Abstract

This research aims to analyze the impact of poverty and unemployment on economic growth in areas affected by the 2004 earthquake and tsunami, specifically in Aceh Province. The data used are secondary data sourced from the Central Bureau of Statistics (BPS) and the Regional Planning and Development Agency (Bappeda) of Aceh Province over a period of 19 years from 2005 to 2023. The method used is a quantitative method with a multiple linear regression analysis model. Based on the research results, it was found that poverty, measured by the percentage of the poor population, has a significant influence with a value of 0.074 at α = 10%. Meanwhile, unemployment measured by the open unemployment rate is not significant with a value of 0.234 at both α = 5% and α = 10%. The model equation is PE = 1.909 + 0.324PPM - 0.569TPT + ε. Next, the correlation coefficient value is 0.438 and the coefficient of determination is 9,0%.Meanwhile, the t-value is 0,090 for the coefficient of the percentage of poor population and -1.237 for the coefficient of the open unemployment rate, as well as the F-value of 1.895. Post-tsunami, starting in 2005, the percentage of poor residents continued to rise and began to decline after 6 years of the disaster, while the open unemployment rate also continued to increase in percentage and decreased 8 years after the tsunami. It is recommended to the local and provincial governments to launch poverty alleviation and unemployment reduction programs by creating job opportunities so that economic growth continues to increase in the future.

Abstract

In the analysis of the financial conditions of Aceh Barat Regency, it is revealed that a significant dependency on Central Transfers, particularly through the General Allocation Fund (DAU) and Special Allocation Fund (DAK), creates challenges in achieving stable financial independence. Although Regional Original Income (PAD), such as local taxes and regional levies, contributes, the fluctuations indicate complexity and risks in achieving financial balance. Diversification of income sources becomes a primary focus to address dependence on natural resources and the fisheries sector, as well as external fluctuations. Optimization of local taxes, levies, and tourism sector development emerges as key strategies to strengthen Regional Original Income. Additionally, the analysis of the Regional Financial Efficiency Ratio (REKD) indicates characteristics of inefficiency during the period 2011-2022, indicating the need for improvements in budget management and revenue collection. The Harmony Ratio, depicting an increase in Operational Expenditure and a tendency of decreasing Capital Expenditure, highlights the need to achieve a better balance between long-term investments and operational aspects. Therefore, Aceh Barat Regency needs to take proactive steps to enhance financial efficiency, diversify income, and allocate funds wisely to achieve sustainable and financially stable economic growth.

Abstract

This study aims to examine determinants such as economic growth and district/city minimum wages on labor absorption in the MSME sector in West Aceh Regency. The selection of MSMEs is based on their important contribution to regional and national economic development, especially through job creation and income equality. This study uses multiple linear regression analysis methods using secondary data from 2000-2024. Empirical results show that economic growth and minimum wages statistically have a positive and significant effect on labor absorption, both partially and simultaneously. The regression model meets all the criteria of classical assumptions and produces an adjusted R² value of 0.749, indicating that around 74.9% of the variability in labor absorption can be attributed to the two independent variables. These results underscore the need for a regional-based economic strategy that emphasizes sustainable growth and well-calibrated wage policies to encourage a healthy entrepreneurial environment and long-term labor market development in the MSME sector.

Abstract

Aceh is a province of Indonesia that currently consists of 23 districts/municipalities that are generally divided into three (3) regions, namely, the Northeast (11 districts/municipalities), the Middle-southeast (4 districts) and the Southwest (8 districts/municipalities) regions. These regions have different natural, human, social, political, and cultural resources. These differences have caused uneven economic development, which has further caused developmental disparity among the regions. This study aims to assess the extent of developmental disparity among regions and to analyze the impact of Gross Regional Domestic Product per capita on regional developmental disparity in the three (3) regions of Aceh province in the period of 2000-2014. The data used in this research are secondary data that were obtained from the Central Statistics Agency (BPS), and the Regional Development Planning Board (Badan Perencanaan Daerah/Bappeda) of Aceh Province. To identify the level of inequality, the researcher utilizes Williamson Index;whereas to determine theimpact of Regional GDP per capita on the inequality of regional development, the researcher utilizes a semi logarithmic linear regression model that includes a discussion on the correlationcoefficient (R), determination coefficient (R Square), and t test using SPSS.Based on estimation results, the researcher discovers that, for the North-East region, the value of correlation coefficient (R) is 0.8032, the value of determination coefficient is 64.52%, and the equation for Y isY = -1.8942 + 0,1263X;for the Middle-Southeast region, the value ofcorrelation coefficientis0.6760, the value of determination coefficient is 45.70%, and the equation for Y is Y = 0.6441 + 0,0400X, and;for the Southwest region, the value ofcorrelation coefficientis 0.4045, the value of determination coefficient is 16.36%, and the equation for Y is Y = -0.4703 + 0,0318X. As for the t test, the researcher discovers that for North-East region the per capita regional GDP wastcount> ttable(4.671> 1.7823);for the Middle-Southeast regional tcount<ttable(-3.178<1.7823), and; for the Southwest region tcount<ttable (1.532 <1.7823). These per capita regional GDP values mean that only in the Northeast region does the variable of per capita regional GDP have a real impact on the variables of regional developmental disparity. This is consistent with the fact that the Northeast region is much more advanced and developed than the other two regions.JEL Classification: O10, O11, O15 Keywords: GDP, Index of Williamson and Discrepancy, Per capita GDP, Total of population

Abstract

The purpose of this study is to determine the implementation of Aceh Qanun Number 8 of 2016 on the Halal Product Assurance System (The Aceh Qanun on Halal Label) on Micro, Small, and Medium Enterprises (MSMEs) and to understand the supervision of the implementation of the Aceh Qanun on Halal Label in West Aceh Regency. The study method used is empirical juridical, producing descriptive data regarding implementing the Aceh Qanun on Halal Label towards MSMEs in the West Aceh Regency. This study is important because data from the Health Office of West Aceh Regency shows that 30 MSMEs have obtained halal certificates. In comparison, 64 MSMEs do not have halal certificates for their marketed food products. Based on the data, this fact does not comply with the provisions of Article 4 of Law Number 33 of 2014 on Halal Product Assurance (hereinafter referred to as the Halal Product Guarantee Law 2014), which obliges all products traded in Indonesia to have halal certification. This provision is in line with Article 4 of the Aceh Qanun on Halal Label, which states that the Halal Product Assurance System aims to provide protection, peace of mind, and legal certainty to the community in consuming and using Halal and hygienic products for physical and spiritual health. The assurance of halal products refers to legal certainty regarding the halal status of products, proven by halal certificates, halal registration numbers, and halal labels. Many MSMEs in West Aceh do not have halal product certificates, so the objectives of the Aceh Qanun on Halal Label have yet to be well implemented. The suboptimal supervision also influences the suboptimal implementation of the Aceh Qanun on Halal Label. This supervision involves various West Aceh Regency Local Government institutions, such as the Ministry of Religious Affairs and the Health Office. The main constraint is the limited funds allocated for such supervision, resulting in suboptimal halal product supervision for MSMEs in West Aceh.
