Abstract

The high level of drug abuse that threatens social stability and national security is the background of this research. The urgency of the research lies in the need for cross-sector policy synergy to effectively tackle drug trafficking. This research aims to analyze the implementation of the prevention, eradication, abuse and illicit drug trafficking (P4GN) policy. This research uses a qualitative method with a descriptive-analytical approach, combining literature studies and in-depth interviews with relevant policy stakeholders. The results show positive impacts of the policy such as increased public awareness through the Drug Information Education Center (PIE), although there are still obstacles such as weak coordination between agencies and limited resources. Law enforcement by BNN and Polri shows significant progress, but needs to be balanced with strengthening rehabilitation programs for addicts. Implementation of this policy requires periodic evaluation, development of anti-drug module-based education, and community empowerment to strengthen overall national resilience.

Abstract

Indonesia is a maritime country with vast marine areas. Furthermore, Indonesia is also a country with the second-largest biodiversity in the world. Many endemic flora and fauna in Indonesia, some even endangered, are vulnerable to becoming illegal trade commodities, primarily through domestic and international sea routes. Therefore, endemic flora and fauna in Indonesia must be protected to prevent extinction. Customs is a community protector that monitors export activities through the law enforcement of CITES (Convention on International Trades on Endangered Species of Wild Flora and Fauna). This study aims to analyze the effectiveness of supervision carried out by Customs as a community protector in monitoring illegal wildlife exports through the prohibition and restriction supervision scheme at Tanjung Priok Port. The method used in this paper is qualitative research with a literature study approach. Based on the results of the data analysis that has been carried out, it can be concluded that customs have an essential role in the export of protected flora and fauna. For the supervision carried out by Customs to be effective and maximum, several steps are needed, including no collusion, computerization of services provided, and finally, implementing situational crime prevention against illegal wildlife trade.

Abstract

This study discusses the Navy's underwater defense development strategy, especially that of Koarmada II, to overcome challenges in maintaining national security in the ALKI II region, especially the submarine threat in connection with the formation of the AUKUS alliance. This research uses a qualitative method approach based on case studies. Quantitative methods will be used to assign weights to the internal and external factors affecting the development of the Navy's strength, using these weights, this research will identify the best strategy that can be used by Indonesia in facing these challenges. Data for this research will be collected through interviews, document analysis, and literature review. There are seven main informants, namely, the Operations Assistant of Koarmada II; Commander of Koarmada II Escort Ship Unit; Commander of Koarmada I Escort Ship Unit; Commander of Koarmada II Submarine Unit; Commander of KRI Raden Eddy Martadinata-331 Koarmada II Escort Ship Unit; Commander of Banyuwangi Navy Base; and Commander of KRI Ardadedali-404 Koarmada II Submarine Unit. SWOT analysis is used to identify and formulate several strategies for developing the strength of the Navy. SWOT analysis is used in the development strategy integrated with the threat corridor around the ALKI II region. The data validation process used is the Content Validation Index (CVI), to provide an analysis of the results in the SWOT questionnaire.

Abstract

The Directorate General of Customs and Excise has duties mandated by law, one of which is as a community protector. Community protection is the function of customs to protect the public against the entry of dangerous goods that are prohibited or restricted from importing by statutory provisions. In carrying out supervisory activities in carrying out the function of a community protector, it is necessary to analyze the supporting factors and inhibiting factors to achieve maximum tasks. The purpose of writing this paper is to find out the supporting factors and inhibiting factors in supporting the supervision activities carried out by customs in carrying out the community protector function in protecting the Indonesian people from the entry of dangerous goods. The author uses qualitative research methods with data collection techniques using interviews, observation and documentation. From the research conducted, it can be concluded that the supporting factors of supervision activities are the number of human resources, and the adequacy of supervision tools, all activities have used a computer service system. The inhibiting factors are not all people understand the provisions of customs, notification of imports of goods by self-assessment, intelligence analysis is still manual, limited human resources in intelligence analysts and potential safety threats to customs and excise officers.

