Abstract

Ekonomi biru menjadi paradigma penting dalam pembangunan berkelanjutan di wilayah kepulauan Indonesia, dengan potensi nilai mencapai USD 2,5-3 triliun pada 2030. Namun, terdapat kesenjangan antara potensi sumber daya kelautan dengan tingkat kesejahteraan masyarakat pesisir. Penelitian terdahulu mengidentifikasi adanya "perangkap ekonomi biru" di wilayah kepulauan, tetapi belum mengeksplorasi secara komprehensif hubungan antara implementasi ekonomi biru dengan pengentasan kemiskinan. Penelitian ini mengajukan dua pertanyaan: bagaimana pola hubungan antara potensi ekonomi biru dengan tingkat kemiskinan di daerah kepulauan, dan faktor-faktor apa yang mempengaruhi efektivitas implementasinya. Dengan menggunakan pendekatan kualitatif-eksploratif, penelitian menganalisis data sekunder dari 17 kabupaten/kota di Provinsi Sulawesi Tenggara periode 2019-2023. Hasil penelitian mengungkapkan paradoks di mana wilayah dengan potensi kelautan besar seperti Wakatobi justru menunjukkan PDRB rendah dan tingkat kemiskinan tinggi. Faktor utama yang mempengaruhi meliputi keterbatasan infrastruktur, aksesibilitas pasar, dan kapasitas sumber daya manusia. Kebaruan penelitian terletak pada pengembangan framework analisis yang mengintegrasikan aspek ekonomi biru, kemiskinan, dan karakteristik wilayah kepulauan. Rekomendasi mencakup penguatan kebijakan ekonomi biru nasional, pengembangan masterplan provinsi terintegrasi, dan implementasi program pemberdayaan berbasis potensi lokal di tingkat kabupaten/kota.

Abstract

This study explores the economic dimension of regional innovation through developing an integrated model of commercialization and monetization to strengthen regional fiscal autonomy (RFA). Regional innovations have been predominantly viewed from a public service perspective without considering their economic potential to reduce fiscal dependence on central government. Using a qualitative approach with a case study in Kotamobagu City, which has organized the Innovative Government Award (IGA) for five consecutive years (2020-2024), this research identifies four main model components: commercialization, valuation, calculation, and monetization of regional innovations. Findings reveal that among 165 innovations produced, the majority originated from regional agencies (74 innovations or 44.85%) and the general public (50 innovations or 30.30%), yet their economic potential remains underexploited. The economic dimension of regional innovation becomes crucial in the context of fiscal decentralization as it offers sustainable alternative revenue sources based on local strengths. The integrated model developed provides a holistic framework that addresses the fragmentation of commercialization approaches while creating systematic mechanisms to transform innovations from public service instruments into strategic revenue-generating assets. The advantage of integration lies in its ability to optimize the economic value of innovations while maintaining their social and public service functions. The theoretical contribution integrates Fiscal Autonomy Theory, Economic Innovation Theory, and Innovation Commercialization Theory within the Indonesian regional government context. Practically, this model can enhance Regional Original Revenue (PAD) through diversification of innovation-based local revenue sources. Model implementation requires strengthening human resource capacity, developing supportive regulations, and establishing a dodeca-helix-based regional innovation ecosystem.

Abstract

As the world’s largest archipelagic country, Indonesia faces unique challenges in digital transformation, particularly regarding digital disparities across its nine archipelagic provinces. This study explores how Indonesia’s archipelagic characteristics can be leveraged to bridge digital gaps and achieve inclusive digital transformation. Using a qualitative-exploratory approach with thematic analysis of secondary data, the research develops an archipelagic-based digital transformation framework. The findings reveal that infrastructure limitations, low digital literacy, and fragmented geography drive significant digital disparities. The “Hub and Spoke” model effectively addresses these challenges, with well-connected digital hubs serving as knowledge and support centers for surrounding islands. The research findings indicate that an archipelago-based approach, combining top-down and bottom-up elements, is most effective for implementing digital transformation. In conclusion, successful digital transformation in Indonesia requires a strategy that considers the geographic characteristics of the archipelago, supported by comprehensive government policies, adequate infrastructure, and multi-stakeholder collaboration. Key recommendations include increasing investment in telecommunications infrastructure in the 3T (frontier and remote) regions, developing digital literacy based on local characteristics, and strengthening dodeca-helix partnerships for sustainable digital transformation implementation.

