Abstract

This community service program aims to increase the capacity of MSMEs in North Rupat through a comprehensive approach that includes digital skills training and strengthening business management. There are three main problems faced by business actors: first, the low mastery of digital technology; second, less attractive product packaging; and third, marketing strategies that are not yet effective. To overcome this, this program is designed with four main focuses, namely digital marketing, packaging development, creative content creation, integrated business management, and business communication skills development. The implementation uses a hybrid method that combines face-to-face meetings with online mentoring. This program began with a needs survey and focus group discussions (FGD) to prepare training materials that are right on target. The results include improving the quality of digital marketing content, improving product packaging design, and expanding marketing networks which have an impact on increasing business turnover. In the long term, this program is expected to create MSMEs that are independent, highly competitive in the digital era, and able to reach a wider market, including cross-regional markets. In addition to solving technical problems, the program is also committed to building a sustainable business ecosystem through a holistic empowerment approach. This service activity is also inseparable from the role of students in the assistance that is carried out, this activity is expected to make MSMEs understand how to technically use applications in smartphones to produce content, understand how to make attractive packaging designs based on local wisdom and can take advantage of various new media and social media to implement digital marketing. For this reason, cooperation in various teams is needed in the implementation of midwifery.

Abstract

Public service is the most visible measure of government performance. The public can directly assess a government's performance based on the quality of public services received, as this quality is felt by all levels of society. Success in establishing professional, effective, efficient, and accountable public service performance is crucial. Therefore, the government must adhere to laws and continually strive to improve the quality of public services. The purpose of this study was to determine the implementation of public service principles in building approvals at the Pekanbaru City Public Works and Public Housing Agency (DPMPTSP) in 2023, referring to Mahmudi's (2007) theory of public service principles: procedural simplicity, clarity, timeliness, completeness of facilities and infrastructure, ease of access, and discipline, politeness, and friendliness. This research is a descriptive qualitative study with primary and secondary data sources. Data collection techniques used were interviews and documentation. Data analysis techniques included data reduction, data presentation, and conclusion drawing. The results of this study are that the application of public service principles in PBG in Pekanbaru City has been implemented and the Pekanbaru City government has also begun to improve its services in building permit services, but it has not been running perfectly because there are several indicators that are still difficult for the public to understand and are not implemented properly by the Pekanbaru City DPMPTSP. Abstract

Stunting merupakan kondisi gagal tumbuh pada anak usia di bawah lima tahun atau balita yang disebabkan oleh kekurangan gizi secara kronis dan terus menerus. Stunting berkaitan dengan Sustainable Development Goals (SDGs) tujuan kedua yakni zero hunger. Penyebab stunting diantaranya karena faktor kondisi sosial dan ekonomi, gizi ibu saat hamil, kesakitan pada bayi, dan kurangnya asupan gizi pada bayi. Stunting di Indonesia menjadi isu yang sangat diperhatikan oleh pemerintah, salah satunya oleh Pemerintah Kabupaten Rokan Hulu yang memiliki prevalensi stunting tinggi. Penelitian ini berlokasi di Desa Rambah Samo Kecamatan Rambah Samo Kabupaten Rokan Hulu. Tujuan dari penelitian ini adalah untuk mendeskripsikan peran desa dalam pencegahan stunting di Desa Rambah Samo. Metode dalam penelitian ini menggunakan pendekatan kualitatif dan jenis penelitian deskriptif kualitatif. Teori yang digunakan yakni teori peran dari Ryass Rasyid dengan 3 indikator 1) regulator, 2) dinamisator, dan 3) fasilitator. Hasil dari penelitian ini berdasarkan teori Ryass Rasyid dapat dilihat pada indikator regulator peran desa belum menetapkan peraturan desa dan belum mengalokasikan dana dengan baik. Dari indikator dinamisator terlihat bahwa peran Desa Rambah Samo sudah melaksanakan kegiatan sosialisasi dan pendampingan yang berjalan dengan baik dengan didampingi oleh Puskesmas Rambah Samo I, bidan desa, dan kader posyandu. Pada indikator fasilitator, peran desa sudah terlaksana dengan memberikan fasilitas kepada setiap posyandu dan memberikan fasilitas untuk sosialisasi. Kesimpulan dari penelitian ini yakni peran Desa Rambah Samo Kecamatan Rambah Samo Kabupaten Rokan Hulu masih kurang maksimal, dapat dilihat dari indikator regulator.Kata Kunci : Peran, Desa, Stunting

