Abstract

This study analyzes virtual communication related to opinion wars on social media concerning the rejection of the revision of the Local Government Election (Pilkada) Law in 2024 in Indonesia. A qualitative approach using a netnography method is employed to examine the contestation of two hashtags on X social media: #KawalPutusanMK and #Indonesiabaikbaiksaja. The hashtag #KawalPutusanMK is used by the public as a form of protest against the revision of the 2024 Local Government Election (Pilkada) Law, which is perceived as lacking transparency and threatening democracy. In contrast, the hashtag #Indonesiabaikbaiksaja emerged as a counter-hashtag supporting political stability and government policies. The results show that interactions on the #KawalPutusanMK hashtag are significantly higher than those on #Indonesiabaikbaiksaja, which tends to be viewed as a propaganda tool by social media users. Furthermore, the #KawalPutusanMK hashtag successfully mobilized public opinion through a strong narrative that was considered authentic, while the #Indonesiabaikbaiksaja hashtag faced many negative accusations. This research reveals how social media serves as an important arena for shaping public opinion and how perceptions of authenticity influence the effectiveness of a movement.

Abstract

In expressing opinions and actively participating in political life, social media is often used and considered one of the important channels. For example, the Hashtag #AniesPresidentRI2024 became a trending topic on Twitter several times after the former Governor of DKI Jakarta, Anies Baswedan, was officially declared by the Chairman of the NasDem Party as a Presidential Candidate in the 2024 Presidential election. The purpose of this study is to determine how the Hashtag #AniesPresidentRI2024 relates to the formation of public opinion on Twitter by using three concepts: public opinion, Twitter social media, and hashtags. This research uses a mixed method that combines both quantitative and qualitative approaches in one study. The results showed that during December 8-13, 2022, there was one dominant actor on Twitter related to the Hashtag #AniesPresidentRI2024, namely @aniesmania. This account led public opinion to provide support and a positive impression of Anies Baswedan. Therefore, it can be concluded that the effect of agenda setting in the formation of public opinion related to a positive image in the Hashtag #AniesPresidentRI2024 has a fairly strong relationship.Keywords: Public opinion, agenda setting, Twitter hashtagsABSTRAKDalam mengekspresikan pendapat dan berpartisipasi aktif dalam kehidupan politik sosial media sering kali digunakan dan dianggap sebagai salah satu saluran penting. Tagar #AniesPresidenRI2024 misalnya, beberapa kali menjadi trending topik di twitter setelah Mantan Gubernur DKI Jakarta Anies Baswedan telah resmi dideklarasikan Ketua umum Partai NasDem sebagai Calon Presiden pada pemilihan Presiden tahun 2024. Tujuan penelitian ini adalah untuk mengetahui Bagaimana Hashtag #AniesPresidenRI2024 memiliki relasi terhadap pembentukan Opini Publik di Media Sosial Twitter untuk dukungan pada Anies Baswedan dengan menggunakan tiga konsep yaitu opini publik, media sosial twitter, dan tagar. Penelitian ini menggunakan metode campuran yang menggabungkan dua metode kuantitatif dan kualitatif dalam satu penelitian. Hasil Penelitian menunjukkan bahwa dalam media sosial twitter pada tanggal 08-13 Desember 2022 terkait dengan Hashtag #AniesPresidenRI2024 memiliki satu aktor dominan yaitu @aniesmania Pada akun tersebut juga lebih menggiring opini publik untuk memberi dukungan dan kesan positif pada anies baswedan sehingga dapat disimpulkan bahwa efek dari agenda setting dalam pembentukan Opini Publik terkait Citra Positif dalam tagar #AniesPresidenRI2024 memiliki relasi yang cukup kuat.Kata Kunci: Opini publik, agenda setting, tagar Twitter

Abstract

This research is research that studies Public Relations (PR) in communication science. Brand Image is part of PR science which contains the steps and methods for creating branding, of course adapted to the object. The object this time is Ngilo-Ilo Village which is located in Slahung sub-district, Ponorogo Regency. Using the Branding Image Theory proposed by Satori and Komariah which states the stages by means of SWOT analysis and also mapping village potential. The results obtained are that Ngilo-Ilo Village has carried out SWOT efforts and village mapping has also been carried out, but there are still obstacles. Some of the obstacles were found in terms of natural resources, irrigation conditions which were still quite difficult and also weaknesses, namely related to the village Reyog event, which was felt to be lacking. The solution is to create deep infiltration wells which are useful for irrigating rice fields and also for the clean water needs of local residents. Then, regarding village Reyog events which are felt to be lacking, the suggestion is to be more active in carrying out more village event activities by collaborating with local Reyog artists to develop Reyog art even more optimally by prioritizing Reyog crafts from Ngilo-Ilo village

