Abstract

Abstract. Poverty is one of the fundamental issues in socio-economic development in Indonesia, which remains the main focus of regional policies. Variations in poverty levels between districts/cities in South Sulawesi Province reflect differences in development performance influenced by economic growth and the Human Development Index (HDI). This article aims to analyze the influence of these two factors on poverty using a Panel Data Regression approach with Heteroskedasticity-Consistent Estimator (Robust Standard Errors). Theoretically, this method was developed to produce parameter estimates that remain consistent even when classical assumptions are violated, particularly heteroskedasticity and cross-section unit correlation. The data used covers 24 districts/cities in South Sulawesi Province during the 2020–2024 period. The analysis was conducted using Fixed Effect (FE) and Random Effect (RE) models, accompanied by a Hausman test to determine the best model, as well as Pesaran CD, Breusch-Pagan LM, and Wooldridge diagnostic tests. The results of the article show that HDI has a negative and significant effect on poverty levels, while economic growth has no significant effect. The robust approach has been proven to increase the reliability of estimation results in socioeconomic data conditions that do not meet the assumption of homoscedasticity. These findings indicate that improving the quality of human resources through education and health is a key strategy in reducing poverty levels in South Sulawesi. Pendekatan Driscoll–Kraay meningkatkan reliabilitas estimasi dibanding robust konvensional.

Abstract

Abstract

Poverty is one of the main problems in regional economic development that requires in depth statistical analysis to understand the factors that influence it. This study aims to model the spatial dependence of the percentage of poor people in South Sulawesi Province in 2024 by considering the influence of the Human Development Index (HDI) and the Open Unemployment Rate (OUR). The analysis was conducted using three spatial regression model approaches, namely the Spatial Autoregressive Model (SAR), Spatial Error Model (SEM), and Spatial Autoregressive Moving Average Model (SARMA). The selection of the best model was based on the Akaike Information Criterion (AIC) and Bayesian Information Criterion (BIC) values. The results of the analysis show that the SARMA model has the smallest AIC and BIC values (AIC = 102.6484 and BIC = 109.7167), so it was selected as the best model to explain the variation in poverty between regions in South Sulawesi. Parameter estimates in the SARMA model show that HDI has a significant negative effect on the percentage of poor people (   ; ), while OUR has no significant effect ( ;   ). In addition, there is spatial dependence in both the dependent variable ( ) and the error component ( ), indicating the existence of interrelated poverty between regions. Thus, the results of this study confirm that an increase in HDI plays an important role in reducing poverty levels in South Sulawesi, and indicate the need for a development policy approach that considers spatial interrelationships between regions.

Abstract

The flash floods that struck Huta Godang Village significantly impacted the sustainability of community micro-enterprises, particularly women who were economically vulnerable after the disaster. This community service activity aimed to improve the business management capacity of women affected by the flash floods as a strategy for local economic recovery and strengthening. The approach used was participatory, empowerment-based mentoring through business management training and mentoring, covering business planning, simple financial management, and marketing strategies. The program targeted women micro-enterprises and female heads of households in Huta Godang Village. The program evaluated participants' pre- and post-mentoring conditions using descriptive statistical data. The results showed a significant increase in participants' managerial capacity, indicated by an increase in the proportion of participants who had business plans, maintained financial records, and implemented simple marketing strategies. Furthermore, some participants began to experience a gradual recovery in their business income and demonstrated increased economic independence. This activity demonstrated the effectiveness of post-disaster mentoring for women's business management in supporting community economic recovery and strengthening women's roles as actors in local economic development. Therefore, this mentoring model has the potential to be replicated in other disaster-affected areas with similar social and economic characteristics
