Abstract

Sarhunta assistance is government financial support for communities in the delineation of handling locations to improve the quality of houses, residential development for business functions, and environmental arrangements to support tourism or economic development. One form of activity is to provide tourism residential facilities (homestay) while improving the quality of settlements that meet the requirements of livable homes. The purpose of this study was to Evaluation of Sarana Hunian Pariwisata (Homestay) Assistance Program in Nampar Macing Village, West Manggarai Regency. The method used in this research is descriptive qualitative. The results showed that the utilization of Sarhunta as a business function in Nampar Macing Village, Manggarai Regency is not yet optimal. The lack of community understanding and the absence of technical guidance are factors in the failure of Sarhunta utilization.

Abstract

Animal quarantine policies are an essential instrument in preventing the spread of animal diseases, safeguarding animal health before distribution, and ensuring food safety and ecosystem security. This study aims to evaluate the implementation of such policies at the Animal, Fish, and Plant Quarantine Center in East Nusa Tenggara. Using a qualitative approach, this research employs a triangulation method that includes observation, interviews, and documentation to obtain in-depth data on the effectiveness of the policy and the challenges encountered in its implementation. The findings of this study indicate that the implementation of animal quarantine policies at the Animal, Fish, and Plant Quarantine Center in East Nusa Tenggara has not been optimal, despite the relevant regulations being in place. One of the main obstacles identified is the lack of effective socialization and communication to the public, especially to quarantine service users, resulting in a low level of understanding regarding the applicable quarantine procedures. This suggests that, while regulations exist, their effectiveness is heavily dependent on public understanding and active participation. Furthermore, limited access to clear and comprehensive information regarding quarantine procedures, as well as a lack of training for involved personnel, also serve as barriers to optimizing the policy's implementation. To enhance the effectiveness of animal quarantine policies, a comprehensive strategy is needed, which includes several key actions, one of which is strengthening socialization through direct engagement with the public, particularly quarantine service users. This aims to improve and deepen their understanding of quarantine procedures, ensuring more effective policy implementation. Additionally, these measures are expected to not only enhance service quality but also improve operational efficiency and monitoring accuracy. Thus, animal quarantine policies are expected to have a broader impact, not only on animal health but also on food safety and the overall well-being of society, which in turn will strengthen animal disease control systems and maintain ecosystem balance.

Abstract

Elections and regional elections are essential parts of Indonesia's democratic system that involve active public participation. The General Election Supervisory Agency (Bawaslu) plays a key role in enhancing public participation in election and regional election oversight. This study aims to analyze the role of Bawaslu in Manggarai Barat Regency in promoting public participation and identifying factors that hinder it in the 2024 General Election and Regional Election. Using a qualitative approach with a descriptive method, the research reveals that although there are programs designed to increase participatory oversight, there is a gap between planning and implementation on the ground. Factors such as limited access to information, low political awareness, and political culture influence are major barriers. Nevertheless, the increase in the number of public reports in the 2024 Regional Election indicates a rise in participation. The study provides recommendations to strengthen the capacity of supervisors and socialization strategies to achieve more effective and democratic oversight.

Abstract

The Family Hope Program (PKH) aims to provide cash assistance to Very Poor Households (RTSM) to improve the quality of Human Resources (HR) in education, health, and social welfare. However, in Tondong Belang Village there are problems in the distribution of assistance that is not on target and inappropriate utilization. This study aims to analyze the achievement of the PKH implementation process in Tondong Belang Village, Mbeliling Sub-district,West Manggarai Regency, using descriptive methods and a qualitative approach. Based on William N. Dunn's policy evaluation theory, six evaluation criteria were analyzed: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. Data were collected through observation, interviews, and documentation. The results show that the implementation of PKH since 2015 has had a positive impact, although there are still challenges that need to be overcome to improve the effectiveness of the program in the future.

