Abstract

This study aims to analyze how natural disasters, particularly the eruption of Mount Merapi, impact policy-making in the natural tourism sector of Sleman Regency. Using qualitative approach, data were collected through interviews, observation, documentation, and literature review. The results show that the impacts of the Merapi disaster, such as environmental damage, socio-economic changes, loss of life, and economic paralysis, lead to the development of disaster policies in the tourism sector. The policy-making process is carried out in stages, including problem identification, needs analysis, goal formulation, policy model selection, social indicator determination, and building public support. The resulting policies include the establishment of Disaster Resilient Villages/Urban Villages (Destana/Kaltana), the use of the SI PANDU MERAPI application, the installation of an Early Warning System (EWS), and the training of tourism volunteers. These policies have increased community preparedness, restored tourist confidence, and boosted post-eruption visits. However, some impacts, such as damage to vehicle engines due to volcanic ash, have not yet been addressed through specific government policies. This study concludes that risk-based and participatory mitigation policies can strengthen the resilience of the tourism sector. However, they need to be complemented by more comprehensive policies to address all disaster impacts.

Abstract

Transparency in the management of the Village Revenue and Expenditure Budget (APBKal) is one of the principles for realizing good village governance. The development of digitalization can be an opportunity to utilize websites as a means of budget information disclosure. This study aims to describe the implementation of digital-based transparency in the management of APBKal in Jetis Village and identify the factors that influence it. Qualitative methods were used in this study with data collection techniques, observation, interviews, and documentation as well as data analysis using the interactive model of Miles and Huberman. The analytical framework used was the management theory of Terry and Rue and the transparency theory of Kristianten. The results of the study indicate that the APBKal management mechanism in Jetis Village has been carried out procedurally and participatory, but digital-based transparency is still not optimally implemented. The obstacles faced include limited infrastructure, low capacity and discipline of officials in updating information, low digital literacy of the community, and accessibility of the website portal that is not yet user-friendly. These findings emphasize the need to increase the capacity of the apparatus and strengthen regulations, simplify website portals and information formats, and increase outreach to optimize digital transparency in the management of the Village Revenue And Expenditure Budget (APBKal)

Abstract

Indonesia merupakan negara yang dikelilingi oleh tiga lempeng tektonik utama diantaranya yaitu: Lempeng Eurasia, Lempeng Australia, dan Lempeng Samudera Pasifik. Keberadaan lempeng-lempeng ini dapat memicu terjadinya gempa bumi, aktivitas vulkanik, serta patahan-patahan yang menyebabkan gempa. Kaluraha Gadingsari, Kecamatan Sanden, Kabupaten Bantul, Daerah Istimewa Yogyakarta, terletak dekat dengan sumber gempa aktif, baik sesar opak di darat maupun laut yang dapat memicu terjadinya gempa megatrust. Upaya mitigasi dilakukan untuk mengurangi risiko korban jiwa serta kerugian sosial dan ekonomi yang dapat timbul akibat bencana. Penelitian ini bertujuan untuk menganalisis kesiapsiagaan masyarakat pesisir Kalurahan Gadingsari terhadap bencana gempa bumi dan tsunami serta merumuskan upaya penguatan mitigasi berbasis masyarakat diwilayah pesisir yang tangguh bencana. Metode penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa kesiapsiagaan mitigasi bencana di Kalurahan Gadingsari berjalan relatif baik, didukung oleh ketersediaan sarana dan prasarana, sistem peringatan dini, serta keterlibatan berbagai pemangku kepentingan, meskipun masih terdapat sejumlah keterbatasan. Upaya mitigasi bencana gempa bumi dan tsunami di wilayah pesisir Kalurahan Gadingsari telah dilaksanakan melalui pendekatan struktural dan non-struktural, namun pelaksanaannya belum sepenuhnya optimal dalam meningkatkan kesiapsiagaan Masyarakat secara menyeluruh.
