Abstract

PT.terminal petikemas Surabaya telah mengimplementasikan smart port sejak tahun 2021 dan terus melakukan pengembangan hingga saat ini. Guna mendukung pengembangan smart port di masa adaptasi kebiasaan baru, maka komitmen perusahaan memegang kendali yang sangat besar, disamping perlu didukung dengan manajemen kolaborasi yang memadai. Manajemen kolaborasi merupakan bagian atau sub konsep dari manajemen yang berfokus pada efektivitas dan efisiensi dalam membangun kolaborasi atau kerjasama, yang memerlukan pengelolaan dan pengaturan khusus. Manajemen kolaborasi di PT.terminal peti kemas Surabaya diatur dalam sebuah etika bisnis perusahaan. Etika bisnis perusahaan ini mengatur hubungan dengan pemegang saham, hubungan dengan pengguna jasa, hubungan dengan pemasok, hubungan dengan kreditur, hubungan dengan aparatur pemerintah, hubungan dengan pekerja dan hubungan industrial, hubungan dengan pesaing, hubungan dengan masyarakat dan lingkungan, hubungan atasan terhadap bawahan, hubungan bawahan terhadap atasan, hubungan dengan media, hubungan serikat pekerja, hubungan dengan anak perusahaan, hubungan dengan pemerintah sebagai regulator, hubungan dengan legislatif, hubungan dengan lembaga yudisial, hubungan dengan investor dan Lembaga keuangan, hubungan dengan lembaga penelitian dan perguruan tinggi, hubungan dengan keselamatan dan kesehatan kerja, keamanan dan lingkungan kerja serta hubungan dengan debitur. Disamping manajemen kolaborasi, komitmen perusahaan merupakan faktor yang tidak kalah pentingnya dalam implementasi smart port. Komitmen merupakan inti daripada semua hubungan kerja yang sukses. Komitmen perusahaan terminal petikemas Surabaya diatur dalam sebuah visi, misi, nilai inti dan budaya perusahaan serta standar pedoman etika dan perilaku. Salah satu komitmen PT. terminal petikemas Surabaya yaitu Perusahaan akan selalu berusaha untuk memberikan pelayanan dengan kualitas terbaik kepada pengguna jasa pelabuhan yang diwujudkan dalam program pelayanan prima, Perusahaan juga berusaha melakukan pemeliharaan, perbaikan dan penataan berbagai fasilitas pelabuhan secara bertahap sesuai skala prioritas, agar ketersediaan fasilitas maupun peralatan tetap terjamin dengan kualitas memadai. Untuk dapat memberikan pelayanan dengan kualitas terbaik kepada pengguna jasa pelabuhan, perusahaan secara rutin mengadakan pertemuan dengan pengguna jasa pelabuhan serta memantau hasil pertemuan agar dapat mengetahui kebutuhan pengguna jasa pelabuhan tersebut dan dapat memberikan pelayanan sesuai kebutuhan dan keinginannya, disamping itu perusahaan melakukan dan memiliki sertifikat ISO 9001:2015 terkait Mutu, ISO 14001:2015 terkait lingkungan, ISO 45001:2018 terkait keselamatan dan kesehatan kerja, ISO 28000:2007 terkait keamanan informasi sebagai bentuk komitmen dalam hal standarisasi mutu dan sistem pelayanan jasa kepelabuhanan secara terintegrasi.

Abstract

A reliable data communication network is essential in supporting Vessel Traffic Service (VTS) operations, especially in managing vessel traffic in the Class I Navigation District of Tanjung Perak, Surabaya. However, challenges such as network reliability, bandwidth capacity, and potential interference are still obstacles in ensuring efficient operations. This research aims to analyze the condition of the data communication network at the Tanjung Perak Class I Navigation District VTS, focusing on the technology used, its performance, and the obstacles faced. This research uses a qualitative descriptive approach, with data collected through direct observation, interviews with VTS operators, and analysis of related documents. The results show that the communication network at VTS uses Very High Frequency (VHF) frequency-based radio communication technology to support operations, such as digital maps of ship traffic and Automatic Identification System (AIS) systems. In conclusion, the data communication network at the Tanjung Perak Class I Navigation District VTS has met basic operational needs, but still requires further development in terms of technology and infrastructure to improve its efficiency and reliability. This research provides recommendations for the integration of advanced technology, infrastructure improvement, and human resource training to optimize the performance of the communication network.

Abstract

The Public Port of PELINDO Gresik is one of the strategic ports in East Java that functions as a major hub for regional cargo and logistics movement. Talud Tegak Wharf is one of the operational facilities that plays an important role in supporting cargo handling activities, particularly log timber commodities. This study aims to analyze the operational performance of Talud Tegak Wharf in supporting the smooth provision of port services. This research was conducted at Talud Tegak Wharf of the Public Port owned by PT Pelabuhan Indonesia (PELINDO) Gresik over a one-year observation period. The research employed a quantitative method using an operational performance analysis approach. Data were obtained through field observations and port operational records, analyzed then based on operational performance indicators, including vessel arrival trends, berthing time, cargo handling productivity, and berth utilization rate or Berth Occupancy Ratio (BOR). The analysis results were subsequently compared with port operational performance standards specified in the technical regulations of the Directorate General of Sea Transportation. The results indicate that the operational performance of Talud Tegak Wharf is in a good category. The average productivity of log timber cargo handling reached 63.52 m³/hour, exceeding the minimum operational performance standard. Meanwhile, the average BOR value of 82.04 percent indicates a high level of berth utilization while still remaining within safe limits. Overall, the analyzed operational performance indicators demonstrate that Talud Tegak Wharf has met the applicable port operational service performance standards at the Public Port of PELINDO Gresik

