Abstract

Purpose: E-government is one of the government's efforts to develop the implementation of electronic-based government activities in order to improve the quality of service to various parties effectively and efficiently. In the context of implementing e-government in Cirebon City, Cirebon City is carrying out a smart city or smart city movement with its vision of realizing Cirebon as a creative, innovative, synergistic and competitive smart city in 2028. Lots of programs have been implemented as supporters of the realization of the smart city movement in the city of Cirebon. Research with the title "Implementation of E-government in the Village Public Administration Electronic System Program (SEDULUR) in Kalijaga Village, Harjamukti District, Cirebon City", has a formulation of the problem of how to implement the sedulur program in Kalijaga Village, Harjamukti District, Cirebon City. Design/methodology/approach: This research uses a case study method with a qualitative approach that is descriptive. Determination of informants using purposive sampling. The theoretical foundation used is the Balanced E-government Scorecard theory with five dimensions in it, the five dimensions are: benefits, efficiency, participation, transparency, and change management. Findings: Based on the research that has been done, it is concluded that the implementation of e-government in Kalijaga Village, Harjamukti District, Cirebon City with case studies of the sedulur program has not been optimal in its implementation, this is because the sedulur program still wants to be developed so that later all people can access it without having to contact the head of the RW First of all, it's just that the budget was diverted during the Covid-19 pandemic which hampered the development of the Sedulur program. Practical implications: The efforts that have been made are with Harjamukti District supporting government programs related to people who are aware and obedient of paying taxes so that revenue-sharing funds (DBH) from these taxes can be allocated for the development of the sedulur program. Abstract

Land and Building Tax (PBB) has an important role in supporting the development and administration of local government. However, low community participation can hinder the achievement of the maximum potential of this revenue source. This study aims to analyze the factors that cause the unoptimal participation of urban communities in the payment of Land and Building Tax (PBB) in Kuningan District. This research method uses a qualitative approach with descriptive research type. Data collection techniques were conducted through field studies with interviews, which were supported by data analysis. The research location is in Kuningan Sub-district, Kuningan Regency. The results of this study identified socio-economic, administrative, and psychological factors and found regulatory factors to be the cause of low community participation in PBB payments. This research also provides recommendations regarding efforts that need to be made to optimize the level of urban community participation in PBB payments in Kuningan Sub-district.

Abstract

Penyelenggaraan pemberdayaan ekonomi kerakyatan untuk lebih merata dan berorientasi kepada masyarakat merupakan suatu keharusan dalam penataan ekonomi mikro. Reformasi ekonomi di Indonesia perlu ditegaskan dengan adanya pendekatan pengembangan ekonomi mikro yang lebih berorientasi kepada masyarakat. Komunitas Batik Kanci memiliki showroom tersendiri di Ruang Area Cirebon Electric Power, akan tetapi dalam aspek pemasaran sedikti terkendala karena masyarakat lebih mengetahuinya batik karya trusmi. Oleh karena itu maka diperlukan pelatihan komunikasi pemasaran untuk pacaging produk dengan metode pemaparan materi, praktek dan evaluasi kegiatan sebagai upaya untuk mengemas pesan secara lebih representatif lagi. Hasilnya 1. Komunikasi pemasaran yang dilakukan batik kanci kepada konsumen melakukan usahanya secara online maupun offline, melalui media sosial Instagram dan Facebook. Adapun secara offline dilakukan pada saat mengikuti Pameran, di Counter yang terletak di CEP Kabupaten Cirebon maupun secara Pribadi seperti keluarga dan jaringan pertemanan lainnya. 2. Desain Kemasan Batik Kanci kepada Konsumen di kemas dengan packaging yang menarik dan trendy, sudah menggunakan kardus box, label atau logo batik kanci. 3. Desain Produk Batik Kanci kepada Konsumen, selain kemasan, produk batik kanci juga memiliki produk khas sendiri yaitu batik motif burung elang, selain motif mega mendung. Selain batik, menyediakan juga jepit dan Pin Masker yang terbuat dari batik juga.

Abstract

Kuningan Regency is located in the province of West Java which borders Central Java province, with good natural resources to be developed into tourism and becoming one of the sources of Regional Budget Revenue (PAD), so with this we conducted research on tourism in Kuningan Regency with The method we use is a qualitative method, namely by collecting data. From these results, it turns out that tourism is not yet optimal in Kuningan Regency due to the budget and lack of participation by the government and private sector in increasing tourism in Kuningan Regency. To increase tourism, collaboration between stakeholders is needed. The research results show that in the collaboration process carried out in developing tourism potential in the National Nature Tourism Park in Kuningan Regency, this cross-sector collaboration is effective in achieving sustainable development goals, especially at the village level. The success of this program illustrates the potential of the Hexa Helix collaborative model as a solution to global challenges.

Abstract

This research is intended to find out about the Implementation of the Use of the SIREKAP Application in the simultaneous elections on February 14 in Cirebon Regency. SIREKAP is a technology-based tool in the process of recapitrating the results of the 2024 election. The case study of this study is located in at the Cirebon Regency General Election Commission in May 2024. In this study, qualitative methods are used through direct interviews, direct observations, and literature reviews and thews with e focus of the research is using the theory of George C. Edwards III. The results of the study show that the implementation of the use of the Sirekap Application in the 2024 presidential election in Cirebon Regency is not optimal communication related to the clarity of the delivery of communication between parties related to election organizers in the delivery of technical guidance socialization at the basic level or at the General Election Organizing Group (KPPS), lack of understanding of KPPS officers regarding the use of the SIREKAP application, and in terms of resources related to facilities are still lacking support the need for an increase in supporting the implementation of the use of the SIREKAP application in the next election.

