Abstract

This study aims to evaluate the use of the State Civil Apparatus Management Information System (SIMASGARA) at the Mandailing Natal Regency Civil Service Agency. SIMASGARA is a digital system designed to manage data and personnel administration effectively. This study uses a qualitative approach with an exploratory descriptive design, which involves in-depth interviews, direct observation, and document analysis to obtain comprehensive data. The subjects of the study include operational employees, leaders of the Personnel Agency, and other system users related to ASN data management. The results of the study show that SIMASGARA has provided significant benefits in personnel data management, especially in simplifying administrative processes, improving data accuracy, and accelerating the preparation of reports. However, the use of this system is still not optimal. The main obstacles found include limited network infrastructure, lack of user understanding of system features, and resistance to changing from manual to digital methods. Leadership support and policies that require the use of SIMASGARA are the main supporting factors for the successful implementation of this system. This study also identifies that the success of SIMASGARA is influenced by organizational readiness, technical infrastructure, and individual competence, as explained in the theory of Technology Acceptance Model (TAM) and Diffusion of Innovation. To overcome existing obstacles, the recommendations include advanced training to improve user competence, strengthening technology infrastructure, and developing a digital-based work culture. This study concludes that SIMASGARA has great potential to support bureaucratic reform, especially in personnel management. However, system optimization requires a holistic and sustainable strategy. With the right improvements, SIMASGARA can become a model for the implementation of an effective personnel information system in the public sector.

Abstract

Medan Mayor Regulation Number 18 of 2021 provides a legal basis for delegating partial waste management authority to sub-district heads within the Medan City Government. The purpose of this regulation is to enhance the effectiveness of waste management at the sub-district level by empowering sub-districts as waste managers who are closer to the community. The implementation of this regulation in Medan Helvetia Sub-District faces various supporting and inhibiting factors. The supporting factors identified include the proximity between the sub-district and the community, participatory programs involving the community in cleanliness activities, and close coordination between the village heads and the sub-district administration. Participatory programs such as communal work (gotong royong) and waste management education have proven effective in raising public awareness about the importance of environmental cleanliness. However, several challenges hinder the implementation of this policy, including overlapping responsibilities between the sub-district and the Medan City Environmental Agency, budget and facility constraints, and the lack of an effective coordination mechanism among stakeholders. To overcome these obstacles, it is necessary to improve coordination between the sub-district and the Environmental Agency, develop more innovative cleanliness programs, and optimize existing resources. Additionally, active community participation is crucial to ensuring the successful implementation of this policy. By optimizing all involved elements, the implementation of Medan Mayor Regulation Number 18 of 2021 in Medan Helvetia Sub-District is expected to create a cleaner and healthier environment and serve as a model for other sub-districts in Medan City.

Abstract

The purpose of this study was to determine the effect of work environment and organizational culture on employee performance. This research method uses quantitative methods. The population was 110 and the sample was 110 employees with a total sampling technique. Based on the results of the t-test, there was a significant effect of the work environment on performance, which was obtained by the regression coefficient value of the Work Environment variable (t count) of 12.987 with a t table of 1.658, meaning that the t count value ˃ t table and significance of 0.000 ˂ 0.050, so that the first hypothesis was accepted. Based on the results of the t-test, there was a significant effect of organizational culture on performance, which was obtained by the regression coefficient value of the Work Environment variable (t count) of 12.987 with a t table of 1.658, meaning that the t count value ˃ t table and significance of 0.000 ˂ 0.050, so that the second hypothesis was accepted. Simultaneously there is a significant influence between the Work Environment and Organizational Culture on performance as seen from the calculated F value of 61,667 and the F table value of 3,081 with a significance of 0.000 <0.050, then it can be said that the calculated F value> F Table and significance 0.000 <0.050. In addition, the coefficient of determination (R²) = 0.309, which means that the work environment and organizational culture have a 30.9% influence on employee performance.

Abstract

People with chronic illnesses face significant physical and psychological challenges, making social support an important aspect in improving their quality of life. The development of social media opens up new spaces for digital social interactions that can provide social support. However, the dynamics of communication and the effectiveness of digital social support in the context of chronic illness are still poorly understood comprehensively. This study used a mixed methods approach with quantitative data collection through online questionnaires (n=200) and qualitative data through semi-structured interviews and social media content analysis. Quantitative analysis was conducted with descriptive and inferential statistics, while qualitative analysis used thematic analysis to explore experiences and communication patterns in digital communities. The results of the statistical analysis showed a positive and significant relationship between digital social support and psychological well-being (r = 0.62), disease management motivation (r = 0.58), and user satisfaction (r = 0.65), with p-values ​​<0.001 for all variables. This indicates that adequate digital social support contributes significantly to improving the well-being and motivation of people with chronic illnesses. Qualitative data revealed that emotional and informational support were dominant in community interactions, which were asynchronous and multilateral. However, the risk of misinformation, privacy issues, and negative psychological impacts such as anxiety were also found to be major challenges. The novelty of the study lies in the integration of quantitative and qualitative analysis in the context of digital social support for people with chronic diseases, as well as highlighting the risks of digital communication that have received little attention in previous literature, thus broadening the understanding of digital communication and health theory. Social media has the potential to be an effective means for social support for people with chronic diseases if communication risks can be managed well. The development of safe platform features and digital literacy education are suggested to improve the quality of digital social support, so further research is needed to expand the context and develop adaptive interventions.

Abstract

This community service program aims to enhance the coastal community's economic capacity through the integration of mangrove reforestation and the development of educational tourism (edutourism) in Kampung Nipah, Serdang Bedagai Regency, North Sumatra. The community faced several problems, including limited knowledge about mangrove ecosystems, lack of conservation experience, and underdeveloped coastal tourism potential. The program adopted a participatory approach and hands-on training methods. Survey results showed a significant increase in participants’ understanding of mangroves, shifting from mostly low and moderate categories before the program to entirely moderate and high levels afterward. Furthermore, 100% of participants expressed satisfaction with the activities. The program also led to new economic initiatives such as the establishment of a local edutourism management group, tour guiding training, and the development of derivative mangrove products. In conclusion, the program effectively empowered the community both ecologically and economically, despite certain limitations related to time constraints and limited participant reach. Further assistance is recommended to ensure the sustainability of the program’s outcomes.