Abstract

Less than Container Load (LCL) is defined as cargo whose volume does not fill a full container and its movement requires allocation of LCL handling charges. This study aims to conduct a comparative study of LCL handling charges between Line 1 Container Freight Station (CFS) facilities and Line 2 depot facilities. Differences in operational locations and customs status between Line 1 CFS and Line 2 depots are predicted to cause variations in cost structures that directly affect the efficiency of the logistics supply chain. This study has three main objectives: identifying LCL service procedures, analyzing the development of LCL throughput volume for the period 2021–2024, and comparing LCL handling charges between the two locations. The methodology used is quantitative with a descriptive approach. Data were obtained through observation, interviews, and document studies at the Commercial and Business Development Department. Data analysis involved calculating the Compound Annual Growth Rate (CAGR) to measure volume trends and descriptive comparative analysis to evaluate cost structures. The results show that LCL services are implemented through three main Job Orders: Receiving Service LCL (RSL), MIM, and Delivery Cargo. The LCL throughput trend shows a positive increase with a CAGR of 17.996%. Furthermore, the cost analysis results show that the Line 2 depot charges a higher LCL handling charge, which is around 26%–30% compared to the Line 1 CFS. Thus, the Line 1 CFS is proven to provide a competitive advantage for service users through a more efficient LCL charge handling structure.

Abstract

Vessel Traffic Service (VTS) plays an important role in maintaining the safety and order of ship traffic, especially in congested water areas such as the West Shipping Channel of Surabaya. With this system, it is hoped that the movement of ships can be more organized, so that the risk of accidents and violations can be minimized. However, the effectiveness of VTS in supporting the monitoring of the order of ship movement and berth areas still needs to be further studied. This study aims to analyze the effectiveness of Vessel Traffic Service (VTS) in supporting the monitoring of the order of ship movement and the berth area in the West Shipping Channel of Surabaya. This study uses a quantitative method with a simple linear regression approach. Data was collected through observation and analysis of secondary data, then processed using the SPSS 22 application. The results showed that the effectiveness of VTS had a significant effect on order monitoring, with a significance value of 0.001 less than 0.05. The value of the determination coefficient is 29.1% which means that the effectiveness of VTS contributes to the orderliness of ship movements and the berth area, and from the regression equation obtained it shows that every increase in the effectiveness of VTS by one unit will increase the monitoring of order by 0.470 units.

Abstract

Penerapan Sistem Single Submission Pengangkut (SSM Pengangkut) ditujukan untuk mendukung kelancaran proses clearance in dan clearance out kapal melalui sistem pelayanan terintegrasi. Penelitian ini bertujuan untuk mengetahui kendala atau hambatan yang dihadapi karyawan dalam penggunaan Sistem SSM Pengangkut serta menganalisis pengaruh penggunaan sistem tersebut terhadap tingkat kepuasan karyawan dalam mendukung kelancaran kegiatan clearance. Metode penelitian yang digunakan adalah metode kuantitatif dengan pendekatan deskriptif, melalui pengumpulan data menggunakan kuesioner, observasi, dan dokumentasi pada karyawan operasional PT Trans Cakrawala Perkasa Cabang Benoa. Data dianalisis menggunakan analisis deskriptif untuk menggambarkan kondisi kendala sistem dan tingkat kepuasan karyawan, kemudian dianalisis menggunakan uji validitas, reliabilitas, uji asumsi klasik, regresi linier sederhana, uji t, dan koefisien determinasi dengan bantuan SPSS. Hasil penelitian menunjukkan bahwa karyawan masih menghadapi berbagai kendala dalam penggunaan Sistem SSM Pengangkut, terutama pada aspek gangguan teknis sistem, keterbatasan fasilitas dan jaringan internet, lambatnya respons dukungan teknis, serta efisiensi proses input data. Selain itu, hasil penelitian juga menunjukkan bahwa penggunaan Sistem Single Submission Pengangkut berpengaruh terhadap tingkat kepuasan karyawan, di mana kendala yang masih terjadi menyebabkan tingkat kepuasan karyawan belum mencapai kategori optimal. Oleh karena itu, diperlukan peningkatan pada stabilitas sistem, infrastruktur pendukung, serta pelatihan dan dukungan teknis yang berkelanjutan guna meningkatkan kepuasan karyawan dan kelancaran kegiatan clearance in dan clearance out.

Abstract

The international shipping industry demands high communication standards as seafarers come from diverse cultural and linguistic backgrounds. English has been established as the international working language through the Standard Marine Communication Phrases (SMCP) issued by the International Maritime Organization (IMO, 2002). Although English language competence has become part of the crew selection process at manning agencies, studies specifically examining how recruiters perceive this competence within the selection process remain considerably limited. This study aims to analyze the perceptions of recruiters at PT TOS Indonesia toward English language competence as a determining factor in the ship crew recruitment process. A qualitative descriptive approach was employed, with data collected through semi-structured interviews, direct observation, and company documentation. Data analysis was conducted using the interactive model of Miles and Huberman. The findings reveal that recruiters perceive English language competence as the principal determinant in crew selection, rather than a mere administrative requirement. Assessments were conducted situationally through four core indicators: the ability to comprehend work instructions in English, oral communication skills (speaking), proficiency in maritime terminology (Maritime English), and the ability to articulate operational reports contextually. Data showed that only 45.85% of 868 applicants passed the English selection stage. A 1–4 scoring rubric was applied to maintain objectivity, affirming that English language competence is an integral component of occupational safety within international maritime operations.
