessment Methodology (RAM). The analysis considers key legal, social, scientific, economic, and technical dimensions pertaining to governance of artificial intelligence in Indonesia, with the view to exploring particular gaps and opportunities for improvement. Following a detailed secondary-document analysis, this study underscores the capacity of the country to apply AI within economic, governance, and sustainable development domains while tackling ethical challenges. The study also makes recommendations for legal systems and frameworks, infrastructure, and interdisciplinary collaboration. The limitations of the present assessment are indicated, alongside guidance for future studies to pursue an inclusive and sustainable AI ecosystem in Indonesia.

Abstract

This study explores how Indonesian ministries create impressions to the public through their use of emojis on X (previously Twitter ). Based on a qualitative content analysis of 1,897 tweets, this research finds evidence of the strategic use of emojis in ingratiation, self-promotion, exemplification, and supplication. The findings indicate that emojis are not only used to raise public engagement, but also to create an image of positivity and friendliness. Ingratiation and self-promotion emerged as the most salient strategies. This paper examines the role of emojis in government communication and contributes to the understanding of digital political communication with further practical insights into managing public relations for government agencies.

Abstract

Keterampilan penulisan karya ilmiah merupakan kompetensi inti dalam pendidikan tinggi, tetapi seringkali mahasiswa mengalami kesulitan dalam mengelola dan mengutip referensi dengan benar. Mengatasi hal tersebut, kegiatan pengabdian masyarakat ini dilakukan melalui serangkaian pelatihan dan praktik, dengan fokus pada penulisan karya ilmiah yang efektif dan penggunaan aplikasi manajemen referensi. Proses pembelajaran menggunakan pendekatan "learning by practice", memungkinkan peserta untuk belajar melalui praktik langsung. Tahap awal melibatkan perencanaan, di mana tim penyelenggara berdiskusi dengan pihak kampus STAH Santika Dharma Malang untuk memastikan kebutuhan peserta dan tujuan pelatihan terpenuhi. Selanjutnya, dilakukan tahap pelaksanaan yang mencakup penyampaian materi, pelatihan dan diskusi interaktif serta praktik nersama dengan narasumber. Tujuan utama dari kegiatan ini adalah memberikan pemahaman kepada peserta tentang penulisan karya ilmiah yang efektif serta manajemen referensi, dengan penekanan pada penggunakan aplikasi seperti Mendeley. Hasilnya, kegiatan ini dinilai telah meningkatkan wawasan peserta pelatihan dalam penulisan karya ilmiah dan manajemen referensi.

Abstract

The rapid expansion of digital technologies has intensified financial misinformation and disinformation, particularly through illegal online loans and online gambling targeting communities with limited digital and financial literacy. This community engagement program in Dusun Munggur, Girimulyo Village, aimed to strengthen residents’ ability to identify and respond to deceptive digital practices through contextualized education on risk indicators, manipulative design strategies, and verification methods. Using a three-hour interactive socialization combining visuals, discussion, and a short comprehension exercise, the program improved participants’ understanding of how fraudulent financial schemes operate and how personal data, behavioral triggers, and algorithmic amplification are exploited. Participants demonstrated greater awareness of suspicious platforms, increased confidence in evaluating online offers, and requested sustained resources such as booklets and reporting guides for household- and community-level prevention. Although effective in raising immediate awareness, the intervention was limited by the lack of long-term behavioral assessment and the rapidly evolving nature of digital fraud. The program underscores the importance of community-centered, preventive literacy to mitigate digital financial risks in rural Indonesia.

This analysis is primarily based on an extensive literature review that examines how various trends from both global and national contexts, including digitalization, interdisciplinary shifts, and value pluralism, influence curricula, leadership preparation, and research expectations. Identified are enduring deficiencies in institutional capacity, advancements in teaching, and methodological diversity. The report asserts that public administration education requires reconfiguration to transcend bureaucratic training and focus on ethical leadership, systems thinking, and local governance literacy. The document serves as a conceptual instrument for realigning public administration initiatives to the evolving difficulties of governance and preparing a new cohort of public leaders for dynamic, value-driven, and adaptive public service.

Abstract

The COVID-19 pandemic has really left an impacted education, stimulating policymakers to introduce emergency remote learning. However, transitioning to online education has exposed huge problems in Indonesia, particularly inequalities in digital access, insufficient learning support, and mounting household costs. Finally, with many public outcries for schools to be reopened, the phased reopening policy was implemented through the SKB 4 Menteri decree. This study is hence concerned with an evaluation of the implementation and effect of school reopening policies that were put in place in Indonesia during the pandemic. The logical framework approach is used to assess inputs, processes, outputs, outcomes, and impacts. The conclusion is that the reopening of schools addresses the learning loss incurred by the students; however, these K-12 institutions do not have sufficient health infrastructure and there are poor enforcement protocols that altogether made these schools hotspot areas for the emergence of COVID clusters. However, decisions made at the policy level were reactive rather than evidence-based, portraying a gap in crisis preparedness and risk mitigation. The need to make adaptive education policies based on the lessons learned as described in this experience should be emphasized to realize the balance of learning continuity with public health priorities, strong engagement needed in terms of stakeholders, and decision-making that is based on data. The future needs of educational resilience will require strengthened digital infrastructures, hybrid learning models, and crisis-responsive governance in education.

Abstract

This study aims to evaluate the effectiveness of disability-friendly sexual violence prevention and handling programs in the Sragen Regency, focusing on Gender Focal Point training and Women and Children Protection Service Posts (P4A). This program not only focuses on the implementation of training but also on the overall implementation of the program aimed at increasing the capacity of inclusive services for people with disabilities. The evaluation was conducted using pre-tests and post-tests to assess changes in participants' understanding of sexual violence and the importance of inclusive services. The results showed a significant increase in participants' knowledge after the training, but challenges in implementing disability-friendly services remained, especially related to infrastructure and resource support. This study highlights the importance of a sustainable training approach and provides theoretical insight into how protection services can be more inclusive based on intersectionality theory. Although the study sample is limited, these results provide important insights for developing more responsive protection policies.

Abstract

Sexual violence in Indonesia remains a persistent social problem rooted in structural gender inequality, patriarchal norms, and emerging forms of digital violence. This study aims to identify knowledge gaps and evaluate the effectiveness of a capacity-building intervention designed to strengthen women’s organizations in preventing sexual violence and supporting victim-centered responses. The study involved 31 women’s organizations in Klaten Regency, Indonesia. A quasi-experimental pre-test and post-test design was employed to measure participants’ knowledge across four domains: conceptual understanding of sexual violence, recognition of causal factors, victim-friendly prevention and response, and ethical digital campaigning. Data were collected using a structured 20-item questionnaire administered before and after the intervention, and analyzed using descriptive statistical comparison of response proportions. The results indicate notable improvements in several areas. Recognition of structural power imbalance as a cause of sexual violence increased from 77% to 100%, while understanding that physical injury is not a prerequisite for identifying sexual violence rose from 23% to 92%. Participants also demonstrated improved awareness of trauma-informed prevention and the importance of inclusive communication in digital campaigns. However, significant knowledge gaps persisted in recognizing verbal harassment as sexual violence and understanding the ethical implications of using victims’ images in digital advocacy. These findings reveal a persistent knowledge–norm gap, where technical knowledge improved but ethical awareness remained limited. The study highlights the need for multi-phase dialogic interventions that combine knowledge transfer with ethical reflection and cultural norm transformation. It also demonstrates the strategic role of women’s organizations as grassroots actors in collaborative and survivor-centered governance for sexual violence prevention.