Abstract

The Unitary State of the Republic of Indonesia (NKRI) is a country that is mostly archipelago. The era of globalization makes the state continue to evaluate its defense capabilities in the face of threats whose forms and patterns have changed, including the entry of dangerous goods. Customs and Excise is one of the law enforcers at sea, primarily related to supervising customs and excise activities. The purpose of writing this paper is to prevent strategies to prevent the illegal importation of dangerous goods in building national resilience by the role of customs and excise as a community protector by using 4 (four) strategy implementation factors, namely management, organizational structure, organizational culture, and organizational information systems. The author uses qualitative research methods with data collection techniques, such as interviews, observation, and documentation. From the research conducted, it can be concluded that the placement of employees has not included particular expertise, the existence of joint programs to maximize supervisory activities, the use of machines in supervisory activities, the leadership has encouraged organizational culture, the organizational structure is by the regulations, the creation of the AN.TA.RE.J.A application (analyzing, targeting and reporting for joint programs) in supporting supervisory activities.

Abstract

The Multi-Helix Innovation Model offers a comprehensive framework for addressing complex issues through the collaboration of various stakeholders, including government, private sector, academia, and civil society.  This study explores the application of the Multi-Helix Innovation Model as a policy instrument in the development and governance of Pujon Kidul Tourism Village, Indonesia. It examines how stakeholder collaboration shapes tourism policies, improves resource management, and fosters economic growth, facilitating sustainable development, innovation, and community participation. Using a descriptive qualitative method, the research identifies gaps in the implementation of collaborative governance, particularly in the underutilization of media and other stakeholders. By integrating Grindle's policy implementation theory and the Collaborative Governance Plus Multi-Helix framework, this study fills a research gap and provides a comprehensive approach to rural tourism development. The study concludes that the Multi-Helix Innovation Model offers a promising framework for enhancing tourism competitiveness while preserving local culture and environment, guiding future policy for sustainable rural development.

Abstract

Banyuwangi teaching program is implemented on the basis that schools in areas with difficult access levels (called Detas schools), lacked of teachers, so that the learning process not able to walk properly, the problem appears because of the moratorium on civil servants. In addition, the school's operational support funds too few, so it is impossible to add auxiliary teachers at the school because of the salary is too few. Therefore, in 2014 Department of Educational Banyuwangi Regency implement Banyuwangi teaching program to overcome the problem.Implementation of Banyuwangi teaching program in Banyuwangi Regency was conducted by Banyuwangi Teaching Team (Department of Educational Banyuwangi Regency) along with assigned volunteers to Detas schools. For maximum benefits, Department of Educational Banyuwangi Regency should be provide training to volunteers in order to have the provision when commissioned and the addition of the budget so it is capable of assigning many volunteers in schools Detas in Banyuwangi Regency.

Abstract

Waterfront project toward urban redevelopment has become common in many countries, including Indonesia. Based on the field survey and documents research in Banjarmasin, during 2016 to 2017, this study aims to evaluate the urban waterfront redevelopment. This study revealed that there are three phases of Banjarmasin waterfront redevelopment process, namely river normalization, creating a new economy, and rediscovering identity. Findings suggested that Banjarmasin government has attained success in both the physical development and the maintenance of the traditional river culture as Banjarmasin’s image. Another finding also suggested that decentralization has a part to play in the Banjarmasin waterfront process, because Banjarmasin government gives more attention on waterfront projects, by allocating a huge budget for this purpose.

Abstract

This study aims to find out the public procurement process before and after the implementation of e-procurement in Magelang City Government and to assess whether the implementation of e-procurement has been or not improved in Magelang City Government.  This study investigates cost efficiency, time efficiency and other aspect of  efficiency in comparison with conventional procurement. This comparative study is useful to explain the procurement process before and after the implementation of e-procurement.  The implementation of public procurement using e-procurement is more efficient compared with conventional procurement. There are problems that hinder the process of public procurement. The problem in the implementation of procurement in Magelang City is human resources. These problems prevented improvements in procurement in Magelang City.

Abstract

University role in supporting internationalization is considered necessary to be implemented because the issue of internationalization is one of the impact of globalization, not only in the field of information technology but also in education. Brawijaya University has committed to become a world-class university through its policies to support the goal of Universitas Brawijaya become World Class University. To reach that stage, the internationalization policy adopted by UB must be truly targeted. The results of the research indicate that the assessment of the implementation of UB's internationalization policy in terms of inputs, processes and outputs indicates the inefficiency of the implementation of the policy because it has not balanced the input, process, and the results obtained, while several obstacles found in the process of Internationalisation.