Abstract

The slow administrative process, lack of public participation in decision-making, and low transparency and accountability in public financial management are the main problems in public services in Sungai Limau Village, Pusako District, Siak Regency. One of the efforts to improve the service system that still faces various challenges is through the implementation of good governance. This study aims to examine the implementation of good governance in public services in Sungai Limau Village, Pusako District, Siak Regency. This study uses the Focus Group Discussion (FGD) research method. The data collection method in this study involves a review of literature. After the data is collected, the analysis is carried out by filtering relevant data, presenting the data, and finally making conclusions. The findings of the study indicate that the application of good governance principles can accelerate public services at the village level, as seen in Sungai Limau Village, Pusako District, Siak Regency. Therefore, the recommendation that can be taken from this finding is the importance of implementing good governance principles consistently to enhance the standard of public services and boost community engagement and satisfaction.

Abstract

Community Based Tourism (CBT) is a key strategy for sustainable tourism development, particularly in areas rich in natural and cultural resources such as North Rupat Sub-District, Bengkalis Regency. Despite its designation as a National Tourism Strategic Area, CBT implementation in North Rupat continues to face challenges including inconsistent community participation, limited mentoring, and weak program sustainability. This study employs a qualitative approach within the pentahelix framework government, academia, business, community, and media to analyze stakeholder roles in tourism development. Data were collected through in-depth interviews with eight purposively selected informants directly involved in tourism activities, supported by participant observation and documentation. Data were analyzed using the Miles and Huberman interactive model through stages of data reduction, presentation, and conclusion drawing. The findings reveal that while all actors contribute to tourism development, weak coordination and limited long-term mentoring hinder the effectiveness and sustainability of CBT initiatives. This study contributes by applying the pentahelix collaboration model to the context of North Rupat for the first time, integrating it with the concept of community based tourism. Strengthening community capacity, adaptive governance, and cross-sector collaboration is essential to achieving sustainable tourism development and inclusive local economic growth.

Abstract

Unemployment alleviation is one form of implementation of Mandatory Government Affairs that must be carried out by every local government. High unemployment impacts the economy, social, and psychological aspects of the community.Bengkalis Regency has established employment regulations, such as Regional Regulation Number 3 of 2012, Regent Regulation Number 38 of 2021, and Regional Regulation Number 3 of 2022, which require companies to prioritize local workers.The Manpower and Transmigration Office is authorized to organize training, expand employment opportunities, and build industrial relations. This study aims to determine the role of the Bengkalis Regency Government in managing the local workforce from 2022 to 2023. The theory used is the theory of the government's role as a regulator, dynamic agent, and facilitator proposed by Ryaas Rasyid.This study uses a descriptive qualitative approach with interview and documentation techniques. Data analysis was carried out through the stages of collection, reduction, presentation, drawing conclusions, and verification. The research location includes Bathin Solapan, Mandau, and Pinggir Districts in Bengkalis Regency. The results of this study indicate that the role of the Bengkalis Regency Government in managing the local workforce in 2022-2023 is still not optimal. As a regulator, the Manpower and Transmigration Office has implemented Regional Regulation No. 3 of 2022 through various strategies and programs, but has not been accompanied by technical regulations in the form of a Regent's Regulation, so that enforcement of the regulation is not optimal. .
