Abstract

Penelitian ini mengulas peran krusial lembaga keuangan dalam mendorong pertumbuhan usaha mikro dan kecil (UMK) di sektor perikanan di wilayah Aceh, Indonesia. Perikanan memiliki peran penting dalam pemenuhan kebutuhan pangan dan menciptakan lapangan kerja di wilayah pesisir. Namun, UMK di sektor perikanan menghadapi tantangan, seperti akses terbatas ke sumber daya finansial, manajemen keuangan yang kurang efektif, dan rendahnya akses ke layanan keuangan formal. Lembaga keuangan memiliki peran strategis dalam memberikan akses yang mudah terhadap sumber daya finansial, seperti kredit dan modal kerja, untuk membantu UMK meningkatkan kapasitas produksi, memperluas pasar, dan meningkatkan daya saing produk perikanan.  Analisis regresi linier menunjukkan adanya hubungan positif dan signifikan antara pembiayaan dari lembaga keuangan dengan pertumbuhan UMK di sektor perikanan di berbagai wilayah di Aceh. Kerjasama antara pemerintah, sektor swasta, dan lembaga keuangan menjadi kunci dalam menciptakan lingkungan yang mendukung pertumbuhan UMK di sektor perikanan. Upaya lebih lanjut, termasuk stimulus ekonomi berfokus pada sektor perikanan dan dukungan keuangan untuk kewirausahaan, akan membantu meningkatkan akses pembiayaan dan mendukung pertumbuhan ekonomi inklusif di wilayah tersebut

Abstract

Extreme economic assistance is assistance channeled by bappeda to the poor in Kaway XVI District with rupiah units in 2023. Ex- treme economic assistance is a form of financial assistance and re- sources provided to individuals, households, or countries experi- encing a severe economic crisis or emergency situation that threat- ens their lives and livelihoods. Assistance in the form of finances and resources provided to individuals, households, or countries ex- periencing severe economic crises or emergency situations that threaten their lives and livelihoods. The purpose of this study is to determine the effect of extreme economic assistance on commu- nity income before and after the assistance. The analysis used is simple regression analysis with dummy, to determine the linear re- lationship between one independent variable (X) and one depend- ent variable (Y). Based on the results of the t test Extreme Eco- nomic Assistance obtained a t-count value smaller than the t table, so extreme economic assistance has a positive but insignificant re- lationship to community income in Kaway XVI District, West Aceh Regency. Based on the results of the t test the Dummy vari- able obtained a t-count value greater than the t table, it can be con- cluded that extreme economic assistance has a significant positive relationship to community income in Kaway XVI District, West Aceh Regency. In the regression results the R-squared value is 0.360154. Where 36.02% of the variation in community income can be explained by the model (dummy variable assistance (D1) and the amount of extreme economic assistance (X)). The rest (63.98%) is explained by other factors not included in the model.

Abstract

The shift in the status of certain investments, such as the transition from private institutions to public ones, has a significant impact on enhancing the socio-economic landscape of a region. This transformation is evident in the southwest coast of Aceh, particularly in West Aceh District, where two private universities (Teuku Umar University and STAIN Meulaboh) were converted into state institutions, accompanied by the establishment of AKN Aceh Barat, a new state campus. This study aims to assess the social and economic characteristics of residents in housing complexes near West Aceh District's campus cluster in Aceh Province. The primary data for this study were collected from five points within these housing complexes, including Perumnas Alps, ADB Complex I and II, Griya Mahoni Housing, and Sanggamara Housing. A total of 100 households were surveyed using a simple random sampling method, and supplementary data were obtained from secondary sources. The findings indicate that, socially, a significant portion (22%) of residents in these housing complexes are civil servants, mainly working as lecturers or staff at the three campuses or nearby elementary and secondary schools. From a cultural perspective, 89% of the residents’ hail from Aceh, while 3% come from North Sumatra. Economically, the majority (38%) have a monthly income ranging from IDR 2,000,000 to 4,000,000, while 36% earn below IDR 2,000,000 per month. In conclusion, this research suggests the necessity for collaboration between the West Aceh District government, REI, and the three campuses to strategically plan new residential areas, fostering socio-economic advancement, and promoting environmental preservation through enhanced green initiatives.

