Abstract

The slow administrative process, lack of public participation in decision-making, and low transparency and accountability in public financial management are the main problems in public services in Sungai Limau Village, Pusako District, Siak Regency. One of the efforts to improve the service system that still faces various challenges is through the implementation of good governance. This study aims to examine the implementation of good governance in public services in Sungai Limau Village, Pusako District, Siak Regency. This study uses the Focus Group Discussion (FGD) research method. The data collection method in this study involves a review of literature. After the data is collected, the analysis is carried out by filtering relevant data, presenting the data, and finally making conclusions. The findings of the study indicate that the application of good governance principles can accelerate public services at the village level, as seen in Sungai Limau Village, Pusako District, Siak Regency. Therefore, the recommendation that can be taken from this finding is the importance of implementing good governance principles consistently to enhance the standard of public services and boost community engagement and satisfaction.

Abstract

Sexual violence is any act in the form of coercion or threats to have sexual intercourse, torture or sadistic acts, and leaving women after committing sexual violence. Sexual violence is related to Sustainable Development Goals (SDGs) number 5, namely Gender Equality. The causes of sexual violence include lack of education about women's rights, public discomfort, economic conditions, discrimination against women. The research objective is to describe the role of the Office of Women's Empowerment, Child Protection and Community Empowerment (DP3APM) in preventing and handling cases of sexual violence against women in Pekanbaru City in 2021-2023. The theory used is the role theory of Ryass Rasyid with 3 indicators 1) regulator, 2) dynamizer, and 3) facilitator. The method in this research uses a qualitative approach and descriptive qualitative research type. The results of this study are based on Riyas Rasyid's theory seen in the regulator indicator, the agency has not yet established a Decree (SK) in the formation of a task force for the prevention and handling of sexual violence against women. From the dynamic indicator, it can be seen that the agency has carried out socialization, but it is more focused on the crime of trafficking in persons (TPPO). In the facilitator indicator, the agency's role in providing services has been carried out, but it still lacks human resources in carrying out its duties. The conclusion of this research is that the role of DP3APM Pekanbaru City is still not optimal in preventing and handling sexual violence against women, as can be seen from the regulator, dynamizer and facilitator indicators. Abstract

This research is motivated by the village head election which was held simultaneously for the first time in Tasik Serai Barat Village, Talang Muandau District, Bengkalis Regency. The Village Head Election held in Tasik Serai Barat Village aims to elect the village head for the 2017-2023 term. In its implementation, it was found that things were not in accordance with the village head election process conducted for the first time by Tasik Serai Barat Village in 2017. Namely, the re-election of votes caused by objections from three candidates for the temporary village head has been determined by the winning committee in the village head election in Tasik Serai Barat Village. This study aims to determine the causal factors and dispute resolution of the village head election in Tasik Serai Barat village, Talang Muandau sub-district, Bengkalis Regency for the 2017- 2023 period. The research uses a qualitative approach with descriptive methods. The types of data are primary data and secondary data, primary data obtained directly from informants. While secondary data is supporting data or strengthening primary data. Data collection techniques are carried out by means of interviews and documentation. This research uses the theory of horizontal pluralism and vertical pluralism from Ramlan Surbakti, (2010), andthe theory of dispute resolution from Kartikasari SN. (2001). The results of this study indicate that the causes of the Village Head election dispute in Tasik Serai Barat Village are ethnic differences and the distribution of power, theresolution of the village head election dispute in Tasik Serai Barat Village is not well implemented and has not shown the existence of a settlement process that has been regulated in Bengkalis Regency Regional Regulation Number 9 of 2016 concerning Amendments to Bengkalis Regency Regional Regulation Number 7 of 2015 article 50 paragraph (3). Abstract

This research aims to analyze Collaborative Governance strategies in food diversification efforts in Rokan Hulu Regency, focusing on the regional food policy context. Utilizing qualitative analysis with the Nvivo 12 Plus tool, it systematically processes interview and online media data, revealing key factors such as coordination (47.06%), trust (29.41%), and commitment to common goals (23.53%) that influence collaborative governance. The novelty lies in highlighting the low level of stakeholder commitment, linked to a lack of participation forums, which impacts local food consumption patterns still dependent on rice. While leadership and institutional design are identified as critical aspects of collaborative governance, this study advances the discourse by emphasizing the dominance of the government sector and the need for more balanced stakeholder involvement in program implementation. It also underscores the importance of developing alternative commodities like corn and cassava to enhance food diversification. This research contributes to the state of the art by offering timely insights into the practical challenges of collaboration, advancing both theoretical and applied aspects of governance in rural food security strategies.

Abstract

Real work lectures (kukerta) are a form of community service activity by students. In kukerta activities, students will go directly into the community, usually in certain villages or areas, to apply the knowledge they have acquired during their studies and make a positive contribution to the local community. This year, the MBKM kukerta is being held. The MBKM kukerta is a form of effort carried out by the University of Riau in an effort to develop students' soft skills in terms of social life, organization, managing resources, managing differences, building empathy and concern for society. Riau University's real work lecture activity (Kukerta MBKM), namely the People's Festival, was held in hamlet 2, Teluk Mosque village, precisely under the bridge. Before the event was held several times before, we had made an invitation letter which we distributed to the Head of Sungai Apit Subdistrict, the head of the Teluk Mesjid Village, all the RKs and RTs of Teluk Masjid Village, and the entire community of Teluk Masjid Village. The People's Festival activities in commemoration of Youth Pledge Day succeeded in increasing the interest and talent of the people of Kampung Teluk Masjid, especially in the fields of sports and Malay arts and culture.

