Abstract

The current issue within government institutions is the lack of efficiency and innovation in public services to enhance competitiveness. Government institutions, as public sector holders, are often perceived as less innovative compared to the private sector. However, innovation in the public sector plays a crucial role in improving efficiency, quality, and public satisfaction. The objectives of this study are: (1) to identify the factors influencing innovation ambidexterity in the Youth and Sports Office (Dispora), (2) to understand how the Dispora manages available resources to support innovation activities, and (3) to explore changes in resource allocation, roles and responsibilities, or technology utilization that support the implementation of innovation ambidexterity. The purpose of this research is to focus on innovation in the underdeveloped public sector, as only a few studies have examined efforts to drive performance-oriented organizational changes. This study employs a quantitative research methodology with a quota sampling technique involving 68 respondents. Data were collected from the Youth and Sports Office as the organizer of the Youth Innovation Summit and West Jawa Innovation Fellowship programs. The results of the PLS-SEM analysis indicate that dynamic balance and exploratory innovation are influenced by structural and relational models. Furthermore, exploratory innovation affects innovation ambidexterity. Thus, enhancing exploratory innovation becomes key to achieving innovation ambidexterity in the context of government institutions. The recommendations from this research provide significant contributions to government institutions in improving existing innovation programs. The Dispora can gain valuable insights and recommendations to enhance the effectiveness, efficiency, and impact of related innovations.

Abstract

Abstract

The low number of innovations produced by government agencies requires the presence of ambidextrous innovation to create effective and efficient innovations in public services. This study aims to analyze the direct influence of human resources, leadership, organizational structure, and organizational culture on ambidextrous innovation to further affect the quality of public services in government agencies, and examine the indirect influence of these variables on the quality of public services through ambidextrous innovation as a mediating variable. 113 public service agencies were selected as samples using purposive sampling techniques. Data were analyzed using path analysis to measure research variables' direct and indirect effects. The results showed that Organizational Structure is the only variable directly affecting Ambidextrous Innovation (p value = 0.007), while other variables do not. Ambidextrous innovation has a significant influence on the quality of public services (p-value = 0.001). In addition, only Organizational Structure significantly influences Public Service Quality through Ambidextrous Innovation as an intervening variable. This suggests that to improve the quality of public services, greater attention must be paid to developing organizational structures and processes that support innovation.

Abstract

One of the obstacles to fulfilling the demand for raw materials in the cassava chips industry is the inconsistency of quantity and quality, resulting in production imbalances; therefore, raw material supply chain management is needed. This study aims to analyze the performance of the raw material supply chain in the cassava chips industry. The research method is a survey through interviews with respondents. Determination of respondents using purposive and snowball sampling methods. The number of respondents was 44 people, consisting of industry players, intermediaries, and farmers. Data analysis used descriptive and quantitative analysis with the SCOR version 12 method. The results showed that the flow of the raw material supply chain in the cassava chips industry involves farmers and intermediaries (suppliers), cassava chips industry (manufacturers), agents (distributors), shops/resellers (retailers), and end consumers (customers). The average value of supply chain performance is 78%, including the good category. The lowest performance score is in the Plan process, at 65%; the source process is at 89%; the Make 71%; the return 74%; and the highest is the Deliver at 94%. Overall, the performance value is still not optimal, so improvements are needed in indicators that are still low by planning planting patterns, arranging planting schedules, sorting and standardizing raw materials, and improving raw material peeling techniques.

Abstract

The loss of food and agricultural waste continues to pose challenges to sustainable agricultural development. The circular economy approach is believed to be able to address these challenges. However, the implementation of this approach requires the participation of all stakeholders in the supply chain, which must be coordinated through governance. Chili peppers are a high-value commodity that has the potential to generate income for farmers. This paper aims to understand how supply chain governance supports the implementation of a circular economy to minimize food loss and maximize the utilization of agricultural waste in chili pepper commodities. This study uses a mixed-method analysis, combining quantitative survey data and qualitative Focus Group Discussions (FGD). The chili pepper supply chain in Bogor Regency, West Java, Indonesia, is used as a case study. There are eight patterns in the chili pepper supply chain. The results show that 52.8% of food is lost along the traditional market-oriented chili pepper supply chain. In contrast, the food loss in the vegetable supply chain, which prioritizes modern markets (hotels and restaurants), is only 11%. This study finds that supply chain governance, including coordinated production planning, sales systems, price mechanisms, packaging systems, and low-quality product management, all contribute to reducing food loss based on circular economy principles. Regarding agricultural waste, the majority of chili pepper farmers (95%) do not manage their agricultural waste properly. Therefore, it is important to connect the supply and demand of agricultural waste and improve knowledge among farmers. This paper concludes that coordination and information exchange among supply chain actors are necessary to address the issues of food loss and agricultural waste.

Abstract

Village economic empowerment through the One Village One Product (OVOP) concept can improve community welfare. Tegal Village, Bogor Regency, has the potential of Moringa leaves (Moringa oleifera), which are rich in nutrients and can be used as healthy food to help prevent stunting. This study aims to develop Moringa leaf-based cookies as an innovative OVOP product to improve the village economy and address stunting. The method used is Participatory Action Research (PAR), involving PKK women in cookie-making training, and an experimental approach to find the best formulation. The results show that Moringa leaf cookies have high nutritional value, a crunchy texture, a pleasant taste, and good market potential. This activity also enhances women's skills in processing local ingredients into high-value products. With this innovation, the community gains both nutritional benefits and new business opportunities through MSME development. This product is expected to become a sustainable village flagship and support efforts to reduce stunting rates. The results demonstrate local resource-based innovation as an effective solution for improving community welfare and health.
