Abstract

The administration of correspondence is an important element in the governance of government organizations, but its manual management often causes various problems such as delays in distribution, difficulty in searching for archives, and lack of transparency. This research aims to design and develop digital information applications for online mail administration management as a solution to increase productivity, speed, and accuracy in the process of handling official documents within the Legal Bureau of the Regional Secretariat of Southeast Sulawesi Province. The development method applied is Agile with the Scrum framework approach. The application was built using the PHP programming language based on the Laravel framework. The testing process is carried out using the black box testing method to ensure that each feature in the application functions as expected. The development results show that this application is able to handle incoming and outgoing mail directly, perform the disposition process, search for archives, and manage users efficiently. The system is also considered valid based on testing basic functions, interface, security, and navigation. Thus, this information system can be a digital solution that supports the improvement of efficiency and transparency of correspondence administration in the government environment.

Abstract

Cross-language communication, which cannot be avoided in the use of language in this digital era, is the main focus in language. One form of language use that often occurs today is code mixing. Code mixing is the mixing of two (or more) languages or varieties of languages in a language act. In Indonesia, there is a lot of use of the Indonesian language, especially in information media such as advertisements, banners, billboards, information signs which are often found in public spaces. This research discusses the use of code-mixed language in information media in public spaces such as advertisements, banners, billboards and information signs. The method used in this research is descriptive analysis which is used by collecting appropriate data and then analyzing it to find out the existing problems. The data collection technique used is documentation, notes, then analysis from several sources. The results obtained show that the Indonesian language used in several information media in the public space is very varied. There were several uses of inward and outward code mixing, of which inward code mixing was found 2 data using Indonesian and Balinese, while outward code mixing was found 8 data using Indonesian and English. The use of code mixing in advertising language here is as an attraction so that readers can more easily understand an advertisement in their memory.

Abstract

Research Originality: The nominal value variable from the prospectus in this study is the novelty, as no previous research has been found. Investors indicate the nominal value as a positive signal from the company to reduce existing information asymmetry. Research Objectives: This study examines the phenomenon of IPO underpricing on the Indonesia Stock Exchange, resulting in suboptimal IPO fund-raising. Research Method: Using a quantitative approach with descriptive and causality designs, the study analyzed 251 companies from 2017 to 2023 through multiple linear regression analysis. Empirical Results: Indonesia has a high IPO underpricing rate of 37.17%. Most IPOs (68.54%) were Shariah-compliant. The reputation of underwriters changed each year, and the free float ratio declined over time. On average, IPOs were oversubscribed by more than 28 times each year. Although COVID-19 affected market sentiment, it did not impact underpricing. The nominal value of IPO stocks varied each year but generally declined. Regression results show Shariah compliance and strong underwriters reduce underpricing, while higher free float, oversubscription, and nominal value increase it. Implications: The implications of this research theoretically support signaling theory and information asymmetry. Practically, this research can be a reference for further researchers, investors, companies, and the government as regulators. JEL Classification: G10, G24, G32, D82

Abstract

Effective management of regional assets is crucial for efficient government administration and community service delivery. Proper asset management ensures transparency, efficiency, and accountability in regional property management, supporting key tasks and functions of the government. Efficient asset management empowers local governments to fund regional development and enhances public confidence in state finance management. The rapid development of information technology presents unique challenges, especially in asset management within educational institutions. This study focuses on implementing the Risk-Based Asset Management (RBAM) method in a Web-Based Asset Management Information System. RBAM categorizes requests by risk levels, generates monthly data analysis, and aids in anticipating item stock quantities. The integrated RBAM is expected to enhance inventory management efficiency, improving responsiveness to demand fluctuations. This journal presents research findings related to RBAM implementation, aiming to enhance asset management performance in the government context. The study employs the Research and Development method, fitting for software engineering research. The development utilizes the waterfall model, ensuring a structured software development process. The system streamlines item data management, reporting requests, enhancing facility inventory management.

Abstract

This research explores the use of the DevOps Method in developing a Church Asset Management Information System with a focus on efficiency and quality, taking into account the WebQual dimensions. DevOps methods are applied to improve software development, integration and management processes in order to achieve operational efficiency and improve software quality. The implementation of DevOps brings significant changes in the development life cycle, resulting in improvements in development cycle times and a decrease in software errors. Continuous Integration (CI) and Continuous Deployment (CD) practices are used to ensure fast and stable system updates. In addition, this research measures software quality by considering WebQual dimensions, such as sustainability, reliability, responsiveness, and security. Through analysis of test results and data collection, this research presents evidence that the application of DevOps methods not only increases development efficiency but also has a positive impact on software quality. These results are proven by improvements in user satisfaction, stakeholder engagement, and church meeting needs in their asset management

Abstract

This study aims to develop an integrative and Islamic website-based career selection information service media to improve career understanding of grade XII students at SMK Assalaam Bandung. The background of this study is based on various problems in the field, such as low student career understanding, the dominant choice of working after graduation without considering potential development through higher education, the inconsistency between the results of aptitude tests and parental expectations, and the limited guidance and counseling services that are only provided in grade XII. This study uses a Research and Development (R&D) approach with qualitative methods. The media development procedure is carried out through the following stages: identification of potential and problems, data collection, product design, validation, revision, trials, until producing the final product in the form of an Islamic career website. The results of the study indicate that this media is considered suitable by students for use in guidance and counseling services, because it is able to provide extensive, interesting, and easily accessible information related to career understanding that is in accordance with Islamic values.