Abstract

Penelitian ini bertujuan untuk mengetahui kinerja Tim Pembina Teknis Pemerintahan Desa di Kecamatan Losari Kabupaten Brebes. Dana desa merupakan amanat dari Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Dalam implementasi Dana Desa di Kecamatan Losari Kabupaten Brebes, dibutuhkan kinerja yang optimal dari Tim Pembina Teknis Pemerintahan Desa Kecamatan Losari sebagai realisasi dari tugas Tim Pembina Teknis Pemerintahan Desa Kecamatan Losari dalam membantu Camat melakukan pembinaan dan pengawasan kepada Pemerintahan Desa. Untuk mengetahui kinerja Tim Pembina Teknis Pemerintahan Desa Kecamatan Losari digunakan pendapat ahli T.R. Mitchell dalam Sedarmayanti (2009:51) sebagai dasar anlisis yaitu melalui lima dimensi yang digunakan antara lain Kualitas Kerja, Ketepatan Waktu, Inisiatif, Kemampuan dan Komunikasi dimana Kualitas kerja: merupakan standar kerja yang didasarkan pada apakah hasil pekerjaan yang dihasilkan dapat memuaskan penggunanya, Ketepatan Waktu: merupakan batas waktu yang telah ditentukan sebelumnya untuk menyelesaikan suatu pekerjaan, Inisiatif: kemampuan untuk menemukan cara baru, mengembangkan kegiatan, dan berani mengambil risiko. Kemampua: keahlian atau skill yang dimiliki seseorang untuk melaksanakan pekerjaan yang diberikan, kemampuan kerja yang baik harus sesuai dengan bidang pekerjaan yang dilakukan, Komunikasi: proses penyampaian pesan atau informasi dari satu pihak kepada pihak lainnya. Komunikasi dapat dilakukan secara lisan atau non verbal. Analisis yang dipakai kinerja adalah analisis Deskriptif. Data yang digunakan adalah data deskriptif kualitatif. Prosedur pengumpulan data dilakukan dengan studi literatur/kepustakaan, observasi, wawancara dan dokumentasi.

Abstract

Background. Public open spaces, such as city parks and other public facilities, play a crucial role in supporting social development, especially amid increasing urbanization. Aims. The purpose of this study is to assess the effectivenessofutilizing public facilities as public open spaces, identify various factors that hinder effectiveness, and make efforts to improve their efficacy. The theory employed in this research is the theory of effectiveness, as proposed by James L. Gibson, which comprises five indicators of effectiveness: productivity, quality, efficiency, flexibility,andsatisfaction. Methods. The method used in this research is qualitative in a descriptive approach to analyze the effectiveness of public open space utilization based on aspects of design, accessibility, and community participation. Result. The results showed that although the Cirebon City government has tried to meet the needs of public open space, many facilities are not functioning optimally. Conclusion. The findings suggest that revitalizing city parks is crucial for enhancing both social and economic functions, as well as providing space for community activities. Implementation. Therefore, the results of this study are expected to serve as a guide for more inclusive and sustainable policy planning in the development of public open spaces in the city of Cirebon.

Abstract

Work discipline is an important element in supporting the professionalism of civil servants, but its implementation in local government environments still faces structural and cultural challenges. This study aims to understand how work discipline is implemented and interpreted by civil servants in the Regional Secretariat of Cirebon Regency. Using a descriptive qualitative approach, data was obtained through semi-structured interviews, observation, and documentation. Data validity was strengthened through method triangulation and source triangulation, by exploring perspectives from various categories of informants. Analysis was conducted based on seven dimensions of discipline according to Singodimedjo's theory, which include compensation, leadership example, clarity of rules, enforcement of sanctions, supervision, leadership attention, and work habits. The research findings indicate that the implementation of discipline still depends on individual awareness and leadership character, while reward systems, rule enforcement, and supervision have not been consistently implemented. A strong discipline culture has not yet been established because leadership attention and routines are not yet grounded in a sustainable system. These findings emphasize the importance of discipline development based on values, social relationships, and organizational habits as part of local-level bureaucratic reform.

Abstract

Elections are the main basis for running a democratic system, and updating voter data is an important aspect to ensure the integrity and validity of the process. As a new innovation by the KPU (General Election Commissions) that utilizes information technology, namely E-Government, it is therefore necessary to analyze the effectiveness of using the E-Coklit application. Based on Budiani's theory of effectiveness, this research uses four main variables: accuracy of program targets, program socialization, program objectives, and program monitoring. The research method used was descriptive qualitative with interviews and observations as well as documentation from the agency as data collection techniques. The results showed that the E-Coklit application made it easier for Pantarlih (Voter Data Update Officer) to carry out voter data matching and research activities, with the results of more valid data accuracy and a centralized data system. The use of the E-Coklit application in Majalengka District has shown good results, but requires further improvement to achieve maximum effectiveness.
