Abstract

Yogyakarta Special Region is a provinces with a low prevalence of stunting children in Indonesia as many as 21%. Many policies support reducing stunting children effort. This study aims to analysis of policies related to reduce stunting. The method was desk review using secondary data, literature review, policy/regulation tracing related to stunting children and discussions, presentations, Focus Group Discussion (FGD), and Round Table Discussion (RTD). Causes of stunting include distal factors such as the economy, poverty, education, and well-being. Proximate factors were baby low birth weight and adolescent pregnancy. Interventions conducted with a focus target on 1000 early day life include sensitive and specific nutritional interventions. All regional organization have taken a role in combating stunting. Also regulations both internationally, nationally and regionally support the acceleration of the decline of stunting. But the specific regulations on stunting is not available. Effort to reducing stunting have been implemented but need more synergitic and integrated intervention between regional organization with Bappeda as the leading sector.

Abstract

The social environment, including policies, is one of the instruments to encourage health promotion toward a healthy life, preventing and controlling COVID-19. This was to analyze the content, process, content and policy actors related toThe Healthy Community Movement (Germas) and the prevention of COVID-19 in Yogyakarta.We apply a-qualitative research of policy. We apply rapid assessment procedures (RAP) using focus group discussion (FGD) and desk review to observe various of policy from the government website. Research conducted in Yogyakarta from March to May 2021. Data was analysis by qualitative content analysis based on content, process, context, and actor categories. Results showed that policies related to Germas already exist at all levels, both national, provincial and district/city locally. According to policy content, Germas was movement to promote the culture/behavior of healthy living based on community empowerment, that were 7 points were physical activity, consuming fruits and vegetables, not smoking, not consuming alcoholic beverages, early detection and medical examination routine, clean healthy and lifestyle, and using toilet. Base on process, there were national, provincial, and local policy level. At the national level there was presidential instructions, regulations of the minister of national development planning, while governor's, regent’s policy at level province and region respectively. Locally, some policy regulate special context on COVID-19 preventing and controlling to increase awareness of the risk of transmission of COVID-19 infection in Yogyakarta. The policy actors were all of local government organizations, universities, CSR, and community. The conclusion is The Special Region of Yogyakarta already has many policies covering various sectors of life to support the implementation of Germas in the pandemic era and has been carried out by stakeholders, CSR, universities, and all of government

Abstract

Sasaran percepatan penurunan stunting meliputi periode kehamilan hingga remaja, dimana setiap periode kehidupan mempunyai peluang untuk memperbaiki kegagalan pertumbuhan masa lampau. Penelitian ini bertujuan untuk memaparkan hasil evaluasi implementasi kebijakan Rencana Aksi Daerah (RAD) membangun generasi unggul melalui 8000 Hari Pertama Kehidupan (HPK) tahun 2021-2025 Kota Yogyakarta. Metode yang digunakan pada penelitian ini adalah mix method, yaitu kuantitatif dan kualitatif. Penelitian kuantitatif dilakukan dengan desain cross sectional meliputi analisis situasi kesehatan dan faktor yang berkaitan serta capaian program. Sumber data diperoleh dari dokumen laporan data rutin dan web resmi lainnya. Data dianalisis dengan cara deskriptif dengan menyajikan proporsi, trend, narasi, tabel dan gambar. Sedangkan penelitian kualitatif dilakukan dengan desain rapid assessment procedures (RAP) melalui FGD dan in depth interview serta dianalisis secara manual berdasarkan tema dan sub-sub tema. Instrumen penelitian ini adalah panduan wawancara, panduan FGD dan recorder. Hasil penelitian menyatakan bahwa prevalensi stunting di Kota Yogyakarta telah mengalami penurunan. Hingga akhir tahun 2023, evaluasi penanggulangan stunting dilakukan dengan menggunakan indikator sesuai Perpres tahun 72 tahun 2021 tentang percepatan penurunan stunting, namun evaluasi dengan indikator yang tertera dalam RAD 8000 HPK belum dilaksanakan secara menyeluruh. Beberapa faktor yang mendukung penurunan prevalensi stunting adalah komitmen pimpinan daerah, tata kelola stunting yang baik, capaian program yang tinggi/diatas target, indeks pembangunan manusia (IPM) dan rata-rata lama sekolah (RLS) yang tinggi. Sedangkan faktor penghambat penurunan stunting adalah kesenjangan ekonomi, pengetahuan, partisipasi masyarakat ke Posyandu, perilaku buang sampah sembarangan dan akses layanan jaminan kesehatan bagi penduduk non KTP Kota Yogyakarta.