Abstract

Batik is an Indonesian cultural heritage that is rich in philosophical and symbolic meanings. To support preservation and innovation, this research examines the use of Generative Adversarial Networks (GAN) in generating synthetic batik patterns based on natural language description. The main challenge lies in the interpretation of semantically complex cultural texts. This research proposes a fine-tuning approach of the GloVe word insertion model with a batik domain-specific corpus. The dataset consists of 3,100 batik images of Parang and Kawung motifs, each accompanied by 10 textual descriptions. Two approaches were evaluated: GloVe generalized pre-training and GloVe enhanced. The GAN architecture combines multimodal input and up sampling techniques to generate images from text. Intrinsic evaluation results showed that the customized GloVe model improved the average cosine similarity value to 0.99. A paired t-test between the general model and the refined results yielded p < 0.01, indicating a statistically significant improvement. Extrinsic evaluation using Fréchet Inception Distance (FID) and Inception Score (IS) showed an improvement in visual quality: FID decreased from 64.5 to 48.1, and IS increased from 2.37 to 3.23. These findings demonstrate the effectiveness of semantic enhancement for improving the synthesis of culturally meaningful visuals. Abstract

The implementation of digital technology has become an essential initiative in improving transparency, efficiency, and accountability in the management and dissemination of public financial information. This study aims to examine the benefits, challenges, and strategic considerations associated with the adoption of digital technology in presenting public sector financial data. Using a qualitative approach based on a comprehensive literature review, the study highlights how digitalization enables real-time access to financial information, minimizes the risk of human error, and enhances public trust in financial governance processes. Despite these advantages, the research also identifies persistent challenges, such as inadequate infrastructure, limited technical capacity, and uneven digital readiness across government institutions. To address these issues, the study proposes several practical recommendations, including the development of supportive regulatory frameworks, increased investment in digital infrastructure, and the implementation of targeted training programs for public sector personnel. Overall, this research contributes both theoretical understanding and practical insights to advance the digital transformation of public financial management.

Abstract

This thesis discusses the Development of a Web-Based Library Information System. This type of research is research and development (R&D) using the Waterfall system development model with five stages, namely: analysis, design, implementation, testing, maintenance. The research discusses 2 important objectives in this research, namely producing a web-based library information system and describing the feasibility of a web-based library information system at SMK Negeri 1 Lobalain. The development process in this research produced a web-based library information system with a display consisting of 7 main menus, namely Location/Shelf, Category, Publisher, Books, Loans, Returns and Members. Meanwhile, the feasibility test for a web-based library information system can be proven by data from validation results from media experts I, II and validation by I librarians, which can be seen with a final score of 84.9% with a very good feasibility level and the results of product validation questionnaires from students with a final score. 90.68% of eligibility qualifications are very good, no need for revision so it can be concluded that the web-based library information system is very effective, efficient and easy to operate and according to the results of the questionnaire the web-based library information system is suitable for use in the library processing process at SMK Negeri 1 Lobalain

Abstract

Dams are critical infrastructure that faces maintenance challenges due to resource limitations, fragmented data, and inefficiencies in workflow management. Building Information Modeling (BIM), by integrating multidimensional data, offers a promising solution to address these challenges by improving maintenance operations through better data visualization, coordination, and decision-making. The purpose of this study is to investigate how BIM can improve the efficiency and performance of dam maintenance operations in Indonesia. This study uses a mixed method approach, which combines qualitative and quantitative methods. Data was collected through semi-structured interviews with dam maintenance experts and engineers, as well as field observations of projects that implemented BIM. The analysis also involves a review of relevant literature on global BIM applications. Quantitative data is analyzed using statistical tools, while qualitative data is coded to identify key insights and themes. The results show that BIM significantly improves dam maintenance efficiency by optimizing maintenance scheduling, resource allocation, and structural monitoring. BIM's 3-Dimensional (3D) modeling capabilities enable early detection of structural problems, improve safety, and reliability. In addition, the study identifies scalability challenges for small-scale projects and recommends tailored solutions to ensure wider deployment. This research contributes to the development of sustainable maintenance strategies for critical infrastructure, especially in developing countries such as Indonesia.
