Abstract

In the digital era, teachers must not only master technology but also develop strong strong information literacy to support thoughtful, responsible, and contextually relevant pedagogical practices. This study aims to identify comprehensive strategies to enhance teachers’ information literacy as part of their professional development. Using a Systematic Literature Review (SLR), ten empirical studies published within the past five years were selected from Scopus, Web of Science, and Google Scholar, employing the PRISMA protocol and Boolean search techniques. Thematic analysis revealed five key strategies: integrating digital media into teaching, providing professional development programs, fostering collaborative learning communities, promoting innovative and reflective information use, and strengthening policy support. These strategies collectively foster teachers’ ability to think reflectively, act responsibly in information use, and apply contextually grounded pedagogical approaches in their classrooms. The study concludes that improving teachers’ information literacy requires a multidimensional approach that combines pedagogical innovation, continuous digital training, and institutional backing. The proposed framework offers practical insights for schools, policymakers, and teacher educators in designing adaptive, sustainable, and context-sensitive models for teacher professional growth in the digital age.

Abstract

The management of incoming and outgoing mail at the Public Welfare Bureau of the North Sumatra Provincial Secretariat is currently done manually by recording it in an agenda book. Mail distribution is also done directly, and mail archiving is collected in one place, which often causes various problems, such as delays in mail distribution, difficulties in finding mail, and the risk of losing important mail. This study aims to design and develop a web-based document management system to support more efficient, faster, and secure administrative processes. The system development method used is the waterfall model. The system is built using the PHP programming language and MySQL database. System testing results indicate that it can simplify the processes of recording, searching, distributing, and reporting incoming and outgoing documents through faster digitalization. With the implementation of this system, it is hoped that the Social Welfare Bureau of the Provincial Government of North Sumatra can manage letters more effectively and efficiently, thereby supporting the central government's digital transformation program

Abstract

The rapid adoption of Electronic Medical Records (EMR) in healthcare presents ethical challenges related to data privacy and security. This study aimed to assess the application of ethical principles in EMR management at Welas Asih Regional General Hospital and identify the practical challenges faced by healthcare professionals. A qualitative approach was employed, utilizing data from questionnaires and observations. The sample consisted of 40 purposively selected healthcare staff. The findings revealed a high level of staff understanding and compliance with ethical protocols; 100% of respondents understood patient confidentiality, and 97.5% reported the existence of SOPs and audit trails. Despite this, a significant 60% of staff reported experiencing ethical dilemmas in their daily practice, highlighting a crucial gap between policy and real-world application. In conclusion, while the hospital's ethical framework for EMR is robust and well-understood, there is a need for continuous training and support mechanisms to address persistent ethical dilemmas. This is essential for maintaining patient trust and ensuring secure, responsible healthcare services.

Abstract

This study aims to evaluate the procedures for releasing medical information at Wangaya Regional General Hospital (RSUD Wangaya) Denpasar City in ensuring the legal aspects of medical record confidentiality. Medical records contain personal and medical data of patients that are confidential, and their release must comply with applicable laws and regulations. This is a qualitative descriptive study using in-depth interviews, observations, and documentation involving five informants, including staff responsible for insurance, reporting, and public relations. The findings indicate that the hospital has a defined flow and mechanism for the release of medical information as outlined in the Standard Operating Procedure (SOP), although challenges remain in terms of completeness of administrative documents. All informants understood the importance of maintaining patient data confidentiality, and the implementation of procedures adheres to relevant regulations such as Law No. 17 of 2023 on Health, Law No. 27 of 2022 on Personal Data Protection, and Ministry of Health Regulation No. 24 of 2022 on Medical Records. It is concluded that the release of medical information at RSUD Wangaya has been carried out in accordance with legal requirements; however, further efforts are needed to strengthen routine socialization to patients and staff, and to periodically evaluate the SOP to ensure the continued protection of patient privacy and data security.

Abstract

This study examines the philosophical and sociocultural contradictions that emerge in the context of the information society. The purpose of the research is to analyze the antinomies of digital transformation, focusing on freedom and control, information accessibility and informational noise, virtual connectivity and social isolation, as well as the fluidity of identity in digital culture. The research is based on philosophical analysis, comparative review of theoretical literature, and synthesis of contemporary debates in the philosophy of technology and digital culture. The findings indicate that informatization creates both opportunities and risks. On the one hand, digital technologies expand access to knowledge, foster innovation, and democratize communication. On the other hand, they generate new challenges such as surveillance, deintellectualization, digital loneliness, fragmented identity, and environmental burdens of ICT. The study concludes that the information society represents a contradictory space in which progress and alienation coexist, making philosophical reflection and digital ethics essential for sustaining human dignity in the age of digital transformation.

