Abstract

Organizational culture change in the healthcare sector has a significant impact on the quality of services provided. In a dynamic environment, healthcare organizations must be able to adapt their internal culture to face new challenges, such as technological developments, regulatory changes, and increasing expectations from patients and the public. This study aims to explore the effect of organizational culture change on the quality of healthcare services through a systematic literature review. The methodology used is the Systematic Literature Review (SLR) with data analysis from various relevant studies. The results show that cultural change that supports employee engagement and focuses on patient satisfaction can improve operational efficiency and service quality. However, challenges such as resistance to change and limited resources remain obstacles that must be overcome. The conclusion of this study emphasizes that organizational culture change is not only a strategic step to improve service quality, but also a long-term investment that can improve employee engagement and patient satisfaction.

Abstract

One of the functions of customs and excise is as a community protector that aims to protect the public from importing dangerous goods into Indonesia. On the other hand, customs as a government institution is closely related to public services because one of the government's responsibilities is to provide services to stakeholders/society. Supervisory activities carried out by customs and excise as a function of the community protector are closely related to public services. Therefore, the principles of good governance must be applied in supervisory activities. This paper aims to analyze the supervision activities carried out by Customs and Excise based on the principles of good governance. The type of research used in this research is qualitative research, which uses interviews, observation, and documentation. Based on the research results, the supervision activities carried out by the Customs and Excise Intelligence Analyst have not fully implemented good governance, especially in transparency, responsiveness, consensus-oriented, equity inclusiveness, effectiveness, and efficiency.

Abstract

Indonesia has a high prevalence of smoking, which adversely affects public health, particularly children and pregnant women. Exposure to secondhand smoke is a significant risk factor for stunting among toddlers. This study evaluates the implementation of the Smoke-Free Area (SFA) policy in Malang City as a strategy to reduce smoke exposure and prevent stunting. A qualitative descriptive approach using Grindle’s policy implementation theory was employed to assess the roles of government, society, and the private sector. The findings indicate that while the SFA policy has been adopted across public and private sectors, enforcement effectiveness and household compliance remain low. Cultural factors, limited resources, and weak coordination pose significant challenges. Nevertheless, the stunting prevalence decreased from 25.7% in 2021 to 17.3% in 2023, suggesting that the policy has had a positive impact. Strengthening resources, education, and law enforcement is essential to enhance the policy’s effectiveness in preventing stunting.

Abstract

This study discusses the Navy's underwater defense development strategy, especially that of Koarmada II, to overcome challenges in maintaining national security in the ALKI II region, especially the submarine threat in connection with the formation of the AUKUS alliance. This research uses a qualitative method approach based on case studies. Quantitative methods will be used to assign weights to the internal and external factors affecting the development of the Navy's strength, using these weights, this research will identify the best strategy that can be used by Indonesia in facing these challenges. Data for this research will be collected through interviews, document analysis, and literature review. There are seven main informants, namely, the Operations Assistant of Koarmada II; Commander of Koarmada II Escort Ship Unit; Commander of Koarmada I Escort Ship Unit; Commander of Koarmada II Submarine Unit; Commander of KRI Raden Eddy Martadinata-331 Koarmada II Escort Ship Unit; Commander of Banyuwangi Navy Base; and Commander of KRI Ardadedali-404 Koarmada II Submarine Unit. SWOT analysis is used to identify and formulate several strategies for developing the strength of the Navy. SWOT analysis is used in the development strategy integrated with the threat corridor around the ALKI II region. The data validation process used is the Content Validation Index (CVI), to provide an analysis of the results in the SWOT questionnaire.

Abstract

The Directorate General of Customs and Excise has duties mandated by law, one of which is as a community protector. Community protection is the function of customs to protect the public against the entry of dangerous goods that are prohibited or restricted from importing by statutory provisions. In carrying out supervisory activities in carrying out the function of a community protector, it is necessary to analyze the supporting factors and inhibiting factors to achieve maximum tasks. The purpose of writing this paper is to find out the supporting factors and inhibiting factors in supporting the supervision activities carried out by customs in carrying out the community protector function in protecting the Indonesian people from the entry of dangerous goods. The author uses qualitative research methods with data collection techniques using interviews, observation and documentation. From the research conducted, it can be concluded that the supporting factors of supervision activities are the number of human resources, and the adequacy of supervision tools, all activities have used a computer service system. The inhibiting factors are not all people understand the provisions of customs, notification of imports of goods by self-assessment, intelligence analysis is still manual, limited human resources in intelligence analysts and potential safety threats to customs and excise officers.

