Abstract

The problem and handling of waste in Banyumas Regency has changed. Waste became one of the problems that was not handled properly in 2018 to the point of a waste emergency, but now waste in Banyumas can be a source of income, empower the community and become a model for waste management in Indonesia and even the world to achieve various achievements due to its successful management. The existence of Regent Regulation No. 24 of 2023 on the Implementation of Waste Management is a tangible manifestation of Banyumas' strong commitment in dealing with the waste problem to achieve various national and international awards for its success in waste management and care for environmental sustainability. The purpose of this paper is to describe, explore and analyze the success of policy innovation and community empowerment in the idea of “Sumpah Beruang (turning waste into money)”. This research method is descriptive qualitative by using literature studies to obtain various credible data. The results showed that the success of policy innovation and community empowerment in waste management in Banyumas can be seen in its implementation, starting from the government's commitment in the form of clear rules, budget commitments, cooperation and the use of technology. In addition, community participation is also very good in managing waste at TPST (Integrated Waste Processing Site) and TPA BLE (Environmental and Education-Based Final Processing Site) as the key to successful waste management. Finally, the thing that makes a difference in handling waste is the application of circular economy principles that can utilize the processed waste into various objects of economic value such as compost production, paving, magot cultivation, and produce staples for RDF (Refused Derived Fuel). Abstract

This study aims to analyze the conflict of interest in the utilization of Micro Hydro Power Plants (MHP) in Karangtengah Village, Banyumas Regency. The background of this research is based on the success of the local community in establishing energy independence through MHP, which later triggered a conflict with Perusahaan Listrik Negara (PLN) as the national electricity provider. This study employs a qualitative approach using literature review and document analysis methods. Data were collected from academic journals, official reports, and relevant media sources, and analyzed using content analysis techniques and the conflict theory perspective of Karl Marx. The results show that the MHP is capable of generating electricity with a capacity of approximately 15 kW and supplying power to dozens to over a hundred households at an affordable tariff. However, this success has led to a conflict of interest between the community and PLN, particularly regarding the control of energy resources, distribution of economic benefits, and authority over the energy system. From a conflict theory perspective, this condition reflects the dynamics of domination and resistance between local actors and state actors. This study concludes that the conflict surrounding MHP is not merely technical but represents a structural conflict in community-based energy management.

Abstract

Vandalism on railway infrastructure is not merely understood as destructive behavior but also as a form of social expression that reflects the dynamic relationship between individuals and public space. This article examines vandalism as a socially structured phenomenon rooted in social interaction, environmental conditions, and power inequalities within public transportation spaces. The research method in this study is a theoretical study or systematic literature review with a Qualitative-Analytical approach. The data sources in this study are secondary, including sociology and criminology journals that discuss deviation, vandalism, graffiti, public space, and transportation infrastructure. The analysis employs various sociological perspectives, including Anomie Theory to describe collective frustration and weakened normative control; Social Learning Theory to understand peer group influence and the imitation of deviant behavior; Social Control Theory to explore the weakened social bonds that reduce conformity; Conflict Theory to observe vandalism as a symbolic form of resistance against inequality in public space governance; and Social Ecology Theory to highlight the role of environmental disorganization and lack of surveillance in enabling destructive acts. Based on this theoretical mapping, the article argues that vandalism is a multidimensional social phenomenon that requires a comprehensive approach, incorporating not only legal intervention but also strengthened social attachment, community empowerment, and more inclusive public space planning that is responsive to societal needs. It is hoped that this analysis can provide a more comprehensive understanding of the sociological roots of vandalism on railway assets and formulate practical implications for developing more holistic, community-based, and sustainable prevention strategies beyond merely repressive approaches.

Abstract

Social Policy Program Keluarga Harapan (PKH) is a conditional cash transfer program from the Indonesian Ministry of Social Affairs. PKH is a family protection and social security-based policy that is often misunderstood as simply providing monetary social assistance. Therefore, the urgency of this research is important to discuss more deeply the most important benefits of PKH social policy implementation in Giwangan Village, Yogyakarta City. The purpose of this research is to describe and explore more deeply the existence of efforts to empower families by increasing knowledge to accelerate behavior change, this is through obtained from the family development session (FDS). At FDS there is a process of knowledge transfer from PKH Facilitators to PKH KPM which is carried out in group meetings, and the material comes from various material modules such as knowledge about managing the economy, being aware of health, education and childcare, and so on. The method in this research is descriptive qualitative, with data collection techniques of observation and in-depth interviews. The results of this study show that community empowerment through the implementation of FDS is to increase knowledge and cognitive abilities that have a positive impact on the formation of self-awareness, and accelerate behavior change for the better. The conclusion in this research shows that community empowerment in PKH and FDS activities can be practiced in everyday life as a provision to achieve a prosperous and poverty-free family.

Abstract

The Unstructured Trap of Digital Governance (UTDG) is a multi-disciplinary study that explains the phenomenon of poverty and development from the perspective of public administration, economics, and management. The UTDG grand design was prepared to explain and provide an overview of strategies in governance that enhance security and accessibility, on the other hand, it neglects the interests of economic and social adaptation for vulnerable communities. The difference in the functions and benefits of digitalization inherent in the concept of modernization actually causes the poor community to become increasingly trapped in conditions that render them more powerless. This study used a qualitative method for deep analysis besides various sources that have theoretical depth. The analysis of the results was processed through NVivo using a map. The data analysis of Nvivo represents the analysis of news and images regarding digital humanities, digital behavior, and digital territory in the Brebes Regency. Sampling was conducted using purposive sampling techniques. The research indicates that Brebes Regency falls into the fourth condition. The fourth condition reflects a gradual improvement in the government's digitalization efforts, reaching a relatively good level. Regulations have been established for digital-based public services, while adequate infrastructure is evidenced by the widespread distribution of internet access to even the most remote villages. However, several challenges persist, including low public awareness of digital literacy and internet addiction, where digital access is primarily used for social media rather than productive activities. This imbalance between the real and virtual worlds prevents digitalization from significantly improving societal welfare. Additionally, the economy continues to operate largely through conventional means, with few individuals actively participating as digital entrepreneurs. Instead, most remain passive consumers, serving as the target market rather than key players in the digital economy. As a result, despite moderate developmental progress, poverty levels remain high.
