Abstract

Proyek konstruksi sering mengalami keterlambatan pelaksanaan dan pembengkakan biaya yang memengaruhi kinerja proyek. Penelitian ini bertujuan mengevaluasi kinerja waktu dan biaya menggunakan metode Earned Value Management (EVM) serta mengidentifikasi faktor dominan penyebab keterlambatan proyek. Penelitian menggunakan pendekatan studi kasus deskriptif kuantitatif pada Proyek Pembangunan Gedung Parkir Kejaksaan Negeri Tanjung Perak Surabaya. Data diperoleh dari sumber primer dan sekunder, kemudian dianalisis menggunakan indikator Planned Value (PV), Earned Value (EV), Actual Cost (AC), Schedule Performance Index (SPI), dan Cost Performance Index (CPI). Hasil penelitian menunjukkan bahwa pada minggu ke-12 proyek mengalami keterlambatan jadwal dengan nilai SPI sebesar 0,964 (<1), yang mengindikasikan bahwa progres pekerjaan lebih rendah dibandingkan target yang direncanakan. Faktor dominan penyebab keterlambatan adalah pengaruh cuaca dengan nilai loading factor sebesar 3,94. Sementara itu, kinerja biaya proyek menunjukkan kondisi yang efisien dengan nilai CPI sebesar 1,127 (>1), yang berarti biaya aktual lebih kecil dibandingkan nilai pekerjaan yang diperoleh. Penelitian ini menyimpulkan bahwa meskipun proyek mengalami keterlambatan waktu, pengelolaan biaya proyek masih berjalan secara efisien.

Abstract

The Gelora Ahmad Yani Infrastructure Project in Mojokerto experienced delays from week 5 to week 7, which could extend the project duration and increase construction costs. These delays required a measurable time and cost control evaluation to ensure more efficient project completion. This study aimed to determine the most optimal acceleration alternative for the project using the Time Cost Trade Off (TCTO) method. The research data consisted of the Budget Plan, project schedule, progress reports, working-hour data, and heavy equipment data. The analysis was conducted on critical path activities by comparing acceleration scenarios involving 1, 2, 3, and 4 hours of overtime work and the addition of a mini roller. The results show that the normal project condition had a duration of 90 days with a total cost of IDR 870,542,000.00. The most optimal alternative was the addition of heavy equipment, which produced a final duration of 25 days, representing an acceleration of 65 days or 72.22%. The total project cost decreased to IDR 843,848,152.79, with a saving of IDR 26,693,847.21 or 3.07% compared with the normal cost. Therefore, adding a mini roller is recommended as a more effective acceleration strategy, particularly for critical paving activities.

Abstract

The Pharmacy Building of Jombang Regional General Hospital is a four-story reinforced concrete building used primarily for pharmaceutical storage and office activities, requiring adequate structural strength and seismic resistance. This study aims to design the building’s upper structure using a Special Moment Resisting Frame (SMRF) based on SNI 1726:2019, SNI 1727:2020, and SNI 2847:2019. A quantitative structural design approach was employed, including preliminary member sizing, gravity and seismic load determination, three-dimensional modeling, response spectrum analysis, equivalent static force control, member capacity design, and seismic detailing. The results indicate that the building is classified as Seismic Design Category D on medium soil. The structural model achieves at least 90% modal mass participation. The design base shear is 2,834.37 kN in both principal directions after scaling. The floor slab is 120 mm thick with Ø12–200 reinforcement, while the main beam B1 is 500 × 700 mm with 6D22 longitudinal reinforcement at the support and 3D22 in the span. The main column K1 is 600 × 600 mm with 16D22 longitudinal reinforcement. Inter-story drift, column capacity, and the strong-column weak-beam requirement satisfy the adopted design criteria. The resulting design provides a practical basis for structural detailing and working drawings of earthquake-resistant pharmacy buildings.