Abstract

Information technology (IT) governance has become a critical factor for higher education institutions in ensuring that digital investments align with strategic objectives while delivering long-term value. This study develops an integrated IT governance framework to design a sustainable information technology (IT) roadmap for Manado State University (UNIMA). Using a qualitative descriptive approach, the research employed the TOGAF Architecture Development Method (ADM) and COBIT 2019 to analyze the current state of ICT, identify governance gaps, and formulate a roadmap. Data were collected through interviews, surveys, observations, and document analysis involving university leaders, faculty representatives, and IT staff. The findings indicate that UNIMA’s ICT infrastructure is fragmented, with limited integration across academic and administrative systems, an absence of a formal IT governance committee, and a lack of alignment between IT initiatives and institutional goals. The proposed roadmap is structured into three horizons: short-term (1–5 years), focusing on establishing governance structures and integrating basic systems; medium-term (6–15 years), emphasizing development of integrated applications for research, community service, and student services; and long-term (16–25 years), achieving full digital transformation toward an ICT-based campus supported by big data, cloud computing, and artificial intelligence. This research contributes theoretically by contextualizing global IT governance models within Indonesian higher education and practically by providing a structured pathway for UNIMA’s digital transformation. The framework enhances institutional efficiency, strengthens academic and research competitiveness, and offers a scalable model for other universities pursuing sustainable ICT governance.

Abstract

The Minahasan culinary tradition represents a unique cultural asset of Indonesia, characterized by distinctive flavors, cooking techniques, and local ingredients. However, its competitiveness faces challenges in the digital era, including limited adoption of information technology, restricted access to digital markets, and growing competition from global franchises. This study aims to develop a competitive strategy model for Minahasan cuisine by integrating information technology to strengthen its sustainability and market positioning. Employing a sequential exploratory mixed-methods approach, qualitative data were collected through in-depth interviews with culinary entrepreneurs, industry experts, academics, and local government representatives, while quantitative data were obtained from surveys of entrepreneurs and consumers to assess technology adoption and competitiveness factors. Digital data from social media, online food delivery platforms, and Google Trends were analyzed to capture market dynamics. The findings reveal that digital marketing, product innovation, online platform optimization, and data-driven management are key factors enhancing competitiveness. The developed model integrates the Business Model Canvas, SWOT Analysis, and Blue Ocean Strategy, emphasizing three dimensions: product innovation, digital transformation in marketing, and ecosystem collaboration involving government, culinary associations, and tourism stakeholders. This model provides both academic contributions to the field of digital culinary business strategy and practical recommendations for policymakers and local entrepreneurs to leverage technology in sustaining and expanding Minahasan culinary heritage. The study concludes that embedding digital transformation within culture-based differentiation can generate a sustainable competitive advantage, enabling Minahasan cuisine to thrive in national and global markets

Abstract

This study analyzes the implementation of the Hospital Management Information System (SIMRS) at Prof. Dr. H. M. Anwar Makkatutu Regional Hospital, Bantaeng Regency, South Sulawesi, focusing on infrastructure, human resources (HR), and operational procedures. SIMRS is designed to integrate hospital services, administration, and management to improve efficiency and healthcare quality. Using a descriptive qualitative method with a case study approach, data were collected through in-depth interviews and direct observation of hospital management, SIMRS staff, and service users. Thematic analysis was conducted to identify obstacles, supporting factors, and the role of management. The findings show that SIMRS implementation remains suboptimal. Key obstacles include internet and server disruptions, limited computer facilities, and inadequate number and competence of HR. Technical training is infrequent, and SOP application is inconsistent due to technical issues and system incompatibility. Supporting factors include management support, system integration between units, and basic operator understanding of the Kanza application. In conclusion, SIMRS success depends on infrastructure readiness, HR capacity, and procedural consistency. A sustainable integration strategy is required to overcome these barriers and strengthen the hospital information system for optimal service delivery.

Abstract

The sales activity of building materials plays a crucial role in the process of constructing houses and other infrastructure. However, in several building material supply stores, the sales mechanism is still carried out manually, requiring customers to visit the store in person to complete the purchase transaction (Rijal et al., 2024). Advances in science and technology have had an impact on company activities, particularly in data processing into information (Imannudin Akbar et al., 2023). To monitor sales activities, a good information system is needed to keep up with the rapidly growing business, especially due to the increasing number and value of transactions. This study analyzes and designs a sales application to facilitate transaction services. Primary data is obtained through observation of the existing system. Secondary data is analyzed through interviews with users and document review used in the transaction process. Secondary data, on the other hand, is obtained from literature studies and other sources, such as the internet. The system analysis and design are carried out with an object-oriented approach through UML (Unified Modeling Language) and structured database analysis. The expected outcome of this research is an application developed using the Java programming language with MySQL database support, which is expected to improve service efficiency in the sales process (Nistrina Sahidah, 2022).

Abstract

The rapid development of information technology and information systems in the current era of globalization has made almost all aspects of life unavoidable from the use of computer devices. One of the greatest needs for information technology is the need for information systems in schools. Information System is a collection or arrangement consisting of hardware and software as well as their implementation personnel who work in a sequential process and mutually support each other to produce a product. This incoming and outgoing mail archiving information system aims to change the way mail is stored in a hard file into a soft file archive. This incoming and outgoing mail archiving information system makes a good contribution to agencies. The software used in making this correspondence application uses xampp to run the web server, MySQL for database management. The implementation of the incoming and outgoing mail information system displays the interface, namely: the interface of all users and the interface of other officers. Information systems for filing incoming and outgoing mail can make outgoing mail faster and more efficient, entering incoming mail data. Providing a means of storing mail archives, so that they can be managed properly. This information system can be accessed and run on localhost.