Abstract

In the analysis of the financial condition of Aceh Barat Regency, it was revealed that significant dependence on Central Transfers, especially through the General Allocation Fund (DAU) and the Special Allocation Fund (DAK), creates challenges in achieving stable financial independence. Although Locally Generated Revenue (PAD), such as regional taxes and levies, contributes to the revenue, the fluctuations indicate the complexity and risk in achieving financial balance. Diversifying revenue sources has become a primary focus to address dependence on natural resources and the fisheries sector, as well as external fluctuations. Optimizing regional taxes, levies, and developing the tourism sector are key strategies to strengthen Locally Generated Revenue. Moreover, the analysis of the Regional Financial Efficiency Ratio (REKD) indicates characteristics of inefficiency or inefficiency during the 2011-2022 period, highlighting the need for improvements in budget management and revenue collection. The Compatibility Ratio, which shows an increase in Operating Expenditure and a tendency to decrease Capital Expenditure, underscores the need to achieve a better balance between long-term investment and operational activities. Therefore, Aceh Barat Regency needs to take proactive steps in enhancing financial efficiency, diversifying income, and allocating funds wisely to achieve sustainable economic growth and financial stability.

Abstract

The significant changes in regulations related to local taxes and levies in Indonesia, especially stipulated in Law Number 1 of 2022 concerning Regional Taxes and Levies and Presidential Regulation Number 35 of 2023, have prompted the need for a new approach in managing Regional Original Income (PAD) across Indonesia. The impact of these changes includes the repeal of previous regulations such as Law Number 11 of 2020 concerning Job Creation and Law Number 23 of 2014 concerning Regional Government. An academic team from Teuku Umar University conducted a Focus Group Discussion (FGD) with the Nagan Raya District government to assess the potential and sources of revenue from local taxes and levies. The discussion results revealed that there are still many untapped potentials for local taxes and levies. Therefore, it is essential for local governments to collaborate with all relevant agencies to optimize revenue collection from local taxes and levies. Amid the context of decentralization in Indonesia, district governments like Nagan Raya are challenged to find new sources of revenue from local taxes and levies to strengthen their financial independence.

Abstract

This study aims to determine the level of effectiveness of budget absorption at the Education and Culture Office of West Aceh Regency. The scope taken by the author is the education budget for 2017 – 2022. The research analysis used is an analysis of effectiveness. The results showed that the level or criteria for the effectiveness of budget absorption at the Education and Culture Office of West Aceh Regency in 2017-2021 had varying effectiveness criteria. The highest level of effectiveness in 2017 and the lowest occurred in 2021. Furthermore, in 2017 the effectiveness criteria were very effective, in 2018 to 2021 the effectiveness criteria were effective. This shows that the effectiveness of budget absorption that has been budgeted has been well implemented by the Education and Culture Office of West Aceh Regency, for a period of 5 (five) years from quite effective to very effective. To the Education and Culture Office of West Aceh Regency to continue to be able to maintain this achievement

Abstract

A country will never be separated from various problems that are certainly related to its citizens. Unemployment in Indonesia has reached tens of millions of people is an urgent problem that must be solved immediately because the impact of unemployment will be very dangerous for the order of social life. This study aims to determine the factors that influence the unemployment rate in South Aceh Regency in 2000-2021 by using the independent variables of PDRB growth rate, minimum wage and population. The data used in this study is secondary data obtained from BPS South Aceh Regency. This study uses a statistical descriptive analysis model and hypothesis testing through multiple linear regression analysis. The results showed that partially the PDRB growth rate variable had a negative and significant effect on the unemployment rate in South Aceh Regency, the minimum wage variable had a negative and significant effect on the unemployment rate in South Aceh Regency and the population variable had a positive and no significant effect on the unemployment rate. unemployment in South Aceh Regency. Simultaneously (F test), the PDRB growth rate, minimum wage and population have a significant effect on the unemployment rate, with a significance value (0.000 < 0.05). While the magnitude of the effect of the growth rate of PDRB, minimum wage and population on the unemployment rate is 78.8% and the remaining 21.2% is influenced by other variables not included in the research model

