Abstract

This paper discusses efforts to strengthen policy implementation in handling COVID-19 in the tourism sector in Indonesia as a form of strengthening every tourism policy. This study uses the grindle concept to identify Policy Content and Implementation Context in Handling COVID-19 in the Tourism Sector of Bintan Regency. The method used is a qualitative approach including data collection techniques, observation, interviews, and documentation so that the data obtained are tested using NVivo 12 Pro, then analyzed with a triangulation approach. The results of the study indicate that the emphasis on handling COVID-19 in the tourism sector in the Regency needs to be strengthened by existing stakeholders, meaning that on the Policy Content side it consists of the interests affected, types of benefits, degree of change, location of decision making, program implementation and resources used. still focused on central regulations and rules so that local government authorities cannot initiate policy strategies for handling COVID-19 in the tourism sector in Bintan Regency. showed a good contribution in handling COVID-19 in the tourism sector in Bintan Regency.

Abstract

This research aims to explain the Implementation of the Public Service Mall Policy in the Regent’s Regulation No 17 of 2019 concering to Implementation of the Nganjuk Regency Public Service Mall which was analyzed using George Edwars III’s policy implementation theory and the theory of Public Service Standards based on Law No. 25 of 2009 concering to Public Service. The results showed that the implementation of the Nganjuk Public Service Mall policy was still not optimal. This is evidenced by the attitude of implementing policies that have not resumed operation at the Nganjuk Public Service Mall after the Covid-19 pandemic. Then the policy communication process has not been carried out optimally, so that the information received by the public is not evenly distributed. On the other hand, the successful implementation of the Nganjuk Public Service Mall policy can be seen in terms of resources, including human resources, and the facilities.

Abstract

Improving national defense can be done by strengthening the national defense industry. A strong defense industry will produce modern and sophisticated military equipment according to user needs. The large number of military equipment imported from abroad requires efforts to increase the domestic defense industry to meet the needs of military equipment to increase defense capabilities. The purpose of this study is to analyze strategies and programs for the development of the defense industry and to analyze several factors that play a role in the development of the national defense industry. The collection technique in this research is through Focus Group Discussion, the results of which are input for SWOT and AHP analysis. The results of the SWOT analysis show that the defense industry has a strong category of competitiveness, and has a high opportunity to be developed because it has its own market. The three main factors for the sustainability of the defense industry are: the capability of the defense industry, the quality of its human resources, and the accuracy of delivery.

Abstract

This study aims to measure the effectiveness of Financial Information Systems at the State University of Malang in 2019. Respondents in this study are UM stakeholders, namely system operators, system technicians and information users. Data collection using a questionnaire. The analysis used is Partial Least Square Analysis which is operated through the Smart PLS program. The results showed that there was no influence between the Quality of the System on Use in the information user and technician groups, conversely in the system user group there was an influence. There is an influence between Service Quality on Use in the information and technical user groups, conversely in the system user group there is none. There is no effect of system quality, information quality, and service quality on user satisfaction. There is an influence between users on user satisfaction on the group of users of information and systems, conversely there is no influence on the group of technicians. There is an influence between users on net benefits. There is an influence between user satisfaction on net benefits in the information user group and the system, conversely in the engineering group there is no influence.

Abstract

Student satisfaction is important for some students besides student loyalty which can be influenced by several factors, one of which is the quality of service and infrastructure which students are also expected to create a good campus atmosphere. This study aims to determine whether the quality of service and infrastructure has an effect on student satisfaction through student loyalty at the Faculty of Administrative Sciences, Universitas Brawijaya Malang. This research method is a quantitative method using SPSS 22 for Windows. The type of data collection used is primary data in the form of data collected through filling out questionnaires distributed to 100 students using a research scale, namely the Likert scale. The data analysis used is path analysis. , validity test, reliability test, classical assumption test, Sobel test, F test, and t test. The results of this study indicate that the value of t count (2.115 and 2.403 ) > t table (1.984), F arithmetic value (60.685 and 25.923) > F table (3.09). This means that either simultaneously or partially there is a significant influence on service quality and infrastructure has a direct influence on student satisfaction, service quality and infrastructure have a direct influence on student loyalty. Student loyalty as an intervening variable can mediate the indirect effect of service quality and infrastructure on student satisfaction.

