Abstract

This study aims to examine the economic empowerment of the community in the Family Hope Program (PKH) with a focus on a case study in Paraduan Village, Ronggur Nihuta District, Samosir Regency. The method used is descriptive qualitative research, with data collection through interviews, observation, and documentation. The data used consists of primary data obtained directly from informants and secondary data derived from supporting documents. Data analysis was carried out through the stages of data reduction, data presentation, and verification or drawing conclusions. The results of the study indicate that the community's understanding of the concept of empowerment has begun to form, although its implementation in daily life is not yet optimal. Most beneficiaries still interpret empowerment narrowly, only as material assistance, not as a process to achieve economic independence. The role of the community in the implementation of the program tends to be passive, where they function more as objects receiving assistance rather than subjects actively involved in empowerment activities. The main goal of empowerment to increase economic independence and welfare has not been fully achieved. This is influenced by limited motivation, minimal skills, and less than optimal support from the village government and PKH facilitators. Designed empowerment strategies, such as skills training and business mentoring, have not been implemented consistently and are not fully based on the local potential of the community. A more participatory approach, integration of local potential, and ongoing mentoring are needed so that the program can encourage behavioral change and increase the independence of beneficiaries. This research demonstrates that the success of economic empowerment through the Family Hope Program (PKH) depends not only on the assistance provided, but also on active community involvement, government support, and a targeted and sustainable strategy.

This study examines the strategies and digital innovations implemented by Kompas TV Medan in improving public access to information in the digital media ecosystem. Using a qualitative case study approach, the research explores newsroom practices, platform management, multimedia utilization, and data-driven decision-making in content production. The findings show that Kompas TV Medan has adopted a multiplatform newsroom model integrating television and digital content workflows to meet the growing demand for fast, accessible, and interactive information. Each digital platform Instagram, YouTube, TikTok, Facebook, and X is managed with distinct strategies tailored to audience characteristics. Data analytics guide editorial decisions, while creativity and visual optimization strengthen content engagement without compromising journalistic integrity. However, challenges such as limited digital human resources, uneven internet access, and competition with non-professional news accounts remain significant obstacles. Overall, Kompas TV Medan demonstrates adaptive and innovative capabilities in enhancing public information accessibility while supporting transparency and digital literacy in society.

Abstract

The waste problem in urban areas, including in Tegal Sari Mandala I Village, Medan Denai District, remains a serious issue. Although the government has established waste management policies through national and regional regulations, implementation on the ground often faces obstacles such as inadequate communication, limited resources, and low public awareness. This study aims to analyze the implementation of waste management policies and its impact on community behavior, based on public policy implementation theory, specifically George C. Edwards III’s model, which includes four key variables: communication, resources, disposition, and bureaucracy structure. Community behavior is analyzed through indicators such as waste disposal habits, compliance with rules, waste segregation, and participation in cleanliness activities. The research method used is a survey with a quantitative approach, involving 97 household heads in Tegal Sari Mandala I Village, selected through proportional random sampling. Data was collected through questionnaires, interviews, observations, and documentation. The analysis was conducted descriptively using descriptive data analysis and correlation tests to identify the relationship between policy implementation and community behavior. The findings show a significant relationship between the implementation of waste management policies and community behavior, with a Pearson correlation value of r = 0.709 and a significance level of 0.000. This indicates that better policy implementation leads to more positive community behavior in waste management, emphasizing the importance of improved policy communication, infrastructure strengthening, and coordination among relevant institutions.

Abstract

This study aims to analyze the role of Village-Owned Enterprises (BUMDes) in creating spaces for active citizenship through the implementation of a Waste Management Program in Marindal I Village. The background of this research is based on the growing waste management challenges in peri-urban areas, which require active community involvement and the strategic role of village institutions. This study employs a qualitative method with a descriptive approach. Data were collected through field observations, in-depth interviews, and documentation involving BUMDes managers, village officials, and community members as key program stakeholders. The findings indicate that BUMDes plays a significant role as a facilitator and mobilizer of community participation by encouraging residents to engage in waste collection, sorting, and processing activities with economic value. The implementation of the program not only enhances environmental awareness and responsibility but also strengthens social cooperation, collective accountability, and the practice of active citizenship at the village level. Furthermore, BUMDes-based waste management contributes to increased village revenue through the utilization and sale of recycled materials.

Abstract

This study focuses on analyzing the ecology of village governance in the management of Village Funds and the relationship between village authorities and the community in realizing effective Village Fund governance in Kuta Tualah Village, Namorambe Subdistrict, Deli Serdang Regency. This research employs a qualitative descriptive approach with data collected through observation, interviews, and documentation. The findings indicate that the ecology of village governance is formed through reciprocal interactions between village government, village institutions, and community members involved in the planning, implementation, and monitoring of Village Funds. Village deliberation (musyawarah desa) serves as the primary mechanism for determining development priorities; however, community participation remains suboptimal due to limited time availability, lack of understanding, and low sense of ownership toward village programs. Transparency efforts have been made through the publication of the Village Budget (APBDes) and dissemination of information in village forums, yet these efforts have not been fully accessed by all residents. Coordination among village apparatus—such as the village head, village secretary, treasurer, Village Consultative Body (BPD), Village Community Empowerment Institution (LPM), and Village-Owned Enterprise (BUMDes)generally functions well, although at times affected by sectoral interests and limited administrative capacities. Overall, the governance ecology in Kuta Tualah Village demonstrates a relatively harmonious interaction pattern, yet requires strengthened community participation, improved human resource capacity among village officials, and optimized supervision to ensure more transparent, accountable, and participatory Village Fund management.

Abstract

This study was conducted to analyze the impact of the Family Hope Program (PKH) on improving the quality of life of the community in Tegal Sari Mandala II Village, Medan Denai District. Data were obtained through in-depth interviews and field observations. The findings indicate that PKH contributed to increased utilization of maternal and child health services, increased school participation of beneficiary children, and improved family economic capacity, although not yet optimal. The implications of this study emphasize the importance of strengthening mentoring, improving the quality of basic services, and optimizing the role of local governments so that PKH can have a more sustainable impact on community welfare.