Abstract

Media dan Pilkada (Analisa Framing Pemberitaan Pemilihan Bupati Kabupaten Ponorogo Tahun 2015 Pada Media Mataraman Edisi 02 – 08 April 2015) Media Mataraman merupakan media lokal yang ada  di   kabupaten Ponorogo.   Dalam  edisi  02-08  April   2015  dari  media tersebut  mengangkat tema  jelang  politik  pilkada  kabupaten  ponorogo  yang mengangkat   dua  calon bupati  kabupaten  Ponorogo. Media Mataraman mengangkat sosok Sugiri Sancoko. Permasalahan  yang  ingin  diungkapkan  dalam  penelitian  ini  adalah bagai mana  wartawan  media  Mataraman  membingkai  berita tersebut.   Dan pesan apa yang ingin disampaikan kepada masyarakat akan berita tersebut.Dengan menggunakan teori analisa framing model pan dan kosicki dengan   itu dapat  dilihat  secara  mendetail  unsur  sintaksis  berita,  unsur  Skrip berita, unsur  Tematik  berita  serta unsur Retoris  berita.  Sehingga  diperoleh  hasil dari anal aisa yang mendalam dari anali sa framing berita.  Metodologi  yang digunakan  dalam  penelitian  ini  adalah  pendekatan kualitatif karena lebih banyak melakukan pemaknaan isi berita. Pengumpulan data dalam penelitian ini di lakukan dengan wawancara dengan informan,  kemudian data-data tersebut dianalisa dengan menggunakan model analisa pandan kosicki .  Dari  penelitian ini  dapat   memberi kan  kesimpulan  bahwa  dengan melakukan  penelitian  yang  di  lakukan  di  Media Mataraman  bagaimana  seorang  wartawan  dalam membingkai  pesan  yang  di salurkan  dalam  sebuah  teks  berita.  Dari  analisa framing  ini  dapat   dilihat  cara setiap wartawan dalam penulisan berita membangun sudut  pandang.

Abstract

Media pada era globalisasi dan kemajuan teknologi sekarang ini memiliki  peranan penting dalam kesuksesan dan keberhasilan suatu tujuan politik yang ditetapkan. Sebagai saluran penyampai pesan, media khususnya televisi menjadi alat yang paling ampuh untuk mempengaruhi, meyakinkan bahkan membentuk suatu opini di publik terkait isi-isi berita yang disajikan secara audio dan visual. Kondisi pertarungan pilpres 2014 hari ini antara telah membelah kekuatan korporasi/ perusahaan media. Pertarungan Politik media yang paling mencolok adalah pertarungan antara Tv One berhadapan dengan Metro Tv. Dengan menggunakan pendekatan Analisis Framing Robert N. Entman, identifikasi tentang penggunaan media televisi untuk kepentingan politik demi mencapai kekuasaan di klasifikasikan dengan melakukan analisis bingkai sebuah peristiwa yang diberitakan yakni berita soal Pilpres 2014 di kedua korporasi media tersebut melalui pembahasan Define problems (Pendefinisian masalah) berita hasil pemilihan Presiden pada tanggal 9 Juli 2014 oleh Tv One dan Metro Tv , Diagnose causes (memperkirakan masalah atau sumber masalah) berita hasil pemilihan Presiden pada tanggal 9 Juli 2014 oleh Tv One dan Metro Tv, Make moral judgement (Membuat keputusan moral) tentang berita hasil pemilihan Presiden pada tanggal 9 Juli 2014 oleh Tv One dan Metro Tv , Treatment recommendation (Menekankan penyelesaian) berita hasil pemilihan Presiden pada tanggal 9 Juli 2014 oleh Tv One dan Metro Tv. Dari analisis tersebut ditemukan keberpihakan media pada pasangan calon presiden dalam konten pemberitaan yang disiarkan. TV One membingkai program pemberitaan yang mencitrakan Prabowo dan Hatta Rajasa sebagai pemenang Pemilu 2014-2019 sedangkan Metro Tv Pasangan Joko Widodo dan Jusuf Kalla sebagai pemenang pemilu 2014-2019.