Abstract

This research aims to find out the management model of biodiesel based on used cooking oil in East Java. In this study, researchers used a research method with a qualitative approach. The result of this research is that the management of biodiesel based on used cooking oil in East Java technically, no special field handles these problems, so the relationship between related agencies could have gone better. In the research findings in the field, the current model still needs to improve. The use of interpretive qualitative methods was to provide satisfactory information related to the required aspects of the research and for researchers to closely assess the respondents' views on the challenges of recycling used cooking oil to produce biodiesel. The management of used cooking oil-based biodiesel in East Java technically does not have a special field that handles this problem, so relations between related agencies do not run well. In the policy-making process, there has also yet to be an adjustment to the existing characteristics of society, resulting in the policy for managing used cooking oil-based biodiesel not being optimal. Abstract

The successful development of the national tourism sector is the result of positive trends at the regional level, including East Java Province. As stipulated in Law No. 6/2014, the government grants special rights and authorities to villages, referred to as village autonomy. This research examines the implementation of the tourism village policy in Pujon Kidul Tourism Village, Malang Regency, which has been developing for 10 years. After the COVID-19 pandemic, the number of tourists and PAD decreased, so a marketing strategy and revitalization of tourism potential were needed. This research uses Grindle's (1980) framework and Collaborative Governance Plus Multi-Helix. A qualitative-descriptive approach was used by the researcher to find primary and secondary data. The results show that the tourism village policy has run as expected with alignment between implementers and target groups, without resistance. In addition, policy implementation is participatory with the support of internal and external resources. However, it is still necessary to increase the level of community compliance to maximize the benefits of the policy, as well as adaptive strategies to maintain the sustainability of tourism in Pujon Kidul.

Abstract

BUMDes is institutionalized in regulations at the central level. Although its presence is not mandatory, BUMDes is expected to improve the welfare of village communities. Many villages already have BUMDes, including Plajan Village, Tuban Regency. Several obstacles that focus on participation and human resource capabilities have caused BUMDes in the village to not run. This service method is implemented in the form of a training workshop, by providing material on institutional arrangements or BUMDes management and strengthening the ability to capture business opportunities for BUMDes managers. The results of the evaluation before the workshop for participants showed that managers did not have sufficient understanding of BUMDes regulations and management, and were weak in capturing business opportunities. After the training, the participants improved in their understanding, but the results of the evaluation one month after the workshop showed that there was no follow-up by them in the village government. This means that the commitment of BUMDes managers is also weak

Abstract

Perkembangan digitalisasi yang pesat telah memberikan dampak besar terhadap penyelenggaraan kegiatan pemerintahan. Salah satunya dalam kegiatan lingkup desa yang lambat laun terjadi peralihan fokus pengembangan desa dengan digitalisasi. Hal ini sebagai upaya untuk mendukung pemerataan digitalisasi serta sebagai bentuk penyesuaian pemerintah desa di era perkembangan digitalisasi dan globalisasi yang sangat pesat. Artikel ini mengkaji mengenai transformasi digital desa dan implikasinya terhadap pembangunan berkelanjutan dengan pendekatan literature review. Metode analisis yang digunakan melalui studi literatur dari penelitian terdahulu yang bersumber dari jurnal ilmiah yang memiliki relevansi terkait identifikasi potensi, tantangan dan dampak implementasi teknologi digital dalam konteks desa. Hasil kajian artikel ini menemukan bahwa transformasi digital desa secara garis besar terbagi ke dalam tiga aspek yakni teknologi, pemberdayaan lokal dan pengembangan kapasitas lokal. Selain itu dampak dari adanya transformasi digital desa yakni meningkatkan efisiensi dan layanan publik, mempermudah akses informasi, meningkatkan partisipasi masyarakat, mengembangkan kemampuan digital masyarakat desa dan mengurangi kesenjangan digital. Adapun kaitannya dengan pembangunan berkelanjutan (SDGs) transformasi digital desa berkaitan erat dengan poin SDGs nomor 8, 9, 10, 17 dan 18.  Hasil dari kajian artikel ini berhasil mengungkapkan bahwa adanya transformasi digital desa bisa menjadi langkah strategis pembangunan desa yang lebih inklusif.