Abstract

The advancement of digital technology forces humans to make adjustments in all aspects of life, likewise, with the local elections' holding (Pilkada). However, the conditions for each region in the Indonesian archipelago have different problems. Availability of telecommunication facilities, local elections (Pilkada) organizers, level of difficulty in Frontier, Outermost, and Disadvantaged Region (3T), community digital literacy level, and accuracy of results. Have the local elections (Pilkada) been digitalized? How far has it been achieved? What challenges are faced, and what are the solutions? Several studies on e-voting, even the local elections (Pilkada) digitization, have been carried out. This study is novel because it looks at the 2020 local elections (Pilkada) implementation from digitalization that was carried out in line with the COVID-19 pandemic. Due to data limitations and availability, this study only focuses on implementing local elections (Pilkada) in nine provinces. This study uses a qualitative method based on a literature review with a systematic review method. The study aims to reveal the achievements and challenges of digitalization in the implementation of local elections (Pilkada) along with policy solutions so that digitalization is more completed. Through analysis, it was found that the organizers of the local elections (Pilkada) have made efforts to realize digitalization. Various Subscriber Identity Modules (SIM) and applications have been created by the General Election Commission (KPU), the General Election Supervisory Board (Bawaslu), and the General Election Organizer Honorary Council (DKPP). It is hoped that digitalization will further increase the effectiveness, efficiency, and quality of service. Besides, the data shows that there are obstacles in the field, especially the availability of telecommunication infrastructure, which is very diverse in the nine provinces. Fundamentally, it is necessary to formulate regulations/policies that synergize the implementation of local elections (Pilkada) through the adoption of digital technology based on the internet of things (IoT), big data analysis, and artificial intelligence (AI). The local elections (Pilkada) digitization brings several benefits - more transparent, accountable, credible, practical, and economical. On the other hand, the community feels more of its services because the digital local elections (Pilkada) procession educates the public to elect local leaders with integrity.

Abstract

The village is the lowest government level located in the administrative area of districts/cities municipalities throughout Indonesia. The rapid advancement of digital technology has brought global changes that require villages to carry out transformation and adaptation. In responding to this, what should be done for the sustainability of the values of life, preserving traditions, culture, and local wisdom, and building human capital to improve the welfare of its citizens? This study aims to find an extraordinary strategy to realize rural resilience through a digital village. The study used a qualitative method with case studies in two villages: i) Cijengkol Village and ii) Sepakung Village. This study finds the importance of digitalization starting from the village. The apparatus and community of Cijengkol Village are increasingly enjoying the benefits of digitization to complete various daily affairs. Meanwhile, Sepakung Village has published its natural wealth and tourism digitally. The digital village is one of the ideal solutions for rural resilience in the digital era. Human capital is the main factor. Advances in digital technology and digitalization of villages help manage village government, including the development of social life in the community in the village. Second, the village has a global presence, where digitalization has helped change the village's image and the lives of its people. It is hoped that the government will be able to initiate a participatory digital village that is responsive to the dynamics of digitalization, inclusive development, the anticipation of disasters, and digital-based environmental sustainability.

Abstract

Nutritional problems, known as stunting, are a major threat to the quality of Indonesian society that interferes with children's physical growth and brain development disorders that will affect their achievement. This study aims to analyze the nutrition intervention program and program achievements carried out by the Palembang City government. The research method used is qualitative research with a descriptive approach. This study uses secondary data from the Palembang City Health Office to measure the number of short toddlers taking measurements in the October 2021 period. This is continued by describing the achievements of the nutrition intervention program that has been carried out by the Palembang City government and analyzing the problems that exist in the stunting program in Palembang City using the SWOT method. This study found that specific nutrition interventions were carried out through health programs while sensitive nutrition interventions were carried out through environmental programs. In an effort to reduce stunting in the city of Palembang, the strengths are stunting data collected by name by address and program innovations run at health centers. However, the weakness is that there is not optimal coordination and program synergy between related agencies. Low community motivation and lack of knowledge related to child-rearing patterns are a challenge, but the Palembang City government's commitment, as stated in the Mayor's Regulation policy, becomes the basis and direction of policy in designing stunting reduction and programs for the next five years.