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh inflasi, upah minimum provinsi dan tingkat pengangguran terbuka terhadap penduduk miskin di Kabupaten Aceh Barat tahun 2007-2022. Aceh Barat merupakan salah satu kabupaten yang mempunyai tingkat penduduk miskin yang tinggi, sehingga perlu dilakukan analisis faktor-faktor yang mempengaruhi tingkat penduduk miskin di Kabupaten Aceh Barat. Jenis penelitian yang digunakan adalah penelitian kuantitatif dengan metode regresi linier berganda dengan data time series tahun 2007-2022 yaitu 16 tahun meliputi data inflasi, data upah minimum provinsi, data tingkat pengangguran terbuka, data penduduk miskin dan diolah menggunakan program SPSS 25. Analisis yang digunakan adalah analisis regresi linier berganda, uji t, uji F dan koefisien determinasi (R2). Hasil penelitian menunjukkan bahwa secara simultan yaitu uji F Inflasi, Upah Minimum Provinsi dan Tingkat Pengangguran Terbuka secara bersama-sama mempunyai pengaruh terhadap Penduduk Miskin di Kabupaten Aceh Barat Tahun 2007-2022. Sedangkan secara parsial yaitu uji t disimpulkan bahwa inflasi berpengaruh negatif dan signifikan terhadap penduduk miskin dengan thitung (-2,727) > ttabel (-2,179) dan nilai signifikan (0,018) < 0,05 maka upah minimum provinsi berpengaruh negatif dan signifikan terhadap penduduk miskin dengan thitung (-58,736) > ttabel (-2,179) dan nilai signifikan (0,000) < 0,05 maka tingkat pengangguran terbuka berpengaruh negatif dan signifikan terhadap penduduk miskin dengan thitung (-5,990 ) > t tabel (-2,179) dan nilai signifikansi (0,000) < 0,05. determinan customized R Square Sebesar 0,997 Hal ini menunjukkan bahwa 99,7% penduduk miskin di kabupaten Aceh Barat dipengaruhi oleh variabel pengaruh Inflasi, Upah Minimum Provinsi dan Tingkat Pengangguran Terbuka, sedangkan sisanya sebesar 0,3% dipengaruhi oleh variabel lain di luar penelitian ini.

Abstract

Since ancient times, women's involvement in maintaining the family's food needs has almost been inseparable, especially in the rice production process. This research aims to analyze the contribution of women in the agricultural sector in farming households in Aceh Province. Using quantitative descriptive methods and secondary data analysis from the Aceh Province BPS agricultural census, this research investigates the important role that women play in agriculture. The analysis was carried out using descriptive statistical methods to identify patterns of women's participation, distribution of labor based on gender, and the contribution of women in the rice farming sector of Aceh Province. Data analysis was carried out using multiple linear regression models and classical assumption tests. In this research data there is autocorrelation, therefore the author carried out data transformation using the Cochrane-Orcutt method. The research results after data transformation showed that the contribution of female agricultural workers was lower than that of male agricultural workers with a value of 18 percent. Women are actively involved in various stages of farming activities, from planting to harvest. This research also found that there were different contribution patterns between female and male workers in rice farming.

Abstract

Kabupaten Aceh Singkil di Provinsi Aceh memiliki tingkat partisipasi angkatan kerja perempuan yang tergolong rendah, terutama bagi perempuan yang sudah menikah. Faktor-faktor yang mendasari hal ini beragam, mulai dari faktor internal yang terkait dengan diri perempuan itu sendiri, hingga faktor eksternal yang berasal dari lingkungan sekitar. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi partisipasi angkatan kerja perempuan menikah di Kecamatan Singkil Utara Kabupaten Aceh Singkil. Ruang lingkup pembahasan dan analisis penelitian ini fokus pada wilayah Kecamatan Singkil Utara Kabupaten Aceh Singkil. Penelitian ini menggunakan pendekatan kuantitatif dengan teknik pengumpulan data melalui kuesioner yang dikumpulkan dari 100 perempuan menikah di Kecamatan Singkil Utara Kabupaten Aceh Singkil. Metode analisis yang digunakan pada penelitian ini adalah regresi linier berganda yang diolah menggunakan Software Eviews 10. Hasil penelitian menunjukkan bahwa tingkat pendidikan secara parsial berpengaruh positif dan signifikan terhadap partisipasi angkatan kerja perempuan menikah di Kecamatan Singkil Utara Kabupaten Aceh Singkil. Pendapatan suami secara parsial berpengaruh positif dan signifikan terhadap partisipasi angkatan kerja perempuan menikah di Kecamatan Singkil Utara Kabupaten Aceh Singkil. Jumlah anggota keluarga secara parsial tidak berpengaruh dan tidak signifikan terhadap partisipasi angkatan kerja perempuan menikah di Kecamatan Singkil Utara Kabupaten Aceh Singkil. Tingkat pendidikan, pendapatan suami dan jumlah anggota keluarga secara simultan memiliki pengaruh yang signifikan terhadap partisipasi angkatan kerja perempuan menikah di Kecamatan Singkil Utara Kabupaten Aceh Singkil.