Abstract

The dynamics of handling COVID-19 in Indonesia is entering a new phase, namely vaccination. There is a phenomenon that is widely discussed in the community about the pros and cons of the effectiveness of the Sinovac and AstraZeneca vaccines. The media skillfully writes various news points of view related to government policies in terms of vaccination. In this case, the news delivered by kompas.com media on March 10, 2021 and cnbcindonesia.com on March 9, 2021 about the efficacy of vaccination is interesting to study.  The two media frame the Vaccine news differently, The objective of this study is to compare the news content of the two media. This study applies a qualitative approach and Robert Etmant's framing analysis model. According to the results of research on news at kompas.com, the elaboration of the explanation about the AstraZeneca vaccine is so complete and detailed, but it is in contrast to the explanation elaborated on the Sinovac vaccine. On the other hand, in the news on cnbcindonesia.com, the elaboration on the use of technology is described in a balanced way. It was concluded that kompas.com wrote a balanced report on the information process while cnbcindonesia.com wrote it in a balanced way in the information process.

Abstract

This study aims to analyze the forms of political rhetoric used by the candidates for regent and vice regent in the second public debate of the 2024 Ponorogo regional elections. The approach used is descriptive qualitative with Aristotle's classical rhetorical analysis techniques, namely ethos, pathos, and logos. Data was obtained from the official transcript of the public debate downloaded from the YouTube channel of the Ponorogo Regency Election Commission. The results of the study indicate that each candidate pair employed different rhetorical strategies: the first pair tended to emphasize ethos and pathos, while the second pair was more dominant in logos and ethos. Political rhetoric is used not only to convey vision and mission but also to subtly attack opponents and build self-image. Thus, this study offers new insights into the role of rhetorical strategies in local political campaigns, which can serve as a reference for aspiring leaders and political consultants in designing more effective campaigns.

Abstract

This research analyzes the role of local media in a disaster context by examining the construction of reality in flood reporting in Ponorogo by the Local Media "Kanal Ponorogo". With the dominance of hydrometeorological disasters such as floods (72% of total disaster events from 2023-2024), Ponorogo Regency was selected as the case study. Methodologically, this research is a qualitative study using the framing analysis method based on Robert N. Entman's model to dissect how Kanal Ponorogo frames the flood issue through four elements: problem definition, causal diagnosis, moral judgment, and treatment recommendation. The results of the analysis of three main news stories show that Kanal Ponorogo's reporting is dominated by a reactive and episodic pattern, focusing on disaster impacts and emergency response. The frames used vary, ranging from human interest and victim frames (highlighting the suffering of residents) to action and solution frames (emphasizing the heroic performance of the military/police). However, consistently, the reporting avoids structural analysis by simplifying flood causality solely as a natural phenomenon, without delving into root causes such as environmental governance or mitigation failures. The research concludes that while serving as a channel for citizen aspirations and providing legitimacy for authorities, the framing used has the potential to obscure the root of the problem and reduce demands for accountability. Consequently, there is a gap between the strategic potential of local media as a partner in disaster resilience and its reporting practices, which are not yet proactive.

Abstract

Digital legal transformation in Indonesia has become imperative in response to the increasingly complex and transnational nature of cybercrime. Rapid technological development has expanded opportunities for criminal activities by exploiting regulatory gaps and weaknesses in digital security systems, thereby challenging the effectiveness of existing legal frameworks. This situation demands a legal system that is adaptive, responsive, and capable of safeguarding national cybersecurity while protecting digital human rights. The objective of this study is to analyze the transformation of Indonesia’s digital legal framework in addressing cybercrime and to assess its alignment with international legal instruments. This research particularly focuses on the adequacy of regulatory arrangements and the effectiveness of institutional coordination in responding to cyber threats. This study employs a normative legal research method by examining statutory regulations related to cybercrime, with particular attention to the Electronic Information and Transactions Law (UU ITE), as well as relevant international conventions and legal standards. Legal materials are analyzed systematically to evaluate the coherence of regulations and the operationalization of Indonesia’s cybercrime response model. The findings indicate that Indonesia’s digital legal transformation is carried out through structured efforts rather than merely producing regulatory impacts. In the short term, these efforts focus on strengthening regulations, enhancing law enforcement capacity, improving digital forensic infrastructure, and standardizing digital evidence handling. In the long term, transformation emphasizes institutional integration, regulatory harmonization, and international cooperation to address transnational cybercrime. This study is original in conceptualizing digital legal transformation as a phased legal–institutional strategy. However, its normative approach limits empirical assessment of implementation effectiveness.