Abstract

The Unitary State of the Republic of Indonesia (NKRI) is a country that is mostly archipelago. The era of globalization makes the state continue to evaluate its defense capabilities in the face of threats whose forms and patterns have changed, including the entry of dangerous goods. Customs and Excise is one of the law enforcers at sea, primarily related to supervising customs and excise activities. The purpose of writing this paper is to prevent strategies to prevent the illegal importation of dangerous goods in building national resilience by the role of customs and excise as a community protector by using 4 (four) strategy implementation factors, namely management, organizational structure, organizational culture, and organizational information systems. The author uses qualitative research methods with data collection techniques, such as interviews, observation, and documentation. From the research conducted, it can be concluded that the placement of employees has not included particular expertise, the existence of joint programs to maximize supervisory activities, the use of machines in supervisory activities, the leadership has encouraged organizational culture, the organizational structure is by the regulations, the creation of the AN.TA.RE.J.A application (analyzing, targeting and reporting for joint programs) in supporting supervisory activities.

Abstract

The WFH (Work from Home) policy has significantly changed the work landscape, particularly within governmental institutions. As organizations grapple with implementing this policy, they must navigate newfound disruptions and adapt to a new way of working. Understanding how this policy is executed sheds light on its impact on employee performance and whether the implemented work system is suitable. This study analyzed the relationship between WFH policy implementation and various factors such as work productivity, worklife balance, and overall apparatus performance, with a subsequent examination of gender moderation. Data were collected through a Google forms survey from January to February 2023, targeting all East Java Region's BPS (Central Bureau of Statistics) Regency/City personnel. Results indicate that the WFH policy enhances employee performance and productivity, both directly and indirectly. However, it also appears to diminish work-life balance. Overall, no significant differences are observed between genders regarding the implementation of WFH, whether in terms of performance, work productivity, or work-life balance, either directly or indirectly. The WFH policy emerges as a viable solution, particularly during the pandemic, offering workplace flexibility and ensuring employee health security

Abstract

Perkembangan digitalisasi yang pesat telah memberikan dampak besar terhadap penyelenggaraan kegiatan pemerintahan. Salah satunya dalam kegiatan lingkup desa yang lambat laun terjadi peralihan fokus pengembangan desa dengan digitalisasi. Hal ini sebagai upaya untuk mendukung pemerataan digitalisasi serta sebagai bentuk penyesuaian pemerintah desa di era perkembangan digitalisasi dan globalisasi yang sangat pesat. Artikel ini mengkaji mengenai transformasi digital desa dan implikasinya terhadap pembangunan berkelanjutan dengan pendekatan literature review. Metode analisis yang digunakan melalui studi literatur dari penelitian terdahulu yang bersumber dari jurnal ilmiah yang memiliki relevansi terkait identifikasi potensi, tantangan dan dampak implementasi teknologi digital dalam konteks desa. Hasil kajian artikel ini menemukan bahwa transformasi digital desa secara garis besar terbagi ke dalam tiga aspek yakni teknologi, pemberdayaan lokal dan pengembangan kapasitas lokal. Selain itu dampak dari adanya transformasi digital desa yakni meningkatkan efisiensi dan layanan publik, mempermudah akses informasi, meningkatkan partisipasi masyarakat, mengembangkan kemampuan digital masyarakat desa dan mengurangi kesenjangan digital. Adapun kaitannya dengan pembangunan berkelanjutan (SDGs) transformasi digital desa berkaitan erat dengan poin SDGs nomor 8, 9, 10, 17 dan 18.  Hasil dari kajian artikel ini berhasil mengungkapkan bahwa adanya transformasi digital desa bisa menjadi langkah strategis pembangunan desa yang lebih inklusif.