Abstract

This study aims to analyze the Capacity of the New Village Government Apparatus in Takatunga I Village, Ngada Regency. The method used in this research is a qualitative method with a case study approach. The theory used in this research is the theory of Apparatus Capacity according to Asrori which highlights three abilities, namely basic ability, management ability and technical ability. Informants who became research sources amounted to 12 people. The data sources used are primary data and secondary data. Data collection techniques in the research are interviews, observation, documentation and literature study. Data analysis techniques used in the research are data reduction, data presentation and conclusion drawing. The results showed that the basic skills possessed by the apparatus in Takatunga I Village were inadequate, most of the apparatus did not know the basic fundamentals of village government, their main duties and functions. In addition, Takatunga I Village does not yet have a village profile and village government organizational structure. The management skills possessed by Takatunga I village officials are still very limited; there are still complaints from the community about the services provided, because there is only one official who can operate a computer. In addition, although monitoring is limited to monitoring development, evaluation in Takatunga I Village is still limited to reporting every semester. The financial disbursement process is well done, but the accountability aspect is still less than optimal. The technical capabilities of the Takatunga I Village apparatus are quite good, despite having limited facilities and mastery of technology such as computers.

Abstract

This study aims to evaluate the effectiveness of the School Operational Assistance (BOS) Fund management at SD Inpres Kiwangona as an implementation of public policy in basic education. The BOS Fund serves as a government policy instrument to promote equitable access and improve the quality of education, particularly in remote areas. This research applies a qualitative descriptive approach using the input, process, output and outcome (IPOO) evaluation model. Data were collected through observation, documentation, and analysis of financial and administrative reports related to BOS fund utilization. The results show that in the input aspect, SD Inpres Kiwangona has adequately prepared human resources and administrative tools for BOS management. The process aspect demonstrates that fund management follows official technical guidelines through planning, disbursement, utilization, and accountable reporting stages. The output aspect indicates significant improvements in educational services, such as the availability of learning facilities, extracurricular activities, and increased student motivation. Meanwhile, the outcome aspect shows that the BOS program contributes to higher student achievement, a more conducive learning environment, and reduced financial burdens on parents. Overall, the BOS policy implementation at SD Inpres Kiwangona has been relatively effective, although some challenges remain, including reporting constraints and delayed fund disbursements. These findings highlight the need for enhanced school management capacity and continuous government support to ensure the sustainability and accountability of the BOS program in improving educational quality in remote regions.

Abstract

This research examines the challenges of female representation in legislative elections in Lembata Regency, East Nusa Tenggara, with the aim of understanding the obstacles faced by women in formal political arenas. Despite the implementation of a 30% minimum quota for female representation in the legislature, women in Lembata Regency still face difficulties in achieving elected positions. Using a qualitative case study approach, this study identifies three key dimensions affecting women's representation: macro dimension (political systems and affirmative action policies), meso dimension (the role of political parties), and micro dimension (the individual capacity of female candidates). The findings show that although women meet the administrative quota, structural barriers, patriarchal culture, and unequal political resources still hinder their election. To enhance female representation, more concrete political support and a shift in societal attitudes towards gender inclusivity are needed.

Abstract

In an effort to change the pattern of serving the public, the National Land Agency, especially in the Kupang City Land Agency, has been providing computer-based services since 1997. Land Office Computerization (KKP) or Land Office Computerization (LOC) creates orderly land administration, improving the quality of land information. Case studies in the field, the informants in this study are employees who work in the Head of General Affairs and Personnel Affairs, Head of Land Measurement and Mapping Sub-section, Plan and Budget Compilation Officer, and Land Infrastructure Officer. Next, the researcher will carry out the stages of data collection according to Creswell as qualitative observation, qualitative interviews, qualitative documents search and qualitative audio and visual material and visual materials). The implementation model that researchers will use is the George Edward model to analyze the process of implementing the National Land Information and Management System (SIMTANAS) policy at the Kupang City Land Agency. On the side, the disposition found that SIMTANAS has only been running in its implementation in the survey, measurement and mapping sections. From the side of human resources, the budget has been fulfilled.