Abstract

Light Rail Transit (LRT), integrated with river transportation as a unique city and tourist attraction, is important in supporting smart cities. This study aims to assess the possibilities of river transportation users who use LRT as an advanced mode and its supporting infrastructure. This research is quantitative research with a descriptive approach. Primary data is obtained from a survey of the movement of river transportation users from outside the city to Palembang City and has the potential to continue their journey using the LRT. Interviews were also conducted with respondents covering the respondents' travel destination, travel destination, and reasons. The study results indicate that the use of river transportation from within the city, which gets off at the pier and does not continue the journey as much as 75%, and the rest will continue the journey using the LRT mode only 16%. Meanwhile, 29.5% of river transport users from outside the city disembark at the pier. The remaining 53% continue their journey with the potential to use LRT, which is a reasonably high percentage if it can be appropriately managed. The availability of a variety of public transportation that can park near the pier at a cheaper rate is the main cause of their lack of interest in using the LRT mode. The proposed supporting infrastructure for integration between river transport and LRT is the pedestrian path.

Abstract

The quality of life of a country or region describes the welfare of the people and the success of programs made by the government to improve the degree of human life. Life expectancy is one of the indicators used to assess the population's health status that describes the quality of life. In contrast, education is the basis for poverty alleviation and economic growth. Education and health are fundamental to building wider human capacities and are at the core of the meaning of development. This research was conducted to test the effect of poverty and education on public health in the city of Palembang. Secondary data sourced from the Central Statistics Agency in 2010-2019 were analyzed using multiple regression with Eviews 9 analysis software. The dependent variable is Life Expectancy as a proxy for public health rates. The independent variable is the average length of schooling as a proxy indicator of education and the number of poor people. This study shows that poverty is negatively correlated with public health. In contrast, the direction of education is negative, so it can be concluded that education has no significant effect on public health Poverty and education are factors that determine the level of public health in the city of Palembang, where the higher the education and the decrease in poverty, the higher the public health. In order to approach better public health status in Palembang City, poverty is reduced by reducing unemployment and increasing education through skills training.

Abstract

The quality of audit opinion results of local government financial statements in 2015 – 2020 has increased. Still, non-compliance with laws and corruption cases has increased, indicating that the implementation of Good Government Governance (GGG) has not gone well. This paper provides empirical evidence of the role of human development in realizing GGG and its effect on the performance of local governments in Indonesia. The research was designed as associative quantitative research, an organizational unit of analysis. The total population is the regency and city government in Indonesia, as many as 514 local governments, and the sampling technique is purposive sampling. The qualified samples were 268 local governments, with data observed from 2018 to 2020, or 3 years, so the number was 804. The data was sourced from the Regional Government Implementation Performance Evaluation report. The GGG variables were measured using indices and local government performance variables use scores. The main analysis uses SEM PLS and additional analysis with panel regression. The results showed that GGG had a significant effect on the performance of local governments. Novelty, the dimension of human development can strengthen the GGG variable so that its influence on the performance of local governments is even greater. This research has theoretical, managerial, policy, and practical implications. In addition, the completeness of the research data, which is still lacking in information, is a limitation of this study. Furthermore, recommendations for local governments so that human development receives special attention to increasing competitiveness by increasing the allocation of labor budgets.

Abstract

The success of development depicts economic growth. Nevertheless, it is pertinent to emphasize that a significant increase in economic growth may not eradicate poverty, unemployment, and health issues. The prevalence of poverty in Palembang City in 2021 was considerably elevated, amounting to 11.34 percent, while the unemployment rate has exhibited an upward trend, reaching 10.11 percent. Additionally, there was a decline in employment within the labor market, accompanied by a corresponding rise in the number of individuals actively seeking job opportunities. This study aims to examine the various elements contributing to poverty and unemployment and formulate an integrated and sustainable model for poverty reduction and lowering unemployment in urban areas. The data collection technique uses a concurrent mixed method through questionnaires distributed to the public by purposive random sampling of 215 informants and Focus Group Discussions with relevant stakeholders in Palembang City in November 2022. The results of the study found that four factors contribute to poverty in Palembang City: education level, economic growth, health, and labor force participation rate. The level of education is the most dominant factor that plays a role in the occurrence of poverty and unemployment in Palembang City. The strategy formulated is the provision of educational scholarship programs for poor families at the primary and secondary education levels through the utilization of operational costs. It can be concluded that education has a big role in reducing poverty and unemployment, so it is important to invest in education. Investment in education, including improved access and quality of education, can help address issues of poverty and unemployment by giving individuals better opportunities for decent work.
