Abstract

This article discusses three main aspects of education policy in Indonesia: education policy analysis, Government Employee with Work Agreement (PPPK) policy, and Teacher Mobilization policy. Education policy analysis is an intellectual and practical process that focuses on the creation, critical assessment, and communication of knowledge related to education policy to resolve various problems. Teachers have an important role in developing students' cognitive, affective and psychomotor aspects and function as facilitators, processors and educational planners. The PPPK policy aims to improve the welfare of honorary teachers by raising salary standards and providing more secure job status. However, this policy also has negative impacts such as a shortage of students in private schools due to the transfer of teachers to state schools. The Teacher Mobilization Program is designed to improve teacher competency through training that focuses on 21st century learning and Pancasila education. Mobilizing Teachers are expected to be agents of change in the education ecosystem, promoting innovation, creativity and student-centered learning. Through analysis of education policies, PPPK policies, and the Teacher Mobilization program, this article highlights the important role of teachers in education as well as the challenges and opportunities faced in efforts to improve the quality of education in Indonesia.

Abstract

The issues of teacher shortages and employment status disparities have become central concerns in Indonesia’s education system. The government responded with two major policies: the appointment of non-permanent teachers through the Government Employees with Work Agreements (PPPK) scheme and the Transformational Teacher program, which offers a direct pathway to school leadership positions. This article critically analyzes the implementation of both policies in terms of fairness, professionalism, and their impact on the educational ecosystem. The findings reveal that while the PPPK policy provides legal status and improved welfare for non-permanent teachers, it also causes a shortage of teachers in private schools due to large-scale transfers to public schools. Meanwhile, appointing Transformational Teachers as school principals introduces new leadership opportunities but also sparks social tension due to career acceleration that bypasses traditional hierarchical processes. This study recommends a comprehensive evaluation of both policies to ensure they are fair, accountable, and aligned with the actual needs in the field.

Abstract

Education is a fundamental right of every citizen and is also categorized as a public good, which the state is responsible for fulfilling. Therefore, education policy cannot be separated from the framework of public policy. This article examines the formulation, implementation, and evaluation processes of education policy from a public policy perspective, while also linking it to the role of educational management on a macro scale. Using a descriptive-qualitative approach, this article discusses the principles of educational management, the stages of policy formation, and the challenges faced during its implementation in Indonesia. The findings indicate that education policy, as an integral part of public policy, requires multi-stakeholder involvement and a multidisciplinary approach in order to respond to societal needs fairly and equitably. It is hoped that this study will contribute to a better understanding and strengthening of education policies that are more responsive and oriented toward social justice.

Abstract

In the midst of increasingly tight competition between educational institutions, schools are required to be able to maintain their existence by improving the quality of service and appropriate marketing strategies. Student satisfaction is an important indicator in assessing the success of educational institutions, including Vocational High Schools (SMK) which have a strategic role in producing competent and work-ready human resources. This study aims to analyze the effect of marketing mix and service quality on student satisfaction at SMK Nusantara Weru Cirebon, both partially and simultaneously. The method used is quantitative with a survey approach to 88 respondents, determined using the Slovin formula. The research instrument is a questionnaire that has been tested for validity and reliability. Data analysis was carried out through multiple linear regression using SPSS. The results of the study indicate that the marketing mix and service quality have a significant effect on student satisfaction. Simultaneously, the two variables explain 70% of the variation in student satisfaction, while the rest is influenced by other factors outside this study. These findings emphasize the importance of effective marketing strategies and improving service quality in increasing student satisfaction.

Abstract

This study aims to analyze vocational education policy in Indonesia in the context of Artificial Intelligence (AI) disruption and to examine its implications for the implementation of the Merdeka Curriculum. Employing a descriptive qualitative approach and content analysis of policy documents, scholarly publications, and research reports, this study explores the dynamics of vocational education policy in response to the digital transformation driven by AI. The findings reveal that Indonesia's vocational education policy is still in its early stages of integrating AI technologies into curricula and instructional practices. Although the Merdeka Curriculum offers flexibility, it has not yet systematically incorporated AI-related competencies, leaving graduates inadequately prepared for the increasingly digitized labor market. Compared to countries such as Germany and South Korea, Indonesia lags behind in establishing AI-based vocational training through strong industry-education collaboration. To address these challenges, three strategic actions are recommended: revising the curriculum to include AI literacy, strengthening industry partnerships through dual training programs and teacher certification, and investing in equitable digital infrastructure. This study offers both conceptual and practical contributions to the development of adaptive, responsive, and future-oriented vocational education policies in the era of technological disruption.

Abstract

This study aims to explore the concept and implementation of Deep Learning (DL) in the context of character-based education. Amid the growing urgency of character education in shaping a generation with integrity, advancements in information technology present new opportunities to design more adaptive and contextual learning approaches. DL, as a branch of artificial intelligence, possesses the capability to analyze large-scale digital data and automatically identify behavioral patterns and expressions of character values. This research employs a literature review using a descriptive qualitative approach, analyzing scientific literature from journals and academic publications published between 2015 and 2025. The findings indicate that DL can be utilized to detect learners’ behaviors, emotional expressions, and moral responses across digital media in a contextual manner, thereby supporting formative assessments and data-driven interventions in character education. However, challenges such as algorithm interpretability, data bias, and ethical concerns remain significant. Therefore, the study recommends the application of Explainable AI (XAI) frameworks and multidisciplinary collaboration to ensure that DL is implemented in ethically responsible and pedagogically meaningful ways. These findings offer both theoretical and practical contributions to the development of character learning models aligned with the demands of the digital age.