Abstract

Tameran Village is one of the villages that is included in the category of independent villages, related to the availability of infrastructure also supports the welfare of the community, where in Tameran Village itself there are still many complaints from the community regarding the availability of inadequate infrastructure. There are still many potholed roads leading to residents' homes, while these roads are access for residents to earn a living and are a daily route for children to go to school, until now there has been no response from the Village government to try to fix the road. Even though the local government has provided assistance related to village financial assistance of 1 billion, in accordance with Bengkalis Regent Regulation Number 74 of 2021, Article 5 explains that 60% of the funds are used for village development or village infrastructure. The purpose of this study is to describe the Implementation of the Special Village Fund Assistance Policy in an Effort to Improve Infrastructure in Tameran Village, Bengkalis District in 2022-2024. In this study, the theory used is the theory of Edward George III, according to him there are four variables in the policy itself, namely communication, resources, disposition or attitude of the implementer and communication structure. The four variables must be implemented simultaneously because one has a close relationship with the other. The results of this study indicate that the Implementation of the Special Village Fund Assistance Policy in Tameran Village has not been running optimally, because there are influencing factors such as communication, resources, position, and bureaucratic structure, which have caused the process of activities carried out by the village government to not be optimized properly. Abstract

This research is motivated by the rapid population growth in Pekanbaru City which raises the problem of slum areas. The Pekanbaru City Government is trying to overcome this problem through a slum revitalization program with the collaboration of government, community, and Tentara Manunggal Masuk Desa, but without involving the private sector as the ideal Collaborative Governance concept. This research aims to find out how government collaboration in slum revitalization in Pekanbaru city in 2023. This research uses a qualitative approach with descriptive methods. The types of data are primary data and secondary data, primary data obtained directly from informants. While secondary data is supporting data or strengthening primary data. Data collection techniques are carried out by means of interviews and documentation. This research uses the theory of collaborative governance from the theory of Hansell and gash (2008). The results of research and discussion regarding Collaborative Governance in Revitalizing Slum Areas in Pekanbaru City in 2023. Researchers can conclude that the Collaborative Governance process in revitalizing slum areas in Pekanbaru City has not been carried out optimally and has not shown strong collaboration between each stakeholder, this can be seen from the collaboration processes between the Public Housing and Settlement Areas Office, Community Self-Help Institutions and the 0301 Military District Command. Abstract

BUMDes (Village-Owned Enterprises) Permata plays an important role in the village economy. However, in its implementation, BUMDes Permata faces challenges in terms of financial record-keeping, accountability, and oversight, which have not been adequately addressed. This affects the capability and operational performance of BUMDes Permata in carrying out activities in accordance with Government Regulation No. 11 of 2021. This study aims to analyze the implementation of financial record-keeping, accountability, and oversight at BUMDes Permata, as well as to determine the extent to which operational standards are implemented in accordance with applicable regulations, particularly Government Regulation No. 11 of 2021. The research method used is qualitative, with descriptive data analysis. The type of data used includes primary data obtained from research informants and secondary data from related documents. The research was conducted at the BUMDes Permata office in Kampung Baru Sentajo Village, Sentajo Raya District, Kuantan Singingi Regency, from 2021 to 2023. The research results show that BUMDes Permata is not yet fully capable in terms of individual, organizational and business entity capacity. Based on Technical Skills, limited training efforts and lack of mastery of modern technology and structured accounting applications are obstacles. In Human Skills, even though there are communication and collaboration efforts, the interpersonal skills of management still need to be strengthened. Meanwhile, in Conceptual Skills, even though the understanding of organizational structure and business unit planning is good, there needs to be an increase in evaluation and system development to increase the management capacity of BUMDes in the future. Abstract

The development of information technology is inevitable, and has expanded to various aspects of our lives, one of which is the economic aspect in Indonesia. The economy is an aspect that needs to be considered in this all-digital era in order to continue to be able to grow and develop so that it can compete globally. One of the economic supporters in Indonesia is MSMEs. Therefore, MSME actors must be able to adapt and take advantage of information technology developments to improve their business fields. So it is necessary to hold Socialization of the use of digital technology for business actors in an effort to increase MSMEs in Tanjung Kuras Village, Sungai Apit District, Siak Regency. This devotion is carried out with the aim of improving MSMEs by providing insight and understanding to MSME actors so that they can be more independent, able to compete, able to take advantage of opportunities, able to take advantage of existing potential, able to innovate, wide market reach, facilitate transactions, and licensing/legality. The method used in this service activity is Participatory Rural Apraical (PRA). PRA is one of the methods in community empowerment that involves community participation. The result of this service is an increase in knowledge and skills and MSME actors who do not have business licenses, logos and banners now have them.