Abstract

Abstrak: Policy paper merupakan alat penting dalam advokasi kebijakan publik, memberikan rekomendasi berbasis bukti secara ringkas untuk pembuat kebijakan. Namun, keterbatasan pengetahuan dan keterampilan dalam penulisan policy paper di kalangan peneliti Litbang Kabupaten Alor menjadi hambatan dalam mendukung pengambilan kebijakan yang efektif. Program Pengabdian kepada Masyarakat (PkM) ini bertujuan untuk meningkatkan pemahaman dan keterampilan 30 staf Litbang melalui pelatihan yang mencakup ceramah, diskusi interaktif, dan simulasi. Peserta memperoleh hardskill, seperti teknik penulisan policy paper yang mencakup analisis masalah, formulasi opsi kebijakan, dan penyusunan rekomendasi berbasis bukti, serta softskill, seperti kemampuan berpikir kritis, komunikasi kolaboratif, dan pengambilan keputusan strategis. Hasil evaluasi menunjukkan peningkatan rata-rata skor peserta dari 48% pada pre-test menjadi 82% pada post-test, mencerminkan keberhasilan pendekatan partisipatif dalam pelatihan. Selain itu, lebih dari 75% peserta aktif terlibat dalam diskusi dan simulasi praktik, yang memperkuat keterampilan teknis dan kolaborasi mereka. Program ini menegaskan pentingnya pelatihan berkelanjutan dan pendampingan untuk menghasilkan policy paper yang inovatif dan strategis guna mendukung tata kelola pemerintahan yang efektif. Abstract: Policy papers are essential tools in public policy advocacy, providing concise, evidence-based recommendations for policymakers. However, limited knowledge and skills in policy paper writing among researchers at Litbang Kabupaten Alor have hindered effective policy decision-making. This Community Service Program (PkM) aimed to enhance the understanding and skills of 30 Litbang staff through training sessions comprising lectures, interactive discussions, and simulations. Participants acquired hard skills, such as policy paper writing techniques involving problem analysis, formulation of policy options, evidence-based recommendations, and soft skills, including critical thinking, collaborative communication, and strategic decision-making. Evaluation results indicated a significant improvement in participants' scores, from an average of 48% in the pre-test to 82% in the post-test, reflecting the success of the participatory approach employed during the training. Additionally, more than 75% of participants actively engaged in discussions and practical simulations, further strengthening their technical and collaborative skills. This program underscores the importance of continuous training and mentoring to produce innovative and strategic policy papers that support effective governance.

Abstract

Abstrak: Bencana alam belum bisa diduga secara ilmiah. Mengingat masih sangat rendahnya pengetahuan dan kemampuan masyarakat dalam menghadapi kebencanaan maka perlu diadakan PkM untuk melakukan pendampingan dan pelatihan mitigasi bencana kepada masyarakat. Solusi yang ditwarkan kepada 30 orang mitra adalah dengan melakukan pemetaan daerah/wilayah yang berpotensi bencana serta melatih bagaimana melakukan mitigasi bencana berdasarkan jenis bencana yang terjadi. Metode yang digunakan adalah ceramah, praktik dan pendampingan selama program berjalan. Evaluasi PkM ini dilakukan dengan mengisi angket kuisioner yang telah disiapkan oleh tim PkM yang memperoleh hasil bahwa 20% merespon dengan positif adanya kegiatan ini meskipun dengan tingkat partisipasi yang hanya 20%. Serta 60% responden “setuju” bahwa pendampingan ini sesuai dengan kebutuhan, mampu menjawab dan memberikan solusi atas permasalahan yang dihadapi.Abstract: Natural disasters cannot be predicted scientifically. Considering that the community's knowledge and ability to deal with disasters is still very low, it is necessary to hold a PkM to provide disaster mitigation assistance and training to the community. The solution offered to 30 partners is to map areas/regions that have the potential for disasters and train them on how to carry out disaster mitigation based on the type of disaster that occurs. The methods used are lectures, practice and mentoring throughout the program. This PkM evaluation was carried out by filling out a questionnaire that had been prepared by the PkM team which obtained the result that 20% responded positively to this activity even though the participation rate was only 20%. And 60% of respondents "agree" that this assistance meets their needs, is able to answer and provide solutions to the problems they face.
